19520202 Regular City Council Meeting - Minutes MINUTES OF A REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF VERNON HELD FEBRUARY 5, 1952 AT 2 O'CLOCK P.M. IN THE COUNCIL CHANBERS OF THE CITY HALL LOCATED AT 4305 SANTA FE AVENUE, VERNON, CALIFORNIA COUNCIL PRESENT: Anderson, Furlong, Mailliard, poxon, Trowbridge COUNCIL ABSENT : None The meeting was called to order by Maypr R. J. Furlong. It was moved by Poxon, seconded by Trowbridge that the minutes of the meetings held on January 15th and 21st, 1952 be approved as written and transmitted. Motion carried. Communication from W.B. HOllingworth, City Engineer, requesting authority to employ Mr. Eddie L. Rocha as semi-skilled laborer in Street Department at rate of $10.20 per day effective January 30, 1952 was read. It. was moved by Anderson, seconded by Trowbridge that the reques t of the City Engineer to employ Mr. Eddie L. Rocha in Street Department be approved. Motion carried. Communication from W.B. Hollingworth, City Engineer, recommending acceptance of Water Department Truck furnished by the General Motors Corporation under specifications 157, was read. Resolution 1573 - a Resolution of the City Council of the City of Vernon accepting Motor TruCk in accordance with specif- ications 157, was read. It was moved by Anderson, seconded by Poxon that Resolution 1573 be approved and adopted. Motion carried. . It was moved by Anderson, seconded by Mailliard that the request and petition of the General Petroleum Corporation be referred to the City Engineer and City Attorney. Motion carried. Communication from Clingan & Fortier, Inc. requesting permit to conduct a distributing business of aluminum and steel products at 2929 Santa Fe Avenue, was read. It was moved by Poxon, seconded by Trowbridge that the request of Clingan & Fortier, Inc. be granted. Motion carried. Communication from W. F. Wolfe Machinery Company requesting permit to conduct a machinery and equipment sales business at 2600 Leonis BOulevrad, was read. It was moved by Poxon, seconded by Trowbridge that the request of W. Motion carried. Communication from E.J. Stanton Lumber Company requesting permission to trim and replant 7 trees on 38th Street east of Alameda Street, was read. It was moved by Poxon, seconded by Anderson that the request by E.J. Stanton Lumber Company be referred to the City Engineer with power to act. Motion carried. Comrnunication from Safeway Stores, Inc. requesting permit to haul refuse from premises of 1925 E. Vernon Avenue, was read. It was moved by Trowbridge, seconded by Poxon that the request of Safeway Stores, Inc. be granted. Motion carried. Communication from Axelson Manufacturing Company request- ing pefmit to haul refuse from premises of 6160 S. Boyle Avenue, was read. It was moved by Erowbridge, seconded by Poxon that the request of Axelson Manufacturing Company be granted. Motion carried. COnIDlunication from E. Giles, Chief of Police recommending that Patrolman Albert S. Horton and Ken..l1eth W. Moore be raised to Patrol- man Class 3 at mont~y rate of $338.00 per month effective February 15, 1952, was read. - It was moved by Anderson, seconded by Poxon that the recommendation of the Police Chief be approved and that Albert S. Horton and Kenneth W. Moore be raised to Patrolman Class 3 at monthly rate of $338.00 per month, effective February 15, 1952. Motion carried. Report of Consulting Engineer, Carl A. Heinze on operation of electrical system by the Southern California Edison Company for month of November, 1951 was read. It was moved by Anderson, seconded by Poxon that the report of the Consulting Engineer be received and filed. Motion carried. Progress Report No. 61 submitted by Lloyd Aldrich, City Engineer, City of Los Angeles on Hyperion Activated Sludge Plant for month ending December 31, 1952 was received. , It was moved by Anderson, seconded by Trowbridge that Progress Heport No. 61 on the Hyperion Activated Sludge Plant be referred to the City Engineer. Communication and report of W.B. Hollingworth, City Engineer on proposed storm drain program by County of Los Angeles, was read. The City Engineer recommended the adoption of a resolution requesting the Board of Supervisors of Los Angeles County to include in the comprehen- sive storm drain program certain storm drains within the City of Vernon. Resolution 1~74 - a Aesolution of the City Council of the City of Vernon requesting the Board of Supervisors of Los Angels County to include in the East Compton Creek Drainage System #1 certain drains within the City of Vernon, was read. It was moved by poxon, seconded by Anderson that ResolutioD 1574 be approved and adopted. Motion carried. It was moved. by Anderson, seconded by Poxon that the copy of resolution adopted by Board of Supervisors on January 29, 1952 in regards to proposed flood control district bond issue be referred to the City Engineer and City Attorney. Motion carried. Communication from W.B. HOllingworth, City Engineer, submitting Specifications 162 for the paving of unpaved portion of City Hall Yard, was read. Resolution 15'75 -a Resolution of the City Council of the City of Vernon approving Specifications 162 providing for the constr- uction of asphalt concrete pavement and appurtenances in the City Hall Yard at 4305 Santa Fe Avenue, was read. It was moved by Trowbridge, seconded by Mailliard that Resol- ution 1575 be approved and adopted. Motion carried. HOllingworth, City Engineer, recommending that salary of Robert H. King, Sanitation Engineer be increased from $475.00 to $525.00 per month, was read. It was moved by Anderson, seconded by Poxonthat the recommendation of the City Engineer be approved and the increase be allowed to Robert H. King, Sanitation Engineer. Motion carried. Communication from W.B. HOllingworth, City Engineer, recommending salary rate of Mr. Clyde E. Chapman, Pipe-fitter be increased from $11.20 to $13.00 per day effective February 1, 1952, was read. It was moved by Trowbridge, seconded by Mailliard that the recommendation of the City Engineer be approved and the increase be allowed Clyde E. Chapman, Pipe-fitter. Motion carried.
