19501121 Regular City Council Meeting - Minutes MINUTES OF A REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF VERNON HELD ON NOVENBER 21, 1950, AT 2 O'CLOCK P.M. IN THE COUNCIL CHAMBERS OF THE CITY HALL LOCATED AT 4305 SANTA FE AVENVUE~ VERNON, CALIFORNIA. COUNCILM1<:;N PRESENT: Anderson, Furlong, Mailliard, Poxon, Trovlbridge COUNCIU~EN ABSENT : None The meeting was called to order by Mayor R.J.Furlong. It was moved by Trowbridge, seconded by Poxon that the minutes of the meeting held on November 8, 1950, be approved as read. Motion carried. Commlmication from W.B.Hollingworth, City Engineer, submitting plans by the Central Manufacturing District, Inc. showing proposed changes to the original plans in connection with street improve- ments in Tract No. 14256 by the Consolidated Pacific Investment Company necessitated by the possible installation of future railway tracks across 45th Street and Seville Avenue, and recorr@ending that the supplementary plans be approved and adopted, was read. It was moved by Anderson, seconded by Poxon that the communication from the City Engineer be filed, and the recommendation be adopted and approved. Motion carried. Communication from W.B.Hollingworth, City Engineer, requesting an emergency appropriation of $1608.50 to cover cost of sealing and abandoning well No.3 to prevent pollution of underground waters, was read. Resolution No. 1512 - Declaring an emergency to exist in the maintenance of well No. 3 of the Water Department of the City of Vernon, and appropriating $1608.50 fop sealing said well, was read. It was moved by Trowbridge, seconded by Poxon that 1512 be approved and adopted. Motion carried. Ayes: Anderson, Furlong, Mailliard, Poxon, Trowbridge Noes: None Absent: None Resolution No. Communication from Hoffman Sales Corp. requesting ware- house permit to store television sets at 2525 Fruitland Avenue, was read. It was moved by Poxon, seconded by Trowbridge that the request of the Hoffman Sales Corp. be approved and permit granted. Motion carried. Communication from Binks Manufacturing Company request- ing permit to conduct a paint spray equipment business at 4915 Pacific Blvd. was read. It was moved by P6xon, seconded 'by Trowbridge that the request of the Binks Manufacturing Company be approved and permit granted. Motion carried. Communication from Troy Manufacturing Company requesting permit to operate a business of pressure molding on non-ferrous metals including zinc and aluminum die castings and machine shop products at 2318 E. 52nd Street, was read., " It was moved by.\Trowbridge, seconded by Mailliard that the communication and request of the'Troy Jvlanufacturing Company be referred to the Fire Department for investigation and report. Motion carried. :186 11/21/50 Communication from Almac Wood Industries, requesting permit to conduct a business of storing lumber products, flooring, plywood and veneer at 5190 Santa Fe Avenue, was read. It was moved by Trowbridge, seconded by Mailliard that the request of Almac Wood Industries be approved and permit granted. Motion carried. Communication from Florence Avenue Property Owners and Business Association regarding congestion of traffic on Downey Road was read. It was moved by Anderson, seconded by Poxon that the communication from the Florence Avenue Property Owners and Business Assoc- iations be filed. Motion carried. Communications from the White Rock Bottlers and Machinery Sales Company requesting curb paint, was read. It was moved by Trowbridge, seconded by Poxon that the requests of the White Rock Bottlers and Machinery Sales Company for curb painting be referred to the Police Department. Motion carried. Communication from Cole of California, Inc. requesting the placing of Boulevard Stop sign on Pacific Boulevard at Fruitland Avenue, was read. It was moved by Trowbridge, seconded by Mailliard that the re~uest of Cole of California Inc. for boulevard stop sign be referred to the Police Department. Motion carried. Communication from E. Giles, Police Chief, submitting list of personnel in Police Department, was read. It was moved by Poxon, seconded by Anderson that the communication from the Police Chief be filed. Motion carried. Communication from E. Giles, Police Chief, on the painting of center lines on various streets by the Los Angeles County Road Department, was read. It was moved by Anderson, seconded by Poxon that the communication from the Police Chief on the painting of center lines on streets, be filed. Motion carried. Communication from State Employees Retirement System, submitting agreement between the City and Coates, Herfurth and England as Actuaries in connection with investigations and valuations of retire- ment fund, (Contract amount $108.00) was read. It was moved by Poxon, seconded by Anderson that the agreement sUVrnitted by the State Emp~oyees Retirement System be referred to the City Attorney. Motion carried. Communication and report of F.H.Donnelly, Fire Chief, on application of Wholesale Planing Mill for permit to operate planing mill at 3183 Bandini Blvd., was read. Fire Chief recommended that permit be granted. It was moved by Anderson, seconded by Poxon that the recommendation of the Fire Chief be approved and permit granted to the Wholesale Planing Mill. Southern California Gas Company to repair,gas main in SIS Fruitland Avenue, 203 ft. E/O Boyle Avenue Southern California Gas Company to repair gas main in SIS Fruitland Avenue and Downey Road. Southern California Gas Company to abandon gas supplying 2518 E. 52nd Street. Southern California Gas Company to drill and fill bar holes in NIS 56th Street from Santa Fe Avenue to alley E/O Santa Fe Avenue. . Southern California Gas Company to relay gas service in NIS Fruitland Avenue~ 781 ft. RIO Soto Street, and S/S Fruitland Avenue, 702 ft. E/O Soto Street. Vernon Avenue. Applications ll599 - Application 1,600 - . It was moved by Anderson, seconded by Trowbridge that applications numbered 1,,78 to 1,600 incl., be filed and permits granted. Motion carried. Communication and report of City Engineer on bid of Barber Bridge Drilling Company for the drilling of water well under Specifications 1,3, received on November 8, 19,0. The City Engineer reports that the exact depth required for the well in unknown, but probably will not be more than 1400 feet in which case the cost would be approximately $33,000.00. This represents an increase of about 32 per cent above the cost of similar wells drilled by the city in 1946-47, was read. The City Engineer recommended that the bid of Barber Bridge Drilling Company be accepted. It was moved by Trowbridge, seconded by Mailliard that the report of the City Engineer be accepted and filed, and the bid of Barber Bridge Drilling Company for the drilling of water well be accepted. Motion carried. Resolution No. I,ll...::. Awarding to Barber - Bridge Drilling Corporation, Ltd. contract for the drilling of well and furnishing of materials under Specification No. 1,3, was read. It was moved by Trowbridge, seconded by Mailliard that Resolution No. 1,13 be approved and adopted. Motion carried. It was moved by Anderson, seconded by Poxon that Ordinance No. 639 receive and pass a second reading. Motion carried. Ordinance No. 639 - Granting a franchise to the Los Angeles Junction Railway Company to construct, maintain and operate a spur track across and upon Seville Avenue, was read for a third and final reading. It was moved by Anderson, seconded by Mailliard that Ordinance No. 639 receive and pass a third reading and be adopted. Motion carried. It was moved by Anderson, seconded by Poxon that the matter of proposed hearing on proposed formation of Zone 1 of the Los Angeles Flood Control District be referred to Mayor Furlong, the City Engineer and City Attorney.
