MINUTES OF A REGULAR MEETING OF 1~E CITY
COUNCIL OF THE CIIIT OF VERNON HELD NOVEMBER
18 1952, AT 2 O'CLOCK P.M. IN THE COu~CIL
CHhffiERS OF THE CITY HALL LOCATED AT 4305
SANTA FE AVENUE. VERNON. CALIFORNIA.
COUNCIL PRESENT: Anderson, Furlong, Hailliard, Poxon, Trowbridge
COUNCIL ABSENT : None
The meeting was called to order by Mayor R.J. Furlong.
It was moved by Poxon, seconded by Trmvbridge that the
minutes of the meeting held November 5, 1952 be approved as written and
transmitted. Motion carried.
Mayor Furlong presented a letter sent him by the Central
Manufacturing District, Inc., requesting that consideration be given for
the re-zoining of certain property in Zone 3 into Zone 1 for the purpose
of storing green and salted hides, was read.
It was moved. by Anderson seconded by Poxon that the request
of the Central Manufacturing District, inc., be referred to a committe of
the whole for study. Motion carried.
Communication from W.B. HOllingworth, City Engineer, together
with memorandum of agreement from State of California Department of Public
Works provid~for the accumulation of gas tax funds for year ending
June 30, 195), was read.
It was moved by Anderson, seconded by Poxon that the commun-
ication from the City Engineer be filed and the following Resolution be
approved. Motion carried.
Resolution l6~7 - a Resolution of the City Council Qf the
City of Vernon authorizing the execution of an agreement with the Department
of Public Works of the State of California for the accumulation of gas tax
funds, was read.
It was moved by Anderson, seconded by Poxon that Resolution
approved and adopted. Motion carried.

Communication from W.B. HOllingworth, City Engineer, request-
ing approval of employment of Mr. David D. Grayson as Engineering Aid in
Engineering Department at rate of $450.00 per month, effective November 17,
1952, was read.
It was moved by Anderson, seconded by Trowbridge that the
request of the City Engineer be approved. Motion carried.
Communication from W. B. HOllingworth, City Engineer request-
ing approval of the employment of Mr. Frank A. Flittner as Chainman at rate
of $275.00 per month, effective November 17, 1952, was read.
It was moved by Poxon, seconded by Trowbridge that the request
of the City Engineer be approved. Motion carried.

Communication from W.B. HOllingworth, City Engineer, request-
ing approval of the employment of Mr. Nicolas R. Lujan as semi-skilled
laborer in Street Department at rate of $12.25 per day, effective
November 17, 1952, was read.
It was moved by Anderson seconded by Poxon that the
request of the City Engineer be approvea. Motion carried.
Communicationnfrom W.B. HOllingworthl City Engineer, request-
ing approval of employment of Mr. Leonardo M. Gonza es as semi-skilled
laborer in Street Department at rate of $12.25 per day, effective
November 10, 1952, was read.
It was moved by Anderson, seconded by Poxon that the
request of the City Engineer be approved. Motion carried.
Communication from W.B. HOllingworth, City Engineer, toget-
her with copy of reply to Mr. Charles F. Willard for a permit to conduct
a metal refining business on East 26th Street, was read.
It was moved by Anderson, seconded by Poxon that the
communication from the City Engineer regarding request of Mr. Charles F.
Willard, be filed. Motion carried.
Communication from E. Giles, Chief of Police reconIDlending
that Motorcycle Officer, O. Bryant be raised from Hotor Officer Class 4
to Motor Officer Class 3 at rate of $350.00 per month effective December
1, 1952, was read.
It waS moved by Anderson, seconded by Poxon that the recomm-
endation of the Chief of Police be approved. Motion carried.
Communication from John B. Moore, Administrative Assistant
advising of a dinner meeting of League of California Cities to be held
ThurSday, November 20, at DelMar Club, Santa Monica, and that an approp-
riation of $2.50 per reservation for City Officers attending be allowed.
Motion carried.
It was moved by Poxon, seconded by Trowbridge that the
request of the Administrative Assistant requesting an appropriation of
$2.50 per person representing the City at a dinner meeting of the League
of California Cities, be approved. Motion carried.
Communication from John B. Moore, Administrative Assistant
together with copy of reply to Mr. Frank Sabella, Temporary Chairman of
Vernon Firemen1s Relief Association requesting approval to organize a
Firemen Relief Association, was read.
It waS moved by poxon, seconded by Trowbridge that the
communication from the Administrative Assistant be filed. Motion carr~ed.
Communication from Los Angeles County Board of Supervisors
together with copy of Resolution proclaiming the week of November 16 to 23,
1952 as "Water Week", was read.
It was moved by Anderson, seconded by Poxon, that the
communication and Resolution from Los Angeles County Board of Supervisors
be filed. Motion carried.

Communication from Art-Craft Engraving Company requesting
permit to conduct a printing and engraving business at 2716 Leonis Blvd.,
was read.
It was moved by Anderson, seconded by Poxon that the
request of Art-Craft Engraving Company be referred to the Fire Department.

Communication from A-I Catering Service requesting
permit to operate additional lunch truck within the city, was rea4.
It was moved by Trowbridge, seconded by Mailliard that
the request of A-I Catering Service be referred to the Police Department.

Communication from Doyle E. Wiswell requesting permit
to operate lunch truck within the city, waS read.
It was moved by Poxon, seconded by Mailliard that the
request of Doyle E. Wiswell be referred to the Police Department.
Motion carried.
Communication from United States Plywood Company request-
ing curb painting at 4~th Street and Pacific Boulevard, was read.
It was moved by Poxon, seconded by Trowbridge that the
request of the United States Plywood Company be referred to the Police
Department with power to act. Motion carried.
Communication from United States Steel Company requesting
curb painting at 5800 Second Street, was read.
It was moved by Anderson, seconded by Poxon that the
request of United States Steel Company requesting curb painting bereferred
to the Police Department with power to act. Motion carried.
Communication from Regional Water Pollution Control
Board No. 4 together with their resolution No. 52-4 Waiving Reporting Of
Sewage Discharges From Family Dvlellings, was read.
It was moved by Poxon, seconded by Anderson that the
comrJunication from the Regional Water Pollution Control Board No. 4 toget-
her with resolution No. 52-lr be referred to the City Engineer. Motion carried'.
Communication from W.B. Hollingworth, City Engineer, toget-
her with letter from Mr. H. F. Holley, Secretary of Los Angeles County
Grade Crossing Committee regarding t1farm-crossing" over Southern Pacific
company tracks on Alameda Street between 50th and 51st Streets, was read.
It was moved by Anderson, seconded by Poxon that the
corr~,unication from the City Engineer together with copy of communication
from Los Angeles County Grade Crossing Committee be referred to the City
Attorney and Administrative Assistant. Motion carried.
Communication from W.B. Hollingworth, City Engineer and
C.B. Hubbard, City Attorney, in regards to request of United States Spring
& Bumper Company for abandonment of private street known as 25th Street
and vacating a triangular portion of Downey Road at 25th Street, was read.
It was moved by Poxon, seconded by Trowbridge that the
City Attorney be instructed to start vacating proceedings for triangle
portion of Downey Road at 25th Street (private) providing the United States
Spring & Bumper Company deposit $750.00 to defray costs of the vacation
proceedings. Motion carried.
Report of the Police Department was received.
It was moved by Anderson, seconded by Poxon that the
report of the Police Department be filed. Motion carried.

night, was read.
It was moved by Poxon, seconded by Anderson that the
communication from the Bohemian Distributing Company be referred to the

Communication from William C. Stone requesting permit
to operate lunch truck within the city, was read.
It was moved by Anderson, seconded by Trowbridge that
the request of William C. Stone be referred to the Police Department.
Motion carried.
The following excavation applications, all having the
approval of the City Engineer were presented.
Application 17603- Southern California Gas Company to repair 4 in~ gas main
in NIS 37th Street, 194 and 207 ft. W/O Santa .l."e Avenue.
Application 17604- Southern California Gas Company to repair 3 in. gas main
in W/S Santa. Fe Avenue, 469 and 505 ft. SIO Vernon Avenue.
Application l760,-Flintkote Company to construct driveway in NIS 57th Stree~
90 to 130 ft. E/O Al8~edacStreet.
Application 17606- Food Machinery Company to remove ~t in. water line and
replace with 2 in. water line in SIS Pacific Boulevard,
100 ~t. W/O 45th Street.
Application 17607- Atchison, Topeka & Santa Fe Railway Company to replace
rails, ties, ballast and re-surface crossing across 28th
Street, 680 ft. E/O Santa Fe Avenue.
Application 17608- Southern Pacific Company to repair rails in spur track
in Santa Fe Avenue and Fruitland Avenue.
Application 17609- WID. R. vmittaker Company to connect additional plunlbing
facilities to sewer at 1916 E. 51st Street.
Application 17610-Bethlehem Pacific Coast Steel Company to connect additional
plumbing facilities to sewer at 6101 Alcoa Avenue.
It was moved by Trowbridge, seconded by Mailliard that
excavation applications numbered 17603 to 17610 be filed and permits granted.
