It was moved by Poxon, seconded by Mailliard that the minutes of the meeting held July 15, 1952, be approved as written and transmitted. Motion carried. Communication and report of W.B. Hollingworth, City Engineer on bids received July 1, 1952 for the drilling of two water wells under Specifications 166. The City Engineer reported the bids as follows: Roscoe Moss Company $76,954.00 Aubrey Lyon Well Contractor 91,642.00 The City Engineer recommended that the bid be awarded to Roscoe Moss Company. Resolution 1611: A resolution of the City Council of the City of Vernon awarding to Roscoe Moss Company a contract for the drilling of two wells and furnishing materials to the City of Vernon in accordance with Specifications 166, was read. It was moved by Trowbridge, seconded by Mailliard that Resolution 1611 be approved and adopted. Motion carried. Ayes: Anderson, Furlong, Mailliard, Poxon, Tro'ibridge Noes: None Absent: None Resolution 1612: A resolution of the City Council of the City of Vernon authorizing the execution of a license agreement for the construction and maintenance of a roadway across Union Pacific's right of way and the Vernon Industrial lead track No. 3 in the vicinity of mile post 3.64 San Pedro Branch, was read. It was moved by Mailliard, seconded by Trowbridge that Resolution 1612 be approved and adopted. Motion carried. Resolutio~ 1614: A resolution of the City Council of the City of Vernon accepting one deep well turbine pumping unit furnished by Layne & Bowler Corporation for well No. 5 in accordance with Specifications No. 160, and authorizing payment therefor, was read. HOllingworth, City Engineer request- ing approval of employment of Mr. Jess Murillo as semi-skilled laborer in Street Department at rate of $10.20 per day effective July 24, 1952, was read. It was moved by Poxon, seconded by Mailliard that the request of the City Engineer be approved. Motion carried. Communication from W.B. Hollingworth, City Engineer recomm- endin~ the salary rate of Nr. P. B. HcKiernan, Junior Draftsman be changed from $350.00 to $375.00 per month, was read. It was moved by Poxon, seconded by Anderson that the commun- ication and recoIDrrlendation of the City Engineer be referred to the Finance Uommittee. It was moved by Anderson, seconded bybPoxon that the cornnunication from Abegg & Reinhold Company be received and filed. Motion carried. Communication and report of F.H. Donnelly, Fire Chief on letter of Lorenzo Pelanconi approving of the establishing of a new and surplus can and barrel business at 2096 E. 25th Street, was read. Fire Chief Donnelly recommended that a request for a permit be denied. It was moved by Trowbridge, seconded by Mailliard that the recomTIlendation of the Fire Chief be concurred-in. Motion carried. Communication from F.H. Donnelly, Fire Chief, recommending the promotion of J.L. Looper from Hoseman class 1 to Relief Driver at salary of $366.00 per month effective August 1, 1952, was read. It was moved by Anderson, seconded by Poxon that the recommendation of the Fire Chief be approved. Motion carried. Communication from F.H. Donnelly, Fire Chief requesting approval of creation of new personnel classification to be known as Probationary Hoseman at salary rate of $302.00 per month for first six months of employment, as read. It was moved by Poxon, seconded by Anderson that the request of the Fire Chief be referred to the Finance Committee. Motion carried. Communication from F.H. Donnelly, Fire Chief, requesting approval of the purchase of two Rallicrafter walkie-talkie portable short- wave battery radio units for directional use by fire department at cost of $399.25 per unit, was read. It was moved by Anderson, seconded by Mailliard that the request of F.R. Donnelly, Fire Chief, for purchase of two portable radio units be approved. Motion carried. Communication from John B. Moore, Administrative Assistant, advising of the securing of Carol Ann Hargreaves as reporter for zone variance meeting, August 26, 1952 at 10 A.M. was read. It was moved by Anderson, seconded by Poxon that the action of the Administrative Assistant be approved. Motion carried. Communication from John B. Moore, Administrative Assistant, together with copy of letter addressed to Mr. H. L. Runnion, Rehabilitation Officer for the blind regarding placing of coffee and sandwich bar at the Brunswig Drug Company, was read. It was moved by Trowbridge, seconded by Poxon that the communication from the Administrative Assistant be received and filed. Motion carried. Communication from John B. It was moved by Poxon, seconded by Trowbridge that the commUllication from the Administrative Assistant be taken under advise- ment. Motion carried. Report of Carl A. Heinze, Consulting Engineer, on operation of electrical system by the Southern California Edison Company for the month of J.une, 1952, vTaS read. It was moved by Anderson, seconded by Poxon th~t the report of the Consulting Engineer be reveived and filed. Motion carried. Communication from Mr. Carl A. Heinze, Consulting Engineer, advising that Mr. Fred Hurley has examined the records of the Vernon District office of the Southern California Edison Company for period of May 30, 1951 to May 29, 1952, and reported they are in agreement as reported by the Edison Company, was read. It was moved by Anderson, seconded by Poxon that the communication from the Consulting Engineer be received and filed. Motion carried. CommUl1ication from Southern California Edison Company together with check in the amount of $183,177.50 representing principal and interest redemptions for fiscal year 1952-53 on Vernon Light & Power Bonds in accordance with lease agreement, was read. It was moved by Anderson, seconded by Poxon that the communication and check tendered by the Southern California Edison Company be referred to the Consulting Engineer for checking and report. Motion carried. Progress Report No. 67 submitted by Lloyd Aldrich, City Engineer, City of Los Angeles on Hyperion Activated Sludge Plant for month of June, 1952, was received. It was moved by Tro\~bridge, seconded by ~fuilliard that the report submitted by the City Engineer of the City of Los Angeles be referred to the Vernon City Engineer. Motion carried. Notice of Hearing before the Public Utility Commission by the Pacific Electric Railway Company and the Los Angeles Transit Lines to eliminate tokens, and make certain other changes in fares on August 13, 1952 at 10 A.M. at 145 S. Spring Street, Los Angeles, was read. It was moved by Poxon, seconded by Trowbridge that the Notice of Hearing before the Public Utility Commission be filed. Motion carried. Communication from Fleck Corporation requesting permit to conduct a plastic molding business at 2252 E. 37th Street, was read. It was moved by Trowbridge, seconded by Mailliard that the request of the Fleck Corporation be approved and permit granted. Harris, Fire Alarm maintenance-man be permitted to to attend International Nunicipal S:tgnal Association meeting to be held in San Jose, August 22nd and 23rd, 1952, with reasonable expenses, was read.
