COUNCIL ABSENT : None
The meeting was called to order by Mayor R.J. Furlong.
It was moved by Anderson, seconded by Poxon that the
minutes of April 7, 1953, be approved as written and transmitted. Motion
carried.
Communication from City of Long Beach Bureau of Franchises
and Public Utilities in regards to proposed use of freeways for public
transportation, was read.
It was moved by Anderson, seconded by Poxon that the
communication from the City of Long Beach, be filed. Motion carried.
Communication from Vernon Industrial Development Association
advising of the discontinuance of financial support of the Vernon Civil
Defense program, was read.
It was moved by Anderson seconded by Poxon that the
communication from the Vernon Industrial bevelopment Association be filed.

Communication from C.B. HUbbard, City Attorney, on claim
filed by Tuxedo Candy Company for license refund, was read. (The City
Attorney reports that Tuxedo Candy Company not entitled to refund)
It was moved by Anderson, seconded by Poxon that the claim
of the Tuxedo Candy Company for license refund be denied. Motion carried.
Communication from Industrial Hydraulics, Inc. requesting
permit to conduct business of boring, honing and machining of hydraulic
cylinders at 31+61 E. 26th Street, was read.
It was moved by Trowbridge, seconded by Mailliard that the
request of Industrial Hydraulics, Inc. be approved and permit granted.
Motion carried.
Communication from Coronet Box Company requesting permit
to conduct business of designing and manufacturing paper boxes at 5015
Hampton Street, was read.
It was moved by Poxon, seconded by Trowbridge that the
request of Coronet Box Company be referred to the Fire Department. Motion
carried.

Communication from A. F. Holding Company requesting permit
to conduct a business of manufacturing heat tre~ting chemicals and equipment
at 3311 E. Slauson Avenue, was read. (The Fire Department recommended
approval of the request)
It was moved by Trowbridge, seconded by Mailliard that the
request of A. F. Holden Company be approved and permit granted. Motion
carried.

Communication from Benny Mauceri requesting permit
to sell women's and men's clothing and apparel from truck to employees
of' various places of business, waS read.
It was moved by Anderson, seconded by Trowbridge that
the request of Benny Mauceri be referred to the Police Department.
Motion carried.
Communication and report of F.H. Donnelly, Fire Chief,
recommending that theWes:jern Paint & Chemical Company be granted a permit
to conduct business at 3270 E. Washington Boulevard, waS read.
It was moved by Trowbridge, seconded by Mailliard that
the recommendation of the Fire Chief be accepted, and permit granted to
Western Paint & Chemical Company. Motion carried.
Communication f'rom Worthington Corporation requesting
curb painting at 5075 Santa Fe Avenue, was read.
Communication f'rom H. L. Judd Company requesting curb
painting at 3300 Leonis Boulevard, was read.
Communication f'rom Clougherty Packing Company request-
ing curb painting at Vernon Avenue and Soto Street, was read.
It was moved by Anderson, seconded by Poxon that the
communications from Worthington Corporation, H. L. Judd Company and
Clougherty Packing Company be referred to the Police Department with
power to act. Motion carried.
Communication and report of E. Giles, Chief of POlice,
on application of C & Y Equipment Company for permit to buy and sell
new and used gaSOline service station equipment at 2040 E. Vernon Avenue,
was read. (The Chief of Police recommended that a permit be denied.)
It was moved by Poxon, seconded by Trowbridge that
the request of C & Y Equipment Company be denied. Motion carried.
Communication f'rom F.H. Donnelly, Fire Chief, request-
ing approval of' purchase of one RCA 2-way mobile radio unit to be installed
in Assistant Chief Husted automobile at a cost of $625.00 installed, was
read.

It was moved by Trowbridge, seconded by Mailliard that
the request of the Fire Chief pe approved and granted. Motion carried.
Communication from Dwight Edwards Company requesting
license ref'und in amount of $178.77 for overpayment of' 1952 license tax
due to payment made on interstate shipments, waS read.
It was moved by Poxon, seconded by Trowbridge that
the communication from Dwight Edwards Company be ref'erred to the City
Attorney. Motion carried.
Communication from Jell-Well Dessert Company requesting
license refund in amount of $140.29 for overpayment on 1952 license due
to payments made on inters.ate Shipments, was read.
It was moved by Poxon, seconded by Trowbridge that
the corr~unication from the Jell-Well Dessert Company be referred to the
Ci ty Attorney. l-lotion carried.

Communication from E. Giles, Chief of Police submitting
vacation list of Police Department for year 19,3, was read.
It was moved by Anderson, seconded by Poxon that the
vacation list submitted by the Police Department be approved. Motion
carried.
Ordinance No. 656 - An ordinance of the City of Vernon
regulating and licensing private watchman service in the City of Vernon
and repealing Ordinance No. 218 of said City, was read for a second
reading.
It was moved by Anderson, seconded by Poxon that
Ordinance No. 6,6 receive and pass a second reading. Motion carried.
Ordinance No. 656 - An ordinance of the City of Vernon
regulating and licensing private watchman service in the City of Vernon
and repealing Ordinance No. 218 of said City, was read for a third and
final reading.
Itbwas moved by Anderson, seqonded by Poxon that
Ordinance No. 6,6 receive a third reading and be adopted. Motion carried.

Ordinance No. 657 -An ordinance of the City of Vernon
designating the place of and establishing a City Jail, was read for a
second reading.

Ordinance No. 6,7 receive and pass a second reading. Motion carried.

Ordinance No. 658 - An ordinance of the City of Vernon
regulating and licensing restaurants and other places where food and drink
is sold or offered for sale, and repealing Ordinance No. 406 of said City
was read for a second reading.
It was moved by poxon, seconded by Anderson that
Ordinance No. 6,8 receive and pass a second reading. Motion carried.
Ordinance No. 6,8 - An ordinance of the City of Vernon
regulating and licensing restaurants and other places where food and drink
is sold or offered for sale, and repealing Ordinance No. 406 of said City
was read for a third and final reading.
It was moved by Anderson, seconded by Poxon that
Ordinance No. 658 receive a third reading and be adopted. Motion carried.

Communication from E. Giles, Chief of Police, requesting
authority to attend California State Peace Officers convention at San Jose
on May 11th to 14th incl., ))953, together with an expense allowance
of $17,.00 was read.

It was moved by Trowbridge, seconded by Mailliard
that the request of the Chief of Police be apprrbved, and an expense
allowance of $175.00 be allowed. Motion carried.
Report of the Police Department was received.
It was moved by poxon, seconded by Anderson that the
Report of the Police Department be received and filed. Motion carried.
Communication from Fred Hurley requesting permission
to take one week vacation leave commencing May 11, 1953, was read.
It was moved by Anderson, seconded by Poxon that
the request of" Fred Hurley be approved. Motion carried.
Communication from W. B. HOllingworth, City Engineer,
requesting authority to have the Paramount Pest Control Service continue
ray control service at old City Hall located at 3715 Irving Street, was read.
It was moved by Mailliard, seconded by Trowbridge
that the request of the City Engineer be approved. Motion carried.
Communication from W.B. HOllingworth, City Engineer,
requesting authority to remove two large sycamore trees located in parkway
on south side of Slauson Avenue, 59 and 137 feet east of :I1coa Avenue,
was read.
It was moved by Mailliard, seconded by Trowbridge
that the request of the City Engineer be approved. Motion carried.
Communication from C.B. Hubbard, City Attorney,
regarding request of Ralph E. Manns Company for transfer of building filing
fee from application for construction for Union Packing Company, abandoned,
to application to Pacific Cold Storage Company, was read. The City Attorney
reports no provision in Ordinance No. 451 for refunding of filing fee.
It was moved by Anderson, seconded by Trowbridge that
the request of Ralph E. Manns Company for transfer of building filing fee
from Union Packing Company to Pacific Cold Storage Company be denied.
Hotion carried.
Communication from C. B. Hubbard, City Attorney, in
regands~to vaccination of school children at Vernon Elementary School, was
read.

communication from the City Attorney in regards to vaccination of children
at the Vernon Elementary School be filed. Motion carried.
