MINUTES OF A REGULAR FlEETING OF THE
CITY COUNCIL OF THE CITY OF VERNON
HELD DEC~mER 16, 1952 AT 2 O'CLOCK

AVENUE.. VERNON, CALIFORNIA.
COUNCIL PRESENT: Anderson, Furlong, Mai1liard, Po}~on, Trowbridge
COUNCIL ABSENT : None
The meeting was called to order by Mayor R.J. Furlong.
It was moved by Poxon, seconded by Mailliard that the
minutes of the meeting held December 2, 1952, be approved as written
and transmitted. Motion carried.
Application by Atchison, Topeka and Santa Fe Railway
Company for spur track across East 26th Street, was read.
It was moved by Anderson, seconded by Poxon that the
application of the atchison, Topeka and Santa Fe Railway Company be
referred to the City Engineer and City Attorney for checking. Motion
carried.
Communication from Food Machinery and Chemical Corporation
(Mechanical Foundries DiviSion) requesting an extension of 90 days from
January 7, 1953 for the completion of construction work under zone
variance granted October 7, 1952, was read.
It was moved by Trowbridge, seconded by Poxon that the
request for 90 day extension be granted the Food Machinery and Chemical
Corporation (Mechanical Foundries Division). Motion carried.
Communication from Regional Water Pollution Control
Board No. 4 in regards to proposed discharge of treated sewage by City
of Los Angeles into the Los Angeles River at Colorado Street, was read.
(Application was withdrawn by City of Los Angeles)
It was moved by Anderson, seconded by Poxon that the
communication from the Regional Water Pollution Control Board No.4, be
filed. Motion carried.

Communication from Gerity-Michigan Corporation requesting
permit to operate a distributing warehouse at 2348 E. 38th Street, was read.
It was moved by Anderson, seconded by Tro'vbridge that the
request of Gerity-Michigan Corporation be approved and permit granted.
Motion carried.
Communication from Zip Machine Leasing Company requesting
a permit to conduct a business of leasing machinery at 2910 Santa Fe Avenue,
was read.
It was moved by Trowbridge, seconded by Poxon that the
request of the Zip Machine Leasing Company be approved and permit granted.
Motion carried.
Communication from National Cylinder Gas Company requesting
curb painting at 4560 Pacific Boulevard, was read.
Communication from Della's Cafe requesting curb painting
at 2000 E. Vernon Avenue, was read.

Communication from the Angelus Sanitary Can Machine
Company requesting curb painting at 4900 Pacific Boulevard, was read.
It was moved by Anderson, seconded by Trowbridge that
the requests of National Cylinder Gas Company, Della's Cafe, and
the Angelus Sanitary Can Machine Company be referred to the Police
Department with power to act. Motion carried.
Communication from General Petroleum Corporation request-
ing a permit to remove refuse from premises of 2525 E. 37th Street and
2423 E. 28th Street, was read.
It was moved by poxon, seconded by Trowbridge that the
request of the General Petroleum Corporation be approved and permit
granted. Motion carried.
Progress Report No. 71 submitted by Lloyd Aldrich, City
Engineer, City of Los Angeles on Hyperion Activated Sludge Plant at
Hyperion for period ending November 15, 1952, was received.
It was moved by Anderson, seconded by Poxon that Progress
Report No. 71 on Hyperion Activated Sludge Plant he referred to the
Vernon City Engineer. Motion carried.
Communication and report of F. H. Donnelly, Fire Chief,
recommending that a permit be granted to the Academy Candle Company
f'or the manuf'acturing of candles at 2288 E. 48th Street, was read.
It was moved by Anderson, seconded by Poxon that the
recommendation fo the Fire Chief be approved and permit be granted
to the Academy Cabdle Company. Motion carried.
Communication and report of E. Giles, Chief of Police,
on striping of streets by Los Angeles County Road Department on
October 4, 5, and 19, and stating that a total of 151 gallons of
White paint and 939 pounds of glass beads were used in the operation,
was read.
It was moved by Anderson, seconded by Trowbridge that the
report of the Police Chief be received and filed. Motion carried.
Communication from J. B. Moore, Admini~trative Assistant,
recommending that the City Library purchase 12 various copies of'
Study In Integration of Metropolitan Los Angeles from the Haynes
Foundation at a cost of $23.50 was read.
It was moved by Trowbridge, seconded by Mai1liard that
the recommendation of the Administrative Assistant be approved and the
City Librarian purchase 12 copies from the Haynes Foundation. Motion
carried.
Communication from F.H. Donnelly, Fire Chief, and W.B.
HOllingworth, City Engineer, recommending acceptance of automoblle
furnished Fire Department by Del Dryer Cheverolet in accordance with
Specifications No. 169 was read.
It was moved by Trowbridge, seconded by Mailliard that
the recommendation of the Fire Chief" and City Engineer be approved.
Motion carried.
Resolution No. 1639 - A Resolution of the City Councll
of the City of Vernon accepting one 1952 model Cheverolet four-door
deluxe sedan in accordance with Specifications No. 169, was read.

Resolution No. 1639 be approved and adopted. Motion carried.

recommending approval of employment of Mr. Floyd J. Leroy as Pumping
Plant Operator, Grade 2 in Water Department e~~ective January 1, 1953
at rate o~ $340.00 per month, was read.
It was moved by Trowbridge, seconded by Mailliard that
the recommendation of the City Engineer be approved and concurred in.
Motion carried.
Communication and report of W.B. HOllingworth, City
Engineer, on application o~ Los Angeles By-Products Company for a
permit to operate a solid ~i11 dump at 2676 E. 26th Street, and rec-
ommending that a permit and license be granted subject to certain
conditions, was read.
, It was moved by Poxon, seconded by Trowbridge that the
recommendation of the City Engineer be approved and a permit be granted
to the Los Angeles By-Products Company on conditions speci~ied by the
City Engineer. Motion carried.

Application 17661 - Sam Hof~man to connect additional plumbing facilities
to sewer at 3501 E. Vernon Avenue.
Application 17662 -Angelus Steel Treating Company to replace existing
sewer with new 6 inch V.C. sewer lateral at 2229
East 38th Street.
Application 17663 - Badger Water Meter Company to connect additional
plumbing facilities to sewer at 2940 Leonis Boulevard.
Auplication 17664 -Johns-Manville Corporation to make sewer connection
at 3275 E. Slauson Avenue.
It was moved by Trowbridge, seconded by Mailliard
that excavation applications numbered 17657 to 17664 inclusive be filed
and permits granted. Motion carried.

Resolution No. 1640 - A Resolution of the City Council
of the City of Vernon abolishing the office of Fire Inspector of Oil
Refineries and repealing Resolution No. 292, was read.
It was moved by poxon, seconded by Trowbridge that
Resolution No. 1640 be approved and adopted. Motion carried.

Resolution No. 1641 - A Resolution of the City Council
of the City of Vernon amending Resolution No. 1625 to award the Assist-
ant Fire Chief Seventy-five Dollars ($75.00) per month automobile
allowance, was read.
It was moved by Anderson, seconded by Poxon that Reso1-
1641 be approved and adopted. Motion carried.

It was moved by Poxon, seconded by Anderson that
Ordinance No. 652 receive and pass a second reading. Motion carried.
Ordinance No 62 - An Ordinance of the City of Vernon
amending Ordinance No. 9 by adding section 25.11 fixing license on
coin vending machines, waS read for a third and final reading.
It was moved by Anderson, seconded by Poxon that
Ordinance No. 652 receive and pass a third reading and be adopted.
Motion carried.

Report of Police Department was received.
It was moved by Anderson, seconded by Poxon that the
Report of the Police Department be received and filed. Motion carried.
Mr. Carl A. Heinze, Consulting Electrical Engineer
reported the death of Stanley W. Guthrie, Special Attorney for the
City of Vernon in matters pertaining to the City's contract 'With the
Southern California Edison Company.
It was moved by Anderson, seconded by Trowbridge that
an order be made that all legal matters in connection with the contract
between the City and the Southern California ~ison Company be referred
to C. B. Hubbard, City Attorney and Carl A. Heinze, Consulting Electrical
Engineer until further order. Motion carried.
Ordinance No. 653 - An Ordinance of the City of Vernon
declaring its intention to close up, vacate and abandon a portion of
Downey Road in the City of Vernon, and reserving easements therein, was
read for a first reading.
It was moved by Anderson, seconded by Poxon that
Ordinance No. 653 receive and pass a first reading. Motion carried.
The City Attorney laid upon the table an application
served upon him by the Pacific Telephone and Telegraph Company before
the Public Utilities Commission for authority to increase certain rates.
It was moved by Trowbridge, seconded by Poxon that the
application of the Pacific Telephone and Telegraph Company, be filed.
