MINUTES OF AN ADJOURNED REGULAR MEETING
OF THE CITY COUNCIL OF THE CITY OF VERNON
HELD ON APRIL 18~.~2,1, AT 2 O'CLOCK P.M.
IN THE COUNCIL CHAl'iliERS OF THE CITY HALL
LOCATED AT 4361 SANTA FE AVENUE, VERNON,
CALIFORNIA.
COUNCIL PRESENT: Anderson, Furlong, Poxon, Trowbridge.
COUNCIL ABSENT : Mailliard (illness)
The meeting was called to order by Mayor R.J. Furlong.
Communication rrom W.B. Hollingworth City Engineer
in regards ~o Well No. 6 and requesting an appropriation or $1600.00
ror necessary emergency repairs, was read.
It was moved by Trowbridge, seconded by Poxon that
the request or the City Engineer be approved. Motion carried.
Resolution No. 1525- authorizing the re-conditioning
or well No. 6 or the Vernon Water Department on time and material
basis, was read.
It was moved by Anderson, seconded by Paxon that
1,2, be approved and adopted. Motion carried.

Absent: Mailliard
Communication rrom Robert L. Chambers regarding the
locating or a trucking and freight forwarding business on the north-
side or 30th Street, adjacent to the east of Santa Fe Railway
main line right-or-way and requesting information as to require-
ments in connection with the installation of private crossing and
provisions for water, sewer, drainage installations and utility
installations, was read.
Resolution No.
It was moved by Anderson, seconded by Poxon that
the communication from Robert L. Chambers be referred to the City
Engineer for a report on the status of 30th Street. Motion carried.
Communication from A-One Nipple Manufacturing Co.
requesting permit to conduct a business of manufacturing steel pipe
nipples at 2600 Downey Road, was read.
It was moved by Trowbridge, seconded by Poxon that
the request of A-One Nipple Manufacturing Company be granted.
Motion carried.
Communication from Business Systems, Inc. request-
ing permit to conduct a business of Business Manifolding Forms, Inc.
at 2619 Santa Fe Avenue, was read.
It was moved by Anderson, seconded by Trowbridge that
the request of Business Systems, Inc. be granted. Motion carried.
Report of C.A. Heinze, Consulting Engineer on operation
of electric system by the Southern California Edison Company for the
month of February, 1951, was read.
It was moved by Anderson, seconded by Poxon that the
report of C.A. Heinze, Consulting Engineer be filed. Motion carried.

Communication :from Manuel Vasquez (Mary's Ca:fe)
regarding sand and dust nuisanee committed by Sanderaft Products
Company at 202lE. 38th street, was read.
It was moved by Anderson, seconded by Trowbridge
that the communication of Manuel Vasquez be referred to the City
Health Department. Motion earried.
Communication from Roland T. Kinney requesting curb
painting at Fruitland Avenue and Paeific BOulevard, was read.
Communication ffam Safeway Stores, Inc. requesting
curb painting on Vernon Avenue, east of Alameda Street, was read.
Communication from Norris Stamping and ~anufacturing
Company requesting curb painting at 5215 S. Boyle Avenue, was read.
It was moved by Poxon, seconded by Anderson that
the communieations from Roland T. Kinney, Safeway Stores, Inc. and
Norris Stamping and Manufacturing Company requesting curb paintings
be referred to the Police Department.. Motion carried.
Communieation from Federal Ice and Cold Storage
Company requesting that boulevard stop signs be placed at Fruitland
Avenue and Downey Road, was read. The Police Department reported
that the intersection is in County Terribory.
It was moved by Anderson, seconded by Poxon that
the Clerk be instructed to notify the Federal Ice and Cold Storage
Company that the intersection is County Territory. Motion carried.
Communieation from Mission Way Service requesting permit
to establish a tire business at 3250 E. Washington Boulevard, was read.
It was moved by poxon, seconded by Trowbridge that
the request of Mission Way Service be referred to the Fire Department.
Motion carried.
Communication from Charles E. Hires Company requesting
permit to haul refuse from premises of 4383 Fruitland Avenue, was read.
It was moved by Anderson, seconded by Poxon that the
request of Charles E. Hires Company be granted and permit issued to
haul refuse over and upon the city streets. Motion carried.
Communication and report of F.H. Donnelly, Fire Chief
on application of Lebec Chemical Company requesting permit to manufact-
ure synthetic phenolie resins at 6000 S. Boyle Avenue, formerely
conducted by Baker Oil Tool Company, was read. Fire Chief Donnelly,
recommended that a temporary permit be granted for six months as the
Lebec Chemical Company are in the process of moving from the city.
It was moved by Poxon, seconded by Trowbridge that
the recommendation of F.H. Donnelly, Fire Chief be approved and a
temporary permit be granted for six months pending the moving of
operations out of the city. Motion carried.
Communication from F.H. Donnelly, Fire Chief request-
ing authority to employ Mr. Aubrey W. Gray as hoseman effective
May 1, 1951 at rate of $282.00 per month was read.
It was moved by Anderson, seconded by Poxon that the
request of F.H. Donnelly, Fire Chief be approved. Motion carried.

Communication from Captain 01en M. Newcombe sub-
mitting his resignation from the Fire Department effective April
24, 1951, was read.

It was moved by Poxon, seconded by Trowbridge
that the resignation of Captain Olem M. Newcombe be accepted with
regrets. Motion carried.
Communication and report of Vernon Industrial
Development Association for period of December 31, 1950, was
received.
It was moved by Poxon, seconded by Trowbridge
that the report of the Vernon Industrial Development Association
be received and filed and that the City Attorney make a report
in regards to the confract with the Vernon Industrial Development
Association. Motion carried.
The following applications all having the
approval of the City Engineer were read.
Apylication 15957 - Southern California Gas Company to install
158 ft. of 3 in. gas main in E!S Pacific Boulevard, 158 ft. N/O
46th Street.
Application 15958- Southern California Gas Company to install
gas service at ~560 Pacific Boulevard.
Application ll959 - Pacific Telephone Company to place 1 ground
brace in N/S Vernon Avenue, 50 ft. E/O Alcoa Avenue.
Application 15960 - Southern California Edison Company to remove
2 poles and 1 anchor and install 3 anchors in S/S Pacific Boulevard
70, 110, 175, 240 and 280 ft. E/O Santa Fe Avenue.
- Mervyn W. Simpson to construct driveway and
th Street, 240 to 300 ft. E/O Boyle Avenue.
Application 15962 - Southern Pacific Company to repair,culvert
under spur track in S/S 25th Street, 700 ft. E/O Alameda Street.
Application 15963 - A-One Nipple Company to construct driveway,
curb and sidewalk at 2600 Downey Road.
Application 15964 -~ Oscar Mayer & Company to connect additional
plumbing facilities to sewer at 3301 E. Vernon Avenue.
It was moved by Trowbridge, seconded by Poxon
that applications numbered 15957 to 15964 incl., all having the
approval of the City Engineer be filed and permits granted.
Motion carried.
Report of the Police Department was received.
It was moved by Anderson, seconded by Trowbridge
that the report of the Police Department be received and filed.
Motion carried.
Communication from W.B. HOllingworth, City
Engineer submitting City Engineer's Plan No. A4-1l5l for the
construction of sidewalk on north-side of Vernon Avenue, 396 ft.
W/O Santa Fe Avenue, together with quotations trom Price & Graham
and Griffith Company. Proposal of Gritfith Co~any $445.50 and
proposal of Price & Graham $544.50 was read. 1he City Engineer
recommended that the offer of Griffith Company be accepted.
It was moved by Anderson, seconded by Poxon that
the communication of the City Engineer be filed, and the offer of
Griffith Company for the construction of sidewalk in Vernon Avenue
be accepted. Motion carried.

Communication from the Vernon Chamber of Commerce
submitting copy of resolution adopted that - Vernon city employees
and officers shall receive salaries comparable to those paid
by other cities and public agencies for comparable work and
responsibilities and to this end that surveys be made from time
to time to ascertain the facts as to such salaries in order that
the municipal service of the City of Vernon may be maintained
and continued at a high standard, was read.
It was moved by Poxon, seconded by Trowbridge
that the communication from the Vernon Chamber of Commerce be
filed. Motion carried.
Resolution No. 1,26 -. Approving settlement for
property damage caused by Thomas Murray, was read.
It was moved by Trowbridge, seconded by Poxon that
1526 be approved and adopted. Motion carried.
