MINUTES OF A REGULAR MEETING OF THE
CITY COUNCIL O:[i' THE CITY OF VERNON
HELD MARCH 4, 1952 AT 2 O'CLOCK P.M.
IN THE COUNCIL CHANBERS OF THE CITY
HALL LOCATED AT 4305 SANTA FE AVENUE,
VERNON, CALIFORNIA
COUNCIL PRESENT: Anderson, Furlong, Mailliard, floxon, Trowbridge
COUNCIL ABSENT : None
The meeting was called to order by Nayor R.J. Furlong.
The Clerk announced that this was the time and place
for the opening of bids for the paving of the City Hall yard under
Specifications No. 162 and that he had bids on his desk from the
Griffith Company, Vernon Paving Company and the Los Angeles Paving Co.
It was moved by Poxon, seconded by Mailliard that the
Clerk be instructed to open and read the bids submitted. Motion carried.
Upon the completion of the reading of the bids, it was
moved by Poxon, seconded by Mailliard that the bids be referred to the
City Engineer for checking and report. Motion carried.
Communication from W.B. HOllingworth, City Engineer and
Carl A. Heinze, Consulting Engineer, recommending the acceptance of
Three-way F.M. Radio Communication system under Specifications No. 159
was read.
It was moved by Poxon, seconded by Trowbridge that the
acceptance of Three-way F.M. Radio Communication system be laid over
pending information from the Radio Corporation of America in regards to
maintenance. Motion carried.
Communication from W. B. HOllingworth, City Engineer,
requesting authority to employ Mr. Jack R. Weeks as Pumping Plant Operator,
Class 2 at rate of $320.00 per month, effective March 5, 1952, was read.
It was moved by Trowbridge, seconded by Mailliard that
the request of the City Engineer be approved. Motion carried.
Communication from W. B. HOllingworth, City Engineer,
requesting authority to employ Mr. Martin Romo as Chainman in Engineering
Department at rate of $275.00 per month, effective February 25, 1952,
was read.
It was moved by Trowbridge, seconded by Mailliard that
the request of the City Engineer be approved. Motion carried.
Communication from W.B. HOllingworth, City Engineer, request-
ing authority to attend the American Water Works meeting at Yosemite
National Park, April 18, 1952 with an expense account not to exceed $75.00
was read.
It was moved by Poxon, seconded by Trowbridge that the
request of W.B. Hollingworth be approved and expenses not to exceed $75.00
be allowed. Motion carried.
Franchise statement submitted by Los Angeles Transit Lines
for year ending December 31, 1951 together with check in amount of $3,729.02
was received.
It was moved by Anderson, seconded by Paxon that the statement
from the Los Angeles Transit Lines be received and filed. Motion carried.

Communication and statement submitted by Southern
California Edison Company on Franchise Ordinances 503, 504 and 611
for period ending December 31, 1951, together with checks in the
amount of $1,462.23 was received.
It was moved by Poxon, seconded by Trowbridge that
the communication and statement of the Southern California Edison
Company in regards to Francishe Ordinances No. 503, 504 and 611
be referred to Consulting Engineer, Mr. Carl A. Heinze for checking
and report. Motion carried.
Communication from Guthrie, Darling and Shattuck together
with Conveyance and Partial Release under date of November 30, 1951,
in conformance with Lease Agreement with the Southern California
Edison Company dated February 23, 1937 and extended to May 30, 1957,
was received.
It was moved by Poxon, seconded by Mailliard that the
communication, Partial Release and Conveyance submitted by the
Southern California Edison Company be referred to Consulting Engineer,
Mr. Carl A. Heinze for checking. Motion carried.
Copy of Resolution No. 8349 submitted by City of Burbank
in opposition to proposal of County Supervisors Association for a 4%
Sales Tax to be participated in by Counties, was read.
It was moved by poxon, seconded by Trowbridge that.
Resolution No. 8349 submitted by City of Burbank be taken under
advisement. Motion carried.
Report of Carl A. Heinze, Consulting Engineer on operation
of electrical system by the Southern California Edison Company for
month of December, 1951, was read.
It was moved by Poxon, seconded by Trowbridge that the
report submitted by Carl A. Heinze, Consulting Engineer be received
-and filed. Motion carried.
Progress Report No. 62 submitted by the City of Los Angeles
on Hyperion Activated Sludge Plant for month ending January 31, 1952,
was received.
It was moved by poxon, seconded by Mailliard that Progress
Report No. 62 submitted by City of Los Angeles be referred to the City
Engineer. Motion carried.
Communication from the Verhon Asphalt Material Company
requesting permit to conduct business at 3200 E. Vernon Avenue, was read.
It was moved by Poxon, seconded by Mailliard that the
communication and request of Vernon Asphalt Material Company be referred
to the Fire Department. Motion carried.
Communication from Rick Corporation requesting permit to
conduct a flour jpbbing business at 4307 N. Produce Plaza, was read.
It was moved by Anderson, seconded by Poxon that the request
of the Rick Corporation be approved and permit granted. Motion carried.
Communication from O. Hommel Company requesting permit to
warehouse ceramic wares and supplies at 4747 E. 49th Street, was read.
It was moved by Anderson, seconded by Trowbridge that the
request of O. Hommel Company be referred to the Fire Department.
Motion carried.

Communication from Golden West Rubber Products
requesting. a permit to conduct a business of tire repair materials etc
at 2,2, Fruitland Avenue, was read.
It was moved by Trowbridge, seconded by Mailliard
that the request of Golden West Rubber Products be approved and
permit granted. Motion carried.
Communication from Meat Distributors, ,nc. requesting
permit to operate a business agents office at 304, E. ernon Avenue,
was read.
It was moved by Poxon, seconded by Trowbridge that
the request of Meat Distributors, Inc. be referred to the Police Dept.
Motion carried.
Communication from John P. Lynch Company requesting
permit to operate a laundry and dry cleaning supply business at
~702 E. ,Oth Street, was read.
It was moved by Anderson, seconded by Poxon that the
request of John P. Lynch Company be referred to the Fire Department.
Motion carried.
Communication from Harry O. Duerr requesting permit
to build and operate a commercial rubbish disposal plant at the old
incinerator property operated by City of Los Angeles, was read.
It was moved by Poxon, seconded by Mailliard that
the request of Harry O. Duerr be denied. Motion carried.
Communication from L. Canale requesting permit to
operate lunch truck within the city, was read.
It was moved by Trowbridge, seconded by Mailliard
that the request of L. Canale be referred to the Police Department.
Motion carried.
Communication from H. C. Young requesting permit to
operate 4 ca~dy machines at Southwestern Engineering Company and
Gates Rubber Company, was read.
It was moved by Poxon, seconded by Anderson that
the request of H. C. Young be approved and permit granted. Motion
carried.
Communication from Tubesales Company requesting curb
painting at ~OO Alcoa Avenue, was read.

pedestrian crosswalk at 191, E. ,1st Street, was read.
Communication from Huggins-Young Coffee Company
requesting curb painting at 4618 Pacific Boulevard, was read.
It was moved by Anderson, seconded by Poxon that the
requests of Tubesales Company, Wm. R. Whittaker Company and Huggins-
Young Coffee Company be referred to the Police Department with power
to act. Motion carried.

ing authority to employ Marion E. Cagle as hoseman at rate of $318.00
per month, was read.
It was moved by Anderson, seconded by Poxon that the
request of Fire Chief Donnelly be approved. Motion carried.
Resolution No. 1581 - a Resolution o~ the City Council
o~ the City o~ Vernon appointing John B. }.foore to the o~fice of
Administrative Assistant to the City Council, was read.
It was moved by Trowbridge, seconded by Mailliard that
1581 be approved and adopted. Motion carried.

of the City of Vernon fixing the salary of the Administrative Assistant
