MINUTES OF A REGULAR MEETING OF THE
CITY COUNCIL OF THE CITY OF VERNON
HELD ON OCTOBER 3, 195'0, AT 2 O'CLOCK
P.M. IN THE COUNCIL CHEMBERS OF THE

COUNCILMEN PRESENT: Anderson, Furlong, Hailliard, poxon, Trowbridge
COUNCILMEN ABSENT : None
The meeting was called to order by Mayor R.J. Furlong.
It was moved by Anderson, seconded by Trowbridge that
the minutes o~e~cJ, 195'0, be approved as read. Motion carried.
Communication from Regional Pollution Control Board
No. 1.r of the State of California, regarding pollution of underground
waters in vicinity of Slauson Avenue and Compton Avenue and requesting
an official representative from the city be authorized to actively
participate in this investigation, was read.
It was moved by Paxon, seconded by Anderson that the
communication from the Regional Pollution Control Board No. 1.r be referred
to the City Engineer. Motion carried.
Communication from Greene's Men's Wear requesting permit
to conduct a business of selling men's clothing at 1.r5'36 District Blvd.,
was read.
It was moved by Poxon, seconded by Trowbridge that the
request of Greene's Men's Wear be approved and permit granted. Motion
carried.
Communication from O'Melveny & Myers in behalf of Printing
Development, Inc. of New York, requesting permit to conduct a business of
manufacturing of printing plates and printing equipment at 5'201 S. Soto
Street,(Pacific Press) was read.
It was moved by Anderson, seconded by Trowbridge that
the request of O'Melveny & Myers in behalf of Printing Development, Inc.
be referred to the Fire Department. Motion carried.
Communication from George J. Whalen requesting permit to
operate lunch truck within the city was read.
It was moved by poxon, seconded by Trowbridge that the
request of George J. \iha1en be referred to the Police Department, Motion
carried.
Conununica tion from Avalon Catering Company requesting
permit to operate lunch truck within the city, was read.
It was moved by Poxon, seconded by Trowbridge that the
request of the Avalon Catering Company be referred to the Police Department.
Motion carried.
Communication and report of F. H. Donnelly, Fire Chief
on application of West Coast Tire Company for permit to conduct a rubber
business at 2101 E. 27th Street, was read. Fire Chief Donnelly recommends
that request be denied.
It was moved by poxon, seconded by Anderson that report
of Fire Chief, Donnelly be received and approved, and permit to West Coast
Tire Company be denied. Motion carried.

Communication from Futures In Furniture requesting curb
painting at 1960 E. 48th Street, was read.
It was moved by Poxon, seconded by Trowbridge that the
request of Futures In Furniture be referred to the Police Department.
Motion carried.
~ommunication from Standard Steel Corp. regarding the
limiting of parking on East 50th street, was read.
It was moved by Poxon, seconded by Trowbridge that the
communication from Standard Steel Corp. be referred to the Police Dept.

Communication from Wood. & Cies Distributing Company request-
ing loading zone be established at 2304 E. 48th Street, was read.
It was moved by Anderson, seconded by Poxon that the
request of Wood & Cies Distributing Company be referred to the Police
Department. Motion carried.
Communication from Great Western Live Stock Show requesting
permit to conduct livestock show with parking facilities at the Los Angeles
Union Stock Yards, November 25th to 30th. 1950, was read.
It was moved by Poxon, seconded by Anderson that the
request of Great Western Live Stock Show be referred to the Fire Department.
Motion carried.
Communication from National Titanium Company requesting
approval for the construction of brick building at 2330 E. 37th Street for
office and storage of empty pails and cartons, was read.
It was moved by Anderson, seconded by Poxon that the
communication from National Titanium Company be referred to the City
Attorney and Fire Department. Motion carried.
Communication from AI Rothenberg requesting permit to
handle scrap metals at 2618 Downey Road, was read.
It was moved by Poxon, seconded by Anderson that the request
of Al Rothenberg be denied. Motion carried.
Communication from Sol Waxler, requesting permit to conduct
a business of processing meats, sausage, curing and smoking meats at S.E.
corner o~ 45th Street and Seville Avenue, was read.
It was moved by Trowbridge, seconded by Mailliard that the
request of Sol Waxler be approved. Motion carried.
Communication from Sam S. Oskey requesting the decontrolling
of rents within the city, was read.
It was moved by poxon, seconded by Anderson that the
communication of Sam S. Oskey be referred to the City Attorney. Motion
carried.
Progress Report No. 45 on Hyperion Activated Sludge Plant
submitted by Lloyd Aldrich, City Engineer, City of Los Angeles for month
of August, 1950, was received.
It was moved by Anderson, seconded by Poxon that/Progress
Report No. 45 on Hyperion Activated Sludge Plant be referred to the City
Engineer. Motion carried. .

Copies of statements to be introduced by the Public
Utilities Commission's engineering staff as exhibits at the next hearing
in Application No. 31599, wherein the Los Angeles Transit Lines and the
Pacific Electric Railway Company seek authority to revise their zoning
plan, was received.
It was moved by poxon, seconded by Trowbridge that
the statements to be introduced by the Public Utility Commission's
Engineering Staff in Application No. 31599, be filed. Motion carried.
, Communication from League of California Cities advising
of the 52nd Annual Conference to be held in Los Angeles on October 23rd to
25th, 1950 was read.
It was moved by Anderson, seconded by Poxon that the
communication from the League of California Cities be filed. Motion carried.
Report of the Police Department was received.
It was moved by Poxon, seconded by Anderson that the
report of the Police Department be received and filed. Motion carried.
Request of W.E.Ross, Deputy City Clerk for one week
vacation leave beginning October 5, 1950, was read.
It was moved by Trowbridge, seconded by Mailliard that
the request of W. E. Ross be approved. Motion carried.
Request of F. H. Donnelly, Fire Chief, that Otis O.
Evans be appointed as Battalion Chief, effective October 1, 1950, was read.
It was moved by Trowbridge, seconded by Mailliard that
the request of Fire Chief Donnelly be approved. Upon being put to a vote,
the motion did not carry. Mailliard and Trowbridge voting in the affirmative,
Anderson and Poxon voting in the negative. Furlong not voting.
Communication and request of W.B. HOllingworth, City
Engineer, that Notice Inviting Bids be approved for the furnishing and
delivery of deep well pumping unit for use in well NO.9, was read. ~
It was moved by Poxon, seconded by Anderson that the
City Clerk be instructed to advertise for bids for the furnishing of deep
well pumping unit for well No.9, Motion carried.
At this time .Councilman Trowbridge asked to be excused
for the remainder for the meeting due to a previous business engagement.
Mr. Leonis C. Malburg presented himself to the Council
and stated that he was entering the services of the United States Air Foree,
and was leaving for an assignment in Texas, and wished to bid farewell to
his many friends.

curb painting at 2727 Santa Fe Avenue, was read. --
It was moved by Anderson, seconded by Poxon that the
request of the California Truck Rental be referred to the Police Dept.
Motion carried.

" City Attorney Hubbard reported verbally on the applicat-
ion of the Federal Ice & Cold Storage Company for permit to establish a
sanitary poUltry processing plant on their premises located at 4224
District Blvd. The City Attorney stated that upon his information and
investigation of the application, the petitioners wished to slaughter
turkeys, and in his opinion, this class of business would have to be
done within the Slaughter House zone, and his opinion and recommendations
would not be favorable for this class of business at their present location.
It was moved by Anderson, seconded by ~oxon that the
verbal report of the City Attorney be received and accepted, and the request
of the Federal Ice & Cold Storage Company be denied. Motion carried.
Resolution No. 1?02.- A Resolution of condolence, of the City Council of the
City of Vernon on the passing of Franklin G. French, City Treasurer of the
City of Vernon.
The City Council of the City of Vernon does resolve as
follows:

WHEREAS, Providence has seen fit to terminate the mortal
career of our friend and colleague, Franklin G. French, having passed
into Rest on the 25th day of August, 1950, and
WHEREAS, by this transition, the City of Vernon has lost
a valuable and conscientious servant and citizen, whose sterling worth and
genial disposition endeal"ed him to those who mew him best, and
WHEREAS, llis connection with the City 01' Vernon as City
Treasurer thereof, from j;I'ebruary, 1925 to the time of his demise, has
left an !neffaceable imprint upon many activities of the City of Vernon and
the City Government thereof, and
WHEREAS, each member of the City Council feels deeply the
loss thus sustained1

NOW, THEREFORE, BE IT RESOLVED:
