The meeting was called to order by Mayor R.J. Furlong.
It was moved by Anderson, seconded by Poxon that the
minutes of the meetings held September 2nd and September 16th, 1952
be approved as written and transmitted. Motion carried.
Communication from F. A. Ziemer. Assistant Director
of Civil Defense recommending the adoption of a'reso1ution protesting
the shutdown of medical supply warehouse at Tustin, California, was read.
Resolution 1631 - R Resolution of the City Council of
the City of Vernon requesting maintenance of medical supplies for disaster
be kept in Southern California, was read.
It was moved by Anderson, seconded by Trowbridge that
1631 be approved and adopted. Motion carried.

Communication from W.B. Hollingworth, City Engineer and
F.H. Donnelly, Fire Chief submitting Specifications No. 169 for the
furnishing and delivery of one new passenger automobile for use by Fire
Department, was read.
It was moved by Trowbridge, seconded by Mailliard that
Resolution No. 1632, being a Resolution of the City Council of the City
of Vernon approving Specifications No. 169 on one new passenger automobile
and accessories for use of the Fire Department he approved and adopted,
and that the City Clerk issue Notice Inviting Bids or Proposals to be
received on October 21, 1952 at 2 o'clock P.M. Motion carried.

Communication and report of F.R. Donnelly, Fire Chief,
recommending that the National Tapered Wings, Inc., be granted a permit
to conduct a business of machining aluminum alloys for aircraft industry
at 4906 Alcoa Avenue, was read.
It was moved by Trowbridge, seconded by Mailliard that
the recomrnendation of the Fire Chief be approved and a permit be issued
tb the National Tapered Wings, Inc., for the machining of alloys. Motion
carried.

requesting permit to conduct a machine shop and the manufacture of small
jools at 5107 Pacific Boulevard, was read.
It was moved by ITowbridge, seconded by Mai1liard that the
request of American Precision Products,Corp., be approved and permit
granted. Motion carried.

It was moved by Anderson, seconded by Poxon that the request
of N. Larkin, Inc., be approved and permit granted. Hotion carried.
Communication from Hadley Furniture Company requesting
permit to conduct a furniture warehouse at 2417 E. 26th Street, was read.
It was moved by Trowbridge, seconded by Poxon that the request
of Hadley Furniture Company be ap-proved and permit granted. Hotion carried.
Communication from Ralston Purina Company requesting permit
to conduct a sales office at 4814 Lorna Vista Avenue, was read.
It was moved by Trowbridge, seconded by Mailliard that the
request of Ralston ~~rina Company be approved and permit granted. Motion

Communication from Badger Meter l1anufacturing Company request-
ing permit to conduct a warehouse and office at 2940 Leonis Boulevard, was
read.
It was moved by Trowbridge, seconded by Poxon that the
request of the Badger Meter Manufacturing Company be approved and permit
granted. Motion carried.
Communication from Crosetti Brd>thers Inc., requesting permit
to conduct a janitorial service business at 3710 S. Alameda Street, was read.
It was moved by Anderson, seconded by Poxon tllat the request
of Crosetti Brothers Inc., be approved and permit granted. Motion carried.
Communication from Sidney B. Tasker requesting permit to
operate lunch truck within the city, was read.
It was moved by Poxon, seconded by Anderson that the request
of Sidney B. Tasker be referred to the Police Department. Motion carried.
Communication from John F. Blackman requesting permit to
operate two lunch trucks within the city, was read.
It was moved by Anderson, seconded by Trowbridge that the
request of John F. Blackman be referred to the Police Department. Motion
carried.
Communication from Connie Kubet requesting permit to operate
lunch truck within the city, was read.
It was moved by Anderson, seconded by Trowbridge that the
request of Connie Kubet be referred to the Police Department. Motion carried.
Commlmication from Frozen Food Truck Lines requesting a permit
to conduct a truck brokerage business at 3745 S. Soto Street, was read.
It was moved by Trowbridge, seconded by Mailliard that the
request of the Frozen Food Lines be approved and permit granted. Motion
carried.

Communication from Lorenza Luna requesting permit to sell
tacos within the city was read.
It was moved by Poxon, seconded by Trowbridge that the request
of Lorenza Luna be referred to the Police Department. Motion carried.

Communication and report of F.H. DOllilelly, Fire Chief,
advising that Woodcraft of Hollywoocl, Inc., have withdrawn their.request
for a permit to conduct a furniture manufacturing business at 4615
Hampton Street, was read.
It was moved by Poxon, seconded by Anderson that the
communication and report of the Fire Chief be filed. Motion carried.
Co~~unication and report of F.R. Donnelly, Fire Chief,
advising that the Reilable Mattress Company has withdrawn their request
for a permit to operate a mattress manufacturing Business at 2031 E. 51st
Street, was read.
Communication from Filtrol Company requesting approval
of construction of chemical plant on their property between East 26th
Street and Bandini Boulevard, was read.
It was moved by Anderson, seconded by Poxon that the
request of the Filtrol Company be referred to the City Attorney and City
Engineer. Motion carried.
Commlmication and petition signed by Repcal Brass
Manufacturing Company and nine other firms on East 27th Street, west of
Santa Fe Avenue requesting installation of street tripped traffic control
d~vise at intersection of 27th Street ~d Santa Fe Avenue, was read.
It was moved by Poxon, seconded by Trowbridge that the
request of Repcal Brass Manufacturing Company, et.al.be referred to the
City Engineer. Motion carried.
Communication from Engineering Service Corporation
regarding discrepancies in survey of Lot 3~ Block 22, Huntington Park
Extension No.1 (Fruitland & Pacific Blvd.) was read.

the communication from Engineering Service Corporation be referred to the

Communication from the Office of the Sheriff of Los
Angeles County notifying of change in per diem rates of city prisoners
care in County Jail, was read.
It was moved by Poxon, seconded by Trowbridge that the
communication and notification by Office of the Sheriff of change in rates
for city prisoners held in the County Jail be referred to the City Attorney.

Report of Nr. G. A. Heinze, Consulting Engineer, on operat-
ion of the electrical system by the Southern California Edison Company for
the month of July, 1952, waS read.
It was moved by Anderson, seconded by Poxon that the report
of the Consulting Engineer be received and filed. Hotion carried.
Progress Report No. 69 submitted by Lloyd Aldrich, City
Engineer, City of Los Angeles on Hyperion Activated Sludge Plant for month
of September, 1952, was received.
It was moved by Trowbridge, seconded by Poxon that the
report submitted by the City Engineer of the City of Los Angeles be received
and filed. Motion carried.
Communication and report of F. A. Ziemer, Assistant Director
of Civil Defense on the test air raid warning held October 2, 1952, was read.
It was moved by Poxon, seconded by Mailliard that the report
of the Assistant Director of Civil Defense be received and filed. Motion
carried.
Comnlunication and report of F.R. Donnelly, Fire Chiefj
on convention held by Inter-Mountain Fire Chief's Association held in Las
Vegas, Nevadam September 14th to 17th incl., was read.
It was moved by Anderson, seconded by Poxon that the report
of the Fire Chief be received and filed. Motion carried.
Communication and recommendation of E. Giles, Chief of
Police that Mr. G. C. Guhl be raised from Patrolman 3rd class to Patrolman
2nd class effective October 15, 1952 at rate of $360.00 per month was read.
It was moved by Anderson, seconded by Poxon that the recom-
mendation of the Police Chief be approved. Motion carried.
Communication and recommendation by E. Giles, Chief of
Police that Hr. A. N. Pannin be raised from Patrolman 4th class to Patrol-
man 3rd class effective October 15, 1952 at rate of $350.00 per month,
was read.
It was moved by Anderson, seconded by Poxon that the recom-
mendation of the Police Chief be approved. Motion carried.
Communication and recommendation by E. Giles, Chief of
Police that Nr. R. L. Anderson be raised from Motor Officer 4th class to
l"Iotor Officer 3rd class effective October 15, 1952 at rate of $350.00 per
month, was read.
It was moved by Anderson, seconded by Poxon that the recom-
mendation of the Chief of Police be approved. Notion carried.

3rd class effective October 15, 1952 at rate of $350.00 per month, was read.

Communication from F.H. Donnelly, Fire Chief, requesting
authority to appoint Mr. Don Edward Comb as permanent hoseman, effective
October 1, 1952, was read.
It was moved by Poxon, seconded by Anderson that the
request of the Fire Chief be approved. Hotion carried.
Communication from F.R. Donnelly, Fire Chief, requesting
approval to send Assistant Chief Husted and Captain Newman to attend meeting
of Fire Prevention Inspectors at Palm Springs on October 22, 1952 and that
an expense allowance of $2.50 each be allowed, was read.
It was moved by Anderson, seconded by Poxon that the
request of the Fire Chief be approved. Motion carried.
Communication fromW.B. HOllingworth, City Engineer,
requesting approval to attend the American WaterWorks convention in Pasadena
October 28th to 31st incl., and that he be granted $100.00 for necessary
expenses, was read.
It was moved by Mailliard, seconded by Poxon thatbthe
request of the City Engineer be approved. Motion carried.
Communication from John B. Moore, Administrative Assist-
an~, requesting the City Council to authorize an expense allowance of $175.
to any department head or member of the City Council attending the 54th
PJmual League of California Cities Conference in San Diego, October 12th
to 15th incl. 1952, was read.
It was moved by Trowbridge, seconded by Mailliard that
the request of the Administrative Assistant be approved. Motion carried.
Communication from W.B. Hollingworth, City Engineer,
recommending the paving of the City Hall yard by the Los Angeles Paving
Company be accepted, was read.
Resolution No. 1634 - A Resolution of the City Council
of the City of Vernon accepting the City Hall Yard Paving in accordance with
Specifications No. 162 and authorizing payment therefor, was read.

Administrative Assistant. Motion carried.

Communication from Swift & Company requesting permit to
remove refuse from premises of 3750 Jewel Avenue, was read.
Communication from Los Angeles Wrecking Company requesting
permit to remove debris and refuse from premises of 2222 E. 38th Street,

It was moved by Poxon, seconded by Anderson that the
Report of the Police Denartment be received and filed. Motion carried.
Communication from Burlington Enterprises requesting
permit to install dairy vending machines (ice cream bars) at 2300 E.
38th Street, 3691 Bandini BoUlevard, 5300 Santa Fe Avenue, 3821 Santa
Fe Avenue and 2254 E. 49th Street, '\as read.

request of the Burlington Enterprises be ap~)roved and permits granted.

Communication from F.R. Donnelly, Fire Chief, advising
that the Vernon Boy Scout Troop have requested the use of Fire Department
garage for Saturday meetings due to the closing of Vernon School premises,

It was moved by Poxon, seconded by Anderson that tempor-
ary permission be gre.nted for use of Fire Department garage by the Vernon
Boy Scouts, and that the City Attorney be instructed to co~nunicate
with the Board of Education regarding the opening of the Vernon School

of the City of Vernon granting a zoning variance for the Food Machinery
and Chemical Corporation per request of August 26, 1952, was read.
It was moved by Trowbridge, seconded by Anderson that
