MINUTES OF A REGULAR MEE/l'ING OF THE CITY
COUNCIL OF THE CITY OF VERNON HELD OCTOBER
21, 1952 AT 2 O'CLOCK P.M. IN THE COUNCIL
CHAMBERS OF THE CITY HALL LOCATED AT 4305
SANTA FE AVENUE. VERNON. CALIFORNIA
COUNCIL PRESENT: Anderson, Furlong, Mailliard, Poxon, Trowbridge
COUNCIL ABSENT : None
The meeting was called to order by Mayor R.J. Furlong.
It was moved by Anderson, seconded by Poxon that the minutes
of the meeting held October 7, 1952, be approved as written and transmitted.
Motion carried.
The Clerk announced that this was the time and place for
the opening of bids for the furnishing of passenger automobile for use by
the Fire Department in accordance with Specifications No. 169, and that
he had two bids on his desk.
It was moved by Anderson, seconded by Poxon that the Clerk
be instructed to open and read the bids submitted. Motion carried.
The Clerk read the bid from John Schleifer, Inc. of Huntington
Park and Del Dryer Cheverolet of Wilmington.
It was moved by Anderson, seconded by Poxon that the bids be
referred to the City Engineer and Fire Chief for report. Motion carried.
Communication and report of W.B. Hollingworth, City Engineer;
on 54th annual conference of League of California Cities held October 12th
to 15th in San Diego, was read.
It was moved by Anderson, seconded by Poxon that communication
and report of the City Engineer be received and filed. Motion carried.
Communication and report of F.H. Donnelly, Fire Chief, on
54th annual conference of League of California Cities held October 12th
to 15th in San Diego, was read.
It was moved by Poxon, seconded by Trowbridge that the
communication and report of the Fire Chief be received and filed. Motion
carried.
Report of Regional Water Pollution Control Board No. 4 on
Tentative Requirements for proposed discharge of treated sewage by City of
Los Angeles into Los Angeles River at Colorado Street, was read.
.. It was moved by Anderson, seconded by Poxon that the Report
of Regional Water Pollution Control Board be referred to the City Engineer.
Motion carried.

Communication from Koebig and Koebi~ Consulting Engineers,
in regards to County-wide Storm Drain program, was read.
It was moved by Anderson, seconded by Poxon that the communic-
ation from Koeiig and Koebig be filed. Motion carried~
Communication from Marspring Corporation requesting permit
for the manufacture of innerspring units at northwest corner of Fruitland
and Seville Avenues, was read.
It was moved by Trowbridge, seconded by Poxon that the request
of Marspring Corporation be approved and permit granted. Motion carr1ed~

Communication from Refreshment Vending Service requesting
permit to operate beverage vending coolers at various industrial loc~tioDB
within the city, was read.
It was moved by Poxon, seconded by Trowbridge that the
request of the Refreshment Vending Service be referred to the Police
Department. Motion carried.
Communication from F.H. Hall Patrol Service requesting
permit to operate a patrol and guard service within the city, was read.
It was moved by Anderson, seconded by Trowbridge that
the request of F.H.Hall Patrol Service be referred to the Police Depart-
ment. Motion carried'.
Communication from Owens-Illinois Glass Company regarding
the recent re-surfacing of Fruitland Avenue, was read.
It was moved by Anderson, seconded by Poxon that the
communication from the Owens-Illinois Glass Company be referred to the
Administrative Assistant for answer. Motion carried.
Communication and recomD1endation from E. Giles, Police
Chief that Patrol Officer, H. P. Totten be raised from Patrol Officer
4th Class to Patrol Officer 3rd Class at rate of $3,0.00 per month,
effective November 1, 19,2, was read.
It was moved by Mailliard, seconded by Poxon that the
recommendation of the Police Chief be approved. Motion carried.
Report of Mr. Carl A. Heinze, Consulting Engineer, on
operation of the electrical system by the Southern California Edison
Company for the month of August, 19,2, was read. .
It was moved by Poxon, seconded by Anderson that the
report of the Consulting Engineer be received and filed. Motion carried.
Communication from John :H. Stahl requesting permit to haul
refuse from premises of 2222 E. 38th Street, was read.
It was moved by Trowbridge, seconded by Poxon that the
request of John M. Stahl be approved and permit granted. Motion carried.
Communication from J.lerchants Packing Company requesting
curb painting at 3029 E. Vernon Avenue, was read.
It was moved by Anderson, seconded by Poxon that thB
request of the Merchants Packing Company be referred to the Police epart-
ment with power to act. Motion carried.
Ordinance No. 6?1 - Repealing Ordinance No. ,9" granting
a franchise to the Southern California Edison Company, and releasing the
Maryland Casualty Company from liability on faithful performance bond,
was read for a second reading.

It was moved by Poxon, seconded by Trowbridge that Ordin-
ance No. 6,1 receive and pass a second reading. Motion carried.
Ordinance No. 6?1 -Repealing Ordinance No. ,9" granting

Ordinance No. 651 receive and pass a third reading and be adopted.

ant, regarding..... ordinance change for coin-operated vending machines, was
read.
It was moved by Anderson, seconded by Poxon that the
communication from the Administrative Assistant be referred to the City
Attorney and Administrative Assistant. Motion carried.
CODmlunication from International Products Corporation
requesting permit to manufacture home and farm freezers at 2301 E. 51st
Street, was read.
It was moved by Trowbridge, seconded by Mailliard that the
request of the International Products Corporation be approved and permit
granted. Motion carried.
Report of the Police Department was received.
It was moved by Anderson, seconded by Poxon that the
report of the Police Department be received and filed. Motion carried.
Report of Haskins & Sells on examination of accounts for
fiscal year ended June 30, 1952, was received.
It was moved by Anderson, seconded by Poxon that the report
of Haskins & Sells be received and referred to the Finance Committee.
Motion carried.
