19511106 Regular City Council Meeting - Minutes MINUTES OF A REGULAR MEETING OF' THE CITY COUNCIL OF THE CITY OF VERNON HELD ON NOVEl-mER 61 195'1 AT 2 O'CLOCK P.M. IN THE COUNCIL CHAMBERS OF THE CITY HALL LOC4TED AT 4305' SANTA FE AVENUE, VERNON. CALIFOHNIA COUNCIL PRESENT: Anderson, Furlong, Mailliard, Poxon, Trowbridge COUNCIL ABSENT : None The meeting was called to order by Mayor R.J.Furlong. It was moved by Anderson, seconded by Poxon that the minutes of the meeting held 6ctober 16, 195'1 be approved as written and transmitted. Motion carried. Communication from Southern California Edison Company regarding the reporting of their franchise payments under Ordinance No. 5'04, was read. It was moved by Anderson, seconded by Trowbridge that the communication from the Southern California Edison Company be referred to Mr. C.A. Heinze, Consulting Engineer. Motion carried. Communication and report of }~. C. A. Heinze, Consulting Engineer on Partila Release executed by Harris Trust and Savings Bank, and Security-First National Bank to the Southern California Edison Company under date of May 31, 195'1, and Conveyance executed by Southern California Edison Company to City of Vernon under date of May 31, 1951. Consulting Engineer reported that Partial Release and Conveyance fully describe the electrical property transferred, was read. It was moved by Poxon, seconded by Mailliard that the report of the Consulting Engineer together with Release and Conveyance be received and filed. Motion carried. Communication from Mr. C.A.Heinze, Consulting Engineer, submitting lease agreement from Los Angeles Transit Lines granting perm- ission to City of Vernon to make attachment of 7 conductors to Los Angeles Transit pole No. 2393-C, and recomrnending execution by City of Vernon, was read. It was moved by Anderson, seconded by Poxon that the recommendation of the Consulting Engineer be approved and lease agreement submitted by Los Angeles Transit Lines be executed. Motion carried. Communication from State of California Water Pollution Control Board submitting publications of U.S. Public Health Service of the following, was read. (1) Water Pollution in the United States. (2) California Drainage Basins. (3) Report on California Basins. It was moved by Poxon seconded by Trowbridge that the communication and reports of the State 6f California Water Pollution Control Board be referred to the City Engineer. Motion carried. Comml1nication from Vernon Chamber of Commerce regarding method of payment of City Employees salaries, was read. It was moved by Poxon, seconded by Mailliard that. the communication from the Vernon Chamber of Commerce be referred to the City Clerk and City Attorney. It was moved by Poxon, seconded by Trowbridge that Progress Report No. 58 submitted by City Engineer, City of Los Angeles be referred to the Vernon City Engineer. Motion carried. Communication from Great Western Livestock Show requesting permit to conduct livestock show with parling facilities at Los Ange]e) Union Stock Yards, November 24th to 29th incl. 1951, was read. It was moved by Poxon, seconded by Trowbridge that the request of the Great Western Livestock Show be approved and permit granted. Motion carried. Communication from McCollum Picture Productions requestin permit to conduct 16 MM motion picture business at 4557 Produce Plaza, was read. Giles, Chief of Police, recommending that motorcycle officer O.K. Beaver and patrolman G. C. Guth be changed from classification 4 to 3, having served six months probation service, was read. It was moved by Trowbridge, seconded by Mailliard that the recommendation of the Police Chief be approved and concurred in. Notion carried. Communication from Buda Engine & Equipment Company requesting curb painting at 2529 Chambers Street, was read. It was moved by Anderson seconded by Mailliard that the request of Buda Engine & Equipmen! Company be referred to the Police Department with power to act. Motion carried.
