IN THE C OUNe I1IL CHAMBERS OF THE CITY HfiLL LOCATED AT 43011 SANTA FE AVENUE~ VERNON~ CALIFORNIA COUNCIL PRESENT: Anderson, Furlong, Mailliard, Poxon, Trowbridge COUNCIL ABSENT : None The meeting was called to order by Mayor R. J. Furlong. It was moved by Trowbridge, seconded by Mailliard that the minutes of February 20, 1951 be approved. Motion carried. The City Clerk announced that this was the time and place for the opening of bids for the furnishing and installation of traffic control signals at Soto Street and Fruitland Avenue, and Leonis Boulevard and Boyle Avenue in accordance with Specifications No. 154. The Clerk announced that he had received two bids, one from Fischbach & Moore and one from the Electric & Machinery Service, Inc. It was moved by Trowbridge, seconded by Mailliard that the Clerk proceed to open and read the bids. Motion carried. It was moved by Anderson, seconded by Paxon that the bids be received and filed and referred to the City Engineer for checking and report. Motion carried. Petition submitted from the Bethlehem Pacific Coast Steel Corporation for zone variance to permit use of property at south-east corner of Slauson Avenue and Boyle Avenue for scrap metal purpose, was read. It was moved by Paxon, seconded by Trowbridge that the date of April 3, 1951 at 3:30 o'clock P.M. be set for a hear!ngJ on the matter of zone variance as requested by the Bethlehem Pacific Coast Steel Company. Motion carried. Communication from Wayne Allen, Chief Administration Officer of County of Los Angeles regarding Judicial Districts under new Inferior Court Reorganization Plan, was read. It was moved by Anderson, seconded by Paxon that the communication from the Chief Administration Officer of the County of Los Angeles be referred to the ~ty Attorney. Motion carried. Communication from the Vernon Chamber of Commerce through its Executive COmTIlittee recommending that the proposed ordinance creating and establishing a city manager form of govern- ment not be adopted, was read. It was moved by Poxon, seconded by Anderson that the communication from the Vernon Chamber of Commerce be filed. Motion carried. Communication and report of F.H. Donnelly, Fire Chief, on application of Hubbard & Stau requesting permit to conduct an industrial builders supply business at 4809 E. 49th Street, was read. Fire Chief Donnelly recommends that a permit be granted., It was moved by Trowbridge, seconded by Anderson that the recommendation of Fire Ohief Donnelly be approved and permit granted to Hubbard & Stau. Giles, Police Chief recommends that permit be granted. Communication and report of W.B. HOllingworth, City Engineer, on request of A. F. Osborne to operate parking lot on E. 45th Street, was read. City Engineer recommends that permit be granted subject to construction of cement driveway approach to parking area and other city regulations. It was moved by Anderson, seconded by Poxon that permit be granted subject to construction of driveway approach. Motion carried. CommUllication from Parts Engineering Company request- ing permit to conduct business as Factory Representatives for eastern- manufacturers at 3050 Leonis Blvd., was read. It was moved by Trowbridge, seconded by Anderson that request of Parts Engineering Company be approved and permit granted. Motion carried. Communication from C.G. Haines requesting permit to conduct a public scale business at 3200 E. Vernon Avenue, was read. It was moved by Trowbridge, seconded by Mailliard that the request of C. G. Haines be approved and permit granted. Motion carried. Communication from Inland Steel Products Company requesting permit to conduct a warehouse at 4807 E. 49th Street, was read. It ~as moved by Trowbridge, seconded by Mailliard that the request of Inland Steel Products Company be approved and permit granted. Motion carried. Communication from Minser Machine Tool Company re- questing permit to conduct business of repairing and rebuilding machine tools at 2820 Leonis Blvd., was read. It was moved by Trowbridge, seconded by Mailliard that the request of Minser Machine Tool Company be approved and permit granted. Motion carried. Communication from Pennsylvania Salt Manufacturing Company requesting permit to conduct business at 4814 Loma Vista Avenue, was read. It was moved by Trowbridge, seconded by Mailliard that the request of Pennsylvania Salt Manufacturing Company be approved and permit granted. Motion carried. Communication from Lumar Furniture Manufacturing Co., requesting permit to operate furniture manufacturing business at 1960 E. 48th Street, was read. It was moved by Mailliard seconded by Trowbridge that the request of Lumar Furniture Manufacturing Company be approved and permit granted. Motion carried. Communication from Gareno DeJulio requesting permit to operate two lunch trucks within the city, was read. Communication from Art Blumberg requesting permit to oprtate lunch truck within the city was read. It was moved by Poxon, seconded by Trowbridge that the.requests of Gareno DeJulio and Art Blumberg be referred to the2~12 Pol~ce Department. Motion carried. 2. 3/6/51 Commun,ication from Mission Dry Corporation request- ing permit to haul refuse from premises of 5001 S. Soto Street, was read. Communication from Tidewater Associated 6il Company requesting permit to haul refuse from premises of 2406 E. 28th Street and 2800 Santa Fe Avenue, was read. It was moved by Anderson, seconded by Poxon that the communications from Mission Dry Corporation and Tidewater Associated Oil Company be filed and permits granted. Motion carried. Communication from Vernon Chamber of Commerce re- questing that the City Council consider recommending to the State Legislature an amendment to Section 8 of Article Xl of the state Constitution which would permit Vernon to adopt its own City Charter, was read. It was moved by Trowbridge, seconded by Anderson that the communication from the Vernon Chamber of Commerce be filed. Motion carried. Communication from Dr. Carl E. Nemethi, City Health Officer requesting the City Council to consider the establishment of a permanent office for the Health Department, staffed by the Health Officer and a full time nurse who has had adequate training in public health problems, was read. It was moved by Trowbridge, seconded by Anderson that the corr~unication from Dr. C.E. ftemethi, City Health Officer be referred to Mayor Furlong for report. Motion carried. Franchise report from Los Angeles Transit Lines on Franchises 91, 521, 576 and 60~ for period ending December 31, 1950 together with check in amount of $3,692.61 was read. It was moved by Trowbridge, seconded by Mailliard that Franchise Reports from Los Angeles Transit Lines be filed. Motion carried. Franchise Reports from Southern California Edison Company on Franchise No. 504 for period ending December 31, 1950 together with check in amount of $524.98 and report on Franchise No. 503 and 611 for period ending December 31, 1950 together with check in amount of $274.26 was read. It was moved by Anderson, seconded by Poxon that franchise reports submitted by Southern California Edison Company be referred to Consulting Engineer, Carl A. Heinze for checking. Motion carried. Progress Report No~ 50 submitted by Lloyd Aldrich, City Engineer on Hyperion Activated Sludge Plant for month ending January 31, 1951 was received. It was moved by Poxon, seconded by Trowbridge that Report No. 50 on Hyperion Activated Sludge Plant be referred to the City Engineer. Motion carried. Communication and report of City Engineer, vi.B. Hollingworth on ItAid to Cities Gas Tax Honey" by County of Los Angeles Road Department, was read. Report states AppDrtionment of 1950-51 is $2,436.30 and unallocated for prior years if $20,750.39 making total available of $23,186.69 It was moved by Anderson seconded by Paxon that the report of the City Engineer be filed. Moiion carried. 3. 2:13 3/6/51 Communication from W.B. HOllingworth, City Eng- ineer in connection with improvement of Seville Avenue and 45th Street by the Consolidated Pacific Investment Company, was read. The City Engineer recommends that the improvement work be accepted. Resolution No. 1522 - Approving work on Seville Avenue from 46th Street to Vernon Avenue and 45th Street from Pacific Boulevard to 234.91 ft. east of center line of Seville Avenue, was read. It was moved by Trowbridge, seconded by Maill- iard that Resolution No. 1522 be approved and adopted. Motion carried. Kenzy as hoseman effective March 16, 1951 at rate of $282.00 per month, was read. It was moved by Trowbridge, seconded by Poxon that the request of F.H. Donnelly, Fire Chief be approved. Motion carried. Communication from United States Spring & Bumper Company requesting approval to erect fireproof tent at 2730 E. 37th Street for the purpose of storing Cold Form Automobile Bumpers. Request is made to store material for approximately 30 to 45 days for repairs and alterations to equipment, was read. It was moved by Trowbridge, seconded by Mailliard that the request of the United States Spring & Bumper Company be approved. Motion carried. Communication from W.B. HOllingworth? City Engineer, submitting letter from Mr. Randal F. Dickey, Cha1rman, Air and vJater Pollution Committee of California Legislature submitt- ing copy of preliminary report on air and water pollution control to be considered at current session of the state Legislature, was read. It was moved by Anderson, seconded by Poxon that the communication from W.B. Hollingworth, City Engineer be referred to the City Attorney for report. Motion carried. Cmmmunication and recommendation of W.B. HOllingworth, City Engineer that rate of Mr. John T. Jelfs, Engineer- ~ng Department employee be increased from $ 325.00 per month to $375.00 per month effective March 1, 1951, was read. It was moved by Anderson, seconded by Trowbridge that the request of the City Engineer be approved. Motion carried. Communication and recommendation of W.B. Holl- ingworth, City Engineer, that rate of Mr. E.B. Harwell Jr. Engineer- ing Department employee be increased from $375.00 per month to $400.00 per month effective March 1, 1951, was read. It was moved by Anderson, seconded by Trowbridge that the request of the City Engineer be approved. Motion carried. Communication from W.B. Hollingworth, City Engineer reco~ending that Mr~ P.L. Toomey, En2ineering Department Inspector be g1ven an automob1le allowance of :u>50.00 per month for city inspection services, was read. It was moved by Paxon, seconded by Trowbridge that the request of the City Engineer be approved. Motion carried. 4. 214 3/6/51 Communication and recommendation of W.B. Hollingworth, City Engineer that Mr. Ray J. Corella, Water Pump Operator be increased from $285.00 per month to $300.00 per month and rated as Pump Operator Grade 2, effective March 1, 1951, was read. It was moved by Trowbridge, seconded by Mailliard that the recommendation of the City Engineer be approved and the rate per month of Mr. Ray J. Corella be increased to $300.00 per month. Motion carried. Communication and report of W.B. HOllingworth, City Engineer on application of Best Meat Packing Company for permiss- ion to operate a meat jObbing, meat processing and sausage plant on east side of Alcoa Avenue, 620 ft. N/O Leonis Blvd., was read. The City Engineer refers to an opinion by the City Attorney in regards to application made by Union Pacific Railroad Company for the Rath Packing Company - - - that if no killing or feeding of livestock was done, the property could be used for the purpose of meat jobbing, meat processing, sausage making and the conversion of pork and beef fat into lard or suet. It was moved by Trowbridge, seconded by Anderson that the request of the Best Meat Packing Company be approved and permit granted. Motion carried. Report of the Police Department was received. It was moved by Poxon, seconded by Trowbridge that the report of the Police Department be received and filed. Motion carried. A lication 1 8 1 - Southern California Gas Company to drill and fill bar holes in N S 37th Street between Alameda Street and Santa Fe Avenue. Application 15852 - Southern California service at 2600riDowney Road. Application 15853 - Southern California service at 2090 E. 25th Street. Application 15855 - Southern California water service at 2130 E. 37th Street. A lication 1 8 6 - Los Angeles Transit Lines to remove pole in S/S Pacific Blvd., 2 ft. E/O Santa Fe Avenue.
