MINUTES OF A REGULAR MEETING OF THE
CITY COUNCIL OF THE CITY OF VERNON
HELD FEBRUARY 17, 1953 AT 2 O'CLOCK

COUNCIL PRESENT: Anderson, Furlong, Mai1liard, Poxon, Trowbridge.
COUNCIL ABSENT : None
The meeting was called to order by Mayor R.J. Furlong.
The Clerk announced that this was the time and place for
the opening of bids for the installation of traffic signals pursuant to
Specifications No. 168
The Clerk announced that the following had presented bids.
Westates Electric Construction Co.
Fischback and Moore
Electric and Machinery Service, Inc.
It was moved by Anderson, seconded by Poxon that the Clerk
be instructed to open and read the bids submitted. Motion carried.
It was moved by Anderson, seconded by Trowbridge that the
bids submitted for the installation of traffic signals pursuant to
Specifications No. 168 be referred to the City Engineer for checking
and report. Motion carried.
It was moved by Poxon, sedonded by Trowbridge that the
minutes of February 3, 1953 be approved as written and transmitted.
Motion carried.
Communication from Office of Civil Defense, State of
California, in regards to appointing local purchasing agents in each
city ~d county as State Purchasing Agents to function on behalf of
the State in a state of extreme emergency, was read.
It was moved by Poxon, seconded by Mailliard that the
communicationnfrom the Office of Civil Defense, State of Californ:ia. be
referred to the City Engineer. Motion carried.
Communication from Vernon Chamber of Commerce together
with resolution requesting city to amend business license ordinance to
provide for reciprocity between cities, was read.
It was moved by Anderson, seconded by Poxon that the
communication from the Vernon Chamber of Commerce be laid over. Motion
carried.
An unsigned letter addressed to the Mayor in regards to
safety zones at street car intersections and traffic signals at Leonis
and Downey Road, was read.
It was moved by Anderson, seconded by Poxon that the City
Attorney be instructed to draw a safety zone ordinance. Motion carried.
Communications from Lane Wells Company and Air Reduction
Pacific Company requesting city to waive engineering and service fees
in connection with private improvement of Bickett Street, was read.
It was moved by Anderson, seconded by Poxon that the
request of Lane Wells Company and Air Reduction Pacific Company be referred
to the City Engineer for report. Motion carried.

Communication from Bernadine Broadwater requesting
permit to operate C.M.D. Cafeteria at 4813 Loma Vista Avenue, was read.
It was moved by Trowbridge, seconded by Anderson that
the request of Bernadine Broadvmter be approved and permit granted.
Motion carried.
Communication from Louise Hauter requesting curb painting
at 5112 S. Boyle Avenue, was read.
It was moved by Anderson, seconded by Trowbridge that
the request of Louise Hauter be referred to the Police Department with
power to act. Motion carried.
Corr~unication from Los Angeles Paper Bag Company re~uesting
curb painting at 3055 E. 44th Street, was read.
It was moved by Trowbridge, seconded by Poxon th..t the
request of the Los Angeles Bag Company be referred to the Police Department
with power to act. Motion carried.
Communication from Mission Dry Corporation requesting
permit to haul refuse from premises of 5001 S. Soto Street, was read.
It was moved by Anderson, seconded by Poxon that the
request of the Mission Dry Corporation be granted. Motion carried.
Communication from Johns Cafeteria requesting permit to
haul refuse from premises of 3941 S. Soto Street, was read.
It was moved by Anderson, seconded by Poxon that the
request of Johns Cafeteria be granted. Motion carried.
Communication from F.H. Donnelly, Fire Chief, requesting
approval of permanent appointment of Mr. Robert J. Tucker as hoseman,
effective February 2lt., 1953, was read.
It was moved by Poxon, seconded by Trowbridge that the
request of the Fire Chief be approved. Motion carried.
Commw1ication from F.E. Donnelly, Fire Chief, submitting
vacation list of fire department employees for year 1953, was read.
It was moved by Anderson, seconded by Poxon that vacation
list of Fire Dep~rtment employees be approved. Motion carried.
Communication from the University of California, Berkeley,
California, advising of the transmittal of a copy of "Analysis of Refuse
Collection and Sanitary Landfill Disposal", was read.
It was moved by Poxon, seconded by Trowbridge that the
communication from the University of California be referred to the City
Engineer. Motion carried.

Progress Report No. 73 submitted by Lloyd Aldrich, City
Engineer, City of Los Angeles on Hyperion Activated Sludge Plant for period
ending January 15, ~953, was received.
It was moved by Trowbridge, seconded by Mailliard that
Report No. 73 submitted by the City Engineer of the City of Los Angeles be
referred to the Vernon City Engineer. Motion carried.

Communication from John B. Moore, Administrative
Assistant, in regards to delinquent business licenses, was read.
It was moved by Anderson, seconded by Poxon that the
communication from the Administrative Assistant be referred tonthe City
Attorney for proper action. Motion carried.
Cow~unication from Mr. Carl A. Heinze, Consulting
Engineer, on opeDation of electrical system by the Southern California
Edison Company for period ending December 31, 1952, was read.
It was moved by Anderson, seconded by Trowbridge that
the communication and report of the Consulting Engineer be received and
filed. Motion carried.
Franchise Report of the Los Angeles Transit Lines on
franchise ordinances numbers 91, 521, 576 and 608 for period ending
December 31, 1952, togehher with check in amount of $~,14lt-.62, was read.
It was moved by Anderson, seconded by Poxon that
the franchise report of the Los Angeles Transit Lines for period ending
December 31, 1952, be received and filed. Motion carried.
Communication from F.R. Donnelly, Fire Chief, recommend-
ing pa~ent of invoice to American LaFrance Foamite Corporation in amount
of $1,462.60 for 1~2 fifty pound cans (7100#) of foam powder used at fire
of Pioneer-Flintkote Company by Los Angeles Fire Department, waS read.
It was moved by Anderson, seconded by Poxon that upon
filing of proper demand and approval of the City Engineer, the invoice
of American LaFrance Foamite Corporation in amount of $1,462.60 be paiq.
Motion carried.
Cow~unication from W.B. HOllingworth, City Engineer,
recommending that Ordinance No. 586 naming Segille Street be amended to
change name to Seville Avenue, was read.
Ordinance No. 6
amending section 5 of Ordinance No.
- an Ordinance of the City of Vernon
6 was read for a first reading.
It was moved by Poxon, seconded by Anderson that
Ordinance No. 655 receive and pa~s a first reading. Motion carried.
Communication from W. B. HOllingworth, City Engineer,
recow~ending that Mr. David D. Grayson be raised from Junior Draftsman to
Senior Draftsman at a monthly rate of $450.00 was read.
It was moved by Mailliard, seconded by Trowbridge that
the request of the City Engineer be approved. Motion carried.
Communication from W.B. HOllingworth, City Engineer,
requesting authority to employ Iv~. Vern F. Kyckelhahn as pump operator,
Grade 2 at monthly rate of $3~0.00 per month effective March 1, 1953,
was read.
It was moved by Anderson, seconded by Poxon that the
request of the City Engineer be approved. Motion carried.
Communication from Globe-Union Inc., requesting curb
painting at 5015 District Blvd., was read.
It was moved by Poxon, seconded by Anderson that the
Clerk notify the Globe-Union Inc., that District Boulevard is a private
street and the City cannot enforce parking restrictions thereon. Motion
carried.

Communication from Union Lunch Service requesting
permit to operate additional lunch truck within the city, was read.
It was moved by Anderson, seconded by Trowbridge that
the request of the Union Lunch Service be referred to the Police Department.
Motion carried.
Report of the Police Department was received.
It was moved by Poxon, seconded by Mailliard that the
Report of the Police Department be filed. Motion carried.
Communication from Damien M. O'Brien requesting permit
to conduct a manufacturers wholesale furniture representative business at
~31~ Exchange Avenue, was read.
It was moved by Poxon, seconded by Trowbridge that
the request of Damien M. O'Brien be referred to the Fire Department.
Motion carried.
Communication from W.B. HOllingworth, City Engineer,
requesting authority to employ Mr. Bernardo V. Almeraz as semi-skilled
laborer in Street Department at rate of $12.25 per day, effective
February 18, 1953, was read.
It was moved by Poxon, seconded by Mailliard that
the request of the City Engineer be approved. Motion carried.
Resolution No. 1650 ~ a Resolution of the City
Council of the City of Vernon finding a portion of Downey Road in the
City of Vernon unnecessary for the present prospective public street
purposes and ordering its vacation and abandonment and reserving easements
therein, was read.

No. 1650 be approved and adopted. Motion carries.

Resolution No. 1651 -_a Resolution of the City Council
of the City of V.~rnon employing Guthrie, Darling and Shattuck as Special
Counsel in the matter of an application number 33952 filed by the Southern
California Edison Company before the Public utilities Commission of the
State of California, was read.
It was moved by Poxon, seconded by Anderson that
No. 1651 be approved and adopted. Motion carried.

Resolution No. 1652 - a Resolution of the City Council
of the City of Vernon authorizing the execution of a petition in interventio
on behalf of the City of Vernon to application of Southern California
Edison Company No. 33952 for an increase in rates for electric service in
the City of Vernon, was read.
It was moved by Trowbridge, seconded by Mailliard
Resolution No. 1652 be approved and adopted. Motion carried.

It was moved by Poxon, seconded by Anderson that the
City Attorney prepare an ordinance designating certain quarters adjacent
to the Police Department as the Vernon City Jail. Motion carried.
The following excavation applications, all having the
approval of the City Engineer, were presented.
Application 17770 - Southern California Gas Comp~y to repair gas main
in E/S Downey Road, It-34 to ~6 ft. S/O 26th Street.
Application 17771 -_ Southern California Edison Company to relocate one
pole in N/S 50th Street, 610 ft. E/O Soto Street.
Approved by City Engineer.
Application 17772 - Southern California Edison Company to replace one
pole and install one pole in W/S Soto Street, 315
and 330 ft. S/O Vernon Avenue.
Application 17773 -Seagraves-Hirsch Company to construct driveway, curb
and sidewalk at 2859 E. 50th Street.
Application 17774 - Harris-Schultze & Neil to make storm drain connection
in S/S It-4th Street, 1053 ft. W/O Boyle Avenue.
Application 1777, -Zest Provision Company to construct curb and driveway
at 2704 E. 45th Street.
Application 17776 - American Can Company to make sewer connection at ~815
Santa Fe Avenue.
Application 17777 - Acme Meat Company to make sewer connection for addit-
