1953, be approved as written and submitted. Motion carried.
Communication from Mindel & Co. requesting permit to conduct a hide warehousing
business at 3520 E. Vernon Avenue, was read.
It was moved bY' Anderson, seconded bY' Poxon, that the request of Htndel & Co.
be approved and permit granted. Motion carried.
Communication from Citizens National Trust and Savings Bank of Los Angeles
addressed to the CitY' Treasurer advising that if the City cares to increase their time
deposit up to any part of $1,000,000.00, they shaJ.l pay the City 11% interest per
armum, was read. (Their agreement for inactive deposit of funds attached)
It was moved by Anderson, seconded bY' Pomn, that the transfer of monies to
bring the total of the Time Deposit to $1,000,000.00 at interest rate of 11% per annum
as per agreemant submitted under date of 171/53 by Citizens National Trust & Savings
Bank of Los Angeles be approved subject to approval by the City Attorney of the agreement
submitted. Motion carried.
CollllDllnication from Walter B. Hollingworth, City Engineer, recommending that
the employment of Mr. Benito G. Munoz as Semi-skilled Laborer in the Street Department
at the rate of $13.00 per day, effective JulY' 28, 1953, be approved, was read.
It was moved by Poxon, seconded by'Trowbridge, that the recommendation of the
City Engineer be approved. Motion carried.
Communication from Owens-Illinois Glass Company requesting that a white
crosswalk be painted on Fruitland Avenue approximately midway between Boto Street and
Boyle Avenue, was read.
It was moved bY' Anderson, seconded by Trowbridge, that the request of Owens-
Illinois Glass Company be referred to the Police Department with power to act. Motion
carried.
Communication from Albert Sales Conpany requesting a permit to conduct a
business of selling the products of the Albert Manufacturing Company at 2201 E. 38th
Street, was read.
It was moved by Poxon, seconded by Trowbridge, that the request of Albert
Sales Company be approved and permit granted. Motion. carried.
Communication from William J. Moran Company requesting a use and occupancy
permit on behalf of Rexford Pre-Pakt COll'pany to conduct the operation of a crate yard
and box shed on the north side of 50th Street approx:im.a.teJ.y 620 feet west of Boyle
Avenue as shown on attached plot plan, was read.
It was moved bY' Poxon, seconded by Trowbridge, that the request of William. J.
Moran Company on behalf of' Rexford Pre-Pakt Company be referred to the City Engineer
and the Fire Department for report and recommendation. Motion carried.

Progress Report No. 83 submitted by Lloyd Aldrich, City Engineer, City of
Los Angeles on Hy,perion Activated Sludge Plant for period ending July 1, 1953, was
received.
It was moved b;y Trowbridge, seconded b;y Anderson, that Progress Report No. 83
on Hy,perion Activated Sludge Plant be referred to the Vernon City Engineer. Motion carried.
Report of Carl A. Heinze, Consulting Engineer, on ope rat ion of electrical
s;ystem by Southern California Edison Company for month of June, 1953, was read.
It was moved by Poxon, seconded by Anderson, that the report of the Consulting
Engineer be received and filed. Motion carried.
Communication from Department of Finance, State of California, enclosing a
copy of the City's approved application for transfer of funds from sites allocation to
plans preparation allocation, and. a copy of State Allocation Board Resolution No. TR .302
approving tl'e transfer, was read.
It was moved by Anderson, seconded by Paxon, that comnunication from Department
of Finance, state of California, together with a copy of the City's approved application
for transfer of funds from sites allocation to plans preparation allocation, and a copy
of State Allocation Board Resolution No. TR 302 approving transfer, be received am. filed.
Motion carried.
Communica.tion from John B. Moore, A.dmin1strative Assistant, stating that the
Fire Chief suggests that the classification "Fire Alarm Assistant" set forth in Resolution
No. 1673 be enlarged to "Hoseman - Fire Alarm Assistant", was read.
It was moved by Po:xon, seconded by Trowbridge, that the classification "Fire
Alarm. Assistant" set forth in Resolution No. 1673 be enlarged to "Hoseman - Fire Alarm
Assistant". Motion carried.
Communication from Walter B. Hollingworth, City Engineer, recommending that
Mr. David D. Grq-son, Junior Civil Engineer Grade 2 in the Engineer~ Department, per
his request, be granted a leave of absence without pq-, effective August 1, 1953" while
on dutY'irl:th the United Sta.tes Health Service, was read.
It was moved by Anderson, seconded by Poxon, that the recommendation of the
City Engineer be approved. Motion carried.
Communication from Southern California Edison Company together with check in
the amount of $178,522.50 representing principal amount of bonds due October 1, 1953
($98,000.00) and semi-annual"interest due October 1, 1953 ($41,425.00) and interest due
.April 1, 1954 ($39,097.50) on Vernon Light & Power Bonds in accordance ld.th lease
agreement, was read.
It was moved by Anderson, seconded by Poxon, that communication from Southern
California Edison Company to gether 1d th check in the amount of $178,522.50 be referred
to Carl A. Heinze, Consulting Engineer for checking. Motion carried.

26th Street, was read.
It was moved by TrOwbridge, seconded by Mailliard, that the request of C. W.
Granneman be referred to the Police Department with power to act. Motion carried.
Communication from L. C. Husted, Acting Fire Chief, requesting permission
to send Capt. B. Kirk and Capt. L. Newman to Santa Monica, Califomia on August 12,
1953 to attend a meeting of the Southern Califomia Conference of Fire Prevention
Inspectors, with an expense allowance of $5.00 each, was read.
It was moved by Poxon, seconded by Mailliard, that the request of Acting Fire
Chief Husted be approved. Motion carried.
Communication from American Industrial Development Co. requesting a permit to
conduct a business of manufacturing special bolts and threaded parts at 2306 E. 38th
Street, was read.
It was moved by Trowbridge, seconded by Mailliard" that the request of American
Industrial Development Co. be approved and permit granted. Motion carried.

Communication from J. B. Seage Inc. requesting curb painting at 5600 Santa Fe
Avenue, was read.
It was moved by Poxon, seconded by Trowbridge, that the request of J. B. Seage
Inc. be referred to the Police Department with power to act. Motion oarried.
Comnnmication from Vernon Firemens' Association in regard to the retirement
breakfast for Chief Donnelly, Battalion Chief Kirk and Captain Duffy, was read.
It was mo'V'ed by Poxon, seconded by Trowbridge, that communication from Vemon
Firemens' Association be received and filed. Motion carried.
Communication from Sidney Hoffman requesting permit to operate a service
station at 5200 Santa Fe Avenue, was read.
It was moved by Anderson, seconded by Poxon, that the request of Sidney Hoffman
be approved and permit granted. ,Motion carried.
Communication from Transicold Corporation requesting official instructions
concerning their use of butane (liquified petroleum gas) and requesting permission to
continue the use of their small portable tank at 3421 E. 26th Street, was read.
It was moved by Poxon, seconded by Trowbridge, that the City Clerk be instructed
to send a communication to Transicold Corporation informing them that their request must
comply with Ordinance No. 571 and amendments regulating the use, storage and sale of
liquified petroleum gases. Motion carried.
Communication from Alf'onso C. Rodriquez requesting permit to operate a hand
wood turning business at 2228 E. 37th Street in same building with Leeper's Wood
Turning COnJpany, was read.
It was moved by Trowbridge, seconded by Mailliard, that the request of Mr.
Alfonso C. Rodriquez be approved and permit granted. Motion carried.
Communication from Walter B. HoJ.lingw>rth, City Engineer, requesting authority
for remodeling work in the City Hall Lobby and the Engineering Department, was read.
It was moved by Anderson, seconded by Poxon, that the City Engineer be authorized
to have constructed partition in City Hall Lobby to make new quarters for the Public
Library; to have constructed solid wall partition in Engineering Department to make new
private office for the City Engineer and Consulting Engineer and new public office; to
have public counter moved from dra1'ting room to new public office; to have lighting
rearranged in new public and private office; and to have new public and private offices
repainted. !10ti'on carried.
Communication from Walter B. Hollingworth, City Engineer, requesting authority
to do remodeling work in men's wash room and Police Department, was read.
It was moved by Poxon, seconded by Anderson, that the City Engineer be authorized
to have a doorway installed between the City Hall men's wash room and the Police Depart-
ment; to abandon the small wash room in the Police Department and have the wall removed
between it and the file room to make small office for the Police Lieutenants; to have
locker room and corridor of Police Departnent repainted and adequate lighting installed.
Motion carried.
Communication from Walter B. Hollingworth, City Engineer, requesting authority
to employ Buttress & McClellan to paint the City Clerk's Office, Engineering Department
Drafting Room and City Hall Men r s Wash room for a total of #744.00, was read.
It was moved by Anderson, seconded by Poxon, that the City Engineer be authorized
to employ Buttress & McClellan to paint the City Clerk's office including Vault, the
Engineering Department Drafting Room including Vault, and the City Hall Men's Wash Room
at a total amount of $7l.i4.oo. Motion carried.
Report of the Police Department was presented.
It was moved by Poxon, seconded by Trowbridge, that the report of the Police
Department be received and filed. Motion carried.

Communication from. Walt er B. Ho1.lingworth, City Engineer, recommending that
Mr. R. J. Corella, Pumping Plcnt Operator, Grade No.1, be given an allowance for the
use of his automobile in the service of the City from. August 10th to September 6th,
1953, inClusive, based upon the rate of $50.00 per month, was read.
It was moved by Anderson, seconded by Poxon, that the recommendation of the
City Eng:i.neer be approved. lfotion carried.
Resolution No. 1615 - A Resolution of the City Council of the City of Vernon
amending Resolution No. 1613 and fixing the salaries of the Chief of the Fire Department,
Chief of the Police Department, and the Street Painter, was read.
It was moved by Trowbridge, seconded by Mailliard., that Resolution No. 1615
be approved and adopted. Motion carried.

Communication from F. H. Donnelly tendering his resignation as Chief of the
Vernon Fire Department effective August 1, 1953, was read.
It was moved by Poxon, seconded by Trowbridge, that the resignation of Fire
Chief F. H. Donnelly be accepted with regret. Motion carried.
Resolution No. 1616 - A Resolution of the City Council of the City of Vernon
honoring Fra'lk H. Donnelly, upon his retirellli3nt, for his many years of service to the
City of Vernon, was read.
It was moved by Poxon, seconded by Trowbridge, that Resolution No. 1616
be approved and adopted. Motion carried.

Upon discussion and consideration of a successor to F. H. Donnelly, Fire Chief,
it was moved by Poxon, seconded by Trowbridge, that tl'B Assistant Fire Chief L. C. Busted
be appointed Fire Chief effective as of August 1, 1953. Motion carried.
Resolution No. 1611 - A Resolution of the City Council of the City of Vernon
honoring Charles E. Kirk, Sr., upon his retirement, for his many years of service to
the City of Vernon, was read.
It was moved by TrOWbridge, seconded by Mailliard, that Resolution No. 1611
be approved and adopted. Motion carried.

Resolution No. 1618 - A Resolution of the City Council of the City of Vernon

Ordinance No. 661 - An Ordinance of the City of Vernon regulating the erection
and use of structures for human habitation, was read in :full for a first reading.

Communication from John B. Koore, Administrative Assistant, in regards to
contract with Pacific Fleet Systems for the supplying of Police cars and the furnishing
of bond and liabilit1' insurance in conpliance, was read.
