The meeting was called to order by Mayor R.J. Furlong.
It was moved by Poxon, seconded by Trowbridge that the
minutes o~ February 17th and 24th, 1953 be approved as written and
transmitted. Motion carried.
Communication from Atlas Pattern and Engineering Company
requesting permit to conduct a business o~ specialty wood work, wood
turning and patterns at 2228 E. 37th Street, was read.
It was moved by Trowbridge, seconded by Poxon that the
request of the Atlas Pattern Engineering Company be referred to the
Fire Department. Motion carried.
Communication from Rohr Aircraft Corporation requesting
permit to conduct a business of collecting materials and parts for
re-shipment to main plant in Chula Vista, California from premises
of 2856 Leonis Boulevard, was read.
It was moved by Troivbridge, seconded by Mailliard that
the request of the Rohr Aircraft Corporation be approved and permit
granted. Motion carried.
Communication from Music Systems, Inc., requesting 'permit
to install coin operated Phonograph at 4401 Downey Road, was read.
It was moved by Trowbridge, seconded by Poxon that the
request of the Music Systems, Inc., be approved and permit granted.
Motion carried.
Communication from F.R. Donnelly, Fire Chief, recommending
the issuance of permit to Damien M. O'Brien to conduct a furniture
sales business at 4314 Exchange Avenue, was read.
It was moved by Anderson, seconded by Trowbridge that the
recommendation of the Fire Chief be approved and permit granted to
Damien M. O'Brien. Motion carried.

Communication from F.R. Donnelly, Fire Chief, requesting
approval of the sending of Assistant Chief Rusted and Captain B.F. Kirk
to attend the Southern California Conference of Fire Prevention Inspectors
at South Pasadena on March 11, 1953, together with an expense allowance
of $5.00 each, was read.
It was moved by Anderson, seconded by Trowbridge that the
request of the Fire Chief be approved. Motion carried.
Communication from the American Can Company requesting
repainting of loading zone on E. 49th Street, was read.

It was moved by poxon, seconded by Trowbridge that
the request of the American Can Company for repainting of loading
zone be referred to the Police Department with power to act.
Motion carried.
Communication from Fruehauf Trailer Company requesting
painting of uNo ParkingU sign by their water pit on Fruitland Avenue,
was read.
It was moved by Poxon, seconded by Anderson that the
request of Fruehauf Trailer Company be referred to the Police Department
with power to act. Motion carried.
Communication from W.B. HOllingworth, City Engineer,
recommending that Resolution No. 1625 setting forth job classifications
and compensation in Section 3 be amended to read as follows; was read.

establishing grades and salaries for Engineer's Aid, was read.

Resolution No. 1653 be approved and adopted. Motion carried.

Communication from. John B. Moore, Administrative Assistant,
in regards to Senate Bill No. 160, giving firemen one year's full salary
in Lieu of Workman's Compensation Benifits, waS read.
It was moved by Anderson, seconded by Poxon that the
communication from the Administrative Assistant, be filed. Motion carried~
Communication from Firestone Tire & Rubber Company request-
ing permit to conduct a warehouse for the storing of rubber and rubber
chemicals at 5190 Santa Fe Avenue, was read.
It was moved by Anderson, seconded by Trowbridge that
the r~quest of the Firestone Tire and Rubber Company be referred to the
Fire Department. Motion carried.
Communication from Firestone Tire and Rubber Company
requesting curb painting on north side of 52nd Street, east of Santa Fe
Avenue, was read.
It was moved by Anderson, seconded by Poxon that the
request of the Firestone Tire and Rubber Company be referred to the
Police Department with power to act. Motion carried.
Communication from General Met~s Corporation requesting
curb painting at 5701 S. Boyle Avenue, was read.
It was moved by Anderson, seconded by Poxon that the
request of the General Metals Corporation be referred to the Police
Department with power to act. Motion carried.

Petition for Zone Variance by Best Meat Packing Company
(Ben Ginsberg) for inclusion of certain property in Tract 14256 into
the Packing House and SlaughteDing Zone, was read.
It was moved by Anderson, seconded by Poxon that the
request of the Best Meat Packing Company (Ben Ginsberg) be referred to
the City Engineer and City Attorney for a report. Motion carried:.
Communication from W.B. Hollingworth, City Engineer,
requesting authority to employ Mr. Robert E. Poudrier as Engineer's Aid,
Grade 5 at the r~te of $325.00 per month, effective March 9, 1953,
was read.
It was moved by Poxon, seconded by Mailliard that the
request of the City Engineer be approved. Motion carried.
Communication from W.B. Hollingworth, City Engineer,
recommending that Mr. Jack R. Weeks, Water Department Pumping Plant
Operator be raised to Pump Operator Grade 1 at a monthly salary of $360.00
effective April 1, 1953, was read.
It was moved by Mailliard, seconded by Trowbridge that
the request of the City Engineer be approved. Motion carried.
Communication and report of W.B. Hollingworth, City
Engineer, on bids for the installation of traffic signals under Specif-
ications No. 168 at Pacific Boulevard and Fruitland Avenue, Santa Fe
Avenue and 55th Street and Slauson Avenue and Alcoa Avenue with recomm-
endation that bid of EleGtric and Machinery Serviue, Inc., be accepted,
was read.
Resolution No. 16,4 - Awarding contract for the installat-
ion of traffic control signals in accordance with Specifications No. 168
to the Electric and Machinery Service, Inc., in the net sum of $10,552.00
was read.
It was moved by Anderson, seconded by Poxon that Resolut~
ion No. 1654 be approved and adopted. Motion carried.

Communication from W.B. Hollingworth, City Engineer,
submitting Specifications No. 170 for the construction of 8 inch sanitary
sewer in west-side of Soto Street from 46th Street to a point 674.78 ft.
northerly, was read.
Resolution No. 16" - A Resolution of the City Council of
the City of Vernon approving Specifications No. 170 and Plan No. Al-1231
for the construction of an 8 inch sanitary sewer in west side of Soto
Street, was read.

January, 1953, was read.
It was moved by Anderson, seconded by Poxon that the
report of the Consulting Engineer on operation of electric system by the
Southern California Edison Company, be filed. Motion Carried.

Communication from W.B. Hollingworth, City Engineer,
recommending that Mr. J. T. Jelfs, Engineer's Aid be given vacation leave
the first two weeks in March, 1953, and then placed on leave of absence
due to illness, was read.
It vIaS moved by Anderson, seconded by Trowbridge that
the recommendation of the City Engineer be approved. Motion carried.
Communication from \v.B. Hollingworth, City Engineer,
regarding steps be taken to widen Bandini Blvd., east of Downey Road, was
read.
It was moved by Anderson, seconded by Poxon that the
communication from the City Engineer regarding Bandini Blvd., be filed.
Notion carried.
Communication from E. Giles, Chief of Police, recommending
that J. H. Nontgomery be raised from Patrolman Class 2 to Patrolman Class 1
at a salary of $370.00 per month effective March 15, 1953, was read.
It was moved by Poxon, seconded by Mailliard that the
recommendation of the Police Chief be approved. Motion carried.
Communication from E. Giles, Chief of Police recommending
that R.R. Roth be raised from Patrolman Class 3 to Patrolman Class 2 at a
salary of $360.00 per month effective March 1, 1953, was read.
It was moved by Poxon, seconded by Mailliard that the
recommendation Of the Police Chief be approved. Notion carried.
Report of the Police Department was received.
It was moved by Anderson, seconded by Poxon that the report
of the Police Department be filed. Motion carried.
Ordinance No. 6 - An Ordinance of the City of Vernon
amending Section of Ordinance No. 586 changing the name of Seville Street
to Seville Aven11e was read for a second reading.
It was moved by Anderson, seconded by Poxon that Ordinance
No. 655 receive and pass a second reading. Notion carried.
Ordinance No. 6~ - An Ordinance of the City of Vernon
amending Ordinance No. , Section 5, changing the name of Seville Street
to Seville Avenue was read for a third and final reaoing.

receive and pass a third reading and be adopted. Motion carried.

It was moved by Anderson, seconded by Mailliard that a
permit fee of ~pl.OO and an engineering and inspection fee of $2499.00 be
levied for the private improvement in Bickett Street. Notion carried.
Communication from Southern California Edison Company together
with franchise report on Franchise Ordinance No. 503, 611 and. 504 for period
ending December 31, 1952, together with checks in amounts of ~1,239.95 on
Franchise Ordinance No. 504 and check in amount of $331.76 on Franchise
Ordinance No. 503 and 611, was read.
It vias moved by Anderson, seconded by Poxon that the
franchise reports of the Southern California Edison Company for period
ending December 31, 1952, be referred to the Consulting Electrical Engineer

Resolution No. 1656 -A Resolution of the City Council
of the City of Vernon recommending that the Central Basin Municipal
Water District be annexed to the Metropolitan Water District of Southern
California, was read.
It was moved by Poxon, seconded by Mailliard that
Resolution No. 1656 be approved and adopted. Motion carried.
