19510717 Regular City Council Meeting - Minutes MINUTES OF A REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF VERNON HELD JULY 171 1951 AT 2 O'CLOCK P.M. IN THE COUNClL CHAJ.1BERS OF THE CITY HALL LOCATED AT 4305 SANTA FE A~ENUE, VERNON, CALIFORNIA COUNCIL PRESENT: Anderson, Furlone, Mailliard, Poxon, Trowbridge COUNCIL ABSENT : None The meeting was called to order by Mayor R.J. Furlong. It was moved by Trowbridge, seconded by Anderson that the minutes of the meeting held July 3, 1951, be approved. Motion carried. Communication from W.B. Hollingworth, City Engineer, requesting approval of employment of Mr. Daniel C. Oquita as semi-skilled laborer in Street Department at rate of $9.00 per day effective July 13, 1951, was read. It was moved by Trowbridge, seconded by Poxon that the request of the City Engineer be approved. Motion carri.ed. Communication from W.B. HOllingworth, City Engineer, submitting annual vacation list of personnel in Street, Water and Engineer- ing Departments was read. It was moved by Poxon, seconded by Mailliard that the vacation list of Street, Water and Engineering Departments be filed. Motion carried. Communication from W.B. HollingvTortht City Engineer, requesting approval of weeks leave of absence with pay for Robert A. King, Sanitary Engineer, following annual two weeks vacation leave, was read. It was moved by Poxon, seconded by Trowbridge that due tqi.extra and overtime put in by Sanitary Engineer, Robert A. King, that an extra week vacation leave with pay be approved. Motion carried. Communication and report of City Engineer and City Attorney on tiPplication of Bethlehem Pacific Coast Steel Company for cOI:l.structlon of fence on property along Boyle Avenue, south of SJ:auson A'V':enue, was read. City Engineer and City Attorney recommend that a pe:f.\miAi,'be granted, subject to plans filed. Motion carried. It was moved by Trowbridge, seconded by Mailliard that ~ereco~endation of the City Engineer and City Attorney be approved an,da perm:ttbe granted to the Bethlehem Pacific Coast Steel Company. Communication and report of the City Engineer and E~ty Attorney on bids received under specifications 157 for Water apartment Truck, was read. ~e City Engineer and City Attorney recomm- end:ed that the bid of G.M.C. Truck & Coach Division of General Motors Corporation in the amount of $5,694.86 be accepted and award of contract be made accordingly. It waS moved by Trowbridge, seconded by Mailliard that the report and communication of the City Engineer and City Attorney be received and accepted. Motion carried. 271 7/17/51 Resolution No. 1~3 - of the City Council of the City of Vernon accepting bid of G.M.C. Truck & Coach Division, General Motors Corporation, for one truck in accordance with Specifications Nol 157, approved by Resolution No. 1538, and rejecting all other bids, was read. It was moved by Trowbridge, seconded by Mailliard that Resolution No. 1543 be approved and adopted. Motion carried. Ayes: Anderson, Furlong, Mailliard, Poxon, Trowbridge Noes: None Absent: None Communication together with Plan No. B5-ll45 for the construction of retaining wall, fence, curb and Fruitland Avenue remodeling at Water Department Pumping Plant No. 3 was submitted by the City Engineer. It was moved by Anderson, seconded by Poxon that Plan No. B5-ll45 submitted by the City Engineer be received and filed. Motion carried. Resolution No. l~ -of the City Council of the City of Vernon approving drawing and plans No. B5-l145 for fence, retaining wall and curb at well No.9, Pumping Plant No. 3,was read. It was moved by Anderson, seconded by poxon that Resolution No. 1544 be approved and adopted. Motion carried. Hollingworth, submitting Specifications No. 158 for construction of fence at Well NO.9, Pumping Plant No.3 was read. It was moved by Trowbridge, seconded by Mailliard that Specifications No. 158 submitted by the City Engineer be approved. Motion carried. Resolution No. 1~5 -of the City Council of the City of Vernon approving Specifications No. 158 for the furnishing of materials and construction of a fence at well No.9, Pumping Plant NO.3, was read. It was moved by Trowbridge, seconded by Mailliard that Resolution No. 1545 be approved and adopted. Motion carried. HOllingworth, City Engineer, submitting letter and copy of report on industrial waste pollution of water wells by California Regional Water Pollution Control Board No.4, was received. It was moved by Poxon, seconded by Mailliard that the communication from the City Engineer together with report submitted by California Regional Water Pollution Board No. 4 be received and filed. Motion carried. Communication from Filtrol Corporation in regards to letter of abandonment of private street known as 25th Street, and waives its right to connect to water main running along north boundary of Washington Blvd., was read. 2. <...."~.2 4.,{' 7/17/51 It was moved by Poxon, seconded by Anderson that the communication from Filtrol Corporation be referred to the City Engineer. Motion carried. Communication from Vernon Chamber of Commerce submitting copies of Resolutions adopted at its meeting of July 10, 1951, in regards to; Gross Receipts and Sales Taxes, Fire Fighting Facilities, Requesting copy of Wage and Salary Survey prepared by League of California Ctties, Recommending expenditu.res for Advertising and Promotion be deleted from current budget and provisions be made for Civil Defense funds, was read. It was moved by Trowbridge, seconded by Mailliard that the communication and resolutions submitted by Vernon Chamber of Commerce, be filed. Motion carried. ' Communication from C. A. Heinze Consulting Engiheer, reporting that an examination made by City of ternon of records of Vernon District office of Southern California Edison Company are in agreement after adjustments made Edison Vernon District office, was read. Itbwas moved by Anderson, seconded by Poxon that the co~unication and report of C.A. Heinze, Consulting Engineer be filed. Motion carried. Report of C.A. Heinze, Consulting Engineer on operations of electrical system by the Southern California Edison Company for month of May, 1951, was read. It was moved by Poxon, seconded by$rmv:bridge that the report submitted by C.A. Heinze, Consulting Engineer be filed. Motion carried. COnID1unication and report of C.A. Heinze Consulting Engineer, on check submitted by Southern California Edison Company in amount of $83,267.81 as rental on leased property for year ending May 29, 1951, was read. Consulting Engineer reports that amount tendered by Edison Company is in agreement with cltyrecords. It was moved by Poxon, seconded by Trowbridge that the communication and report of the Consulting Engineer be received and filed. Motion carried. Communication from Weber Showcase & Fixture Company requesting permit to operate warehouse at 2140 E. 37th Street, was read. It was moved by ~fuilliard, seconded by Trowbridge that a permit be granted the Weber Showcase & Fixture Company. Motion carried. CODrrnunication from Paul E. Leland requesting permit to conduct a business as manufacturers agent for Leland Electric Company at 5190 Santa Fe Avenue, was read. It was moved by Poxon, secomded by Mailliard that the request of Paul E. Leland be approved and permit granted. Motion carried. Communicatio~ from Lipsett Steel Products, Inc. requesting permit to conduct a business of handling, sorting, grading, classifying and compressing of steel scrap at 5950 S. Motion carried. Communication from Fruehauf Trailer Company requesting curb painting at 5137 S. Boyle Avenue, was read. Communication from Abbott Laboratories requesting curb painting at 3864 Santa Fe Avenue, was read. Communication from E.J. Stanton & Son requesting curb painting at 2050 E. 38th Street, was read. Comrnunication from Aero Alloys requesting curb painting at 5511 S. Boyle Avenue, was read. Communication from Patten Blinn Lumber Company requesting curb painting at 2858 E. 26th Street, was read. Communication from Lord-Babcock, Inc. requesting curb painting at 2201 E. 38th Street, was read. Communication from Saval Company requesting painting of crosswalk at 1915 E. 51st Street, was read. It was moved by Poxon, seconded by Anderson that the communications and requests of Fruehauf Trailer Company, Abbott Laboratories, E. J. Stanton & Son, Aero Alloys, Patten & Blinn Lumber Company, Lord-Babcock, Inc. and Saval Company be referred to the Police Department with power to act. Motion carried. Communication from Efren Ramirez requesting permit to haul refuse from premises of 2233E. 37th Street, was read. Communication from Fibreboard Products Company requesting permit to ha-,il refuse from premises of 4444 Pacific Blvd., was read. Comrnunication from Texas-Arizona Motor Freight, Lie. requesting permit to haul refuse from premises of 3336 Fruitland Avenue, was read. It was moved by Trowbridge, seconded by Mailliard that the communications from Efren Ramirez, Fibreboard Products, Inc. and Texas-Arizona Motor Freight Inc. be filed and. permits granted. Motion carried. Communicationd from F.H. Donnelly, Fire Chief, requesting authority to permanently appoint Mr. Lloyd E. Graham as hoseman, effective August 1, 1951, was read. Communication from F.R. Donnelly, Fire Chief, requesting authority to permanently appoint Mr. Manuel T. Mello as hoseman, effective August 1, 1951, was read. It was moved by Anderson, seconded by Poxon that the request of F.H. Donnelly, Fire Chief, in regards to Mr. Lloyd E. Graham and Mr. Mello be granted. Motion carried. Communication from F.R. Donnelly, Fire Chief, requesting permission to attend Pacific Coast Inter-mountain Assoc- iation of Fire Chief's convention at Pqrtland, Oregon, August 7th to lOth, 1951 was read. ~> 4. 274 7/17/51 It was moved by Trowbridge, seconded by Mailliard that the request of F.R. Donnelly, Fire Chief be granted and that an expense allowance of not to exceed $225.00 be apnroved. Motion carried. - Communication from John J. Burt requesting permit to operate lunch truck within the city, was read. It was moved by Anderson, seconded by Poxon that the request of John J. Burt be referred to the Police Department. Motion carried. Report of the Police Department was received. It was moved by Poxon, seconded by Anderson that the report of the Police Department be received and filed. Motion carried. Comnlunication from W.B. HOllingworth, City Engineer, submitting Budget Requirements for City Engineering, Street Maintenance, Street Cleaning, Sewer Maintenance and Traffic Control Signals for fiscal year 1951-52, was received. It was moved by Anderson, seconded by Poxon that the Budget Requirements submitted by the City Engineer be referred to the Finance Committee. Motion carried. Communication from W.B. HOllingworth, City Engineer, submitting salary and wage rates for City Engineering, Street and Water Departments, together with request for additional automobile allowance for various employees for fiscal year 195~-52, was received. It was moved by Anderson, seconded by.Poxon that salary, wage and automobile allowances be referred to the Finance Committee. Motion carried. Southern California Gas Company to install gas service and meter box at 2322 E. 37th street. Pacific Telephone Company to place 1 ground brace in N/S Vernon Avenue, 330 ft. W/O Boyle Avenue. Southern California Water Company to repair water main at 5000 Pacific Blvd. Southern California Water Company to abandon 2 in. water service at 1935 E. Vernon Avenue. Los Angeles Meat Company to connect additional plumbing facilities to sewer at 3315 E. Vernon Ave. Sa:feway Stores~ Inc. to connect additional plumbing facilities to sewer at 1925 E. Vernon Avenue. Safeway Stores, Inc. to connect additional plumbing facilities to sewer at 1925 E. Vernon Avenue. 5. 275 7/17/51 A~plication 16409 - u.s. Plywood Corp. to make sewer connection at 4480 Pacific Blvd. It was moved by Trowbridge, seconded by Anderson that applications numbered 16400 to 16409 incl. be filed and permits granted. Motion carried. City Engineer, W.B. Hollingworth requested r:erm1ssion to remove stunted trees at the northeast corner of Leonis and Pacific Boulevards. It was moved by Trowbridge, seconded by Poxon tha~ the request of the City Engineer for removal of stunted trees at the northeast corner of Leonis and Pacific Boulevards be approved. Motion carried. Communication from W.B. Hollingworth, City Engineer, recommending changes by Stauffer Chemical Company to their steam and condensate water line across E. 26th Street approved by the city on May 15, 1951, was read. It was moved by Trowbridge, seconded by Mailliard that changes recommended by the City Engineer to steam and water lines across E. 26th Street by the Stauffer Chemical Company be approved. Motion carried. It was moved by Poxon, seconded by Trowbridge that the City Attorney confer with Mr. E.R. Young, Special Counsel and James L. Beebe of OtMelveny & Myers in regards to an opinion on Fire and Water Bonds approved July 30, 1946. Motion carried.
