The meeting was called to order by Mayor R. J. Furlong.
It was moved by Poxon, seconded by Mailliard that the
minutes o~ the meeting held July 1, 1952, be approved as written
and transmitted. Motion carried.
The Clerk announced that this was the time and place
~or the opening o~ bids ~or the ~urnishing o~ pumping equipment ~or
water well No. 11 in accordance with Specifications No. 167, and that
he has upon his desk bids from the Peerless Pump Company, Johnston
Pump Company Byron Jackson Pump Company and Layne & Bowler tump Company.
It was moved by Anderson, seconded by Poxon that the
Clerk be instructed to open and read the bids submitted. Motion carried.
Upon the completion of the reading o~ the bids, it \iaS
moved by Trowbride, seconded by Poxon that the bids be referred to the
City Engineer for checking and report. }iotion carried.
Petition ~or zone variance filed by the Food Machinery,
Mechanical Foundry Division at 4545 Pacific BOulevard, was read.
It was moved by Poxon, seconded by Anderson that the
petition of the Food Machinery Company, Mechanical Foundry Division
for zone variance be re~erred to the Zone Planning Committee~
Communication from Lloyd Aldrich, City Engineer, City o~
Los Angeles regarding proposed waste discharge into Los Angeles River,
was read.
It was moved by Anderson, seconded by Poxon that the
comrnunication ~rom the City Engineer o~ the City o~ Los Angeles be
referred to the Vernon City Engineer for study. Motion carried.
Progress Report No. 66 on Hyperion Activated Sludge Plant
for month o~ May, 195"2, submitted by Lloyd Aldrich, City Engineer, City
o~ Los Angeles was received.
It was moved by Trowbridge, seconded by Mailliard that the
report submitted by the City Engineer, City of Los Angeles, be re~erred to
the Vernon City Engineer. Motion carried.
Communication from O~fice o~ Civil De~ense, Sacramento,
California regarding operations Skywatch, was read.
It was moved by Anderson, seconded by Trowbridge that the
communication ~rom the Of~ice of Civil De~ense, Sacramento, California,
be re~erred to the Civil De~ense Director of the City o~ Vernon.
Notion carried.
Report of Carl A. Heinze, Consulting Engineer on operations
of electrical system by the Southern California Edison Company for the
month o~ May, 1952, was read.

It was moved by ~derson, seconded by Trowbridge that
the report submitted by Carl A. Heinze, Consulting Engineer, be received
and filed. Motion carried.
Communication and report of Carl A. Heinze, Consulting
Engineer on communication from Southern California Edison Company
submitting check in the amount of $92,110.35 as rental of leased
property tor the period of May 30, 1951 to May 29, 1952, was read.
The Consulting Engineer reported that the amount tendered by Southern
California Edison Company has been checked and is in agreement with the
city books.
It was moved by Anderson, seconded by Poxon that the
report of the Consulting Engineer be accepted and filed. Motion carried.
Communication from Lorenzo Pelanconi et. ale approving
of the establishing of a new and surplus can and barrel business at
2096 E. 25th Street, was read.
It was moved by Trowbridge, seconded by Mailliard that
the communication from Lorenzo Pelanconi et.al. be referred to the
Fire Department. Motion carried.
Communication from Sacramento Freight Lines requesting
permit to conduct a motor freight forwarding business at 2055 E. 27th
Street, was read.
It was moved by Trowbridge, seconded by Mailliard that
the request of Sacramento Freight Lines be approved and permit granted.

Communication from Pozas Brothers requesting permit to
conduct a general trucking business at 1928 E. Vernon Avenue, was read.
It was moved by Trowbridge, seconded by Mailliard that the
request of Pozas Brothers be approved and permit granted. Motion carried.
Communication from C-Chase Trucking Company requesting
permit to conduct a trucking business at 1938 E. Vernon Avenue, was read.
It was moved by Trowbridge, seconded by Mailliard that
the request of C-Chase Trucking Company be approved and permit granted.

Communication from Barber-Webb Company requesting permit
to conduct a plastic coating and linings to metals business at 386~
Santa Fe Avenue, was read.
It was moved by Trowbridge, seconded by Mailliard that the
request of Barber-Webb Company be approved and permit granted. Motion
carried.
COIl1D1unication from Martha Simpson requesting permit to
operate the Commercial Cafe at 2909 Santa Fe Avenue, was read.
It was moved by Trowbridge, seconded by Mailliard that
the request of Martha Simpson be approved and permit granted. Motion
carried.
Communication and report of Fire Department on application
of Zenith Die Casting Company to conduct a die casting business at 5l6~
Alcoa Avenue, vias read. The Fire Department recommends that permit be
granted.
It was moved by TrOWbridge, seconded by Mailliard that
the recommendation of the Fire Department be approved and permit be granted'
to the Zenith Die Casting Company. Motion carried.

curb painting at 3267 E. Washington Blvd., was read.
Comnlunication from Hampton Engineering Company request-
ing curb painting at 4609 Hampton Street, was read.

the communications and requests of Geccge's Shell Service and the
Hampton Engineering Company be referred to the Police Department vlith

COmDlunication from Fibreboard Products Company request-
ing permit to haul refuse from premises of 4444 Pacific Boulevard, was
read.
It was moved by Trowbridge, seconded by Poxon that the

COIDnlunication from Fred Iiurley requesting annual vacat-
ion leave cOIDnlencing August 4, 1952 was read.
It was moved by Anderson, seconded by Poxon that the
request of Fred Hurley be approved. Motion carried.
Communication from J. A. Bigham, Janitor, requesting
annual vacation leave cOIDnlencing July 28, 1952 was read.
It was moved by Anderson, seconded by Poxon that the
request of J .A. Bigham be approved. J.lotion carried.
Communication from E. Giles, Chief of Police recommend-
ing that lvlotor Officer J. !vI. Beringhele be raised fromJ.lotor Officer
Class 4 to Motor Officer Class 3 at rate of $338.00 per month effective
August 1, 1952, was read.
It was moved by Mailliard, seconded by Trowbridge that
the recommendation of E. Giles, Chief of Police be approved. Motion
carried.
Communication from state of California, Department of
Education, Bureau of Vocational Rehabilation, requesting consideration
for the operatio~ of coffee bar and wrapped sandwiches at the Brunswig
Drug Company by a blind person, was read.
It was moved by Anderson, seconded by POJcon that the
communication and request of State of California Department of Education
and Bureau of Vocational Rehabilation, be referred tonthe Administrative
Assistant. Motion carried.
Communication from W.B. Hollingworth with letter of
Acme Brewing Company attached regarding city's interest in east 3 feet
of Lot 5, Tract 153~ was read.
It was moved by Tro\vbridge, seconded by Mailliard that
the communication from Acme Brewing Company be referred to the City
Engineer. Motion carried.

COIDnlunication from W.B. HOllingworth, City Engineer,
regarding an entrance from Downey Road to Water Department Pumping
Plant No. 2 property to develop facilities thereon, was read.
It was moved by Anderson, seconded by Tr01llbridge that
the communication from the City Engineer be referred to the City
Attorney. Notion carried.

Communication and report of Finance Committee on 1952-53
tentative budget, was received.
It was moved by Poxon, seconded by Trowbridge that the
tentative budget be re-refered to the Finance Committee. Motion carried.
Resolut.i.q,~_No. 1609 - a resolution of the City Council
of the City of ~ernon authorizing the execution of a contract for
rental of motor equipment from the California Truck Rental Company,
was read.
It was moved by ~oxon, seconded by Tro'Vlbridge that
Resolution No. 1609 be approved and adopted. Motion carried.

Resolution No. l6l0~ a resolution of the City Council
of the City of Vernon authorizing the payment to Barber-Bridge Drill-
ing Company of $3,130.30 for work performed on water well No. 11,
was read.
It was moved by Trowbridge, seconded by Mailliard that
Resolution No. 1610 be approved and adopted. Motion carried.

replace sidewalk, curb and driveway in WIS Pacific Boulevard from
Fruitland Avenue to 52nd Street.
Application 17112 -Pacific Telephone Company to remove 1 pole and
anchor in E/S Downey Road 26 ft. N/O Vernon Avenue.

main at 2160 E. 25th Street.
Application l733~ - Southern California Edison Company to install 2

The Mayor called the Zone Planning Committee to order
for discussion on zone variance filed by Food Machinery Company, Mechanical
Foundry Division. After deliberation, it was moved by Poxon, seconded by
Trowbridge that the petition be referred to the City Engineer and City
Attorney and that a public hearing be held on August 26, 1952 at 10 o'clock
A.M. and that a stenographic reporter be secured to record the proceedings.
Hotion carried.
