COUNCIL PRESENT: Anderson, Furlong, Mailliard, Poxon, Trowbridge
COUNCIL ABSENT : None
The meeting was called to order by Mayor R.J.Furlong.
It was moved by Anderson, seconded by Poxon that the
minutes of the meeting held 6ctober 16, 195'1 be approved as written and
transmitted. Motion carried.
Communication from Southern California Edison Company
regarding the reporting of their franchise payments under Ordinance
No. 5'04, was read.
It was moved by Anderson, seconded by Trowbridge that
the communication from the Southern California Edison Company be referred
to Mr. C.A. Heinze, Consulting Engineer. Motion carried.
Communication and report of }~. C. A. Heinze, Consulting
Engineer on Partila Release executed by Harris Trust and Savings Bank,
and Security-First National Bank to the Southern California Edison Company
under date of May 31, 195'1, and Conveyance executed by Southern California
Edison Company to City of Vernon under date of May 31, 1951. Consulting
Engineer reported that Partial Release and Conveyance fully describe
the electrical property transferred, was read.
It was moved by Poxon, seconded by Mailliard that the
report of the Consulting Engineer together with Release and Conveyance
be received and filed. Motion carried.
Communication from Mr. C.A.Heinze, Consulting Engineer,
submitting lease agreement from Los Angeles Transit Lines granting perm-
ission to City of Vernon to make attachment of 7 conductors to Los Angeles
Transit pole No. 2393-C, and recomrnending execution by City of Vernon,
was read.
It was moved by Anderson, seconded by Poxon that the
recommendation of the Consulting Engineer be approved and lease agreement
submitted by Los Angeles Transit Lines be executed. Motion carried.
Communication from State of California Water Pollution
Control Board submitting publications of U.S. Public Health Service of
the following, was read.
(1) Water Pollution in the United States.
(2) California Drainage Basins.
(3) Report on California Basins.
It was moved by Poxon seconded by Trowbridge that the
communication and reports of the State 6f California Water Pollution
Control Board be referred to the City Engineer. Motion carried.
Comml1nication from Vernon Chamber of Commerce regarding
method of payment of City Employees salaries, was read.
It was moved by Poxon, seconded by Mailliard that. the
communication from the Vernon Chamber of Commerce be referred to the
City Clerk and City Attorney. Motion carried.

Communication from Mr. C. A. Heinze, Consulting
Engineer, submitting bid figures on approximately 2,000 pounds of
insulated scrap copper wire and 210 pounds of scrap lead cable from
the fOllowing, and recommending the offer of Sam Zlotkin be accepted,
was read.

It was moved by Poxon, seconded by Trowbridge
that the offer of Sam Zlotkin for scrap copper and lead cable be
accepted. Motion carried.
Progress Heport No. 58 submitted by Lloyd Aldrich,
City Engineer, City of Los Angeles on Hyperion Activated Sludge Plant
for month ending September 30, 1951, was received.
It was moved by Poxon, seconded by Trowbridge that
Progress Report No. 58 submitted by City Engineer, City of Los Angeles
be referred to the Vernon City Engineer. Motion carried.
Communication from Great Western Livestock Show
requesting permit to conduct livestock show with parling facilities at
Los Ange]e) Union Stock Yards, November 24th to 29th incl. 1951, was read.
It was moved by Poxon, seconded by Trowbridge that
the request of the Great Western Livestock Show be approved and permit
granted. Motion carried.
Communication from McCollum Picture Productions requestin
permit to conduct 16 MM motion picture business at 4557 Produce Plaza,
was read.
It was moved by Anderson, seconded by Poxon that the
request of McCollum Picture Productions be approved and permit granted.
Motion carried. .
Communication from Corrosion Control requesting permit
to conduct a rust control business at 3507 E. 26th Street, was read.
It was moved by Trowbridge, seconded by Mailliard that
the request of the Corrosion Control be approved and permit granted.
Motion carried.
Communication from Key Transport Company requesting
permit to conduct transportation business at 2651 E. 45th Street, was read.
It was moved by Poxon, seconded by Trowbridge that the
request of Key Transport Company be approved and permit granted. Motion
carried.
Communication from Carl Hirschmann Company requesting
permit to conduct the business of servicing high precision Swiss machine
tools at 5124 Pacific Blvd., was read.
It was moved by Poxon, seconded by Trowbridge that the
request of Carl Hirschmann Company be approved and permit granted.
Motion carried.
Communication from Allis-Chalmers Manufacturing Company
requesting permit to operate private warehouse at 2371 E. 51st Street,
was read.
It was moved by Anderson, seconded by Poxon that the
request of Allis-Chalmers Manufacturing Company be approved and permit
granted. Motion carried.

Company requesting permit to conduct business of gen~ral fabrication

Communication from Charles Engle requesting permit
to operate lunch truck within the city, was read.
It was moved by Poxon, seconded by Trowbridge that
the request of Charles Engle be referred to the Police Department.

Communication from Joseph T. Bell requesting permit
to operate lunch truck within the city, was read.
It was moved by Poxon, seconded by Trowbridge that
the request of Joseph T. Bell be referred to the Police Department.
Motion carried.

permit to operate lunch room at 2845 E. 26th Street, was read.
It was moved by Poxon, seconded by Trowbridge that
the request of Abrams Investment Corp., be referred to the Police Dept.
Motion carried.
Communication from F.H. Donnelly, Fire Chief,
recommending that application of Nasants Outdoor Furniture Company for
permit to manufacture redwood patio furniture at 2040 E. 45th Street,

It was moved by Mailliard, seconded by Poxon that
the recommendation of the Fire Chief be approved and permit granted to
Nasan's Outdoor Furniture Company. Motion carried.
Communication from National Titan~um Company request-
ing curb painting at 2330 E. 37th Street, was read.

Communication from E. Giles, Chief of Police,
recommending that motorcycle officer O.K. Beaver and patrolman
G. C. Guth be changed from classification 4 to 3, having served
six months probation service, was read.
It was moved by Trowbridge, seconded by Mailliard
that the recommendation of the Police Chief be approved and concurred in.
Notion carried.
Communication from Buda Engine & Equipment Company
requesting curb painting at 2529 Chambers Street, was read.
It was moved by Anderson seconded by Mailliard
that the request of Buda Engine & Equipmen! Company be referred to
the Police Department with power to act. Motion carried.
Report of the Police Department.
It was moved by Anderson, seconded by Poxon that
the ~eport of the Police Department be received and filed. Notion carried.
Communication frpm National Cylinder Gas Company
requesting permit to constrl1ct driveway in E. 46th Street, E/O Pacific
Boulevard and objecting to construction of sidewalk due to un-improved
area, was read.
It was moved by Anderson, seconded by Poxon that the
cow~unication from National Cylinder Gas Company be referred to the
City Engineer and City Attorney. Motion carried.
Communication and report of W.B. HOllingworth, City
Engineer, on rat conditions at old City Hall property, was read.
It was moved by Trowbridge, seconded by Mailliard that
the communication and report of the City Engineer be referred to the
City Attorney. Motion carried.
