19510703 Regular City Council Meeting - Minutes MINUTES OF A REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF VERNON HELD ON JULY 3, 1951, AT 2 O'CLOCK P .H. IN THE COUNCIL CHANB:E:RS OF THE CITY HALL LOCATED AT 4305 SANTA FE AVID~E, VERNON, CALIFORNIA COUNCIL PRESENT: Anderson, Furlong, Mailliard, Poxon, Trowbridge COUNCIL ABSENT : None The meeting was called to order by Mayor R.J. Furlong. It was moved by Poxon, seconded by Trowbridge that the minutes of the meeting held June 19, 1951 be approved. Motion carried. The Clerk announced that this was the Dime and place for the opening of bids for Water Department truck under Specifications No. 157. The Clerk stated that he had received bids from the G.H.C. Truck & Coach Division of General Motors Coroporation, Eddie Nelson Inc., International Harvester Company and the White Motor Co. Upon the reading of the bids, it was moved by Anderson, seconded by Trowbridge that the bids be referred to the City Engineer and City Attorney for checking and report. Hotion carried. Communication from W.B. HOllingworth, City Engineer, recommending approval of proposed wall to be constructed by Bethlehem Pacific Coast Steel Company under requirements of Resolution No. 1535, subject to - 1. Approval of structural design of wall by Building Inspector. 2. Obtaining building permit. 3. Inclusion of architectural design as recommended. It was moved by poxon, secomded by Mailliard that the communication and recommendation of the City Engineer be referred to the City Attorney. Hotion carried. Communication and report of W.B. Hollingworth, City Engineer, on bids received under Specifications No. 155 for furnishing of Street Department truck, was read. City Engineer recommends that bid of International Harvester Company in the amount of $4,958.54 be accepted. It wasmoved by Trowbridge, seconded by Mailliard that the recommendation of the City Engineer be received and approved. Hotion carried. Resolution No. 1541- Accepting bid of International Harvester Company under specifications No. 155 was read. It was moved by Trowbridge, seconded by Mailliard that Resolution No. l~l be approved and adopted. Motion carried. Ayes: Anderson, Furlong, Mailliard, Poxon, Trowbridge. Noes: None ' Absent: None Communication and report of W.B. HOllingworth, City Engineer, on bid received under Specifications No. 156 for the furnish- ing of Water Department truck, was read. City Engineer recommends that bid G.M.C. Truck & Coach Division of General Hotors Corporation in the amount of $2,641.31 be accepted. 235 7/3/51 It was moved by Anderson, seconded by Trowbridge that the recommendation of the City Engineer be received and approved. Motion carried. Resolution No. Resolution No. 159-2- Accepting bid of G.N.C. Truck & Coach Division of General Motors Corporation fpr truck in accordance with Specifications No. 156 was read. It was moved by Anderson, seconded by Trowbridge that 1~2 be approved and adopted. Motion carried. Ayes: Anderson, Furlong, Mailliard, poxon, Trowbridge. Noes: None Absent: None Progress Report No. 54 submitted by Lloyd Aldrich, City Engineer, City of Los Angeles on Hyperion Activated Sludge Plant for month of May, 1951, was received. _ It was moved by Poxon, seconded by Trowbridge that Progress .Report No. ~ on Hyperion Activated Sludge Plant be referred to the City Engineer. Motion carried. Notice of Hearing before Public Utilities Commission on application of Los Angeles Transit Lines for authority to reroute and extend its Vernon Avenue Motor Coach Line No. 27 to consolidate the same with a portion of former West Washington-West Jefferson Motor Coach Line No. 62 on July 11, 1951 at 10:A.M. at the Commission's officet 145 S. Spring Street, Los Angeles, was read. It was moved by Anderson, seconded by Poxon that Notice of Hearing before Public Utilities Commission be filed. Motion carried. Communication from City of Huntington Park together with copy of their Resolution No. 3231 voicing opposition to the grant- ing of rates increase to Los Angeles Transit Lines and Pacific Electric Railway Company in their application No. 58-323 on file with Public Utility Commission, was read. It was moved by Poxon, seconded by Anderson that the cOmDlunication and Resolution from the City of Huntington Park be referred to the City Attorney. Motion carried. Communication and report of Southern California Edison Company together with check in amount of $83,267.81 as payment for rental of leased property for year ending May 29, 1951 was read. It was moved by Poxon, seconded by Trowbridge that the comraunication and report submitted by the Southern California Edison Company be referred to Mr. Carl AJ Heinze, Consulting Engineer for checking and report. Motion carried. Communication from Fisher Music Service requesting license to operate music box in cafe at 3941 S. Soto Street was read. It was moved by Poxon, seconded by Mailliard that the request of Fisher Musmc Company be granted and license issued. Motion carried. Communication from R. E. Chene requesting permit to operate pattern shop at 5330 Santa Fe Avenue, formerely conducted by Fisher Brass Foundry, was read. It was moved by Trowbridge, seconded by Mailliard that the request of R.E. Chene be approved and permit granted. Motion carried. Communication from Charles H. Ross re~uesting permit to operate machine shop at 2288 E. 48th Street, was read. It \'las moved by Trmvbridge, seconded by Mailliard ~fMi request of Charles H. Ross be granted. Motion carried. 2. 7/3/51 Communication from Phillips Chemical Company requesting permit to conduct sales office at 4521 Produce Plaza, was read. It was moved by Trowbridge, seconded by Mailliard that the request of Phillips Chemical Company be granted. Motion carried. Communication from Vernon Stationery & Printing Company requesting permit to conduct stationery and printing business at 5208 Santa Fe Avenue, was read. It was moved by Trowbridge, seconded by Poxon that the request of Vernon Stationery & Printing Company be granted. Motion carried. COmL1unication from Clifford Dancer requesting permit to operate additional lunch truck within the city, was read. It was moved by Anderson, seconded by Poxon that the request of Clifford E. Dancer be referred to the Police Department. lvIotion carried. Communication from Peter D. Kokoris requesting curb painting at 2213 E. 38th Street, was read. Communication from Pacific Press, Inc. requesting curb painting at 5201 S. Soto Street, was read. It was moved by Anderson seconded by Trowbridge that the request af'Peter D. Kokoris and Pacific Press, Inc. be referred to the Police Department with power to act. Motion carried. Communication from J.A. Bigham, Janitor, requesting approval of annual vacation leave commencing July 9, 1951, was read. Communication from Fred Hurley requesting approval of annual vacation leave (1 week) commencing July 23, 1951, was read. It was moved by Anderson, seconded by Poxon that the requests of J.A. Bigham and Fred Hurley be approved and granted. Motion carried. Communication and report of F.H. Domlelly, Fire Chief, on application of Delron Company for permit to manufacture self-locking nuts and bolts at 2306 E. 38th street, was read. Fire Chief recomrnends that permit be granted. It was moved by Trowbridge, seconded by Mailliard ~at the recomraendation of the Fire Chief be approved and permit granted to the Delron Company. Motion carried. Communication and report of E. Giles, Chief of Police on application of Good "Nil Rich Ice Cream Company for permit to operate 10 vehicles for sale of ice cream, was read. Police Chief reccom- mends that request be denied. It was moved by Tro\vbridge, seconded by Poxon that the request of Good "N" Rich Ice Cream Company be denied. Motion carried. Report of Police Department was received. It was moved by Poxon, seconded by Trowbridge that the report of the Police Department be received and filed. E/O Ross Street. Southern California Edison Company to install and remove 1 pole in SIS 37th street, 250 ft. E/O Irving Street. Southern California Water Company to repair water main at 2234 E. 38th Street. Ducommun Metal & Supply Company to construct 4 galvanized iron roof drains encased in concrete and 2 - 4 in. cast iron roof drains under side- walk and thru curb in NIS 49th Street, 802, 875, 906, 1026 and 1068 ft. E/O Alameda Street. Gordon MacLean to construct driveway curb and sidewalk in WIS Hampton Street, 370 to 480 ft. SIO 49th Street. Jackson-Markus Supply Co. to construct 3 driveways in wlS Downey Road, 10 to 41 ft. 121 to 150 ft. 230 to 259 ft. slO 26th Street. California stucco Company to make sewer connection at 1850 E. 25th Street. Clougherty Bros. Packing Co. to connect additional plumbing facilities to sewer at 3049 E. Vernon Ave. Southern California Edison Company to install 12 poles and remove 1 pole in E/S Alcoa Avenue between Fruitland and Slauson Avenues. Southern California Edison Company to replace pole in E/S Boyle Avenue, 110 ft. SIO Leonis Blvd. Southern California Edison Company to install 2 poles and remove 3 poles in NIS Fruitland Avenue, 10 f ft. to 352 ft. E/O Alcoa Avenue. It was moved by Trowbridge, seconded by Mailliard that applications numbered 16172 to 16382 be filed and permits granted. Motion carried. Application 16381 - Application 16382 - Communication from W.B. HOllingworth, City Engineer, requesting authority to employ Mr. Henry Vasquez as part time mechanic (approximately 10 hrs. a week to maintain street and water department trucks at $2.50 per hour, was read. It was moved by Poxon, seconded by Trowbridge that the City Engineer negotiate an areement an agreement with Mr. Henry Vasquez for the maintainence of street and water department equipment not to exceed $25.00 per week. Motion carried. Communication and report of E. Giles, Chief of Police on personnel of Police Department, was read. It was moved by Anderson, seconded by Poxon that the report of the Police Chief be received and filed. Hotion carried. 4. 288 7/3/5'1 It was moved by Trowbridge, seconded by Anderson that the Chief of Police procure facsimile of city seal to be placed on Police Department and other city department vehicles. Motion carried. It was moved by poxon, seconded by Trowbridge that jme City Engineer submit a report on proposed set-backs on various streets. Motion carried. Resolution No. 1540 - Authorizing the execution of a supplemental agreement, dayed June 15', 195'1, between the Cmty of Los Angeles, City of Vernon and the Southern Pacific Company covering traffic signals at 25'th Street and Alameda Street, was read. It was moved by Trowbridge, seconded by Mailliard that 15'40 be approved and adopted. Motion carried.
