, Tre meeting was called to order by Mayor R. J. Furlong.
Tl'e Olerk announced tht this was the time and place for the opening Qf>bids
for the furniShing, painting, and delivery complete in place, including grading and
foundations, of five (5) welded steel water storage reservoirs of approx:i.mately one
million gallons capacity each in accordance with Specifications No. l7l.
It was moved by Anderson, seconded by Poxon, that the Olerk be instructed
to open and read the bids submitted. Motion carried.
The Olerk opened and read the following bids:

It was moved by Anderson, seconded by Poxon, that the bids submitted for the
furnishing~ painting, and delivery complete in place, including grading and foundations,
of five (5) welded steel water storage reservoirs of approximately one million gallons
capacity each in accordance with Specifications No. 171 be referred to the Oity Engineer
for checking and report. Motion carried.
It was moved by Anderson, seconded by Poxon, tha.t the minutes of November 3,
1953 be approved as written and submitted. Motion carried.
Oommunication from Linde Air Products Oompany requesting a permit to haul
rubbish from premises located at 2305-2315 East 52nd Street over the public streets to
an authorized dump or incinerator outside the City of Vernon, was read.
It was moved by Trowbridge, seconded by Mailliard, that the request of the
Linde Air Products Oompany be approved and permit granted. Motion carried.
Oommunication from John B. Moore, Administrative Assistant, in regard to
establishing a curfew for persons under the age of eighteen years, together with
Ordinances from the Oity of South Gate, Oity of Huntington Park and Ordinance No. 23
of the City of Vernon relating to curfews, was read.
It was moved by Anderson, seconded by Poxon, that communication from the
Administrative Assistant be referred to the City Attorney and the Chief of Police.
Motion carried.
Oommunication from William J. Moran Company, together with legal description
of property and copy of a preliminary Report of Title covering property referred to in
Resolution No. 1683, requesting that Special Use & Occupancy Permit be prepared in
accordance with said Resolution No. 1683, was read.
It was moved by Anderson, seconded by Poxon, that communication and request
from William J. Moran Company be referred to the City Attorney. Motion carried.
Oommunication from General Petroleum Corporation submitting two License
agreements covering pipe line crossings of 37th Street between Soto Street and Santa
Fe Avenue, was read.
It was moved by Poxon, seconded by Trowbridge, that communication and
agreements from General Petroleum Oorporation be referred to the City Attorney.
Motion carried.

Communication from Marspring Corporation requesting a permit to conduct a
business of manufacturing innerspring units at 4424 E. 49th Street, was read.
It was moved by Trowbridge, seconded by Mailliard, that the request of Marspring
Corporation be approved and permit granted. Motion caITied.

CoIl1Illl1D.ication & report from Carson B. Hubbard, City Attorney,. in regard to
application of California Steel Drum Co. for a permit to conduct a business of dealing
in second hand steel drums at 2640 E. 26th Street, was read. City Attorney reports that
the location for Yilich the applicant requests a permit is not within the area specified
in Zoning Ordinance No. 541 for the conducting of a junk yard. (Zoning Ordinance No. 541
of the City of Vernon, Section 1, defines junk yards as follows: "Junk Yards: shall
be deemed to mean the business of dealing in selling or buying for resale, junk or scrap
metal or second hand material of any kind.") The City Attorney further states that there-
fore the ordinance makes it unlawful for the City Council to grant the permit to the
applicant in any other area than that described in Section 3.8 of Ordinance No. 541.
It was moved by Poxon, seconded by Trowbridge, that the request of California
Steel Drum Company for a permit to conduct their business at 2640 E. 26th Street be
denied. Motion carried.
Communication & report from L. C. Husted, ]!'ire Chief, on bids for the furnish-
ing of one Triple Combination Pumping Engine in accordance with Specifications No. 175,
was read. The following bids were received:

The ~"ire Chief recommended that the bid of the Crown Body & Coach Corp. be accepted for
the reason that the apparatus proposed to be furnished wi 11 meet City Spe cifications
without deviation.
It was moved by Anderson, seconded by Poxon, that the recommendation of the
Fire Chi.ef be approved. I>ofotion carried.
Resolution No. 1704 - A Resolution of the City Council of the City of Vernon
awarding contract to Crown Body and Coach Corporation for the furnishing and delivery
to the City of Vernon of one new triple combination pumping engine and accessories in
accordance with Specifications No. 175 of said City, was read.
It was moved by Trowbridge, seconded by Mailliard, that Resolution No. l704
be approved and adopted. Motion carried.

Communication from Aluminum Co. of America requesting curb painting at 5151
Alcoa Avenue, was read.
It was moved by Trowbridge, seconded by lVIailliard, that the request of Alumi.num

Communication from Axelson 11t'g. Co. requesting curb painting at 6000 So. Boyle
Avenue, was read.
It was moved by Anderson, seconded by I"iailliard, that the request of .Axelson

Communication and report from Walter B. Hollingworth, City Engineer, on bids
received for demolition of the former City Hall building located on City owned property
at the northwest corner of 38th Street and Irving Street in Vernon, was read. Following
bids were received:

City Engineer reconnnends that the Cleveland Wrecking Company be awarded the contract for
demolition of the building, and that the City Attorney prepare an agreerrent for the work.

It was moved by Trowbridge, seconded by Mailliard, that the recommendation of
the City Engineer be approved and that the City Attorney be instructed to prepare an
agreement awarding the contract for demolitipn of said building to Cleveland Wrecking
Company. Motion carried.
Communication from F. A. Ziemer, Assistant Dj.rector of Civil Defense, together
with communication from the State of Ca.lif'ornia and agreement in triplicate for use of
6 Ion Chamber Instruments by the Fire and Law Enforcement service monitors, was read.
It was moved by Anderson, seconded by Poxon, that communication from the
Assistant Director of Civil Defense together with agreement in triplicate for use of
Ion Chamber Instruments be referred to the City Attorney. Motion carried.
Communication from G. A. Anderson, City Clerk, stating that the six months
probationary period of the employment of Mr. Frank Ziemer as Assistant Director of
Civil Defense and Deputy City Clerk, will end on November 18, 1953, and recommending
that the salary of I.iJr. Ziemer as Assistant Director of Civil Defense be increased
$25.00 per month effective December 1, 1953, was read.
It was moved by Anderson, seconded by Poxon, that the reconnnendation of the
City Clerk be approved. Motion carried.
Communication and report of Walter B. Hollingworth, City Engineer, submitting
Plans and Specifications No. 174 for the construction of Fire Station No.2, to be
located at 3375 Fruitland Avenue in the City of Vernon, was read. City Engineer recommends
that the Plans and Specifications be approved and that Invitation for Bids be issued for
the construction.
It was moved by Poxon, seconded by Trowbridge, that the recommendation of
the City Engineer be approved. Motion carried.
Resolution No. 1705 - A Resolution of the City Council of the City of Vernon
approving Specifications No. 174 and Plan No. B14-1275 for the construction of Fire
Station No.2 with tower and appurtenances, to be located at 3375 Fruitland Avenue in
the City of Vernon, was read.
It was moved by Pomn, seconded by Trowbridge, that Resolution No. 1705 be
approved and adopted. Motion carried.

Resolution No. 1706 - A Resolution of the City Council of the City of Vernon
directing the giving of notice inviting sealed proposals or bids for the construction
of Fire Station No.2 with tower and appurtenances, at 3375 Fruitland Avenue, in the
City of Vernon, in accordance with Specifications No. 174 and Plan No. B14-l215 of
said City, was read.
It was moved by Trowbridge, seconded by Mailliard, that Resolution No. 1706
be approved and adopted. Motion carried.

Resolution No. 1107 - A Resolution of the City Council of the City of Vernon
declaring prevailing rate of per diem wages to be used for the construction of Fire
Station No.2 with tower, and appurtenances for the City of Vernon, California, in
accordance with City Engineer 1 s Specifications No. 174, was read.
It was moved by TrOwbridge, seconded by Mailliard, that Resolution No. 1101
be approved and adopted. Motion carried.

of 141+,935.17 on the General Fund be allowed and warrants drawn for same. Motion carried.
It was moved by l'1ailliard, seconded by Trowbridge, that Mr. V. R.Poxon
be authorized to codify and index the various City Resolutions and Ordinances at
a fixed ratie of $2.50 per hour. Motion carried.
Communication from State Employees' Retirement System, together with ~our
copies of a form contract .of the State Employees' Retirement System between the City
of Vernon and the Consulting Actuaries for the puzpose of engaging said Consulting
Actuaries to make a survey to determine the additional cost of improvements to the
existing retirement oontract, was presented.
It was moved by Anderson, seconded by Poxon, that the agreement be executed.
Motion carri.ed.
There being no further business to cone before the meeting" it was moved
by Anderson, seconded by Poxon, that the meeting adjourn. Motion oarried.
