The meeting was called to order by Mayor R. J. Furlong.
It was moved by Poxon, seconded by Anderson that the .
minutes of April 21, 1953, be approved as written and submitted. Motion
carried.
Communication from Wedgewood Gas Ranges requesting permit
to operate a warehouse and distribution business at 2761 Fruitland Avenue,
was read.
It was moved by Anderson, seconded by Trowbridge that the
request of Wedgewood Gas Ranges be approved and permit granted. Motion
carried.
Communication from Chemical-Additives Company requesting y
a permit to conduct a manufacturer's representative business at 3155 Leonis \
Boulevard, was read.
Communication from Detrex Corporation requesting permit to
conduct a business of stocking degreasing machines, alkali cleaning compounds
and trichlorethylene degreasing solvent in 55 gallon steel drums at 3029
Fruitland Avenue, was read. The Fire Department recommended approval of
the request with a provision that before operattng a petroleum base emulsion
process which is contemplated in the future tha~ they receive Fire Department
approval. .
It was moved by Anderson, seconded by Poxon that the request
of Dextrex Corporation be approved subject to the recommendation of the
Fire Department.. Motion carried.
Communication and report of F.H. Donnelly, Fire Chief, recomm-
ending that the Coronet Box Company be granted a permit to manufacture
paper boxes at 5015 Hampton Street, was read.
It was moved by Trowbridge, seconded by Poxon that the recomm-
endation of the Fire Chief be approved and permit granted to the Coronet
Box Company. Motion carried.
Communication from Frank G. Bonelll, Mayor of Huntington Park,
inviting Mayors and City Council members of Southeast Cities to attend a
Water Meeting in Huntington Park City Council Chambers on May 13th at 7 P.M.
was read.
It was moved by Anderson, seconded by Poxon that the communica-
tion trom Mayor Bonelli of Huntington Park be received and filed. Motion
carried.

Communication from Haskins & Sells requesting approval to
start preliminary work on examination of accounts for fiscal year 1952-53,
was read.
It was moved by Anderson, seconded by Trowbridge that approval
be given Haskins & Sells to start their examination of city records at their
earliest convenience. Motion carried.

Report submitted by Lloyd Aldrich, City Engineer, City
of Los Angeles on Hyperion Activ~ted Sludge Plant for period ending
April 1, 1953, was received.
It was moved by Trowbridge, seconded by Mailliard that
the report submitted by the City Engineer of the City of Los Angeles be
referred to the Vernon City Engineer. Mobion carried.
Communication from Keenan Pipe & Supply Company requesting
curb painting at 2112 E. 27th Street, was read.
Communication from Santa Fe Sales Corp. requesting that
northerly side of 51st Street from Santa Fe Avenue, 400 feet westerly be
made a one hour parking zone, was read.
It was moved by Trowbridge, seconded by Mailliard that
the comnlunications from Keenan Pipe & Supply Company and Santa Fe Sales Corp_,
be referred to the Police Department with power to act. Motion carried.
Communication from F.H. Donnelly, Fire Chief, requesting
approval of the sending of Assistant Chief Husted and Captain B. Kirk to
attend conference of Fire Prevention Inspectors at Bakersfield on May 15th
with an expense allowance of $5.00 each, was read.
It was moved by Poxon, seconded by Anderson that the
request of the Fire Chief be approved. 1"lotion carried.
Communication from C. B. Hubbard, City Attorney, together
with letter of V~. Albert Brailsford, Principal of Vernon City School thanking
City for taking care of the immunization of the children at the Vernon City
School, was read.
It was moved by Anderson, seconded by Poxon that the comm-
unication from the City Attorney and Principal of the Vernon City School be
received and filed. Motion carried.
Communication from John B. Moore, Administrative Assistant,
in regards to ~~. Frank A. Ziemer, Assistant Director of Civil Defense, was
read.
It was moved by Anderson, seconded by Trowbridge that
the communication from the Administrative Assistant be received for study.
Motion carried.

Communication from John B. Moore, Administrative Assistant,
in regards to proposed City Charter, was read.
Councilman Trowbridge asked Administrative Assistant,
John B. Moore for his recommendation as to the action that the City should
take at this time in the Charter matter. }~. Moore stated that it was pre-
mature for the Council to take any action at this time on the drafting of
a Charter, as at the present time the City had not the right to the Charter
form of Government, and suggested that the City Attorney be asked for an
opinion on the right of the City at this time to expend the money for the
drafting of a Charter. Mayor Furlong asked the City Attorney for his opinion
on the matter of expending City funds for this purpose, and }~. Hubbard in-
formed the City Council that he did not believe the City at this time could
appropriate money for the drafting of a Charter.
It was moved by Trowbridge, seconded by Poxon that there
being no enabling act or Constitutional amendment adopted by the State of
California giving the City of Vernon at this time the right to a Charter
form of Government, and the matter being of a premature nature, that the
City Council take no action to adopt a City Charter. Motion carried.

Communication from John B. Moore, Administrative Assist-
ant in regards to the blocking of traffic on City Streets, was read.
It was moved by Trowbridge, seconded by Mailliard that .
the matter be referred to the Chief of Police and the Administrative Assist-
ant for further conclusions and recommendations. Motion carried.
Communication. from John B. ~Hoore, Administrative Assist-
ant in regards to 1953-54 Budget estimates.
It was moved by Trowbridge, seconded by Mailliard that
the various department heads have their budget requests and estimates pre-
pared by June 1, 1953. Motion carried.
Communication from John B. Moore, Administrative Assist-
ant, in regards to Fire Department personnel who have had a service-connected
disability while a member of the department.
It was moved by Poxon, seconded by Trowbridge that Fire
Department perso~~el who have suffered a service-connected disability be
subject to a physical examination to determine work and job classifications.
Motion carried.
Communication from West Coast Food Service, Inc., requestir
permit to operate restaurant and catering service at 2700 Fruitland Avenue,
was read.
It was moved by Anderson, seconded by Poxon that the
request of the West Coast Food Service, Inc., be referred to the Police
Department. Motion carried.
Communication from C. B. Hubbard, City Attorney, together
with a notice from the Vernon City Elementary School regarding a program to .
be held at the school on Friday, May 8, 1953, was read.
It was moved by Anderson, seconded by Poxon that the
communication from the City Attorney and notice from Vernon City Elementary
School be received and filed. Motion carried.
Comrnunication from Ceco Steel Products Company regarding
the operation of metal scrap yard by Baker Metal Products Company at 2701
S. Soto Street, was read.
It was moved by Anderson, seconded by Poxon that the
communication from the Ceco Steel Products Company be referred to the
Police Department. Motion carried.
Communication and report of C.B. Hubbard, City Attorney,
on request of Jell Well Dessert Company for refund on city license, was read.
The City Attorney advised that the request should be denied.
It was moved by trowbridge, seconded by Poxon that the
request of the Jell Well Dessert Company for license refund be denied.

on the request of Dwight Edwards Company for a license refund, was read.
The City Attorney advised that the request should be denied.
It was moved by Trowbridge, seconded by Poxon that the

Report of' the Police Department was received.
It was moved by Anderson, seconded by Trowbridge that the
Report of the Police Department be received and filed. Motion carried'.

Communication from Best Meat Packing Company requesting
permission to file an amended petition for zone variance, was read.
It was moved by Anderson, seconded by Poxon that the
request of the Best Meat Packing Company be granted. Motion carried.
Communication and report of Robert H. King, Sanitation
Engineer, in regards to 25th Annual Convention of California Sewage and
Industrial Wastes Association held at Santa Barbara on April 22 to 25, 1953,
was read.
It was moved by Anderson, seconded by Poxon that the report
of Robert H. King, Sanitation Engineer be filed. Notion carried.
Comrrronication and request of G.A.Anderson, City Clerk, for
partial vacation leave starting May 17th was read.
It was moved by Trowbridge, seconded by Mailliard that the
request of the City Clerk be ppproved. Motion carried.
Communication and report of W.B. Hollingworth, City Engineer,
on request of Frank Tesky, et al for vacation of portion of Lot 3, Huntington
Park Extension No.1, was read. The City Engineer recommended that the map
and descriptions be referred to the City Attorney for the preparation of the
necessary papers.
It was moved by Anderson, seconded by Trowbridge that the
recommendation of the City Engineer be approved and the matter be referred
to the City Attorney. Motion carried.
Report of Carl A. Heinze, Consulting Engineer, on operation
of the electrical system by the Southern California Edison Company for the
month of March, 1953~ was read.
It was moved by Trowbridge, seconded by Mailliard that
the report of the Consulting Engineer be received and filed. Motion carried.
Ordinance No. 6,9 - An Ordinance of the City of Vernon
fixing the three most public places in the City of Vernon for the posting
of official notices and repealing all ordinances in conflict herewith, was
read for a first reading.
It was moved by Anderson, seconded by Poxon that Ordinance
receive and pass a first reading. Motio~ carried.
