19520215 Regular City Council Meeting - Minutes MINUTES OF A REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF VERNON HELD ON JANUARY 151 1952 AT 2 O'CLOCK P.M. IN THE COUNCIL CHAMBERS OF THE CITY HALL LOCATED AT 4305 SANTA FE AVENUE, VERNON " CALIFORNIA COUNCIL PRESENT: Anderson, Furlong, Mailliard, Poxon, Trowbridge COUNCIL ABSENT : None The meeting was called to order by Mayor R.J. Furlong. It was moved by Poxon, seconded by Trowbridge that the minutes ot the meeting held January 2, 1952 be approved as written and submitted. Motion carried. Communication trom \i.B. HOllingworth, City Engineer, requesting authority to employ Mr. Oscar R. Legorreta as semi-skilled laborer in Street Department at rate ot $10.20 per day, effective January 17, 1952, was read. It waS moved by Anderson, seconded by Poxon that the request ot the City Engineer to employ Mr. Oscar R. Legorreta in Street Department be approved. Motion carried. Communication trom W.B. HOllingworth, City Engineer, requesting authority to employ Mr. Rafael O. Vasquez as semi-skilled laborer in Street Department at rate of $10.20 per day, etfective January 14, 1952, was read. It was moved by Anderson, seconded by Poxon that the requestDot the City Engineer to employ Mr. Rafael O. Vasquez in the Street epartment be approved. Motion carried. Report of General Petroleum Corporation on Franchise No. 80t 299 and 532 tor period ending October 31, 1951 together with check :1.n amount ot $39.87 was read. It was moved by Anderson, seconded by Poxon that the report ot the General Petroleum Corporation be received and tiled. Motion carried. Communication from Mechanical Foundries (Food Machinery Company) in regards to expansion of their properties, was read. It was moved by Trowbridge, seconded byPoxon that the communication from the Mechanical Foundries be reterred to the City Attorney and City Engineer. Motion carried. Communication from University of California in regards to short course tor the training of Police and other personnel in dealing with street and highway problems, was read. It was moved by Trowbridge, seconded by Poxon that the communication from the University of California be reterred to the Police Department. Motion carried. Communication from Courtesy Concessions requesting permit for the operation ot cigarette vending machine at Urich Service Station, 4325 Santa Fe Aven)te, was read. It was moved by Poxon, seconded by Trowbridge that the request of Courtesp Concessions be granted. Motion carried. 6 1/151,2 Communication from Edward J. Kratover requesting permit to operate lunch truck within the city, was read. It was moved by Trowbridge seconded by Anderson that the request of Edward J. Kratover be referre~ to the Police Department. Motion carried. Communication and report of F.H. Donnelly, Fire Chief on application of Combined Products Corporation for permit to conduct a mattress assembling business at 4604 Alcoa Avenue, was read. The Fire Chief recommended that a permit be granted. It was moved by Trowbridge, seconded by Mailliard that the report of the Fire Chief be received and approved and a permit be granted to the Combined Products Corporation. Motion carried. CODmlunication and report of F.H. Donnelly, Fire Chief on the application of Dealers Cooperative Supply Company t9 conduct a building material business at 4727 E. 49th Street, was read. The Fire Chief recommended that a permit be granted. It was moved by Trowbridge, seconded by Mailliard that the report of the Fire Chief be received and approved and a permit be granted to the Dealers Cooperative Supply Company. Motion carrie~. Communication and report of F.R. Donnelly, Fire Chief on the application of the Sunset Floor Coverings Company for permit to conduct a wholesale floor covering business at 4900 Loma Vista Avenue, was read. The Fire Chief recommended that a permit be granted. It was moved by Trowbridge, seconded by Mailliard that the report of the Fire Chief be received and filed and a permit be granted to Sunset Floor Coverings Company. Motion carried. Communication from Pacific Press, Inc. requesting the locating of crosswalk on Soto Street, ,00 ft. S/0 Fruitland Avenue, was read. It was moved by Poxon, seconded by Mailliard that the request of the Pacific Press, Inc. be referred to the Police Depart- ment with power to act. Motion carried. Communication from W.B. HOllingworth, City Engineer, submitting lease agreement executed by Nick Strattes for the use of portion of unused city property at ,Oth Street, Fruitland Avenue and Downey Road for farming purposes at annual rate of $7,.00 for approx- imately 2 acres, was read. The City Engineer recommended the leasing of the property for control of weeds and other debris. It was moved by Anderson, seconded by Poxon that the recommendation of the City Engineer be approved and the lease be executed. Motion carried. Report of C. T. Gilliam & Associates on City of Vernon Wage Level Comparison Survey was received. . It was moved by Anderson, seconded by Poxon that the report of C. T. Gilliam & Associates be received for study. Motion carried. Report of F.H. Donnelly, Fire Chief on complaint of International Chemical Workers Union that employees of the Filtrol Company i:e being housed and food supplied them by the management at 32,0 E. ashington Boulevard, was read. It was moved by Anderson, seconded by Trowbridge that the report of the Fire Chief be filed. Motion carried. 2. 7 1/15'/5'2 Communication signed by members of the Police Department thanking the City Council for extra time allowed off duty on Christmas and New Years holidays, was read. It was moved by Anderson, seconded by Trowbridge that the communication from the members of the Police Department, be received and filed. Motion carried/ Resolution No~ 1,69 - a resolution oE the City Council of the City of Vernon fixing the salary of the eputy City Treasurer and Manager of City Affairs, was read. It was moved by Trowbridge, seconded by Poxon that Resolution No. 15'69 be adopted and approved. Ayes: Furlong, Mai1liard, poxon, Trowbridge Noes: None Not Voting: Anderson Reso~ution No. 1,70 - a resolution of the City Council of the City of Vernon expressing their condolence on the passing of Nina Barlow, was read. It was moved by Anderson, seconded by Poxon that Resolution No. 15'70 be approved and adopted. Motion carried. Ayes: Anderson, Furlong, Poxon, Mailliard Noes: None Not Voting: Trowbridge Ordinance No. 61+8 - an Ordinance of the City of Vernon establishing the position of Administrative Assistant to the City Council was read in full for a first reading. It was moved by Anderson, seconded by Trowbridge that Ordinance No. 648 receive and pass a first reading. Motion carried.
