The meeting was called to order by Mqor R. J. Furlong.
It was moved by Poxon, seconded by Anderson, that the minutes of July 7, 1953,
and July 10, 1953, be approved as written and submitted. Motion carried.
Comnmnication from Lamco Steel requesting permi. t to cond~ct a business of
warehousing steel products at 5400 Santa Fe Avenue, was read.
It was moved by Trowbridge, seconded by Poxon, that the request of Lamoo Steel
be approved and permit granted. Motion carried.
Decision No. 48773 before the Public Utilities Commission of the State of
California moditying Decision No. 48388 in regard to the application of the City of
Vernon to construct and improve a certain public road or street across certain railroad
tracks in the City of Vernon (Bickett Street) laid over from meeting of July 7" 1953~
together with communication from Public Utilities Commission, State ot Calitornia,
stating that they have reviewed the contents ot a letter from the Union Pacific Rail-
road Company dated June 18, 1953, and a letter from the City ot Vernon dated June 19,
1953, and that these two letters will be considered as satisf)d.ng the requirement
contained in Decision No .48773 in which the applicant was required to tile with the
Commission within thirty days from June 30, 1953, an agreement relative to the pro-
vision of costs in eonstrllction and maintenance ot said crossing" was read.

the Public Utilities Commission ot the State of Calitornia, together with communication
from Public Utilities Commission, State of California, dated July 10, 1953, be received
and file d. Motion carried.
Communication from F. H. Donnelly, Fire Chief, requesting permission to
advance Manuel T. Mello trom Hoseman Second Class to Roseman First Class, etfective
August 1, 1953, was read.
It was moved by Anderson, seconded by Trowbridge, that the request of the
Fire Chief be granted. Motion carried.

Communication from Carl A. Heinze, Consulting Engineer, reporting on the
findings by Mr. Fred Hurley in his examination of the records of the Vernon District
Office ot the Southern California Edison Company, Ltd. for the period of May 30, 1952
to May 29, 1953, inclusive" for the purpose of verifying the rentals reported by the
Southern California Edison Company as due the City of Vernon under the terms of
Section 4 (d) of the Lease Agreement covering the operation of the electric system of
the City of Vernon, was read.
It was moved by Anderson, seconded by Poxon, that communication and report
of the Consulting Engineer in regard to the findings by Mr. Fred Hurley in his exam-
ination of the records of the Vernon District Office of the Southern Ca.1if'ornia
Edison Company, Ltd. be received and filed. Motion carried.

Resolution No. 1674 - A Resolution of the City Council of the City of Vernon
approving Specifications No. 163 and Engineer's drav.i.ngs Nos. B4B-lllO and A3-llll for
the ilIprovement of Bickett Street between 54th Street and the south boundary of the
City of Vernon, was read.
It was moved by TrOwbridge, seconded by Mailliard, that Resolution No. 1674
be approved and adopted. Motion carried.

Communication from Carl A. Hein~, Consulting Engineer, transmitting copy

It was moved by Anderson, seconded by Poxon, that communication from Consult-
ing Engineer together with copy of a revocable license issued to the City of Vernon
by Fibreboard Products, Inc. be received and filed. Motion carried.
Communication from Carl A. Heinze, Consulting Engineer, and Carson B. Hubbard,
City Attorney, enclosing the original Partial Release dated as of Mq 31, 1953 and
the original Conveyance dated as of May 31, 1953 covering the electric generating and
distributing system leased by Southern Ca.l.ifornia Edison Co. from the City of Vernon,
was read. (Approved as to form. by the City Attorney, and approved by the Consulting
Engineer as to identity of the property to be conveyed and released.
It was moved by Trowbridge, seconded by Maj 11 j ard' that communication and
report of the Consulting Engineer and the City Attorney together with original Partial
Release and original Conveyance dated as of May 31, 1953 covering the electric gener-
ating and distributing system leased by Southern Cali.tornia Edison Co. from the City
of Vernon, be received and filed. Motion carried.
Communication from Triangle Steel & Supply Co. requesting advice on the
proper procedure in order to erect a street sign at a public thoroughfare which inter-
sects with a private property road in the City of Vernon, was read.
It was moved by Poxon, seconded by Trowbridge, that the request of Triangle
Steel & Supply Co. be referred to the City Engineer with power to act. Motion carried.
Communication from the City Council of the City of Huntington Park express-
ing its appreciation for Resolution of condolence on the passing of Councilman
Jonathan J. Hollibaugh, was read.
It was moved by Poxon, seconded by Trowbridge, that communication from the
City Council of the City of Huntington Park be received and filed. Motion carried.
Communication from Robin Packing Company requesting permit to conduct a
business of packaging and. distribution of cheese at 5212 Santa Fe Avenue, was read.
It was moved by Anderson, seconded by Poxon, that the request of Robin
Packing Company be approved and permit granted. Motion carried.

Communication from F. H. Donnelly, Fire Chief, requesting permission for Asst.
Chief Husted and self to attend the Southern California Fire Chiefs Association meeting
to be held in Santa Maria, California on July 24, 1953 with an eJq>ense allowance of
$12.50 each, was read.
It was moved by Anderson, seconded by Trowbridge, that the request of the Fire
Chief be approved. Motion carried.
Communication from The Cera-Lac Company requesting permit to conduct a business
of processing of grain products at 4214 South Produce Plaza, was read.
It was moved by Poxon, seconded by Trowbridge, that the request of The Cera-
Lac Company be approved and permit granted. Motion carried.

said Association, together with a formaJ. notice of meeting and copy of agenda, was read.

Comnnmication from E. Giles, Chief of Police, recommending that J. M. Beringhele
be raised fram Motor Officer Class 3 to Motor Officer Class 2 at a saJ.ar.y of 1369.00
per month, effective August 1, 1953, was read.
Communication from E. Giles, Chief of Police, recommending that R. C. Post
be raised from Motor Officer Class 3 to Motor Officer Class 2 at a salar.y of $369.00

to send copy of Ordinance No. 571 to Savage Transportation Co." Inc. Motion carried.
Communication from A. D. Provisor Coq>any requesting a permit to conduct a
business of distributing high pressure decorative laminates and vinyl plastic materials
at 2133 East 38th Street, was read.
It was moved by Trowbridge" seconded by Mailliard, that the request of A. D.
Provisor Company be approved and permit granted. Motion carried.
Communication from "Win. R. Whittaker Co." Ltd. requesting crosswalk painting
at 1915 East 51st Street, was read.
It was moved by Poxon, seconded by Trowbridge, that the request of Wm. R.
Whittaker Co., Ltd. be referred to the Police Department with power to act. Motion
carried.
Communication from Master Engravers requesting curb painting at 2408 E.
57th Street, was read. .
It was moved by Poxon, seconded by Anderson" that the request of Master Engravers
be referred to the Police Department with power to act. Motion carried.
Communication from Barksdale Valves requesting curb painting at 5125 Alcoa
Avenue, was read.
It was moved by Poxon, seconded by TroWbridge, that the request of Barksdale
Valves be referred to the Police Department ld th power to act. Motion carried.
Communication from Walter B. Hollingworth, City Engineer, recommending that
the ellp10yment of Mr. Richard O. Mellon as Pumping Plant Operator, Grade 3, in the
Water Department at the rate of $350.00 per month, effective July 16, 1953, be approved,
was read.
It was moved by Anderson, seconded by Poxon, that the recommendation of the
City Engineer be approved. Motion carried.
Communication from Walter B. Hollingworth, City Engineer" together with letter
dated July 20, 1953, from the CentrallJIanufacturing District, Inc. requesting the City
to advise the Los Angeles Couhty Assessor of the acceptance by the City of Vernon of
the deed from. the Santa Fe Land Improvement Coq>any for the opening of 46th St. between
Boyle Avenue & Alcoa Avenue, and that the City request the Assessor to relieve the
Santa Fe Land Improvement Co. from paying taxes on the parcel for the fiscal year 1953-
54, was read. (City Engineer recommends that the requests be complied wi tn.)
It was moved by Anderson, seconded by Mailliard, that the recommendation of
the City Engineer be approved and the request of the Central Manufacturing District, Inc.
be complied with. Motion carried.
Communication from Walter B. Hollingworth, City Engineer, together with letter,
dated June 16, 1953, from the Central Basin Water Association presenting Statement and
Demand in the aIOOunt of $1,189.46, covering City of Vernon membership dues and assess-
ment for the fiscal year 1953-54, was read. (City Engineer recommends that Demand be
approved.)
It was moved by Anderson" seconded by Poxon, that the recommendation of the
City Engineer be approved and the Demand from the Central Basin Water Association in the
amount of $1,189.46 covering City of Vernon membership dues and assessment for the
fiscal year 1953-54 be approved. Motion carried.

Communication from Walter B. Hollingworth, City Engineer, stating that the
Water Department has for disposal approximately 5 tons of scrap iron and steel, and
that he has received the following bids: Golden West Salvage Co., $16.00 per net ton;
Berg Metals Co., $20.12 per net ton, was read. (City Engineer recommends that the otfer
of Berg Metals Co. be accepted.)
It was moved by Poxon, seconded by Trowbridge, that the recommendation of the
City Engineer be approved and the offer of Berg Metals Co. of $20.12 per net ton for
scrap iron and steel be accepted. Motion carried.
Communication from Walter B. Hollingworth, City Engineer, submitting class-
ification of personnel of the Engineering, Street and Water Departments for the year
beginning July 1, 1953, vas read.
It was moved by Anderson, seconded by Poxon, that classification of personnel
of the Engineering, Street and Water Departments for the year beginning July 1, 1953,
submitted by the City Engineer be approved. Motion carried.
Communication from John B. Moore, Administrative Assistant, suggesting
adjustments of certain salaries provided for by Resolution No. 1673, was read.
It was moved by Poxon, seconded by Trowbridge, that the salaries of the Police
and Fire Chiefs be raised to 1634.00 per month and the Street Painter be raised to
$310.00 per month, effective July 1, 1953, as suggested by the Administrative Assistant.
Motion carried.
Communication was read from Carl A. Heinze, Consulting Engineer, stating that
Southern California Edison Conpany have on hand approximately 2,245 lbs. of insulated
scrap copper wire and 789 1bs. of lead covered cable, the property of the City of Vernon,
and that the following bids have been received:
