19521105 Regular City Council Meeting - Minutes MINUTES OF A REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF VERNON HELD NOVEt<1BER 5, 1952 AT 2 O.CLOCK P.M. IN THE COUlfCIL CHAlmERS OF THE CITY HALL LOCATED AT 4-305 SANTA FE AVENUE. VERNON. CALIII'ORNIA COUNCIL PRESENT: Anderson, Furlong, Mailliard, Poxon, Trowbridge COUNCIL ABSENT : None The meeting was called to order by Mayor R.J. Furlong.. It was moved by Poxon, seconded by Anderson that the minutes of the meeting held October 21, 1952 be approved as written and transmitted. Motion carried. Communication and report from W.B. HOllingworth, City Engineer and F. H. Donnelly, Fire Chief, on bids received for the furn- ishing of passenger automobile for Fire Department use, and recommending that bid of Del Dryer Cheverolet be accepted at net cost to city of $1700.26 was read. It was moved by Anderson, seconded by Mailliard that the recommendation of the City Engineer and Fire Chief be accepted and approved. Motion carried. Resolution No. 1635 -A Resolution of the City Council of the City of Verhon awarding to Del Dryer Chevero1et the contract for furnsihing and delivery to the City of Vernon of one Cheverolet 1952 Model automobile four door deluxe sedan in accordance with Specifications No. 169 of said city, was read. It was moved by Anderson, seconded by Mailliard that Resolution No. 1635 be approved and adopted. Motion carried;. HOllingworth, City Engineer, recomm- ending the acceptance of work done by Vernon Paving Company on Fruitland Avenue, was read. It was moved b) Trowbridge, seconded by Mai1liard that the recommendation of the City Engineer be accepted and approved. Motion carried. Resolution No. 1636 -A Resolution of the City Council of the City of Vernon accepting the resurfacing of Fruitland Avenue from Pacific Boulevard to Downey Road in the City of Vernon in accordance with Specifications No. 165 and authorizing payment therefor, was read. It was moved by Trowbridge seconded by Mai1liard that Resolution No. 1636 be approved and adopted. Motion carried. It was moved by Trowbridge, seconded by Mailliard that the request of Charles F. Willard be referred to the City Engineer and Fire Department. Motion carried. COmDlunication from Central Welding Company requesting permit to conduct a distributing Business to be known as Marben Distrib- uting Corporation at 23~~ E. 38th Street, was read. It was moved by Trowbridge, seconded by Mailliard that the request of Central Welding Company be approved and permit granted. Motion carried. Communication from Hardwood Flush Door Company requesting permit to warehouse hardwood flooring, doors and hardware at ~599 Pacific Boulevard, was read. It was moved by Trowbridge, seconded by Poxon that the request ot Hardwood Flush Door Company be approved and permit granted. Motion carried. Comnlunication from WID. A. Smith Contracting Company request- ing permit to conduct a railroad contracting business at 3301 E. 26th st., was read. It \vas moved by Poxon seconded by Trowbridge that the request of Wm. A. Smith Contracting dompany be approved and permit granted. Motion carried. Communication from Alert Supply Company requesting permit for the Alert Manufacturing Company, manufacturers of bUffing and polish- ing compositions at ~755 E. ~9th Street, was read. It was moved by Anderson, seconded by Poxon that the request of the Alert Supply Company be approved and permit granted. Motion carried. Communication from F. H. Donnelly, Fire Chief, recommending that Jack C. Stradtman be appointed as permanent hoseman, effective November 1, 1952, was read. Co~~unication from Zenith Meat Company requesting curb painting at 2501 E. Vernon Avenue, was read. It was moved by Poxon, seconded by Anderson that the request of the Zenith Meat Company be referred to the Police Department. Motion carried. Communication from Linde Air Products Company requesting permit to haul refuse from premises of 2305-15 East 52nd Street, was read. It was moved by Trowbridge, seconded by Poxon that the request of Linde Air Products Company be approved and permit granted. Motion carried. Report of Mr. C. A. Heinze, Consulting Engineer on operat- ion of electrical system by the Southern California Edison Company for month of September, 1952, was read. It was moved by Anderson, seconded by Poxon that the report of the Consulting Engineer be received and filed. It was moved by Paxon, seconded by Anderson that Progress Report No. 70 on Hyperion Activated Sludge Plant be received and referred to the City Engineer. Motion carried. Communication from John B. Moore, Administrative Assist- ant together with letters sent ;0 various industries on Fruitland Avenue in connection with temporary paving on Fruitland Avenue, was read. It was moved by Anderson seconded by Paxon that the communication and letters attached from the Administrative Assistant, be filed. Motion carried. Communication from John B. Moore, Administrative Assist- ant, regarding investigation of certain permit applications in advance of City Council action, was read. It was moved by Anderson, seconded by Paxon that the communication from the Administrative Assistant be referred to the City Attorney for preparation of a resolution of procedure. Motion carried. Communication from John B. Moore, Administrative Assist- ant together with Notice of Hearing before Public Utilities Commission in regards to application of Southern California Gas Company for general increase of gas rates, was read. It was moved by Poxon seconded by Trowbridge that the communication from the Administrative Assistant be filed. l>lotion carried. Communication from John B. Moore, Administrative Assist- ant, together with cOmnnlllication from Public Utility Commission regarding an unauthorized crossing of Southern Pacific Company tracks on Alameda Street between 50th and 51st Streets, was read. It was moved by Anderson, seconded by Paxon that the communication from the Administrative Assistant regarding unauthorized crossing on Alameda Street be referred to the City Attorney and Administrat- ive Assistant. Motion carried. Communication from W.B. Hollingworth, City Engineer, regarding proposed chemical plant by Filtrol Company together with copy of letter signed by City Attorney and City Engineer to the Filtrol Company, was read. ,,(, It was moved by Trowbridge, seconded by Poxon that the communication from the City Engineer in regards to proposed chemical plant of Filtrol Company, be filed. Hollingworth, City Engineer, reporting on 33rd annual conference of American Water Works Association held in Pasadena, October 28th to 31st, 1952, was read. mt was moved by Mailliard, seconded by Trowbridge, that the communication and report of the City Engineer on American Water Works Association conference be filed. Sanchez as semi-skilled laborer in Street Department effective November 5, 1952, at rate of $12.25 per day, was read. It was moved by Poxon seconded by Trowbridge that the request of the City Engineer be approvea. Motion carried. Communication and report of W.B. Hollingworth, City Engineer, on proposed sewage treatment plant by City of Los Angeles at Los Angeles River and Colorado Street, was read. It was moved by Trowbridge, seconded by Poxon that the report of the City Engineer be received and filed. Motion carried. The following excavation applications, all having the approval of the City Engineer were presented. Application 17570 - Atlas Bolt & Supply Company to construct 2 driveways at 4510 Seville Avenue. Application 17571 - Norris Thermador Corporation to install one 1 in. u.g. conduit across 54th Street, 72.4 ft. E/O Bickett Street. Application 17572 - Southern Pacific Company to replace broken rail in east roadway of Alameda Street, 20 to 90 ft. S/O 51st Street. Appliyation 17573 - Southern California Water Company to repair broken water main in W/S Santa Fe Avenue, 9 ft. S/O 26th st. Application 17574 - Southern California Gas Company to alter gas service at 2222 E. 38th Street. Application 17575 - Southern California Gas Company to relay 3/4 in. gas service at 2035 E. Vernon Avenue. Application 17576 - Southern California Gas Company to make alterations in 3/4 in. gas service at 2938 E. 54th Street. Ap~lication 17577 - Southern California Edison Company to install 1 pole and 1 anchor in E!S Boyle Avenue, 216 and 240 ft. N/O Leonis Boulevard. Upon discussion upon the request of Mr. Frank Sabella, it was moved by Poxon, seconded by Trowbridge that the matter be referred to 'the .Administrative Assistant for answer: that no outside soliciting should be done.
