MINUTES OF A REGULAR MEETING OF THE
CITY COUNCIL OF THE CITY OF VERNON
HELD MAY 20, 1952, AT 2 O'CLOCK P.M.

The meeting was called to order by Mayor R. J. Furlong.
It was moved by Mailliard, seconded by Poxon, that the
minutes of the meetings held on April 23 and May 6, 1952, be approved
as written and. submitted. Motion carried.
The Clerk announced that this was the time and place
for the opening of bids for the furnishing and delivery of one new
deep well turbine pumping unit for Water Well No. 11, and that he had
bids on his desk from Johnston Pump Company, Layne & Bowler Corporation,
Peerless Pump Company, and U. S. Pwmps, Incorporated.
It was moved by Mailliard, seconded by Trowbridge1 that
the Clerk be instructed to open and read the bids submitted. Motion
carried.
Upon the completion of the reading of the bids, it was
moved by Mailliard, seconded by Trowbridge, that the bids be referred
to the City Engiheer for checking and report. Motion carried.
Communication from W. B. Hollingworth, City Engineer,
reporting on his attendance at the meeting of the California Section
of the American Water Works Association, was read.
It was moved by Poxon, seconded by Trowbridge, that
the report of the City Engineer be received and filed. Motion carried.
Connnunication from W. B. Hollingworth, City Engineer,
regarding mandatory retirement of Amador M. Romero, Street Department
employee, was read.
It was moved by Poxon, seconded by Mailliard, that the
co~nunication from the City Engineer be received and filed. Motion
carried.
Communication from W. B. HollingwoDth, City Engineer,
reporting that Mrs. Agnes B. Sedler has been employed as typist, on a
part time basis, at the rate of $10.00 per day, effective May 15, 1952,

It was moved by Poxon, seconded by Mailliard, that the
report of the City Engineer be received and filed. Motion carried.
Communication from John B. Moore, Administrative
Assistant, reagrding inspection at the plant of the Warner Poultry
Company, was read.
It was moved by Trowbridge, seconded by Mailliard,
that the communication from the Administrative Assistant be received
and filed, and that a copy of s~ae be forwarded to the Warner Poultry
Company. Motion carried.
Communication from Ernest Giles, Police Chief,
submitting vacation list for personnel of the Police Depar~nent, was
read.
It was moved by Poxon, seconded by Trowbridge, that
tha vacation list for the Police Department be approved. Motion
carried.

Communication from the Controller of the State of California,
attaching schedule of estimated apportionments from Motor Vehicle License
Fee fund for 1952-53, was read.
It was moved by Poxon, seconded by Mailliard, that the
communication of the Controller of the State of California be received
and filed. Motion carried.
Communication from League of California Cities, enclosing
report of the Technical Committee on storm drain projects, was read.
It was moved by Mailliard, seconded by Trowbridge, that
the communication from the League of California Cities be referred to
the City Engineer for study and report. Motion carried.
Communication from Acme Brewing Company regarding the
proposed sale of portion of Lot 5, Tract 1534, was read.
It was moved by Poxon, seconded by Trowbridge, that the
communication from the Acme Brewing Company be referred to the City
Engineer. Motion carried.
Communication from E. W. Reynolds Company requesting permit
to conduct a warehouse at 2928 Leonis Boulevard, was read.
It was moved by Poxon, seconded by Mailliard, that the
request of E. W. Reynolds Company be approved and permit granted.
Motion carried.
Communication from Erie Meter Systems, Inc. . requesting
permit to conduct a warehouse and sales o~fice at 2262 East 37th Street,
was read.
It was moved by Poxon, seconded by Mailliard, that the
request of Erie Meter Systems, Inc. be approved and permit granted.
Motion carried.
Communication from U. S. Pumps, Inc., requesting per.mit
to conduct the business of manufacturing pumps at 2324 East 49th
Street, was read.
It was moved by Mailliard, seconded by Poxon, that the
request of U. S. Pumps, Inc. be approved and permit granted. Motion
carried.
Communication from Mrs. Rita Simon, requesting permit to
operate a cafeteria at 1916 East 5lst Street, was read.
It was moved by Paxon, seconded by Trowbridge, that the
request of Mrs. Rita Simon be referred to the Police Department.
Motion carried.
Communication from Ice Cream Sales of L. A., Inc.,
requesting permit to operate vending ma~ines within the City of
Vernon, was read.
It was moved by Trowbridge, seconded by Mailliard, that
the request of Ice Cream Sales of L. A. Inc., be referred to the
City Clerk. Motion carried.
Communication from Pacific Telephone & Telegraph Company,
submitting statement of gross receipts for the twelve months ended
April 22, 1952, was read.
It was moved by Poxon, seconded by Mailliard, that the
report of the Pacific Telephone & Telegraph Company be received and
filed. Motion carried.

painting at 2039 East 38th Street, was read.
It was moved by Poxon, seconded by Mailliard, that the
request of Jack Tyre Glass Corp. be referred to the Police Department.
Motion carried.'
Oommunication from Aero Mayflower Transit Company, requesting
curb painting at 2645 South Soto Street, was read.
It was moved by Poxon, seconded by Mailliard, that the
request of Aero Mayflower Transit Company be referred to the Police
Department. Motion carried.
Communication from W. B. Hollingworth, City Engineer,
requesting per.nlission to have street signs installed on Alameda Street
at all intersecting streets (as requested by Downie Bros. Inc.) was
read.
It was moved by Poxon, seconded by Mailliard, that the
request of the City Engineer be granted. Motion carried.
Communication from W. B. Hollingworth, City Engineer,
requesting permission to have street.. name and directional signs
installed at intersections of Santa Fe Avenue, Vernon Avenue, and
Pacific Boulevard, was read.
It was moved by Mailliard, seconded by Trowbridge, that
the request of the City Engineer be granted. Motion carried.
Report of the Police Department was received.
It was moved by Mailliard, seconded by Poxon, that the
report of the Police Department be filed. Motion carried.
Communication from A-I House Movers requesting permit to
haul rubbish from premises at 2150 East 37th Street, was read.
It was moved by Poxon, seconded by Mailliard, that the request
of A-l House Movers be approved and permit granted. Motion carried.
Resolution 1593 - A Resolution of the City Council of the
City of Vernon appointing the City Clerk as the officer of the City to
make and file the annual reports with the office of the State Controller
as required by Section 2l5l-of the Streets and Highways Code of the
State of California, was read.
It was moved by Trowbridge, seconded by Mailliard, that
Resolution 1593 be approved and adopted. Motion carried.

Resolution 1596 - A Resolution of the City Council of the City
of Vernon declaring prevailing rate of per diem wages to be used in the
resurfacing of Fruitland Avenue from Pacific Boulevard to Downey Road
in the City of Vernon, California, with premix rock and oil pavement,
in accordance with Engineer's Specifications No. 165, was read.

Resolution 1596 be approved and adopted. Motion carried.

Resolution 1597 - A Resolution of the City Council of the
City of Vernon directing the giving of notice inviting sealed proposals
or bids for 1he resurfacing of Fruitland Avenue from Pacific Boulevard
to'Downey Road in the City of Vernon, California, with premix rock
and oil pavement, was read.
It was moved by Mailliard, seconded by Trowbridge, that
Resolution 1597 be approved and adopted. Motion carried.

City Attorney Hubbard reported that he had received a
request from Joslyn Company of California, 5100 District Boulevard,
that the zoning ordinance of the City of Vernon be revised so as to
include the use of drop h~~ers at their plant.
It was moved by Poxon, seconded by Trowbridge, that this
request be referred to the City Attorney for further study. Motion
carried.
Administrative Assistant Moore advised the City Council
that Police Chief Giles has recently completed 29 years' service
with the City.
It was moved by Poxon, seconded by Trowbridge, that a
vote of commendation be given Chief Giles for his long and faithful
service. Motion carried.
