The meeting was called to order bY' Mayor R. J. furlong.
The Clerk announced that this was the time and place for hearing of objections
to proposed vacation of porti-on of Pacific Boulevard as recited in Ordin.ance of Intention
No. 660.
The Mayor asked if there was any one present who wished to be heard or object
to the proposed vacation of portion of Pacific Boulevard. No objections were heard or
made, whereupon it was moved bY' Anderson, seconded bY' Trowbridge, that Resolution No.
1667 be introduced. Motion carried.
Resolution No. 1667 - A Resolution of the CitY' Council of the City of Vernon
finding a portion of Pacific Boulevard in the City of Vernon is unnecessar;r for present
or prospective public street purposes and ordering its vacation and abandonment was read.
It was moved by Anderson, seconded by Trowbridge, that Resolution No. 1667 be
approved and adopted. Motion carried.

Comm.unication from Richfield Oil Cozporation requesting a pipe line franchise
pursuant to the "Franchise Sales Law" (Stats. 1905, Page 777) was read.
It was moved by Poxen, seconded by Anderson, that the request of Richfield Oil
Corporation be referred to the City Attorney and City Engineer. Motion carried.
Communication from The Glidden Company requesting approval to include the name
A. Wilhelm Co. with The Glidden COmpa.n;r1 s tax return and to waive the last two p~s
amounting to $46.04 still appearing on the City records was read.
It was moved by Poxon, seconded by Anderson, that the request of The Glidden
Company be refe~d to the CitY' Attorney for recommendation. Motion carried.
Communication from AJ.bert C. Martin and Associates justifying the percentage fee
for architectural services in connection with the proposed Fire Station was read.
It was moved by Poxon, seconded by Anderson, that communication from .AJl:>ert
C. Martin and Associates be received and fUed. Motion carried.
Communication from Chemplate Co. requesting a permit to operate a chemical.
plating business at 2671 E. 26th Street and communication from F. H. Donnelly, Fire
Chief, recommending that permit be granted was read.
It was moved by Anderson, seconded bY' Trowbridge, that the recommendation of
the Fire Chief be approved and permit granted to Chemplate Co. Motion carried.
Communication from Okeh Caterers requesting a vending license for a lunch
tru.ck to operate in the City was read.
It was moved by Anderson, seconded by Trowbridge, that request of Okeh Caterers
be referred to the Police Department. Motion carried.

Communication from Mueller Brass Co. req,lesting a permit to haul. refuse from
the premises at 3213 E. 44th Street over the public streets was read.
Communication from Glass Arts of California, Inc. requesting a permit to haul
refuse from the premises at 1926 E. 51st Street was read.
It was moved by Trowbridge, seconded by Mailliard, that the requests of Mueller
Brass Co. and Glass Arts of California, Inc. be approved and permits granted. Motion
carried.
Comrnun1cation from West Coast Fast Freight requesting that a stoplight be
set up at the intersection of Seville Street and Vernon Avenue; and that the curb be
painted red for a distance of at least 150 feet from the comer to eliminate cars park~ng
in that area was read.
It was moved by Anderson, seconded by' Trowbridge, that the request of West
Coast Fast Freight be referred to the Police Department. Motion carried.
Communication from B. Hayman Co., Inc. requesting curb painting at 3301 Leoms
Blvd. was read.
It was moved by Anderson, seconded by Poxen, that the request of B. Hayman Co.,
Inc. be referred to the Police Department with power to act. Motion carried.
Communication from F. H. Donnelly, Fire Chief, requesting permission to grant
Don E. Combs 14 days leave of absence for the purpose of attending "Annual Training
Duty" with the U. S. Naval Reserve was read.
It was moved by Anderson, seconded by Poxon, that the request of the Fire
Chief be granted. Motion carried.
Communication from F. H. Donnelly, Fire Chief, reporting that the trees on
Leonis Blvd. have grown into the fire alarm wires was read.
It was moved by Poxon, seconded by Anderson, that the communication from F.
H. Donnelly, Fire Chief, be referred to the City Engineer. Motion carried.
Communication from F. H. Donnelly, Fire Chief, requesting approval of the
sending of Assistant Chief Husted and Captain B. Kirk to Inglewood to attend conference
of Fire Prevention Inspectors, July 8th with an expense allowance of $5.00 each was
read.
It was moved by Anderson, seconded by Foxen, that the request of the Fire
Chief be approved. Motion carried.
Communication from F. H. Donnelly, Fire Chief, requesting authority to ap-
point LeRoy R. Nutter to a new classification of "Hoseman - Fire Alarm Assistant" at
a salary of $384. per month was read.
It was moved by Anderson, seconded by Poxen, that the req,lest of the Fire
Chief be approved. Motion carried.

that a $70 Eapense allowanc.e be permitted to department heads and members of the Council
who may choose to attend meeting of League of California Cities, Los Angeles County
Division at Avalon, August 21, 1953 was read.

Progress Report No. 82 submitted by IJ.oyd Aldrich, City Engineer, City of
~s Angeles on Hyperion Activated Sludge Plant for period ending June l, 1953 was
received.
It was moved by Anderson, seconded by TrOwbridge, that Progress Report No.
82 on Hyperion Activated Sludge Plant be referred to the City Engineer of Vemon.
Motion carried.
Comrmmication from General Petroleum. Corporation requesting pedestrian cross-
walk painting on East 37th Street between Santa Fe Avenue and Soto Street was read.
It was moved by Trowbridge, seconded by Mailliard, that the request of General
Petroleum. Corporation be referred to the Police Department with power to act. Motion
carried.
Resolution No~ 1668 - A Resolution of the City Council of the City of Vernon
authorizing the City to enter into a contract and furnish the materials for the immediate
repair of water well No.7 of the City of Vernon, and repealing the appropriation and
authorization given under Resolution No. 1590 of said City was read.
It was moved by Poxon, seconded by ]'failliard, that Resolution No. 1668 be
approved and adopted. Motion carried.

Conmmnication from Walter B. Hollingworth, City Engineer, recommending ac-
ceptance of Traffic Control Signals from Electric and Machinery Service, Inc. in ac-
cordance with Specifications No. 168 (Amount of contract $10,552.00) was read.
Resolution No. 1669 - A Resolution of the City Council of the City of Vernon
accepting the installation of Traffic Control Signals in accordance with Specifications
No. l68 and authorizing payment therefor was read.
It was moved by Ma.illiard, seconded by Trowbridge, that Resolution No. 1669
be approved and adopted. Motion carried.

Communication from Nationwide Food Service, Inc. requesting a permit to con-
duct a business of supervising in the procurement and preparation of food in connection
with the Whittaker Employees Cafeteria located on the premises at 1915 East 51st Street
was read.

Food Service, Inc. be referred to the Police Department with power to act. Motion
carried.
Decision No. 48773 before the Public Utilities Conmdssion of the state of
California modifying Decision No. 48388 in regard to thea,pplication of the City of
Vernon to construct and iDprove a certain public road or street across certain railroad
tracks in the City of Vernon (Bickett Street) was received.
It was moved by Poxon, seconded by Anderson, that Decision No. 48773 before the
Public Utilities Commission of the state of California be laid over until next meeting.
Motion carried.

Communication from E. I. du Pont de Nemours and Company requesting a permit
to conduct a business of selling chemicaJ.s and re1ated products at 29.30 E. 44th street
was read.

Communication from Southern California Edison Conpany together with check in
amount of $100,435.59 as renta1 of 1eased property for period of May .30, 1952 to May 29,

Resolution No. 1670 - A Resolution of the City Council of the City of Vernon
accepting a grant deed to a portion of Lot 3, Block 22, Huntington Park Extension No.1
was read. .

Communication from Walter B. Hollingworth, City Engineer, recommending that
deed from Santa Fe Land Improvement Co. conveying to the City of Vernon for street
purposes, a parcel of land sixty (60) feet wide extending from Boyle Avenue on the
west to Alcoa Avenue on the east, be approved and accepted and that the newly dedicated
portion be named 46th Street was read.
Resolution No. 1671 - A Resolution of the City Council of the City of Vernon
accepting a deed to a portion of Lots 11 and l2 of the 500 acre tract of the Los Angeles
Fruit Land Association, for street purposes, and naming said Street was read.
It was moved by Trowbridge, seconded by Mailliard, that Resolution No. 1671

ment and demand in the amount of $300,855.27 , presented to the City of Vernon by the
City of Los Angeles on July 3, 1953 for sewage disposal charges and use of the City of
Los Angeles Sewerage works from July 1, 1946 to Ma;r 31, 1953, inclusive. City Engineer
recommends that the demand be referred to Mr. Carson B. Hubbard" City Attorney, and
Mr. Edward. R. Young, Special Counsel, for study and report as these charges are not
in accordance with the City of Vernon - City of Los Angeles Sewage Disposal Contract
of August 10, 1938 was read.
It was moved by Anderson, seconded by Trowbridge, that the demand in the
amount of $300,855.27 presented by the City of Los Angeles on July 3, 1953 be referred
to Carson B. Hubbard, City Attorney, and Edward. R. Young, Special Counsel, for study
and report. Motion carried.
Report of Carl A. Heinze" Consulting Engineer, on operation of electrical
system by Southern Calif'ornia Edison Co. for month of May 1953 was read.
