19530203 Regular City Council Meeting - Minutes ~ MINUTES OF A REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF VERNON HELD FEBRUARY 3, 195'3 AT 2 O'CLOCK P.M. IN THE COUNCIL CHAMBERS OF THE CITY HALL LOCATED AT 4305' SANTA FE AVENUE. VERNON. CALIFORNIA. COUNCIL PRESENT: Anderson, Furlong, Mailliard, Poxon, Trowbridge COUNCIL ABSENT : None The meeting was called to order by Mayor R.J. Furlong. The Clerk announced that this was the time and place for hearing of objections to proposed vacation of portion of Downey Road as recited in Ordinance of Intention No. 65'3. The Mayor asked ill there was any one present who wished to be heard or object to the proposed vacation of portion of Downey Road. No objections were heard or made, whereupon it was moved by Trowbridge, seconded by Mailliard that the City Attorney be instructed to prepare an Ordinance Ordering the Vacating of a portion of Downey Road in confor- mance with Ordinance of Intention No. 9;3. Motion carried. Communication from Randall F. Dickey, Chairman Assembly Interim Committee on Conservation, Planning and Public Works requesting copy of public works planning, was read. It was moved by Trowbridge, seconded by Mailliard that the request of Randall F. Dickey, Chairman Assembly Interim Committee on Public Works be referred to the City Engineer. Motion carried. It was moved by Anderson seconded by Poxon that the minutes of the meeting held January 20, 195'3 be approved as written and transmitted. Motion carried. y Communication from Division of Highways, State of California, regarding Fifth Institute of Transportation and Traffic Engineering Confer- ence on Street and Highway prOblems to be held in Berkeley on February 4, 5' and 6, 1953, was read. It was moved by Poxon, seconded by Trowbridge that the communication from the Division of Highways be filed. Motion carried'. Communication from Federal Ice & Cold Storage Company requesting permission to establish a government inspected poultry processing plant on their property at 4224 District Boulevard, was read. The City Attorney called attention to Section 6.1 of Ordinance No. 640 gr~ting zone variances, and outlining procedure for the filing of formal petition for variances. It was moved by Poxon1 seconded by Anderson that the request of the Federal Ice and Cold storage Company be referred to the City Clerk for answer. Motion carried. Communication from Vernon Industrial Development Association requesting favorable action in a new contract to act in the capacity of advertising and publicity agent for the City, was read. After deliberation and discussion on the matter of a new contract with the Vernon Industrial Development Association, it was moved by Poxon, seconded by Trowbridge that the City Clerk be instructed to notify the Vernon Industrial Development Association that the City was not prepared at this time to enter into a new contract to run for a period ending December 31, 1957. Motion carried. 2:t5 2/3/53 in regards to a Los Angeles for Downey Road and Communication from County of Los Angeles Road Department request of Mr. Henry P. Markham, 1284 West 38th Place, ~he installation of traffic signals at intersection of ernon Avenue, was read. It was moved by poxon, seconded by Trowbridge that the communication from the County of Los Angeles Road Department be referred to the City Clerk for answer that as soon as permanent improvements are in progress in Downey Road, that matter of traffic signals will be consid- ered. Motion carried. Franchise report of the General Petroleum Corporation on franchise ordinances Nos. 80, 299 and 532 for year ending October 31, 1952, together with check in amount of $41.09 was preasented. It was moved by Anderson, seconded by Trowbridge that franchise rep'orts on ordinances 80,299 and 532 together with check from the General ~etroleum Corporation be received and filed. Motion carried. Communication from Cudahy Packing Company requesting permit to operate a warehouse at 5050 S. Alameda Street for the storage of packaged products, waS read. It was moved by Trowbridge, seconded by Mailliard that the request of the Cudahy Packing Company be approved and permit granted. Motion carried. Communication from Pacific Cold Storage Inc., requesting permit to operate a cold storage warehouse at 2851 E. ~th Street, was read. It was moved by Anderson, seconded by Poxon th~t the request of the Pacific Cold Storage Inc., be approved and permit granted. Motion carried. Communication from Mr. Ralph Scudder requesting permit to manufacture non-ferrious metal castings of brass, bronze, aluminum and magnesium at 3156 Bandini Blvd., was read. It was moved by Trowbridge, seconded by Mailliard that the request of Mr. Ralph Scudder be approved and permit granted. Motion carried. Communication from Union Lunch Service requesting permit to operate lunch truck within the city, was read. It was moved by Anderson, seconded by Trowbridge that the request of the Union Lunch Service be referred tonthe Police Department. Motion carried. --I Communication from Vernon Lightning Blueprint Company requesting curb painting at 53rd Street and Santa Fe Avenue, was read. It was moved by Anderson, seconded by Poxon that the request of the Vernon Lightning Blurprint Company be referred to the Police Department with power to act. Motion carried. Communication from Harman Packing Company requesting curb painting at Boyle and Vernon Avenues, was read. It was moved by Poxon, seconded by Trowbridge that the request of the Harman Packing Company be referred to the Police Department with power to act. Motion carried. Communication from Bell Brand Foods requesting curb painting at Pacific Boulevard and Chambers Street, was read. It was moved by Anderson, seconded by Poxon that the request of the Bell Brand Foods be referred to the Police Department with power to act. Communication from Southern California Gas Company requesting painting of no-parking sign on north-side of 52nd Street near Alameda Street at Regulator Vault, was read. It was moved by Poxon seconded by Ma.illiard that the request of the Southern California Gas 60mpany be referred to the Police Department with power to act. Motion carried. Communication from Safeway Stores, Inc., requesting permit to haul refuse from premises of 1925 E. Vernon Avenue, waS read. It was moved by Trowbridge, seconded by Mailliard that the request of the Safeway Stores, Inc., be approved and permit granted. Motion carried. Communication from E. Giles, Chief of Police, recommend- ing that Mr. F. G. Wolford be raised from Motor Officer Class ~ to Class 3 and at a monthly rate of $350.00 efrective January 15, 1953, was read. It was moved by Poxon, seconded by Ma.illiard that the recommendation of the Police Chief be approved. Motion carried. Communication from E. Giles, Chief of Police recommend- ing that Mr. W. V. Slater be raised from Patrolman Class ~ to Class 3 and at a monthly rate of $350.00 efrective Kanuary 15, 1953, was read. Communication from E. Giles, Chief of Police, recommend- ing that Mr. L. F. Ely be raised from Motor Officer Class ~ to Class 3 and at a monthly rate of $350.00 effective February 15, 1953, was read. It was moved by Anderson, seconded by Poxon that the recommendation of the Police Chief in behalf of Officers Slater and Ely be approved. Motion carried. Communication from E. Giles, Chief of POlice, recommend- ing that Mr. A. S. Horton be raised from Patrolman Class 3 to Class 2 and at a monthly rate of $360.00 effective February 15, 1953, was read. Communication from E. Giles, Chief of Police, recommend- ing that Mr. K. W. Moore be raised from Patrolman Class 3 to Class 2 and at a monthly rate of $360.00 effective February 15, 1953, was read. It was moved by Poxon, seconded by Trowbridge that the recommendation of the Police Chief in behalf of Officers Horton and Moore be approved. Motion carried. ..J: Communication from E. Donnelly, Fire Chief, requesting approval of the sending of Assistant Chief Husted and Captain B.F. Kirk to attend meeting of Southern California Fire Prevention Inspectors at Riverside on February 11, 1953 with an expense allowance of $5.00 each, was read. It was moved by Anderson, seconded by Trowbridge that the request-of the Fire Chief be granted. Motion carried. Communication from F. H. Donnelly, Fire Chief, requesting approval of appointment of Mr. Stacy Hunt as permanent hoseman effective February 16, 1953, was read. It was moved by Poxon, seconded by Anderson that Mr. Stacy Hunt be appointed as permanent hoseman effective February 16, 1953. Motion carried. Communication from F. H. Donnelly, Fire Chief recommend- ing the payment to the City of Los Angeles Fire Department of $2,212.60 for damages to thirty-seven 50 foot 1enghts of 2t inch fire hose damaged at Pioneer-F1intkote Company fire on January 13, 1953, was read. It was moved by Poxon, seconded by Trowbridge that a warrant in the ,amount of $2,212.60 be drawn in favor of the City of Los Angeles Fire Department as payment for damaged hose. Motion carried. Communication from W.B. Hollingworth, City Engineer, recommending that copy of letter from Property Owners Division of Pasadena Realty Board to the Los Angeles County Board of Supervisors in regards to smog elimination, was read. It was moved by Poxon, seconded by Trowbridge that the communica1iion from the City Engineer and Property Owners Division of Pasadena ealty Board, be filed. Motion carried. Communication from W.B. HOllingworth, City Engineer, and American Public Works Association inviting City to become a member of the Association, was read. HOllingworth, City Engineer, together with easement executed by Los Angeles and Salt Lake Railroad Company and Union Pacific Railroad Company in regards to proposed improve- ment of Bickett Street from 54th Street to south city boundary, was read. It was moved by Trowbridge, seconded by Poxon that ease- ment submitted by Los Angeles and Salt Lake Railroad Company and Union Pacific Railroad Company, be accepted. Motion carried. Resolution No. 1646 - accepting easement across the tracks of the Los Angeles and Salt Lake Railroad Company and Union Pacific Railroad I Company at Bickett Street, was read. Hoeft, hoseman has assumed the duties formerely performed by Mr. L.C. Newman, with. a recoml'Tlendation that salary of Mr. Hoeft be increased from $357.00 to $380.00 per month, was read.
