It was moved by Trowbridge, seconded by Anderson, that Application No. 3441.5 before the Public Utilities Commission of the State of California be referred to the City Attorney. Motion carried. Communication from Los Angeles Steel Casting Co. requesting curb painting at 6100 South Boyle Avenue, was read. . It was moved by Anderson, seconded by Poxon, that the request .-ot Los Angeles Steel Casting Co. be referred .to the Police Department with power to act. Motion carried. Communication from Barber Associates offering the services of their :f.'irm in assisting the City in .problems of planning, zoning, parking, streets and highw81's,. was read. It was moved by. Communication from Technical Industries requesting a permit to conduct. a business. ot manufacturing and sale of electrical transformers, motors and plastic products at 2248 East 37th Street,.was read. Communication from California Highwq Commission together with resolution adopted at their meeting in Saerament.o on July 23, 1953 restating and re-defining its policy with re1.ation to procedure in the adoption of routings of freeways, was read. 3:l 8/18/$3 . Motion carr:i.e<1. Communication from General Petroleum Corporation stating that effective July 1, 19$3 they discontinued Asphalt Plant operations at their properties bounded by 28th. Street to the $Outh and 26th Street to the north, and requesting permission to abandon their foam fire protection of this operation, was read. It was moved by Anderson, seconded by Poxon, that cOBlllumcation and report of the Consulting ~ineer be received and filed. Motion carried. Communication from John B. Moore, Administrative Assistant, recommending that Fire Chief Husted be permitted to attend the amlual meeting of the Paci.tic Coast Inter Mountain Association of Fire Chiefs at Tacoma, Washington from September 7th to September 10th, inclusiTe, with an expense allowance of 12$0.00 if the Chief shou1d deter.mi.nethat it is feasible for him to be away from the City at that time, was read. It was mOved by Anderson, seconded by Poxon, that Ordinance No. 662 receive and pass a sec.ond reading. Motion carried. It was moved by Anderson, seconded by Poxon, that Ordinance No. 662 receive a third and final reading by title. Motion carried. Ordinance No. 662 - An Ordinance of the City of Vernon f:i.xing the amount of money necessary to be raised by 1;axation upon the taxable property within said City as a revenue to carry on the various departments of such Municipal Corporation for the fiscal year commencing July 1, 1953, and to pay the bonded or other indebtedness of said City of Vernon, or any portion or district thereof, was read for a third and final reading by title. It was moved by Trowbridge, seconded by Mailliard, that Ordinance No. 662 receive and pass a third reading and be adopted. Bigham be granted. Motion carried. Communication from Walter B. Hollingv>rth, City Engineer, recommending that the employment of Mr. Arthur E. Nelson, Jr. as Junior Civil Engineer, Grade 3, in the Engineering Department, at the rate of $425.00 per month, effective August 17, 1953, be approved, was read. It was moved by Poxon, seconded by Ma.illiard, that the recommendation of the City Engineer be approved. Motion carried. Communication from Walter B. Hollingworth, City Engineer, recommending that the employment of Mr. Genaro Acosta as Semi-skilled Laborer, Grade 1 in the Street Department at the rate of $13.00 per day, effective August 17, 1953, be approved, was read. It was moved by Trowbridge, seconded by Mailliard, that the recommendation of the City Engineer be approved. Motion carried. Husted, Fire Chief, expressing his thanks and appreciation to the City Council for appointing him Chief of the Vernon Fire Department, , effective August 1, 1953, was read. Hollingworth, City Engineer, requesting authority to order the installation of new distributionpane1s, conduit, conductors, circuit breakers and service switch of adequate size to provide for the lighting load in the Oi ty Hall at an appi-c>ximate cost of $1,250.00, was read. . It was moved by Anderson, seconded by Poxon, that the request of the City Engineer. be granted. Motion carried. Communication from Walter B. Hollingworth, City Engineer, recommending that Mr. Richard S. Leland, Engineering Department employee, be promoted from Junior Civil Engineer, Grade 3 at a salary of $425.00 per month to Junior Civil Engineer, Grade 2 at rate of $450.00 per month, effective September 1, 1953, was read. It was moved by Trowbridge, seconded by Mailliard, that the recoIl1Illendation of the City Engineer be approved. Motion carried. Communication from Walter B. Hollingworth, City Engineer, requesting authority to order the 1n.staJ.lation of a small switchboard to serve the Engineering Department and Street Department field office at an approximate installation cost of $120.00 and the monthly charges for the service to be approximately $25.00 .more than is now being paid for the telephone service of the Engineering and Street Departments, was read. It was moved by Trowbridge, seconded by Mailliard, that the request of the City Engineer be granted. Motion carried. Communication from Walter B. Hollingworth, City Engineer, together with letter dated Mq 7, 1953 from the Southern Pacific Compmy, regarding the unauthorized vehicle crossing over the Southern Pacific tracks at Mile Post 486.8 from the East Roadway to the West H.oadway of Alameda .Street, between 50th and 51st Streets in the City of Vernon, was read. . (At a meeting of the Los Angeles County Grade Crossing Committee it was agreed that said crossing should be kept open and made a public crossing; that existing crossing be widened to 50 feet; and that the Southern Pacific Company grant an easement to the City of Vernon for the crossing; and that the expense of inproving the crossing be divided between the Southern Pacific Company and the City of Vernon in accordance with the Public Utilities Commission's regulations for the ftAlteration of existing grade crossings to accommodate traffic". (City of Vernonls proportion of the cost estimated at $1,090.00) City Engineer recommends that the correspondence be referred to the City Attorney to negotiate an agreement with the Southern Pacific Company for granting of the easement and for the i1rprovement of the crossing.)
