COUNCIL PRESENT: Furlong, Mailliard, Poxon, Trowbridge
COUNCIL ABSENT: Anderson
The meeting was called to order by Mayor R. J. Furlong.
Resolution No. 1658 - A Resolution of the City Council of the
City of Vernon in appreciation of thirty years of faithful service by
Ernest Giles, Chief of Police of the City of Vernon.
THE CITY COUNCIL OF THE CITY OF VERNON RESOLVES AS FOLLOWS:
THAT ~~EREAS, Ernest Giles has served the City of Vernon
continuously for the period of thirty years last past as its Chief
of Police; and
WHEREAS, said service has been capably and unselfishly
given to the City Government and residents of said City, without
thought of personal gain, but always in the best interests of the
City and the inhabitants thereof; and
WHEREAS, the City Council of the City of Vernon desires to
place upon its official records a resolution of appreciation for
the fine and faithful service rendered the City by Ernest Giles,
Chief of Police of the City of Vernon;
NOW, THEREFORE, the City Council of the City of Vernon does
cause this resolution to be spread upon its minutes and directs
that a copy thereof be delivered to Ernest Giles, Chief of Police
of the City of Vernon:
The City Clerk of the City of Vernon is hereby directed to
certify to the passage of this Resolution and thereupon and
thereafter the same shall be in full force and effect.
It was moved by Trowbridge, seconded by Poxon, that Resolution
No. 1658 be approved and adopted. Motion carrIed.

It was moved by Poxon, seconded by Trowbridge, that the minutes
of the meeting of May 5, 1953, be approved as corrected. Motion carried.
Communication from Coast Hardwood Company requesting a permit to
operate a wholesale hardwood lumber business at 4550 Maywood Avenue, was
read.
It was moved by Trowbridge, seconded by lVlail1iard, that the
request of Coast Hardwood Company be approved and permit granted.
Motion carried.
Communication from Steve's Lowbed Trucking requesting a permit to
operate a trucking business at 2090 East 25th Street, was read.
It was moved by Poxon, seconded by Trowbridge, that the request of
Steve's Lowbed ~~cking be approved and permit granted. Motion carried.

Communication from Barksdale Manufacturing Company requesting a permit
to operate a manufacturing and sales business at 5125 Alcoa Avenue, was read.
It was moved by Trowbridge, seconded by Poxon, that the request of
Barksdale Manufacturing Company be approved and permit granted. Motion
carried.
Communication from Pacific Fleet Systems requesting a permit to
conduct the business of leasing motor vehicles and selling used motor
vehicles at 3003 Leonis Boulevard, was read.
It was moved by Poxon, seconded by Trowbridge, that the request of
Pacific Fleet Systems be referred to the Police Department. Motion carried.
Communication from Percival Steel & Supply Company requesting permit
to haul rubbish from premises at 4600 Santa Fe Avenue, was read.
It was moved by Trowbridge, seconded by Poxon, that the request of
Percival Steel & Supply Company be granted. Motion carried.
Communication from Meyer & Welch, Inc., with reference to chest
Xrays for their employees, was read.
It was moved by Poxon, seconded by Mai1liard, that communication of
Meyer & Welch, Inc. be referred to the City Clerk with instructions to
advise Meyer & Welch, Inc. that the City of Vernon has no facilities for
such service, and recommending that employees obtain same from clinics in
the neighborhoods in which they reside. Motion carried.
Communication from W. B. Hollingworth, City Engineer, requesting use
of the Council Chamber by the American Society of Civil Engineers on May 27,
1953, was read.
It was moved by Trowbridge, seconded by Poxon, that the request of
the City Engineer be granted. Motion carried.
Communication from California Cotton Oil Corporation, commending the
Vernon Fire Department for its prompt response to water flow alarm at their
plant, was read.
It was moved by Trowbridge, seconded by Mail1iard, that communication
of California Cotton Oil Corporation be filed, and a copy thereof posted on
the bulletin board at each fire station. Motion carried.
Communication from Roscoe Moss Company requesting extension of 120
days for completion of drilling two wells, was read.
It was moved by Poxon, seconded by Trowbridge, that the request of
Roscoe Moss Company be referred to the City Engineer. Motion carried.
Communication from Pacific Telephone & Telegraph Company, submitting franchise
statement for the period ended April 22, 1953, was read.
It was moved by Poxon, seconded by Trowbridge, that communication of
Pacific Telephone & Telegraph Company be filed. Motion carried.
Communication from John B. Moore, Administrative Assistant, with
reference to Assembly Bill No. 817, was read.
It was moved by Poxon, seconded by Mail1iard, that communication of
the Administrative Assistant be received and filed. Motion carried.

correction of minutes of meeting of May 5, 1953.
It was moved by Poxon, seconded by Trowbridge, that Paragraph 5 of
Page 1 of the minutes of meeting of May 5, 1953, be corrected to read as
follows:
"Communication from Chemical-Additives Company requesting a permit to
conduct a manufacturer's representative business at 3155 Leonis Boulevard, was
read.
It was moved by Anderson, seconded by Poxon, that the request of
Chemical-Addi tives Company be referred to the Fire Department. Motion carriedll.
Communication from John B. Moore, Administrative Assistant, with
reference to Assembly Bill No. 3101, was read.
It was moved by Poxon, seconded by Trowbridge, that the communication
of the Administrative Assistant be received and filed. Motion carried.
Communication from John B. Moore, Administrative Assistant, with
reference to Senate Bill No. 1100.
It was moved by Poxon, seconded by Trowbridge, that the communication
of the Administrative Assistant be received and filed. Motion carried.
Connnunication from League of California Cities giving notice of
monthly meeting to be held at Compton, California, on May 21, 1953, was read.
It was moved by Poxon, seconded by Mailliard, that communication of
League of California Cities be referred to the Administrative Assistant.
Motion carried.
Communication from G. A. Anderson, City Clerk, recommending employment
of Frank A. Zeimer as Assistant Director of Civil Defense and Deputy City
Clerk at a salary of $3~O.OO per month, effective May 18, 1953, was read.
It was moved by Trowbridge, seconded by Mailliard, that the
recommendation of the City Clerk be approved, and that Mr. Zeimer be allowed
the sum of eight cents per mile for his automobile when used in City service.
Motion carried.
Communication from W. B. Hollingworth, City Engineer, requesting
permission to employ Richard S. Leland as Engineer's Aid, Grade 1, at $425.00
per month, effective May 18, 1953, was read.
It was moved by Mailliard, seconded by Trowbridge, that the request of
the City Engineer be approved. Motion carried.
Communication from W. B. Hollingworth, City Engineer, requesting
permission to employ Roy W. Poudrier as Chainman at ~~275. 00 per month,
effective May 11, 1953, was read.
It was moved by Poxon, seconded by Mai11iard, that the request of the
City Engineer be approved. Motion carried.
Communication from W. B. Hollin~vorth, City Engineer, requesting
permission to employ Manuel M. Gonzalez as semi-skilled laborer at $12.25 per
day, effective May 7, 1953, was read.
It was moved by Mailliard, seconded by Poxon, that the request of the
City Engineer be approved. Motion carried.
Communication from F. H. Donnelly, Fire Chief, requesting authority to
appoint Paul Grover Crane, Jr., as Hoseman Class 3 at monthly salary of $332.00
effective May 16, 1953, was read.
It was moved by Mailliard, seconded by Poxon, that the request of the
Fire Chief be approved. Motion carried.

Communication from E. Giles# Chief of Police# recommending that L. E.
Stewart be raised from Patrolman Class 4 to Patrolman Class 3 at a salary of
$350.00 per month, effective June 1, 1953# was read.
It was moved by Trowbridge, seconded by Mailliard# that the
reco~mendation of the Police Chief be approved. Motion carried.
Communication from F. H. Donnelly# Fire Chief, recommending change of
color of paint to be used in painting fire hydrants, from al~num to yellow,
was read.
It was moved by Poxon, seconded by Mailliard, that the recommendation
of the Fire Chief be approved. Motion carried.
Communication and report of F. F. ~onnelly, Fire Chief, on application
of Chemical-Additives for permit to conduct business at 3155 Leonis Boulevard,
recommending that permit be granted, was read.
It was moved by Trowbridge, seconded by Poxon, that the recommendation
of the Fire Chief be approved and permit granted to Chemical-Additives Company.
Motion carried.
Report of Police Department on operations of Baker Metal Products at
2701 South Soto Street was read.
It was moved by Poxon, seconded by Trowbridge, that the report of the
Police Department regarding Baker Metal Products be filed. Motion carried.
Communication from R. T. Dorsey, Traffic Engineer, Ci~ of Los Angeles,
recommending change of speed limit on Alameda Street, was read.
It was moved by Mailliard, seconded by Trowbridge, that communication
of R. T. Dorsey be referred to the Police Department. Motion carried.
Communication from Louis J. Kroeger and Associates, regarding survey
in connection with preparation of budget requirements, was read.
It was moved by Trowbridge, seconded by Mailliard, that communication
of Louis J. Kroeger and Associates be received and filed. Motion carried.
Ordinanae No. 659 - An Ordinance of the ~ity of Vernon fixing the
three most public places.in the City of Vernon for the posting of official
notices and repealing all Ordinances in conflict therewith, was read for a
second reading.
It was moved by Poxon, seconded by Trowbridge, that Ordinance No. 659
receive and pass a second reading. Motion carried.
Ordinance No. 659 - An Ordinance of the City of Vernon fixing the
three most public 'piaces in the City of Vernon for the posting of official
notices and repealing all Ordinances in conflict therewith, was read for a
third and final reading.
It was moved by Poxon, seconded by Mailliard, that Ordinance No. 659
receive and pass a third reading and be adopted. Motion carried.

Report of the Police Department was presented.
It was moved by Poxon, seconded by Mailliard, that the report of the
Police Department be received and' filed. Motion carried.

Resolution No. l657 - A Resolution of the City Council of the ~ity
of Vernon recommending that Assembly Bill 8l7, as amended, do not pass,
was read.
It was moved by Poxon, seconded by Trowbridge, that Resolution No.
1657 be approved and adopted. Motion carried.
Ayes: Furlong, Mailliard, Poxon, Trowbridge

Communication from W. B. Hollingworth, City Engineer, requesting
authority to issue extra work order for drilling Well No. 12 beyond
contract depth, was read.
It was moved by Poxon, seconded by Mailliard, that the request of
the City Engineer be approved. Motion carried.
At this time John B. Moore, Administrative Assistant, stated that
he had received a request for the use of the Council Chamber on May 29,
1953, for a meeting of Technicians of Police and Fire Radio Communications,
and recommended that the City Council approve the request.
It was moved by Trowbridge, seconded by Mailliard, that the request
of the Administrative Assistant be granted. Motion carried.
The following excavation applications, all having the approval of
the City Engineer, were presented:

same. Motion carried.
