MINUTES OF AN ADJ OOONED REGULAR MEETING OF THE
CITY COUNCIL OF THE CITY OF VERNON HELD TUESDAY,
FEBRUARY 2~, 1953, AT 10 O'CLOCK A.M. IN THE
COUHCIL CRAEBERS OF THE CITY HALL LOCATED AT
~30? SANTA FE AVENUE" VERNON" CALIFORNIA.
COUNCIL PRESENT: Furlong, Poxon, Trowbridge
COUNCIL ABSENT : Anderson, Mailliard
The meeting was called to order by Mayor R.J. Furlong.
It was moved seconded and carried that the minutes
of the meeting of February 17, 1953, be laid over. Motion carried.
A communication from John B. Moore, Administrative
Assistant to the City Council in regards to the proposed additions
to the Fire and Water Systems and a meeting with the Executive
COIDnlittee of the Vernon Chamber of Commerce on February 11, 1953,
was read.

To the Honorable City Council:
I would like to report concerning the meeting referred to above.
The Committee approved the general principal of improving our
fire protection system and endorsed our plan to proceed with
the building of the new fire station at Fruitland Avenue and
Downey Road.
With reference to increasing above-ground water storage, the
question was raised by the Committee, that, in view of the'
probabilities that the newly formed Central Basin Municipal
Water District will provide an imported supply of water which
no doubt will be directly connected to the water system of Vernon,
why it is necessary to have water stj~ed above ground? I was
unable to answer this question since my knowledge the point has
not been raised in discussions concerning the improvement program.
It is my suggestion that the possibilities in this regard be
investigated, and in the event it should be determined that the
existence of an imported water supply would not do away with
the necessity of above-ground water storage facilities, the
conclusion and reasons therefor be reported to the Executive
Comrr.ittee. Of course, a prime factor in this coru~ection will be
the requirements of the Board of Fire Underwriters. Perhaps their
field engineers would give an opinion from the standpoint of
fire rating on this phase of the matter.
because of the question raised with regard to imported water and,
secondly, because the EEecutive Committee was withouD financial
information concerning the City's resources, the Comnlittee did
not feel free to endorse our position that a raise in the general
tax rate would be necessary. The members of the COnIDlittee mentioned
that they appreciated being consulted on the matter, but felt that
they could not take ~ intelligent position without having the
City's financial circumstances and prospects before them.
It was suggested by the members of the Committee that our letter
conv ying New Year's greetings from the City to industry had had
a fa orable rece~tion and that, in connection with mmm possible

tax raise having for its ultimate goal the reduction of fire
insurance premiltms, a letter of that type explaining the over-all
plan might be written to Vernon Industry in order to avoid
possible misunderstanding.

It was moved by Poxon, seconded by Trowbridge that
the City proceed with the fire station plans as modified. Motion
carried.
There being no further business to come before the
meeting it was moved by Trowbridge, seconded by Poxon that the meeting
adjourn. Motion carried.
