MINUTES OF A REGULAR MEETING OF THE
CITY COUNCIL OF THE CITY OF VERNON

COUNCIL PRESENT: Anderson, Furlong, Nailliard Poxon, Trowbridge
COUNCIL ABSENT : None
The meeting was called to order by Mayor R. J. Furlong.
It was moved by Poxon, seconded by Trowbridge that the
minutes of the meeting held May 20, 1952, be approved as written and
transmitted. Motion carried.
The Clerk announced that this was the time and place for
the opening of bids for the resurfacing of Fruitland Avenue under
Specifications No. 165, and that he had on his desk bids from the
Griffith Company, Sparks-Mundo Engineering Company and the Vernon
Paving Company.
It was moved by Trowbridge, seconded by Mailliard that
the Clerk be instructed to open and read the bids submitted. Hotion carried.
Upon the completion of the reading of the bids, it was
moved by Trowbridge, seconded by Mailliard that the bids be referred to
the City Engineer for checking and report. Motion carried.
Communication from General Petroleum Corporation requesting
permission to replace 6 inch pipe line with 8 inch pipe line across Soto
Street at 37th Street and along Soto Street Bridge, was read.
It was moved by Anderson, seconded by Trowbridge that the
request of the General Petroleum Corporation be referred to the City
Engineer and City Attorney for the drawing of proper permit agreements.
Motion carried.
Progress Report No. 65 submitted by Lloyd Aldrich, City
Engineer, City of Los Angeles on Hyperion Activated Sludge Plant for
month ending April 30, 1952 was received.
It was moved by Trowbridge, seconded by Poxon that Progress
Report No. 65 be referred to the Vernon City Engineer. Motion carried.
Communication from Pacific Telephone and Telegraph Company
together with check in amount of $36,902.45 for franchise payment under
Ordinance No. 108 was read. .
It waS moved by Poxon, seconded by Anderson that the comm-
unication and check from the Pacific Teleuhone & Telegraph Company be
received and filed. Motion carried. .
Communication from California Brokerage Company requesting
permit to conduct a food brokerage business at 4521 Produce Plaza, was read.
It was moved by Trowbridge, seconded by Mailliard that the
request of the California Brokerage Company be approved and permit granted.

Communication from W.vl. Cade Sales Company requesting
permit to conduct a food brokerage business at 4208 Loma Vista Avenue,
was read.
It was moved by Anderson, seconded by Mailliard that the
request of W. W. Cade Sales Company be approved and permit granted.
Motion carried.
Communication from Metal Refiners, Ltd. requesting permit
to conduct a business of reclaiming, refining, alloying and preparing
for use non ferrous metals at 2640 E. 26th Street (former Los Angeles
City Incinerator) was read.
It was moved by Anderson, seconded by Poxon that the
request of the Metal Refiners, Ltd. be referred to the City Engineer,
City Attorney and Fire Department. l-'Iotion carried.
Communication from Olympic Truck & Equipment Company
requesting permit to operate truck body and repair shop at 2100 E. 25th
Street, was read.
It was moved by Trowbridge, seconded by Mailliard that the
request of the Olympic l~uck Body & Equipment Company be approved and
permit granted. Motion carried.
Communications from Everfresh Incorporated, Davidson Brotherf
L.A. Drink-O-Mat Service, Accurate Vending Corporation, DeLuxe Vending
Machine Service and California Cigarette Concessions requesting permits
to operate vending machines within the city, were read.
It was moved by Poxon, seconded by Anderson that the
various requests for vending machine permits be approved and granted.
Hotion carried.
Communication from Repeal Brass Manufacturing Company
requesting curb painting at 2109 E. 27th Street, was read.
Communication from Erie Heter System, Incorporated, request-
ing curb painting at 2262 E. 37th Street, was read.
Order from Pioneer-Flintkote Company requesting re-painting
of pedestrian crosswalks on 55th Street, was read.
Communication from Laisco Company requesting curb painting
at 5708 Alcoa Avenue, was read.
It was moved by poxon, seconded by Trowbridge that the
communications from Repcal Brass Manl1facturing Company, Erie Meter
Systems, Pioneer-Flintkote Company and the Laisco Company be referred
to the Police Department with power to act. Motion carried.
Communication from Wm. R. Whittaker Company requesting
the operation of hand stop signals for use by employees crossing 51st
Street near 1915, was read.
It was moved by Poxon, seconded by Trowbridge that the
request of v~. R.Whittaker Company be referred to the Police Department
for report. Hotion carried.

Communication and request of F.R.Donnelly, Fire Chief for
permission to attend the Pacific Coast Inter-Mountain Assocmation of
Fire Chief's convention in Las Vegas from September 14 to 17, 1952,
was read.

It was moved by Poxon, seconded by Trowbridge that
the request of Fire Chief Donnelly be approved. l-fotion carried.
Report submitted by William J. Fox, County Engineer and
Surveyor on Rubbish and Refuse Disposal was received.
It was moved by Poxon, seconded by Trowbridge that the
report submitted by the County Engineer and Surveyor be referred to
the City Engineer. Motion carried.
Communication from W.B.Hollingworth, City Engineer,
reporting the completion of water w,ell No. 11 by Barber-Bridge Drilling
Company and recommending a payment of $29,981.70 was read.
Resolution l5Q8 - a Resolution of the City Council
of the City of Vernon accepting work done by Barber-Bridge Drilling
Corporation, Ltd. on well No. 11 in accordance with Specifications No. 153
of the City of Vernon, was read.

requesting approval of the employment of Carlos G. Alvarez in the
Street Department at rate of $10.20dper day, effective May 28, 1952,

request of the City Engineer be approved. Motion carried.
Report of the Police Department was received.
It was moved by Anderson, seconded by Trowbridge that
the report of the Police Department be recei~ed and filed. Motion carried.
Communication from Prayer Center Church requesting a
permit to sell pies within the city, was read.
It was moved by Poxon, seconded by Trowbridge that the
requ.est of the Prayer Center Church be granted. Notion carried.
Communication from W.B. HOllingworth, City Engineer,
requesting the approval of the employment of Felipe Acosta in the
Street Department at rate of $10.20 per day, effective June 5, 1952,
was read.
It was moved by Anderson, seconded by Poxon that the
request of the City Engineer be approved. Motion carried.
Communication from ~v.B. Hollingworth, City Engineer and
Carl A. Heinze, Consulting Engineer, reco~nending that a service contract
be entered into with the R.C.A. Service Company for monthly service and
inspection of the radio communication system at a cost of $96.19 per
month, was read.
R~solution ll99 - a Resolution of the City Council of
the City of Vernon approving and authorizing a radio service contract
with R.C.A. Service Company, Inc., was read.

Communication from E. Giles, Chief of Police, recommend-
ing that Mr. G. L. Jensen be raised from Patrolman Class 4 to Class 3
at rate of $338.00 per month effective June 15, 1952, was read.
It was moved by Poxon, seconded by Trowbridge that
the recommendation of the Chief of Police be approved. Motion carried.
