COUNCIL PRESENT: Furlong, Anderson, Mat 111 ard, Poxon, Trowbridge COUNCIL ABSENT: None The meeting was called to order by Mayor R. J. Furlong pursuant to a motion of adjournment on October 20,1953. It was moved by Poxon, seconded by Trowbridge, that the minutes of October 20, 1953 be approved as written and submitted. Motion carried. Communication from GeneraJ. Electric Appliances Co. requesting a permit to conduct a business of wholesale distributor of major electrical household appliances at 2957 E. 46th Street, was read. It was moved by Anderson, seconded by Poxon, that the request of General Appliances Co. be approved and permit granted. Motion carried. Communication from High Standard Meat Company requesting a permit to build and conduct a business of processing hogs at 2959 East 5~h Street, was read. It was moved by TroWbridge, seconded by Poxon, that the request of High Standard Iv1eat Company be referred to the City Attorney, City Engineer, and Building Department for report. Motion carried. Progress Report No. 85 submitted by Lloyd Aldrich, City Engineer, City of Los Angeles, on Hyperion Activated Sludge Plant for period ending September 1, 1953, was received. It was moved by Anderson, seconded by Poxon, that Progress Report No. 85 on Hyperion Activated Sludge Plant for period ending September 1, 1953, be referred to the Vernon City Engineer. Motion carried. Communication from Ray E. Lee, Chief Clerk of the County of Los Angeles, Board of Supervisors, enclosing a certified copy of resolution adopted by the Air Pollution Control Board of the Air Pollution Control District on October 6, 1953, instructing the Director of Air Pollution Control to make available to law enforcement officials of the City of Los Angeles necessary data and information to assist said City in the smog abate- ment campaign, was read. It was moved by Anderson, seconded by Trowbridge, that communication from Rq E. Lee, Chief Clerk of the County of Los Angeles, Board of Supervisors, together with certified copy of resolution adopted by the Air Pollution Control Board of the Air Pollution Control District on October 6, 1953, be referred to the Administrative Assistant. Motion carried. Communication from l'''red S. James & Co., Insurance Counselors for Oscar Mayer & Co., requesting information in regards to the City of Vernon's building ordinance on structures which no longer meet building specifications, was read. It was moved by Trowbridge, seconded by Poxon, that the communication from Fred S. James & Co. be referred to the City Clerk for answering. Motion carried. Communication and report from L. C. Husted, Fire Chief, together with application of Asbury System for the erection of one 55,000 barrel tank for the storage of edible oil on the property at 2222 E. 38th Street, which was referred to the Fire Department by the Building Committee on October 6, 1953, was read. Fire Chief reports that in discussing the matter with Asbury System he was informed that due to change in plans, it is no longer necessary to install this tank and to cancel said application. It was moved by Anderson, seconded by Trowbridge, that communication and report from L. C. Husted, Fire Chief, together with application of Asbury System for the erection of one 55,000 b~rel tank for the storage of edible oil on the property at 2222 E. 38th Street, be received and filed. Motion carried. Communication from The Hubinger Company requesting a permit to conduct a business of sues agent for corn syrups and corn starch at 4814 Loma Vista Avenue" was read. .....'2 l 10/27/53 It was moved by Trowbridge, seconded by Poxon, that the request of The Hubinger Company be approved and permi. t granted. Motion carried. Communication and report from Walter B. Hollingworth, City Engineer, on the request of the Detinning and Products Co. for a permit to conduct their business in the City of Vernon, was read. City Engineer reports that their operations ldll present no sewage disposal problem. Communication and report from L. C. Husted, Fire Chief, recommend- ing that the Detinning and Products Co. be granted a permit to conduct a business of buying tin plate cuttings and punchings from the local can factories, and recovering the tin through an electro chemical process at 5708 Alcoa Avenue, was read. It was moved by Anderson, seconded by Trowbridge, that the recommendation of the Fire Chief be approved and permit granted to the Detinning and Products Co. Motion carried. Conmnmication from Central Basin Water Association extending an invitation to attend the next regular meeting of the Board of Directors on Thursday, November 5th, 1953, was read. It was moved by Poxon, seconded by Trowbridge, that communication from Central Basin Water Association be referred to the City Engineer and Mayor. Motion carried. Communication from W. E. Alworth, Executive Secretary, Vernon Chamber of Connnerce, transmitting a Resolution adopted by the Board of Directors of the Vernon Chamber of Commerce in connection with the salary plan and classification study for the City of Vernon, was read. It was moved by An::lerson, seconded by Poxon, that communication from W. E. Alworth, Executive Secretary, Vernon Chamber of Commerce, together tdth Resolution adopted by the Board of Directors of the Vernon Chamber of Commerce, be received and filed. Motion carried. Communication from William J. Moran Company stating that they hereby accept and agree to abide by the terms and conditions as set forth in Resolution No. 1683, of October 6, 1953, on their own behalf, ani on behalf of Safeway Stores, Inc., for whom they are acting as agent, was read. It was moved by Anderson, seconded by Poxon, that communication from William J. Moran Company, agreeing to abide by the terms and conditions as set forth in Resolution No. 1683, be received and filed. I1otion carried. The following building application, having the approval of the Building Engineer, was presented: Application 18424 - Safeway Stores, Inc. (Rexford Prepakt) to construct a steel frame building with corrugated metaJ. siding 50 I x 100 1 with outdoor storage and crating yard on premises at 50th Street west of Boyle Avenue. Approx:ima.te cost 30,000.00 It was moved by Anderson, seconded by Poxon, that building Application number 18424 be filed and permit granted. Motion carried. Communication from Special Tools and Machinery Co. requesting curb painting at 4626 Pacific Boulevard, was read. Communication from The Studebaker Corporation requesting curb painting at 3060 East 44th Street, was read. It was moved by Anderson, seconded by Poxon, that the requests of SpeciaJ. Tools and Machinery Co., and The Studebaker Corporation be referred to the Police Department with power to act. Motion carried. Report of the Police Department was presented. It was moved by Anderson, seconded by Poxon, that the report of the Police Department be received and filed. Motion carried. Communication from Regional Water Pollution Control Board No. 4 enclosing Resolution No. 53-5 waiving reporting of waste water discharges from family dwelling swimming pools, was read. - 2 - ~13' 8' __ 10/27/53 It was moved by Poxon, seconded by Trowbridge, that communication from Regional Water Pollution Control Board No.4 together with Resolution No. 53-5 be received and filed. Motion carried. Communication from Fred Rochlin, Architect, in regard to making his professional services as a registered Architect available to the City of Vernon, was read. It was moved by Trowbridge, seconded by Poxon, that communication from Fred Rochlin, Architect, be received and filed. Motion carried. Communication from Container Corporation of America requesting curb painting at 5008 So. Boyle Avenue, was read. Communication from Urban N. Patman, Inc. requesting curb painting at 2638 E. Vernon Avenue, was read. It was moved by Trowbridge, seconded by Poxon, that the requests of Container Corporation of America and Urban N. Patman, Inc. be referred to the Police Department with power to act. Motion carried. Report of Subcommittee appointed to dietermi.ne need for additional crossing protection in connection with Case 5495 before the State Public Utilities Commission, was received. It was moved by Anderson, seconded by Poxon, that the report of the Subcommittee in connection with Case 5495 before the State Public Utilities Commission, be referred to the City Engineer for report if necessary. Motion carried. Communication from L. C. Husted, Fire Chief, in regard to the California Steel Drum Conpanyt s request for a license to operate a business at 2640 E. 26th Street, which was referred,to the City Engineer and the Fire Chief for report, was read. Fire Chief reports that he has not completed his investigation and requests further time for sub- mission of report. Communication and report from Walter B. Hollingworth, City Engineer, on the proposed drum washing operation of the California Steel Drums and the possible effect of tm resulting effluent on the sanitary sewer, together with letter of California Steel Drums, dated October 8, 1953, outlining method of reconditioning of steel drums and method of disposal of industrial waste from the proposed operation, was read. City Engineer reports that if the drolll washing operation is carried on in accordance with said letter, that the industrial waste from the proposed operation will be acceptable in the sanitary sewer and no damage to the sewer should result therefrom. It was moved by Anderson, seconded by Trowbridge, that the request of the California Steel Drums be laid over. Motion carried. Communication and report from Walter B. Hollingworth, City Engineer, submitting Plans and Specifications No. 171 for the furnishing, erecting, painting, and delivery complete of five (5) weld steel water storage reservoirs of approximately one million gallons capacity each, and reconnnending that the above Plans and Specifications be approved and that Invitation for Bids be issued for the construction, was read. It was moved by Trowbridge, seconded by Poxon, that the recommendation of the City Engineer be approved and communication be filed. Motion carried. Resolution No. 1691 - A BesDlution of the City Council of the City of Vernon approving Specifications No. 171 and Plans Nos. B5-1249, B5-1250, B5-l251, B5-1252, B5-1253, B5-1254, B5-l255, and B5-l258 for the furnishing, erecting, painting, and delivery complete in place, including grading and foundations, of five (5) welded steel water storage reservoirs of approximately one million gallons capacity each, was read. It was moved by TrOwbridge, seconded by Poxon, that Resolution No. 1691 be approved and adopted. Motion carried. It was moved by Poxon, seconded by Trowbridge, that Resolution No. 1692 be approved and adopted. Motion carried. B. LEONIS. THE CITY COUNOIL OF THE OITY OF VERNON DOES RESOLVE AS FOLLOWS: WHEREAS, Almighty God, in His infinite wisdom, has called from among us John B. Leonis, a pioneer resident of the City of Vernon, its Mayor from June 17, 1941 to April 20, 1948, its City Trustee and Councilman from September 25, 1905 to April 11, 1950, and one of the original incorporators of said City; and WHEREAS, by his passing the City of Vernon has lost a valuable and conscientious servant and citizen, whose sterling worth and untiring efforts were continu- ously devoted to the betterment of this City and com- munity; NOW, THEREFORE, BE IT REMEMBERED: -5- 76 10/27/53 That each member of the City Council of the City of Vernon share wi. th the widow, family and friends of John E.
