19511002 Regular City Council Meeting - Minutes MINUTES OF A REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF VERNON HELD ON OCTOBER 21. 1951 AT 2 O'CLOCK P.M. IN THE COUNCl.L CHAMBERS OF THE CITY HALL LOCATED AT 4305 SANTA FE AVENUE. VERNON. CALIFORNIA COUNCIL PRESENT: Anderson, Furlong, Mailliard, Poxon COU1~CIL ABSENT : Trowbridge Mayor R.J. Furlong notified the Clerk that due to urgent business he would be late in attending the meeting. The Clerk announced that the appointment of a Mayor pro-tem would be in order. It was moved by Anderson, seconded by Poxon that C.H. Mailliard be seated as Mayor pro-tem. Motion carried. The meeting was called to order by Maypr pro-to Mailliard. It was moved byPoxon, seconded 'Qy Anderson that the minutes of September 18, 1951 be approved as written and transmitted. Motion carried. The Clerk announced that this was the time and place for the opening of bids for the furnishing and installation of Three- way F.M. Radio communication system in accordance with Specifications No. 159. The Clerk stated that he had received bids from the Radio Corporation of America and the Motorola Corporation. Upon reading of the bids, it was moved by Anderson, seoonded by Poxon that the bids be referred to the Consulting Electrical Engineer and the City Engineer for checking and report. Motion carried. Communication from W.B. HOllingworth, City Engineer and C.B. Hubbard, City Attorney reporting on communication received from County Boundary Commission in regards to boundaries of proposed annex- ations to a city, was read. It was moved by Anderson, seconded by Poxon that the report of the City Engineer and City Attorney be filed. Motion carried. Communication from County Sanitation Districts of Los Angeles County Regarding the appointing of an alternate member to the County Sanitation District, was read. It was moved by Poxon seconded by Anderson that the communication from the County Sanitation Districts be referred be referred to the City Attorney. Motion carried. Communication from Vernon Chamber of Commerce submitting a report and recommendations adopted at its meeting held September 11, 1951, was read. It was moved by Poxon, seconded by Anderson that the communication from Vernon Chamber of Commerce be filed. Motion carried. Progress Repo.. Motion carried. Report of Haskins & Sells for fiscal year ending June 30, 1951, was received. It was moved by Poxon, seconded by Anderson that the report submitted by Haskins & Sells, be filed. Motion carried'. Communication from Americam Wheelabrator& Equip- ment Company requesting permit to conduct business at 2856 Leonis Blvd., was read. It was moved by poxon, seconded by Anderson that the request of Americaa Wheelabrator & Equipment Company be granted. Motion carried. Communication from W.S. Shamban & Company requesting permit to conduct business as manufacturers agent at 3715 Santa Fe Avenue, was read. It was moved by Poxon, seconded by Anderson that the request of W.S. Shamban & Company be granted. Motion carried. Communication from Los Angeles Livestock Auction Company requesting permit to conduct livestock commission business at 1+300 Exchange Avenue, was read. It was moved by Poxon, seconded by Anderson that the request of Los Angeles Livestock Commission Company be granted. Motion carried. Communication from Sidney Hoffman requesting permit to operate service station at 5136 Pacific Blvd., was read. It was moved by Anderson, seconded by Poxon that request of Sidney Hoffman be granted. Motion carried. Communication from Duane A. Schelling requesting permit. to operate an automobile and truck repairing business at 3295 E. Slauson Avenue, was read. It was moved by Poxon, seconded by Anderson that request of Duane A. Schelling be referred to the Fire Department for report. Motion carried. Communication from E. McCoy requesting permit to operate a planing mill and dry kiln at 3400 E. 26th Street, was read. It was moved by Anderson, seconded by Poxon that the request of.E. McCoy be granted. Motion carried. Communication from Twin Disc ClutCh Company requesting curb painting at 2950 Leonis Blvd., was read. It was moved by Anderson, seconded by Poxon that request of Twin Disc Clutch Company be referred to Police Dep~Ftment with power to act. Motion carried. . Communication from WIn. H. Durham, Chief of Police ot: City of Maywood thanking the Vernon Police Department for their assist- ance during parade of September 15, 1951, in connection with their Silver Dollar Jubilee and Marde Gras, was read. It was moved by Anderson, seconded by Poxon that the report of the Consulting Engineer be received and filed. Motion carried. Communication from W.B. Motion carried. Communication from W.B. HOllingworth, City Engineer, submitting report or Vernon Chamber or Commerce regarding the Central Basin Water Association, was read. It was moved by Poxon, seconded by Anderson that the communication and report submitted by the City Engineer and the Vernon Chamber of Commerce be referred to the City Attorney and City Engineer. Motion carried. R. J. Furlong now seating himself as a member of the City Council. Resolution No. 1556 - a Resolution of the City Council of the City of Vernon fixing the compensation 1'or certain employees of said city as of July 1, 1951, until further order of the City Council, was read. It was moved by Anderson, seconded by Poxon that Resolution No. 1556 be approved and adopted. Motion carried. Communication from W.B. HOllingworth, City Engineer, recommending that truck furnished by G.M.C. Truck & Coach Division of General Motors Corporation under Specifications No. 156 be accepted, was read. Resolution No. 1557 - a Resolution of ;the City Council accepting Motor Truck in accordance with Specifications 156, was read. It was moved by Poxon, seconded by Anderson that Resolution No. 1557 be approved and adopted. Motion carried. Communication from W.B. HOllingworth, City Engineer, recommending that truck furnished by International Harvester Company under Specifications No. 155 be accepted, was read. 4. tI~'-"9 e..>tJ 10/2/51 Resolution No. 1558 - a Resolutiom of the City Council accepting one new Motor Truck with Dump Body and accessories from International Harvester Company in accordance with Specifications No.155, was read. It was moved by Anderson, seconded by Poxon that Resolution No. 1558 be approved and adopted. Motion carried. It was moved by Furlong, seconded by Poxon that the City Attorney study Ordinance No. ~06 for such ammendments as may be necessary_ Motion carried. It was moved by Furlong, seconded by Anderson that City Judge, John B. Moore, represent the City at the annual conference of the League of California Cities in San Francisco commencing October 15th, 1951, with a reasonable expense allowance not to exceed $250.00. Motion carried. Ordinance No. 646 -An Ordinance providing for the issuance of bonds of the City of Vernon, State of California, in the sum of $260,000. for the purpose of acquiring, constructing and comple- ting a certain revenue producing municipal improvement, to-wit: Water- works for supplying said city and its inhabitants with water, including the acquisition and construction of water mains, conduits, wells, pumping plants, pumps, tanks, and all other works necessary therefort was read for a first reading. It was moved by Poxon, seconded by Anderson that Ordinance No. 646 receive and pass a first reading. Motion carried. Ordinance No. 647 - An Ordinance providing for the issuance of bonds of the City of Vernon, state of California, in the sum of $100,000. for the purpose of acquiring, constructing and comple- ting a certain municipal improvement, namely, a building for municipal purposes, to-v1i.t: A Fire Station House, including the acquisition of furnishings therefor and fire apparatus for the prevention and extinguish- ment of fires, was read for a first reading. It was moved by poxon, seconded by Anderson that Ordinance No. 647 receive and pass a first reading. Motion carried.
