19520415 Regular City Council Meeting - Minutes IvIINUTES OF A REGULAR NEETING OF THE CITY COUNCIL OF 1~E CITY OF VERNON HELD APRIL 15t 1952 AT 2 O.CLOCK P.~l. IN llIE COUNCIL CHANBERS OF THE CITY HALL LOCATED AT 4305 SANTA ~.li!_AVENUE" VERNON. CALIFORNIA COUNCIL PRESENT: Anderson, Furlong, Nailliard, Pox on , frowbridge COUNCIL ABSENT : None The meeting was called to order by Mayor R. J. Furlong. The City Clerk announced that this was the time and place set by law for the canvassing of votes of the General Municipal Election held on April 8, 1952. The City Council canvassed the vODes cast at said General Municipal Election and found the total number of votes cast at said election to be 74, and that the names of the persons voted for City Council were; Robert J. Furlong and Charles H. Mailliard. The names of the persons voted for as City Clerk were Gilbert A. Anderson and Willie Robinson. The name of the person voted for as City Treasurer was V. R. Paxon. The votes cast for the office of City Council were; Robert J. Furlong 69 votes and Charles H.Mailliard 60 votes. The votes cast for the office of City Clerk were; Gilbert A. Anderson 57 votes and Willie Robinson 1 vote. The votes cast for the office of City Treasurer was V. R. Poxon 73 votes. After the canvassing of said votes of the General Municipal Election, Councilwoman Anderson introduced Resolution No. 1589, a resolution of the City Council of the City of Vernon declaring the results of a General Municipal Election held April 8, 1952, and moved its adoption which was seconded by Councilman Trowbridge, and carried. Ayes: Anderson, Eurlong, Mailliard, Paxon, Trowbridge Noes: None Absent: None Upon Motion of Anderson, seconded by Trowbridge, Robert J. Furlong was elected as ~~yor. Motion carried. The City Clerk was administered the constitutional oath of office and then proceeded to administed the constitutional oath of office to the duly elected Councilmen and City Treasurer, and issue certificates of election and place a copy on file in the office of the City Clerk. The Mayor then repppointed the various committee members until further order of the Chair. It was then moved by Paxon, seconded by Trowbridge that the minutes of the meetings of February 19th, March 4th, Narch 11th, March 18th and April 1st, 1952 be approved as written and transmitted. Motion carried. Communication from W.B. Hollingworth City Engineer, reporting on condition of water well No. , and requesting an emergency appropriation of $8000. for we&l repairs, was read. It was moved by Trowb~idge, seconded by Poxon that Resolution No. 1590, being a Resolution of the City Council of the City of Vernon authorizing the City Engineer to negotiate for the immediate repair of water well No. 7 ofnthe City of Vernon Water Department and authorize the City of Vernon to enter into a contract for the repair of said well and declare said work to be an emergency, was readt and adopted. Ayes: Anderson, Furlong, Mailliard, Poxon, Irowbridge Noes: None Absent: None 57 4/15/52 Communication fronl Central Basin Water Association U!lder date of April 11, 1952, submitting statement for membership fee for the last quarter of fiscal year in amount of $12.50 together with statement for assessment in amount of $662.53 representing 6974 acre feet at rate of .o9t waS read. It was moved by Mailliard, seconded by Trowbridge that the communication from Central Basin Water Association be received and filed. Motion carried. Communication from Central Basin Water Association in regards to their meetings held April 4th, lOth and 11th, 1952 was read. It was moved by Anderson, seconded by Poxon that the communication from Central Basin Water Association be taken under consideration and advisement. Motion carried. Franchise Report by American District Telegraph Company on franchise ordinance No. 166 for period ending February 29, 1952 together with check in amount of $2644.45 was read. It was moved by Anderson, seconded by Poxon that franchise report submi~ed by American District Telegraph Company be received and filed. Motion carried. Report of Carl A. Heinze, Consulting Engineer on operation of electrical system by the Southern California Edison Company for month of February, 1952 was read. It was moved by Mailliard, seconded by Trowbridge that the notice of dinner meeting of League of California Cities be filed. Hotion carried. Communication from Keller Supply Company requesting permit to conduct a sash and door business at 412~ Ross Street, was read. It was moved by poxon, seconded by Mailliard that the request of Keller Supply Company be approved and permit granted. Notion carried. Communication from Reid Enterprises, requesting permit to conduct a machine shop and aircraft hardware business at 2363 E. 38th Street, was read. It was moved by Poxon, seconded by Tro1tlbridge that the request of Reid Enterprises be referred to the Fire Department. l<1otion carried. Communication from Union Lunch Service requesting permit to operate lunch truck within the city, was read. It was moved by Trowbridge, seconded by Mailliard that the request of Union Lunch Service be referred to the Police Department. Motion carried. ~ sa 4/15/5).. Communication from E. Giles, Chief of Police recommending that Motorcycle Officer J. F. Blankenship be raised from class 3 to class 2 at monthly rate of $349.00 and Motorcycle Officer C. A. Shepard be raised from class 4 to class 3 at monthly rate of $338.00, both effective May 1, 1952, was read. It was moved by Anderson, seconded by Poxon that the recommendation of E. Giles, Police Chief be approved. Motion carried. Communication from office of State Controller requesting the adoption of a resolution designating the official responsible for the preparation and filing of annual street report to the State Controller as required by the Collier-B~'ns Highway Act of 1947 was read. It was moved by Anderson, seconded by Poxon that the comrnunication from the State Controller be referred to the City Attorney for the preparation of the proper resolution. Motion carried. Communication from Oscar ~~yer & Company requesting permiss- ion to pave driveway between property line at existing pavement at 3301 E. Vernon Avenue, was read. It was moved by Poxon, seconded by Mailliard that the communication and request of Oscar Mayer & Company be referred to the City Engineer. Motion carried. The follovung excavation applications all having the approval of the City Engineer were submitted.
