CITY COUNCIL OF THE CITY OF VERNON
HELD ON MAY 15, 1951, AT 2 O'CLOCK
P.M. IN THE COUNCIL CHAMBERS OF THE
CITY HALL LOCATED AT 4305 SANTA FE
AVENUE. VERNON. CALIFORNIA
COUNCIL PRESENT: Furlong, Mailliard, Poxon, Trowbridge
COUNCIL ABSENT: Anderson
The meeting was called to order by Mayor R. J. Furlong.
It was moved by Trowbridge, seconded by Mailliard, that the
minutes of May 1, 1951, be approved as read. Motion carried.
Communication from W. B. Hollingworth, City Engineer,
requesting authority to employ Mr. Marvin I. Severson as Chainman
in Engineering Department at rate of $250.00 per month, effective
May 10, 1951, was read.
It was moved by Mailliard, seconded by Poxon, that the
request of City Engineer W. B. Hollingworth be approved. Motion carried.
Cooonunication from Pacific Telephone & Telegraph Company,
enclosing statement of gross receipts for the twelve months ended
April 22, 1951, was read.
It was moved by Poxon, seconded by Trowbridge, that the
communication from Pacific Telephone & Telegraph Company be received
and filed. Motion carried.
Communication from the Controller of the State of California,
giving estimate of apportionments to be made from Motor Vehicle
License Fees Fund during the 1951-1952 fiscal year, was read.
It was moved by Poxon, seconded by Mailliard, that the
communication from the Controller of the State of California be
received and filed. Motion carried.
Communication from W. B. Hollingworth, City Engineer,
enclosing letter from the City of Los Angeles, Department of Traffic
Engineering, requesting approval of change in invoicing, from
quarterly to annual, for maintenance of jointly operated traffic
signals, was read.
It was moved by Poxon, seconded by Mailliard, that the
request of the City of Los Angeles be approved. Motion carried.
Communication from the County of Los Angeles, reporting
City-County services and expenses, was read.
It was moved by Poxon, seconded by Trowbridge, that the
communication from the County of Los Angeles be received and filed.
Motion carried.
Communication from H. Muehlstein & Company, Inc., regarding
grading of East 26th Street, was read.
It was moved by Trowbridge, seconded by Mailliard, that the
communication from H. Muehlstein & Company, Inc., be referred to the
City Engineer. Motion carried.
Communication from Vernon Paving Company, Inc., requesting
transfer of license for paving plant from 3240 Bandini Boulevard to
Lot 11, John R. Taylor Villa Tract, was read.
It was moved by Poxon, seconded by Trowbridge, that the
request of the Vernon Paving Company, Inc., be granted. Motion
carried.

Communication from American Locomotive Company, requesting
permission to operate warehouse for storing Diesel locomotive
renewal parts in the City of Vernon (no location given), was read.
It was moved by Trowbridge, seconded by Poxon, that the
communication of American Locomotive Company be referred to the
City Clerk, with instructions to send to this Company a copy of
the City of Vernon license ordinance. Motion carried.
Ordinance No. 643 - Finding and determining that the public
interest, convenience., necessity and safety require that portions
of Alameda Street within the City of Vernon be restricted to one-way
traffic, was read for a second reading.
It was moved by Poxon, seconded by Trowbridge, that Ordinance
No. 643 receive and pass a second reading. Motion carried.
Ordinance No. 643 - Finding and determining that the public
interest, convenience, necessity and safety require that portions
of Alameda Street \ivithin the City of Vernon be restricted to one-way
traffic, was read for a third and final reading.
It was moved by Poxon, seconded by Trowbridge, that Ordinance
No. 643 receive and pass a third reading and be adopted. Motion
. carried.

Communication from Merle W. Killian, requesting permit to
operate three lunch wagons, on the property of Bethlehem Steel
Corporation, E. K. Wood Lumber Company, and Kennedy Name Plate
Company, in the City of Vernon, was read.
It was moved by Poxon, seconded by Trowbridge, that the
request of Merle W. Killian be granted and permit issued. Motion
carried.
Communication from Bohemian Distributing Company, requesting
establishment of uno parking" zone for two car lengths in front of
property at 2254 East 49th Street, was read.
It was moved by Poxon, seconded by Trowbridge, that the
communi~ation from Bohemian Distributing Company be referred to the
Police Department. Motion carried.
Communication from Denver Chica~o Trucking Company, Inc.,
requesting establishment of "no parking t zone in front of their
property on the south side of East 26th Street, was read.
It was moved by Poxon, seconded by Mailliard, that the
communication from Denver Chicago Trucking Company, Inc., be
reffered to the Police Department. Motion carried.
Communica tion f rom Vernon Super Service, requesting establishment
of "no parkingl1 zone~between driveways at their property on East 26th
and Soto Streets, was read.
It was moved by Poxon, seconded by Mailliard, that the communication
of Vernon Super Service be referred to the Police Department. Motion
carried.
Communication from Norris-Thermador Corporation, requesting
renewal of rubbish hauling permit, was r&ad.
It was moved lfI:I .",4, by Trowbridge, seconded by Poxon, that the
request of Norris-Thermador Corporation be approved and permit granted.
Motion carried.

Communication from W. B. Hollingworth, City Engineer,
enclosing copy of letter from Barber-Bridge Drilling Corporation,
requesting permission to make certain changes in drilling water well
under Specifications No. 153, was read.
It was moved by Poxon, seconded by Mailliard, that the request
of the Barber-Bridge Drilling Corporation be approved. Motion carried.
Communication from W. B. Hollingworth, City Engineer,
enclosing letter from Mr. John A. Jorgenson, attorney for Stauffer
Chemical Company, requesting permission to construct and maintain a
five(5) inch steel pipe line across 26th Street, and submitting form
of license therefor, was read.
It was moved by Poxon, seconded by Mail1iard, that the request
of the Stauffer Chemical Company be granted, and that the license be
made effective May 15, 1951. Motion carried, unanimously.
Letter prepared by City Attorney Hubbard, addressed to the
Vernon Industrial Development Association, asking for additional
information on monies spent for advertising in the City of Vernon
during the past year, and suggesting that the Association contribute
substantial aid to the Civil Defense program, was presented.
It was moved by Trowbridge, seconded by Poxon, that the
letter prepared by the City Attorney be referred to the City Clerk
for signature and mailing to the Vernon Industrial Development
Association. Motion carried.
Report of C. A. Heinze, Consulting Engineer, on operation of
electric system by the Southern California Edison Company for the
month of March, 1951, was read.
It was moved by Poxon, seconded by Mai1liard, that the report
of C. A. Heinze, Consulting Engineer, be filed. Motion carried.
Report of the Police Department was received.
It was moved by Poxon, seconded by Mailliard, that the report
of the Police Department be received and filed. Motion carried.
The following applications, all having the approval of the
City Engineer, were read:
Application 16022 - u. S. Plywood Corporation to construct two
driveway aprons and curbs at 4480 Pacific Boulevard.
Application 16023 - Roland T. Kinney to construct driveway and curb,
and to remove one eucalyptus tree at 2906 Leonis Boulevard.
Application 16024 - Wendell H. Kir~ey to construct driveway, curb and
sidewalk in E/S Pacific Boulevard, from Leonis Boulevard to 83 feet
N/O Leonis Boulevard, and to construct driveway, curb and sidewalk
in N/S Leonis Boulevard, from Pacific Boulevard to approximately 151
feet E/O Pacific Boulevard.
Application 16025 - Roland T. Kinney to install two 4" C. I. roof
drains under sidewalk and parking area and through curb at 2906
Leonis Boulevard.
Application 16026 - Southern California Gas Company to drill and fill
barholes in N/S 52nd Street from WPL Pacific Boulevard to 14 feet
W/EPL Malabar Street.
Application 16027 - Southern California Gas Company to drill and fill
barholes in East and West sides Santa Fe Avenue from Vernon Avenue to
East 38th Street.
Application 16028 - Southern California Water Company to repair water
main at 2018 East 45th Street.

feet S/SPL 25th Street.
Application 16030 -.Southern California Edison Company to install two
poles and remove two poles in E/S Leonis Boulevard 156 feet and 175
feet E/o Pacific Boulevard, and E/S Pacific Boulevard 53 feet and 92
feet NjO Leonis Boulevard.
Application 16031 - Southern California Edison Company to install two
poles and one anchor in N/S and S/S Vernon Avenue at 1102 feet E/O
Soto Street.
Application 16032 - Southern California Edison Cpmpany to install two
poles and one anchor and remove four poles in wjs Pacific Boulevard
580 feet to 880 feet N/O Chambers Street and N(S 45th Street 100 feet
EjO Pacific Boulevard. .
Application 16033 - Pacific Telephone & Telegraph Company to replace
one anchor in E/S Pacific Boulevard 70 feet S/O 46th Street.
Application 16034 - Southern California Water Company to' repair water
main in W/S St. Charles Street 12 feet E/WPL to 45 feet S/SPL 45th
Street.
Application 16035 - Pacific Telephone & Telegra~h Company to place
one ground brace in N/S 45th Street 330 feet E/O Pacific Boulevard.
Application 16036 - Southern California Edison Company to install one
pole in N/S 44th Street 163 feet W/O Alcoa Avenue.
Application 16037 - Southern California Gas Company to drill and fill
barholes at 14 feet W/EPL Malabar Street from 17 feet S/NPL East 52nd
Street to 16 feet N/SPL Fruitland Avenue.
Application 16038 - Roland T. Kinney to make sewer connection at 2906
Leonis Boulevard.
Application 16039 - Machinery Sales Company to connect with sewer at
2844 Leonis Boulevard.
Application 16040 - Laing & Weil to connect with sewer at 3287 East
Slauson Avenue.
Application 16041 - Norris-Thermador Corporation to connect with sewer
at 5215 South Boyle Avenue.
Application 16042 - Union Packing Company to connect additional plumbing
facilities with sewer at 3030 East Vernon Avenue.

Application 16043 - U. S. Spring & Bumper Company to connect with sewer
at 4820 South Boyle Avenue.
It was moved by Trowbridge, seconded by Mailliard, that
applications numbered 16022 to 16043, all having the approval of the
City Engineer, be filed and permits granted. Motion carried.
C. A. Heinze, Consulting Engineer, presented renewal of lease
between the Los Angeles Transit Lines, party of the first part, and the
City of Vernon, party of the second part, giving permission to the City
of Vernon to make guy wire attachment to pole No. 25085-C of the Los
Angeles Transit Lines.
It was moved by Poxon, seconded by Trowbridge, that the renewal
of lease between the Los Angeles Transit Lines and the City of Vernon
be referred to the City Attorney, with instructions to prepare a
resolution approving the lease. Motion carried.
A petition of Bethlehem Pacicic Coast Steel Corporation for zone
variance, heretofore heard by the City CounCil, was considered.
It was moved by Poxon, seconded by Trowbridge, that the petition

of Bethlehem Pacific Coast Steel Corporation be granted~ subject to
restrictions~ and that the City Attorney be instructed to write up
the findings and conditions. Motion carried.
The matter of a proposed ordinance to prohibit the sale or
use of fireworks in the City of Vernon was discussed.
It was moved by Trowbridge, seconded by Mailliard, that the
City Attorney be instructed to prepare an ordinance prohibiting the
sale or use of fireworks in the City of Vernon. Motion carried.
