MINUTES OF A REGULAR MEETING OF THE
CITY COUNCIL OF THE CITY OF VERNON
HELD JANUARY 6, 1953 AT 2 O'CLOCK
P.M. IN THE COUNCIL CHAMBERS OF THE
CITY HALL LOCATED AT 1+305 SANTA FE

COUNCIL PRESENT: Anderson, Furlong, Mailliard, Poxon, Trowbridge
COUNCIL ABSENT : None
~e meeting was called to order by Mayor R. J. Furlong.
It was moved by Poxon seconded by Trowbridge that the
minutes of the meeting of December l~, 1952 be approved as written and
transmitted. Motion carried.
Communication from the Vernon Chamber of Commerce together
with a resolution opposing any proposal to close certain rights-of-ways
over Alameda Street, was read.
It was moved by Anderson, seconded by Poxon that the
communication and resolution from the Vernon Chamber of Commerce be
received and filed. Motion carried.
Communication from the City of Chico, California, solicit-
ing funds allocated to the City of Vernon under Chapter 1+7 Funds (194lt-)
for preparing plans for specific projects or requiring sites and right.-
of-ways for public works, was read.
It was moved by Anderson, seconded by Trowbridge that the
City Attorney and the City Engineer report on how the City of Vernon
can best use the funds allocated under the Chapter 1+7 Funds(1944).
Motioh carried.
Report of Carl A. Henize, Consulting Engineer, on operation
of electrical system by the Southern California Edison Company for the
month of October, 1952, was read.
It was moved by Anderson, seconded by Poxon that the report
of Carl A. Heinze, Consulting Engineer, be received and filed. Motion
carried.
Communication from House of Chrome requesting a permit to
conduct a business of tube bending and woodworking at 3501 E. 26th Street,
was read.
It was moved by Trowbridge, seconded by Mai11iard that the
request of the House of Chrome be approved and permit granted. Motion
carried.

Communication from Frank Denkin requesting permit to operate
an automobile laundry at 201+0 E. Vernon Avenue, was read.
It was moved by Mailliard, seconded by Trowbridge that the
request of Frank Denkin be approved subject to installation of proper
sewage facilities. Motion carried.
Communication from Excel Sheet Metal, Inc. requesting permit
to conduct a business of sheet metal fabrication and sub-assembly work at
5005 Hampton street, was read.
It was moved by Trowbridge, seconded by Mallliard that the
request of Excel Sheet Metal, Inc., be approved and permit granted.
Motion carried.

Communication rrom Sheldon Electric Company requesting
permit for the manufacturing or television picture tubes at 272~ Leonis
BOulevard, was read.
It was moved by Anderson, seconded by Trowbridge that
the request of Sheldon Electric Company be approved and permit granted.
Motion carried.
Communication rrom Max Winston reqpesting permit to
operate lunch truck within the city, was read.
It was moved by Trowbridge, seconded by Anderson that
the request of Max Winston be referred to the Police Department.
Motion carried.
Communication from Fanner Metal Products requesting curb
painting at 2053 E. 38th Street, waS read.
It was moved by Trowbridge, seconded by MailliaixI that
the request or the Fanner Metal Products Company ror curb painting be
referred to the Police Department with power to act. Motion carried.
Communication from Los Angeles Board of Education request-
ing permit to remove refuse rroJllrrpremises of Vernon School at 2360 East
Vernon Avenue, was read.
It was moved by Trowbridge, seconded by Poxon that the
request or the Los Angeles Board of Education be granted. Motion carried.
Communication from United States Spring & Bumper Company
commending the Vernon Fire Department ror their prompt and efficient
manner during rire at their plant on December 15, 1952, was read.
It was moved by Anderson, seconded by Poxon that the
communication rrom the United States Spring & Bumper Company be riled.
Motion carried.
Communication and report of F.H.Donnelly-,- Fire Chief,
recommending that a permit and license be granted the L.E. Tepfer CompiPlY'
for the manufacture and machining of aeronautical parts at l.tJ+39 Santa !'e
Avenue, was read. .to

It was moved by TrOWbridge, seconded by Mailliard that
the recomrnendation of the Fire Chief be approved and permit granted the
L. E. Tepfer Company. Motion carried.
Communica tion from F. H. Donnelly, Fire Chief, requesting
authority to send Assistant Chief Husted and Captain Newman to attend a
conference of the Southern California Fire Prevention Inspectors to be
held at Universal City on January l~, 1953 with an expense allowance of $
5.00 each. Motion carried.
Communication from F.H. Donnelly, Fire Chief, submitting
copy of minutes or conference of Southern California Fire Prevention
Inspectors held in Culver City on December 10,1952, was received.
It was moved by Trowbridge, seconded by Maill1ard that
the comnlunication together with copy of minutes of meeting held December
10, 1952, be received and filed. Motion carried.
Communication rrom W.B. HOllingworth, City Engineer,
requesting authority to employ Mr. Bafael F. Perez as semi-skilled laborer
in Street Department at rate of $12.25 per day efrective January 8, 1953,
was read.

It was moved by Anderson, seconded by Trowbridge that
the request of the City Engineer to employ Mr. Rafael F~ Perez be
approved. Motion carried.
Progress Report No. 72 submitted by Lloyd Aldrich City
Engineer, City of Los Angeles on Hyperion Activated Sludge Plan! for
period ending December 15, 19,2 was received.
It was moved by Trowbridge, seconded by Poxon that
Progress Report No. 72 on Hyperion Activated Sludge Plant be referred
to the City Engineer. Motion carried.
Report of the Police Department was received.
It was moved by Trowbridge, seconded by Mailliard that
the Report of the Police Department be received and filed. Motion
carried.
Communication from Avalon Catering Company requesting permit
to operate lunch truck within the city, was read.
It was moved by Trowbridge, seconded by Maillia:bd th4t
the request of Avalon Catering Company be referred to the Police
Department. Motion carried.
Communication from W.B. Hollingworth City Engineer, reques
ing approval for the disposal of two irrigation meters to the Hersey
Manufacturing Company at price of $107.10 each, was read.
It was moved by Trowbridge, seconded by Eailliard that
the request of the City Engineer be approved. Motion carried.
Communication and supplement report by Haskins & Sells
on various cash funds as of June 30, 19,2, was read.
It was moved by poxon, seconded by Anderson that the
supplement cash report of Haskins & Sells be ref'erred to the Finance
Committee. Motion carried.
Ord:i.nance No. 61j3- An Ordinance of the City Council of
the City of Vernon declaring its intention to close up, vacate and
abandon a portion of Downey Road and reserving easements therein, was
read for a second reading.
It was moved by Anderson, seconded by Poxon that Ordinance
No. 653 receive and pass a second reading. Motion carried.
O}:dinance No. 6lji -An Ordinance of the City Council of the
City of Vernon declaring its intention to close up, vacate and abandon
a portion of Downey Road and reserving easements therein, was read for
a third and final reading.
Itbwas moved by Trowbridge, seconded by Poxon that
Ordinance No. 6,3 receive and pass a third reading and be adopted.
