Communication from Axelson Manufacturing Company request- ing permit to haul refuse ~rom premises o~ 6160 S. Boyle Avenue, was read. It was moved by Trowbridge, seconded by Poxon that the request of Axelson Manufacturing Company be approved and permit granted. It was moved by Anderson, seconded by Trowbridge that Progress Report No. 75 on Hyperion Activated Sludge Plant be referred to the Vernon City Engineer. Motion carried. Report of Vernon Industrial Development Association ~or year ending December 31, 1952 was read. It was moved by Anderson, seconded by Trowbridge that the report of the Vernon Industrial Development Association be filed. Motion carried. Communication from F.H. Donnelly, Fire Chief, request- ing authority to appoint Mr. Raymond N. Dimmitt as Hoseman Class 3 at salary o~ $332.00 per month effective March 20, 1953, was read. Franchise report of the American District Telegraph Company on Ordinance 166 for period ending February 28, 1953, toget- her with check in amount of $2,716.58 was received. It was moved by Anderson, seconded by Poxon that franchise report of the American District Telegraph Company be received and filed. Motion carried. Franchise report of Richfield Oil Company on Ordinance No. 432 for YYJar ending December 31, 1952, together with check in amount of $244.41 was received. ' It was moved by Poxon, seconded by Anderson that franchise report of the Richfield Oil Company be received and filed. Motion carried. Franchise report of the Southern California Gas Company on Ordinance No. 607 for year ending December 31, 1952, together with check in amount of $30,924.69 was received. It was moved by Anderson, seconded by Poxon that franchise report of the Southern California Gas Company be received and filed. Motion carried. Comnlunication from C. B. HUbbard, City Attorney, advis- ing that the Public utilities Commission has granted authority to construct a grade crossing at Bickett Street as referred to in Appli- cation No. 3l.t-083, was read. It was moved by Anderson, seconded by Poxon that the comrrlunication from the City Attorney be received and filed. Motion carried. Communication and report of C.B. Hubbard, City Attorney, on request for zoning variance by Federal Ice & Cold Storage Company, was read. It was moved by Anderson, seconded by Poxon that the report of the City Attorney on request for zoning variance by the Federal Ice & Cold Storage Company be received and filed. Motion carried. Communication from John B. Moore, Administrative Assist- ant in regards to Assembly Constitutional Amendment 29, proposing one city and county government for Los Angeles County, was read. It was moved by Poxon, seconded by Trowbridge, that the city oppose constitutional amendment No. 29. Motion carried. f Communication from John B. Moore, Administrative Assistant together with copy of letter sent to the Honorable Jack B. Tenney and \lonathan J. Hollibaugh regarding legislation designed to deduct all costs on inferior courts from fines and forfeitures before distribution to cities, was read. It was moved by Anderson, seconded by Poxon that the communication from the Administrative Assistant be filed. Motion carried~ Communication from John B. It was moved by Anderson, seconded by Poxon that the communication from the Administrative Assistant be referred to the City Engineer and Mayor. Motion carried. Communication from John B. Moore, Administrative Assist- ant regarding Senate Bill 1344, legislation to bring about a uniform rate of municipal sales and use tax throughout the State and Assembly Bill 3101 known as the Metropolitan Freeway Act, was read. It was moved by Anderson, seconded by Poxon that the proposed Senate and Assembly legislation be referred to the Adiminstrat- ive Assistant for further study. Motion carried. Communication from W.B. HOllingworth, City Engineer, requesting approval to attend American Water Works Association meeting at Palm Springs on April 23rd and 24th, 1953, together with an expense allowance of $65.00 was read. Communication from Western Paint & Chemical Company requesting permit to conduct the manufacturing of water paints at 3270 E. Washington Boulevard, was read. Hawthorne requesting permit to conduct a truckingbbusiness at 2485 E. Vernon Avenue, was read. It was moved by TrOWbridge, seconded by Mailliard thtt the request of Donald G. Hawthorne be approved. Motion carried. Communication from Donald G. Hawthorne requesting curb painting at 2485 E. Vernon Avenue, was read. It was moved by Anderson, seconded by Poxon that the request of Donald G. Hawthorne be referred to the Police Department with power to act. Motion carried. 4. 256 4/7/'3 Communication and report of W.B. HOllingworth, City Engineer in regards to engineering charges for proposed private improvement in Bickett Street, was read. The City Engineer recommended that a permit fee of $1.00 and engineering and inspection charges of $11+99.00 be levied. It was moved by Mailliard, seconded by Trowbridge, that the report and recommendation of the City Engineer be approved. Motion carried. Report of Mr. C.A. Heinze, Consulting Engineer, on operation of electrical system by the Southern California Edison Company for month of February, 19'3, waS read. It was moved by Anderson seconded by Poxon that the report of the Consulting Engineer be received and filed. Motion carried. Report of the Police Department was received. It was moved by Anderson seconded by Poxon that the report of the Police Department be filed. Motion carried. COmmunication from E. Giles, Chief of Police, recommend- ing that Mr. C. A. Shepard be raised from Motor Officer, Class 3 to Motor Officer, Class 2 at monthly rate of $360.00 per month effective April 1" 19'3, was read. It was moved by Mailliard, seconded by Trowbridge that the recommendation of the Chief of Police in regards to Mr. C.A. Shepard, be approved. Motion carried. Communication from E. Giles, Chief of POlice, recommend- ing that Mr. E. W. Harper be raised from Patrolman, Class 1+ to Patrolman Class3 at monthly rate of $3,0.00 effective April 15, 19'3, was read. It was moved by Mailliard, seconded by Trowbridge that the recommendation of the Chief of Police in regards to Mr. E.W. Harper, be approved. Motion carried. Communication and report of C.B. Hubbard, City Attorney, advising that satisfactory arrangements have been made with Mr. Albert Brailsford, principal of the Vernon City Elementary School in regards to the vaccination of school children, was read. It was moved by Anderson, seconded by Poxon that the communication and report of the City Attorney be filed. Motion carried. Communication from W.B. HOllingworth, City Engineer, recommending that Albert C. Martin and Associates, Architects, be instructed to have soil bearing tests made in connection with the proposed construction of new fire station on Fruitland Avenue at an approximate cost of $700.00, was read. { It was moved by Poxon, seconded by Mailliard that the recommendation of the City Engineer be approved. Motion carried. Communication and report of C.B. Hubbard, City Attorney and C.A. Heinze, Consulting Engineer, on Partial Release and Conveyance under date of November 30, 19,2, submitted by Southern California Edison Company covering certain electrical equipment, and advising that they have checked as to form and idenity of property with a recommendation that they be received and filed, was read. It was moved by Pox on , seconded by Anderson that the recommendation of the City Attorney and Consulting Engineer be approved. Motion carried. ,. 257 4-/7153 .. The City Attorney reported on negotiations for the opening and improvement of East 4-6th Street between Boyle Avenue and Alcoa Avenue with Smart & Final Company (formerly Haas & Baruch Company) and not being able to come to an amiable agreement on the opening and improvement, it was moved by Anderson, seconded by Mailliard and carried, that condemnation proceedings be considered, and that Mr. Edward R. Young be employed as Special Counsel for the preparation of condemnation proceedings to acquire the necessary land for street purposes and institute improvement proceedings under the 1911 Street Improvement Act. Ordinan~e No. 656 - An ordinance of the City of Vernon regulating and licensing private watchman service in the City of Vernon and repealing Ordinance No. 218, was read for a first reading. It was moved by Poxon, seconded by Trowbridge that Ordinance No. 656 receive and pass a fir st reading. Motion carried. Ordinance No. 657 -An ordinance of the City of Vernon deSignating the place of and establishing a city jail, Was read for a first reading. Ordinance No. 658 -An ordinance of the City of Vernon regulating and licensing restaurants and other places Where food and drink is sold or offered for sale, and repealing Ordinance No. 4-06, was read for a first reading.
