MINUTES OF A REGULAR MEETING OF THE
CITY COUNCIL OF THE CITY OF VERNON
HELD JULY 1, ~952 AT 2 O'CLOCK P.M.
IN THE COUNCIL CHAlfillERS OF THE CITY
HALL LOCATED AT 4305 SANTA FE AVENUE,

COUNCIL ABSENT : None
The meeting was called to order by Mayor R.J. Furlong.
It was moved by Poxon, seconded by Trowbridge that the
minutes of the meeting held June ~7, ~952, be approved as written and
transmitted. Motion carried.
Mr. Harold W. Nash, President of the Board of Public
Works, Los Angeles, addressed the City Counci~ regarding the incinerator
site on East 26th Street.
The Clerk announced that this was the time and place for
the opening of bids for the furnishing of equipment and the drilling
of two water wells in accordance with Specifications No. ~66, and that
he had upon his desk bids from Roscoe Moss Company and Aubrey Lyon
Well Contractor.
It was moved by Anderson, seconded by Trowbridge that
the Clerk be instructed to open and read the bids submitted. Motion
carried.
Upon the completion of the reading of the bids, it was
moved by Trowbridge, seconded by Mailliard that the bids be referred
to the City Engineer for checking and report. Motion carried.
COmDlunication and report of W.B. HOllingworth, City Engineer
on bids for the furnishing of deep we~l turbine pumping unit in
accordance with Specifications No. 164, was read. The City Engineer
recommended that the bids be rejected and re-advertised.
Resolution No. 1606 - a Resolution of the City Council
of the City of Vernon rejecting all bids doe the doing work under
Specifications No. 164, was read.
It was moved by Trowbridge, seconded by Mailliard that
Resolution No. 1606 be approved and adopted. Motion carried.

Resolution No. ~60? - a Resolution of the City Council
of the City of Vernon rescinding Specifications No. ~64 and Resolution
No. 1592 approving specifications adopted on May 6, ~952, was read.
It was moved by Trowbridge, seconded by Poxon that
Resolution No. 1607 be approved and adopted. Motion carried.

Communication from W.B. HOllingworth, City Engineer sub-
mitting Specifications No. ~67 for the furnishing of pumping unit for
well No. 11, was read.

Resolution No. ~608 -a Resolution of the City Council
of the City of Vernon approving Specifications No. ~67 for the
furnishing and delivery of one new deep well turbine pumping unit
for water well No. 11, was read.
It was moved by Anderson, seconded by Poxon that
Resolution No. 1608 be approved and adopted. Motion c~rried.

COnIDlunication from W.B. HOllingworth, City Engineer,
requesting approval of the employment of Mr. Raymond G. Stirriup as
senior draftsman in Engineering Department at rate of $450.00 per
month effective July 1, 1952, was read.
It was moved by Trowbridge, seconded by Mailliard that
the request of the City Engineer be approved. Motion carried.
Communication from Southern California Edison Company
requesting to relinguish its right under franchise Ordinance No. 554
and that the bond filed under the franchise be cancelled, was read.
It was moved by Anderson, seconded by Poxon that the
communication and request of the Southern California Edison Company
be referred to the City Attorney and Consulting Electrica~ Engineer.
Motion carried.
Communication from Southern California Edison Company,
together with check in amount of $92 ~lO.35 as rental of leased
property for perios of May 30, 1951 to May 29, 1952 in accordance
with ~ease agreement, was read.
It was moved by Poxon, seconded by Tro\lbridge that the
communication and check of the Southern California Edison Company
be referred to the Consulting Electrical Engineer for checking.
Motion carried.
Report submitted by the Regiona~ Water Pollution Contro~
Board No. 4 on industrial waste pollution of waterv'Wells in the south-
east portion of Metropolitan Los Angeles, was received.
It was moved by Anderson, seconded by Pox on that the
report submitted by the Regiona~ Water Pollution Contro~ Board be
referred to the City Engineer. Motion carried.
Comnlunication from S. S. Schaffer & Company requesting
permit to conduct a grinding service at 2200 E. 55th Street, was read.
It was moved by Poxon, seconded by Trowbridge that the
request of S.S. Schaffer & Company be approved and permit granted.
Motion carried.
Cow~unication from Hasco Transportation Company requesting
permit to operate a transportation business at ~938 E. Vernon Avenue,
was read.
It was moved by poxon, seconded by Trowbridge that the
request of Hasco Transportation Company be approved and permit granted.
Motion carried.

was read.
It was moved by Anderson, seconded by Poxon that the
request of the Coast Car~oading Company be approved and permit
granted. Motion carried.
Communication from Coast Cartage Company requesting permit
to operate a trucking and terminal business at 46~7 E. 49th Street,
was read.
It was moved by Anderson, seconded by Poxon t~,t the
request of the Coast Cartage Company be approved and permit granted.
Motion carried.
Communidation from Lumary Tire Company requesting permit
to conduct a tire recapping business at 2004 E. Vernon Avenue, was read.
It was moved by Trowbridge, seconded by Mailliard that
the request of Lumary Tire Company be approved and permit granted.
Motion carried. '
Communication from Irwin B. Hirsch requesting a permit
to conduct a meat jobbing business at 4622 Alcoa Avenue, was read.
It was moved by Trovlbridge, seconded by Poxon that the
request of Irwin B. Hirsch be approved and permit granted. Motion
carried.
Communication from Fred'k H. Levey Company requesting
permit to conduct a business of processing and sale of printing inks
at 5201 S. Soto Street, was read.
It was moved by Anderson, seconded by Poxon that the
request of Fred'k H. Levey Company be referred to the Fire Department.

Communication from L. F. George requesting permit to operate
lunch truck within the city, was read.
It was moved by Trovlbridge, seconded by Mailliard that
the request of L. F. George be referred to the Police Department.
Motion carried.
Communication from Art. Blumberg requesting additional
permit for operation of lunch truck within the city, was read.
It was moved by Trowbridge, seconded by Mailliard that
the request of Art Blumberg be referred to the Police Department.
Motion carried.
Communication from United Motor Service regarding traffic
conditions on Vernon Avenue between Alameda Street and Santa Fe Avenue,
was read.
It was moved by Trowbridge, seconded by Mailliard that the
communica~ion from the United Motor Service be referred to the Police
Department. Motion carried.
Communication from Mother's Cake & Cookie Company request-
ing curb painting at 4929 Hampton Street, was read.
It was moved by Poxon, seconded by Trowbridge that the
request of Mother's Cake & Cookie Company be referred to the Police
Department with power to act. Motion carried.

Communication fromAllis-Chalmers Manufacturing Company
requesting permit to transport refuse from premises of 4440 E. 49th
Street, was read.
It was moved by Trowbridge, seconded by Poxon that the
request of ~lis-Chalmers Manufacturing Company be granted and permit
issued. Motion carried.
Communication from Bro,~-Bevis EqU~~~ent Company request-
ing permit to transport refuse from premises of 1 Santa Fe Avenue,
was read.
It was moved by Trowbridge, seconded by Poxon that the
request of Brown-Bevis Equipment Company be granted and permit issued.
Motion carried.
Communication from Universal Brass Manufacturing Company
requesting the sweeping of 49th Street from ~ameda Street to Santa Fe
Avenue, was read.
It was moved by Trowbridge, seconded by Mailliard that
the communication from Universal Brass Manufacturing Company be referred
to the Street Department. Motion carried.
Communication from E. Giles, Chief of Police recommending
that. Motor Officer R. C. Post and Patro~man V. L. Taylor be raised
from class 4 to class 3 at rate of $338.00 per month, effective July
~5, 1952, was read.
It was moved by Anderson, seconded by Poxon that the
recommendation of the Police Chief be approved. Motion carried.
Communication from John B. Moore, Administrative Assist-
ant in regards to request by California Truck Renta~ Company to terminate
motor vehicle lease with Police Department, was read.
It was moved by Anderson, seconded by Poxon that the
communication from the California Truck Rental Company be referred to
the City Attorney and Administrative Assistant. Motion carried.
Report of Police Department was received.
It was moved by Trowbridge, seconded by Anderson that the
report of the Police Department be received and filed. Motion carried.
Resolution No. ~605 -a Resolution of the City Council
of the City of Vernon directing the giving notice to the County Auditor
of the exterior boundaries of each tax district of the City of Vernon,
was read.
It was moved by Trowbridge, seconded by Mailliard that
Resolution No. 1605 be approved and adopted. Motion carried.

Communication from Me~ Norris requesting permit to operate
lunch truck within the city, was read.
It was moved by Anderson, seconded by Trowbridge that
