J. Furlong. It was moved by Anderson, seconded by Poxon that the minutes of the meeting held on ~~tobe~,17t 1950, be approved as read. Motion carried. The Clerk announced that this was the time and place for the opening of bids for the drilling of 18" water well in accordance with Specifications. No. 153. The Clerk then announced that he had received one bid, that from Barber Bridge Drilling Company. It was moved by Anderson, seconded by Poxon that the Clerk proceed to open and read the bid. Motion carried. The Clerk then proceeded to open and read the bid of the Barber Bridge Drilling Company for the drilling of 18" water well. It was moved by Anderson, seconded by Poxon that the bid be filed and referred to the City Engineer for checking and report. Motion carried. Report of City Engineer on bid of Layne & Bowler Corp- oration for the furnishing of pumping equipment for well No. 9 was read. The City Engineer recommended the acceptance of the bid of Layne & Bowler Corporation in the amount of $15,179.26 less $2,530.00 for used equipment, with net cost to city of ~12,6lr9.26~ It was moved by Anderson, seconded by Poxon that the report of the City Engineer be accepted and filed, and the bid of Layne & Bowler Corporation be accepted for the furnishing of pumping equipment for well No.9. Motion carried. Ordinance No,_JilZ - Granting to the City of Los Angeles and Department of Water and Power of the City of Los Angeles a perpetual right, easement and franchise, to construct, operate and maintain electric light and power transmission lines along, over, across and upon certain portions of Bandini Blvd., Soto street and East 26th Street within the City, was read for a second reading. It was moved by Trowbridge, seconded by Anderson that Urdinance No. 637 receive and pass a second reading.. Motion carried. Ordinance ~Q. 6~7 - Granting to the City of Los Angeles and Department or Water and Power of the City of Los Angeles a perpetual right, easement and franchise, to construct, operate an~ maintain electric light and power transmission lines along, over, across and upon certain portions of Bandini Blvd., Soto Street and East 26th Street within the city, was read for a third reading. It was moved by Poxon, seconded by Trowbridge that Ordinance No. 637 receive and pass a third reading, and be adopted. Motion carried. Ayes: Anderson, Furlong, Poxon, Trowbridge Noes: None Absent: Mailliard =158 11/8/50 Ordinance No. 6 8 - (Submitted by the Vernon Industrial Development Association being an Ordinance creating and establishing a City Manager form of Government, and defining ~he authority, powers and duties of the City Manager and declaring said Ordinance to be an emergency matter and the reasons thereof. It was moved by Trowbridge, seconded by Poxon that proposed Ordinance No. 638 be tabled and laid over for letter of petition in the matter of proposed Ordinance from the Vernon Industrial Develop- ment Association. Motion carried. Ordinance No. 639 - (Submitted by Los Angeles Junction Railway Company) being an Ordinance granting a franchise to construct, maint~ a1n and operate a spur track across and upon Seville Avenue, was read for a first reading. It was moved by Trowbridge, seconded by Poxon that Ordinance No. 639 receive and pass a first reading. Motion carried. Communication from W. B. Hollingworth, City Engineer, requesting author~ty to employ Mr. John R. Cook as Pumping Plant Operator lIGrade 3" in the Water Department ail rate of $285.00 per month, effective November 9, 1950, was read. (Mr. Cook replaces Mr. W.I. Hudson, resigned) It was moved by Trowbridge, seconded by Poxon that the request of the City Engineer be approved and granted. Motion carried. Communication from the Chief Administrative Officer of the County of Los Angeles submitting an agreement for the maintenance of city prisoners in the County Jail, was read. It was moved by Trowbridge, seconded by Poxon that the agreement submitted by the County of Los Angeles be referred to the City Attorney and Police Chief. Motion carried. Progress Report No. 46 submitted by the City Engineer of the City of Los Angeles on Hyperion Activated Sludge Plant for month of September, 1950, was received. \'. It was moved by Poxon, seconded by Anderson that the report of the City Engineer of tbe City of Los Angeles on Hyperion Activated Sludge Plant be referred to the Ternon City Engineer. Motion carried. Report of C. A. Heinze, Consulting Engineer, on operation of electric system by the Southern California Edison Company for month of Septemb~r, 1950 was read. It was moved by Anderson, seconded by Poxon that the report of the Consulting Engineer be received and filed. Motion carried. Communication from Moore Machinery Company requesting the issuing of permit and license to Capps Machinery Company, subsidiary of M Moore Machinery Company to conduct a used machinery business at 3876 Santa F"e Avenue, was read. It was moved by Trowbridge, seconded by Poxon that the request of Moore Machinery Company in behalf of Capps Machinery Company be granted. Motion carried. Communication from Allied Tool & Abrasive Supply Company requesting a permit to conduct a business of jobbing and distributing high speed metal cutting tools and abrasives at 331~ Fruitland Avenue, was read. It was moved by Trowbridge, seconded by Anderson that the request of Allied Tool & Abrasive Supply Company be granted. Motion carried. 2. :l59 11/8/50 Communication from Play-Yard Equipment Company request- ing permit to manufacture childrens play yard equipment at 2322 E. Vernon Avenue, was read. It was moved by Trowbridge, seconded by Poxon that the request of the Play-Yard Equipment Company be granted. Motion carried. Communication from Market Wholesale Grocery Company requesting permit to conduct a warehouse at 2525 Fruitland Avenue, was read. It was moved by Poxon, seconded by Trowbridge that the request of the Market Wholesale Grocery Company be granted. Communication from H. Bucklin Machinery Tool & Equip- ment Company requesting permit to conduct business at 2910 Santa Fe Avenue, was read. It was moved by Poxon, seconded by Trowbridge that the request of H. Bucklin Machinery Tool & Equipment Company be granted. Motion carried. Communication from Central Check Cashing Company request- ing permit to operate mobile checking unit at 5201 S. Soto Street, was read. . It was moved by Trowbridge, seconded by Poxon that the request of the Central Check Cashing Company be granted. Motion carried. Communication from John C. Bowling req~esting permit to operate lunch truck within the City, was read. It was moved by Trowbridge, seconded by Poxon that the request of John C. Bowling be referred to the Police Department. Motion carried. Communication from Owen D. Conklin requesting permit to operate lunch truck within the city, was read. It was moved by Trowbridge, seconded by Poxon that the request of Owen D. McCaffrey, Inc., and Saval Company tor curb paintings were read. It was moved by Anderson, seconded by Poxon that the requests of Harnischfeger Corporation, Weyers Cafe! Industrial Sheet Metal Works, Texas-Arizona Motor Freight, Inc., M. P. McCaffrey, Inc. and Saval Company be filed and the matter referred to the Police Department. Motion carried. Communications from Kennedy Name Plate Company, Union Carbide and Carbon Company and Harron, Rickard & McCone Company requesting permits to haul refuse from their premises were read. It was moved by Poxon, seconded by Trowbridge that the requests from Kennedy Name Plate Company, Union Carbide and Carbon Company and Harron, Rickard & McCone Company for permits to haul refuse from their premises be granted. Motion carried. Communication from Norris Stamping & Manufacturing Co., requesting permit to erect tent on premises of 5215 S. Boyle Avenue, November 9th and lOth, 1950 for purpose of meeting for Employees P.rofit Sharing and Retirement Fund, was read. It was moved by Trowbridge, seconded by Anderson that the request of the Norris Stamping and Manufacturing Company be granted. Motion carried. 3. 1JiO 11/8/50 Communication from National Titanium Company withdrawing request for construction of office and warehouse building at 2330 E. 37th Street, and requesting permission to construct 40x40' office building, was read. It was moved by poxon, seconded by Trowbridge that the request of the National Titanium Company be approved subjec~ to approval by the Building Department. Motion carried. Communication from Wholesale Planing Mill requesting permit to operate planing mill at 3183 Bandini Blvd., was read. It was moved by Trowbridge, seconded by Poxon that the request of Wholesale Planing Mill be referred to the Fire Department for report. Motion carried. Communication andj~eport of F. H. Donnelly, Fire Chief, on application of John C. Carr for permit to conduct a business of handling bottles at 2420 Downey Road, was read. Fire Chief Donnelly recommended that the request for a permit be denied. It was moved by Trowbridge, seconded by Anderson that the recommendation of the Fire Chief be approved, and request of John C. Carr for permit be denied. Motion carried. Communication and report of F. H. Donnelly, Fire Chief, on application of Duane A. Schelling requesting permit to operate an . automobile and truck repairing business at 3101 E. Slauson Avenue, was read. Fire Chief Donnelly recommended that the request for a permit be granted. It was moved by Anderson, seconded by Poxon that the recommendation of the Fire Chief be approved and permit granted to Duane A. Schelling for an automobile and truck repair business. Motion carried. Communication and report of F.H.Donnelly, Fire Chief, on application of Variety Associates Inc. for permit to warehouse and display variety items at 2528 Santa te Avenue, was read. Fire Chief Donnelly recommended that permit be granted. It was moved by Anderson, seconded by Trowbridge, that the recommendation of the Fire Chief be approved and permit be granted to the Variety Associates, Inc. Motion carried. Communication from F. H. Donnelly, Fire Chief, recommend- ing appointment of J. D. Wyatt and G. E. Foster as regular personnel of the Fire Department as they have completed six months probation service, was read. It was moved by Trowbridge, seconded by Anderson that the recommendation of Fire Chief Donnelly be approved and that J.D. Wyatt and G.E.Foster be appointed as regular perso~~el of the Fire Department. Motion carried. Communication and report of E. Giles, Police Chief, on application of Paul Hill to hang banner across Downey Road at Vernon Avenue in connection with Rodeo Show, November 25th and 26th, 1950, was read. Police Chief Giles recommended that request be granted providing Mr. Paul Hill receive permission from the Southern California Edison Company for use of poles. It was moved by Anderson, seconded by Poxon that the recommendation of the Police Chief be approved. Motion carried.
