The meeting was called to order by Nayor R.J. Furlong.
It waS moved by Poxon, seconded by Trowbridge that the
reading of the minutes of August 19th and August 26th 1952, be laid over.
Hotion carried.
Mayor Furlong asked if there was any further matter to
be presented to the City Council in connection with petition for zone
variance requested by the Food Machinery Corporation.
Mr. Watkins and ~~. Edmison of the Food Machinery Corpora-
tion stated they had nothing further to present.
Mr. W.B. HOllingworth, City Engineer submitted a report
on drawings submitted by the Food Machinery Corporation.
Mayor ~urlong recomnlended that the request of the Food
Machinery Corporation be taken under advisement.
TIle City Attorney stated that the City Council has 20 days
to consider the matter.
The Mayor called the Council to order for the regular
order of business.
Communication and report of Mr. Carl A. Heinze, Consulting
Engineer on Partial Releases and Conveyances from the Southern California
Edison Company et. al., was read. The Consulting Engineer reported that
the Partial Releases and Conveyances has been checked and the electrical
properties are fully described in the transfer.
It was moved by Trowbridge, seconded by Poxon that the
communication and report of the Consulting Engineer be received and filed.
Motion carried.
Communication together with report from Vernon Industrial
Development Association for period ending June 30, 1952 was received.
It was moved by poxon, seconded by Trowbridge that the
communication and report from the Vernon Industrial Development Associat-
ion for period ending June 30, 1952 be filed. Motion carried.
Communication from A.D. Alexander Jr. requesting permit
to operate a spot welding shop at 2614 Do~mey Road, was read.
It was moved by Trowbridge, seconded by Mailliard that
the request of A. D. Alexander Jr. be approved and permit granted. Motion
carried.

Communication from Irving Goldstein requesting permit
to conduct a toy and jewelry sales business at 4536 District Blvd.,
was read.
It was moved by l~owbridge, seconded by Poxon that the
request of Irving Goldstein be approved and permit granted. Motion
carried.
Communication from Package Distributing Company requesting
a permit to conduct a shipping and delivery business at 2856 Leonis
Boulevard, was read.
It was moved by Trowbridge, seconded by Mailliard that the
request of the Package Distributing Company be approved and permit
granted. Motion carried.
Communication from James F. Mattox requesting permit to
operate lunch truck within the city, was read.
It was moved by Mailliard, seconded by Anderson that the
request of James F. Mattox be referred to the Police Department.
Motion carried.
Communication from Frank Flynn requesting permit to operate
lunch truck within the city, was read.
It was moved by Trowbridge, seconded by Mailliard that the
request of Frank Flynn be referred to the Police Department. Motion
carried.
Communication from Efren Ramirez requesting permit to
remove refuse from premises of 2233 E. 37th Street, was read.
It was moved by Anderson, seconded by Poxon that the request
of Efren Ramirez be approved and permit granted. Motion carried.
Notice of Public Hearing by Regional Water Pollution
Control Board No. 4 regarding proposed discharge of treated sewage
by City of Los Angeles into Los Angeles River on October 2, 1952, was
read.
It w~s moved by Poxon, seconded by Trowbridge that the
Notice of Public !iearing by Regional Hater Pollution Control Board No. 4
be referred to the City Engineer. Motion carried.
Communication from City of San Fernando recommending that
the Federal Civil Defense Administration maintain its stockpile of
antibiotics, medical and hospital supplies at its lustin warehouse and
not transfer it to San Jose, California, was read.
It was moved by Anderson, seconded by Mailliard that the
communication from the City of San Fernando be referred to the Assistant
Director of Civilian Defense for the City of Vernon. Motion carriedo
Communication from F.H. Donnelly, Fire Chief, recommending
that a permit be granted Norton & Son, Inc. to continue the business
of Muralo Company, 4890 Pacific Boulevard, was read.
It was moved by Trowbridge, seconded by Anderson that the
recomnlendation of F.R. Donnelly, Fire Chief be approved and permit
granted to Norton & Son, Inc. Motion carried.

Communication from F. H. Donnelly, Fire Chief, submitting
report of Loyd A. Harris, Fire Alarm Superintendent on meeting held in
San Jose on August 22, 1952 and August 23, 1952, was read.
It was moved by Anderson, seconded by Poxon that the
report of Loyd A. Harris be received and filed. Motion carried.
Communication from F. H. Donnelly, Fire Chief requesting
approval of employment of l>1r. Robert Tucker as Hoseman Class 3, effective
August 24, 1952, was read.
It was moved by Anderson, seconded by Poxon that the request
of F.R. Donnelly, Fire Chief be approved. Motion carried.
Communication from F.R. Donnelly, Fire Chief recommending
that Mr. Don E. Combs be granted a 14 day leave of absence commencing
September 8, 1952 to attend training duty with the United States Naval
Reserve, was read.
It \vas moved by Tro'wbridge, seconded by Mallliard that
the recommendation of Fire Chief Donnelly be approved. Notion carried.
Comml111ication from Walter E. Ross requesting vacation
leave commencing September 15, 1952, was read.
It was moved by Anderson, seconded by Poxon that the request
of Walter E. Ross be granted. Motion carried.
Communications from City of San Fernando and City of Needles
with resolutions attached opposirlg County Supervisors Association proposal
of 4% state-wide sales t~~, was read.
It was moved by Poxon, seconded by Trowbridge that the
communications and resolutions from the Cities of San :F'ernando and Needles
regarding proposed state-wide sales tax be received for study. Motion carried,
Communication from Jobn B. Moore, Administrative Assistant
regarding Resolution 1625 fixing compensation of city employees and certain
classifications that do not appear on July and August payrolls, was read.
It was moved by Anderson, seconded by Mailliard that the
cOTIilllunication from the Administrative Assistant be referred to the City
Attorney. Motion carried.
Communication from John B. Moore, Administrative Assist8~t
regarding proceedure to be followed in reimbursing city employees and
officers for funds expended in connection with meetings and conventions,
was read.
It was moved by Poxon, seconded by Trowbridge that the
request for expense funds be made prior to the various meetings and
conventions. Notion carried.
Communication from John B. Moore, Administrative Assistant
together with letter of transmittal to various persons and organizations
in connection with Resolution 1617 (St. Francis Hospital) was r~ad.

communication from the Administrative Assistant be received and filed.

for period ending December 31, 1951 together with check in amount of $74.91
was received.

Beport from the Union Oil Company on franchise 585 be received and
filed. Motion carried.
Comrnunica tion from \v.B. HollingvlOrth, City Engineer
in regards to opening of 46th Street from Boyle Avenue to Alcoa Avenue.

It was moved by Anderson, seconded by Poxon that the
conmmnication from the City Engineer in regards to opening of East 46th
Street be received for study. Motion carried.
Communication from E. Giles, Chief of Police advising
that F~. R.O. Dean has served six months probationary service and
recommending that he be raised to Patrolman Ynird-class on September
15, 1952 at monthly rate of $350.00, was read.
It was moved by Anderson, seconded by Poxon that the
recommendation of the Chief of Police be approved and con-curred in.
Notion carried.
Communication from E. Giles, Chief of Police advising
that Mr. J. M. Kratt has served six months probationary service and
recommending that he be raised to Patrolman Third-class on September
15, 1952 at monthly rate of $350.00, was read.
It was moved by Anderson, seconded by Poxon that the
recoIDrDendation of the Chief of Police be approved and con-curred in.
Notion carried.
Report of the Police Department was received.
It was moved by Anderson, seconded by Poxon that the
report of the Police Department be received and filed. Motion carried.
Ordinance 650 - An Ordinance of the City of Vernon
repealing Ordinance 554 of said city granting a franchise to the
Southern California Edison Company and releasing the Maryland Casualty
. Company from liability on its faithful performance bond was read for
a second reading.
It was moved by Anderson, seconded by Poxon that
Ordinance 650 receive and pass a second reading. Motion carried.
Ordinance 650 - An Ordinance of the City of Vernon
repealing Ordinance 554 of said city granting a franchise to the
Southern California Edison Company and releasing the Maryland Casualty
Company from liability on its faithful performance bond was read for
a third reading.
It was moved by Trovroridge, seconded by Poxon that
Ordinance 650 receive and pass a third reading and be adopted. Motion
carried.

Fire Chief, F. H. Donnelly be allowed $175.00 as necessary expenses to
