The meeting was called to order by Mayor R.J. Furlong.
It was moved by Anderson, seconded by Poxon that the
minutes of the meetings held August 19th and August 26th, 1952 be
approved as written and transmitted. Motion carried.
Communication from Latham & Watkins, attorneys for Food
Machinery Corporation calling attention to three errors in transcript
of proceedings for zone variance, vIas, read.
It was moved by Poxon,seconded by ~milliard that the
co~~unication from Latham & Watkins be filed. fIotion carried.
Communication from W.B. Hollingworth, City Engineer,recomm-
ending the acceptance of deep well turbine purnping unit from Johnston
Pump Company in accordance with Specifications 167, twas read.
Resolution 1628 - A Ilesolution of the City Council of the
City of Vernon accepting one deep well turbine pumping unit furnished
by Johnston Pump Company for well No. 11 in accordance with Specificat-
ions No. 167 of the City of Vernon, and authorizing payment therefor,
was read.

ing permit to operate a solid fill dump at 2676 E. 26th Street, was read.
It was moved by Anderson, seconded by Mailliard that the
request of Los Angeles By-Products Company be referred to the City
Engineer. Motion carried.

operate a truck and brake service at 1938 E. Vernon Avenue, was read.
It was moved by Mailliard, seconded by Trowbridge that the
request of Cecil Z. Green be approved and permit granted. Motion carried.
Communication from Diamond Machine Tool Company requesting
permit to conduct a sales and display room at 2816 Santa Fe Avenue, was
read.

was read.

Communication from National Tapered Wings, Inc. requesting
permit to conduct a business of machining aluminum alloys for aircraft
industry at 4906 Alcoa Avenue, was read.

Communication from A-I Catering Service requesting
permit to operate lunch truck within the city, was read.
It was moved by Anderson, seconded by Poxon that the
request of A-I Cater~g Service be referred to the Police Department.

Communication from Irving Chamkis requesting permit to
buy and sell junk and aecap metals within the City, was read.
It was moved by Trowbridge, seconded by Mailliard that
the request of Irving Chamkis be referred to the Police Department. Motion
carried.
Communication from L.A. Young Spring & Wire Corporation
requesting repainting of crosswalk at 3200 E. Slauson Avenue, was read.
It was moved by Poxon, seconded by Trowbridge that the
request of L.A. Young Spring & Wire Corporation be referred to the Police
Department. Motion carried.
Communication from Davidson Butcher's Supply requesting
curb painting at 3041 E. Vernon Avenue, was read.
It was moved by Poxon, seconded by Trowbridge that the
request of Davidson's Butcher Supply be referred to the Police Department.
Motion carried.
Communication from Union Paclring Company requesting curb
painting opposite 3030 E. Vernon Avenue, was read.
It was moved by Poxon, seconded by Mailliard that the
request of the Union Packing Company be referred to the Police Department.
Motion carried.
Communication from Standard Steel Corporation requesting
the painting of safety zone on East 50th Street, 375 ft. west of Boyle
Avenue, was read.

Notice from League of California Cities of monthly
dinner meeting to be held September 18, 1952 at Wilton Hotel, Long Beach,

It was moved by Anderson, seconded by Poxon that the
notice from League of California Cities of monthly dinner meeting be filed.

Progress Report No. 68 submitted by Lloyd Aldrich, City
Engineer, City of Los Angeles on Hyperion Activated Sludge Plant for
month ending July 31, 1952 was received.
It was moved by Trowbridge, seconded by MailliaDe that
the report of the City Engineer of the City of Los Angeles on the Hyperion
Activated Sludge Plant for month ending July 31, 1952 be received and filed.

Communication from John B. Moore, Administrative Assistant,
advising that he has received fourteen requests for reservations from
Council members and Department Heads for a dinner meeting of the League
of California Cities, September 18, 1952 and requesting an appropriation
of $35.00 for this purpose, was read.
It was moved by Trowbridge, seconded by Mailliard that
the Administrative Assistant be allowed $35.00 for the purpose of securing
dinner reservations for League of California Cities Dinner Meeting on
September 18, 1952 to be held in Long Beach, California. Motion carried.
Communication from John Butler, Mayor of the City of
San Diego extending a cordial invitation to participate in the 54th
annual conference of the League of California Cities in San Diego, October
12th to 15th incl. 1952, was read.
It was moved by Poxon, seconded by Anderson that the
communication from the Mayor of San Diego be received and filed. Motion
carried.
Communication from W.B. Hollingworth, City Engineer,
recommending that }~. Clyde E. Chapman be promoted from Pipe Fitter Grade
2 at rate of $15.60 per day to Pipe Fitter, Grade 1 at rate of $16.$0
per day, effective September 1, 1952, was read.
It was moved by Anderson, Seconded by Poxon that the
recownendation of the City Engineer be approved and con-curred in. Motion
carried.
Communication from\V'.B. HOllingworth, City Engineer,
recommendin9 that }~. C. A. Lopez be promoted from Pipe Fitter, Grade 1
at rate of $16.80 per day to Water Service l~oremen at rate of $17.80
per day, effective September 1, 1952, was read.
It was moved by Poxon, seconded by Mailliard that the
recommendation of the City Engineer be approved and con-curred in. Motion
carried.

Communication from F. H. DOILnelly, Fire Chiet, requesting
authority to appoint 1{r. Ymrion E. Cagle as permanent hoseman, effective
September 16, 1952, was read.
It was moved by Poxon, seconded by Trowbridge that the
request of the Fire Chief be approved. Motion carried.

Communication from E. Giles, Chief of Police, advising
that the International Association of Police Chief's will meet in
convention September 21st to 25th incl. at the Biltmore Hotel and re-
questing an allowance of $50.00 for participation, was read.
It was moved by Anderson, seconded by Poxon that the
re~uest of the Chief of Police be approved and an allowance of $50.00
be allowed. Notion carried.
., Communica tion from E. Giles, Chief of Police, reporting
that the Federal Bureau of Investigation sponsored a training course in
law enforcement at South Gate from September and to 12th incl., and that
27 out of 32 members of the Police Department voluntary attended the
course, was read.
It was moved by Poxon, seconded by Trowbridge that the
comnmnication and report of the Police Chief be filed. Notion carried.
Communication from Emmet~ N. Terry requesting permit to
operate lunch truck within the city was read.
It was moved by Poxon, seconded by Trowbridge that the
request of Emmett N. Terry be referred to the Police Department. Motion
carried.
Communication from J.H. Snyder requesting permit to
operate Service Station at 5200 Santa Fe Avenue, was read.
It was moved by Trowbridge, seconded by Nailliard that
the request of J.H. Snyder be approved and permit granted. Motion carried.

It was moved by Anderson, seconded by Poxon that the
report of the Police Department be received and filed. 11otion carried.
Communication and report of W.B. Hollingworth, City Engineer,
on proposed construction by City of Los Angeles of a sewage treatment
plant adjacent to Los Angeles River at Colorado Street, was read.
It was moved by Poxon, seconded by Trowbridge that the
report of the City Engineer be approved and filed. }lotion carried.
Communication from W.H. Daum & Staff requesting approval
to lacate the Reilable Mattress Company at 2031 E. 51st Street, was read.
It was moved by Poxon, seconded by Mailliard thatbthe
request of W.H. Daum & Staff be referred to the Fire Department. Motion
carried.
Communication from William Hornick requesting permit to
operate lunch truck within the city, was read.
Itvwas moved by Anderson, seconded by Poxon that the
request of William ffurnick be referred to the Police Department. Motion
carried.

a commercial photographic business at 4557 Produce Plaza, was read.

of the City of Vernon authorizing the City Attorney of the City of

was read.
It was moved by Poxon, seconded by Trowbridge that

The ~fuyor asked what the pleasure of the Council
was in the matter of petition filed by Food Machinery Corporation for
zone variance.
. It was moved by Anderson, seconded by Poxon that
the zone variance be approved subject to the various recommendations
in the report filed by the City Engineer, and that the City Attorney
prepare the necessary Resolutions with the conditions of granting the
variance. Motion carried.
