The meeting was called to order by Mayor R. J. Furlong.
Communication from Walter B. Hollingworth" City Engineer" stating that City
of Vernon Specifications No. 174, prepared by Albert C. Martin and Associates" Archi-
tects" for the construction of Fire Station No. 2 at 3375 Fruitland Avenue, require
certain additions and c1a.rificat ions to satisfactorily complete the proposed con-
struction. The City Engineer recommended that Addendum No.1, dated December 9" 1953"
to Specifications No. 174 prepared by the Architect" be approved. ,
It was moved by Anderson" seconded byPoJCDn, that the recommendation of
the City Engineer be approved and communication filed. Motion carried.
Resolution No. 1711 - A Resolution of the City Council of the City of Vernon
approving Addendum No.1 dated December 9, 1953 to Specifications No. 174 of said
Cit~roviding for the construction of Fire Station No.2" with tower and appurtenances,
at 3375 Fruitland Avenue in the City of Vernon, was read.
It was moved by Trowbridge, seconded by Poxon, that Resolution No. 1711 be
approved and adopted. Motion carried.

The Clerk announced that this was the tine and place for the opening of bids
tor the construction of Fire Station No.2, with tower and appurtenances, at 3375 Fruit-
land Avenue in the City of Vernon, in accordance with Specifications No. 174 and Plan
No. B14-1275 of said City.
It was moved by POXon, seconded by Anderson, that the Clerk be instructed
to open and read the bids submitted. Motion carried.

It was moved by Anderson, seconded by Trowbridge, that the bids submitted
for the construction of Fire Station No.2, with tower and appurtenances, at 3375
Fruitland Avenue in the City of Vernon, in accordance with Specifications No. 174
and Plan No. B14-1275 of said City, be referred to the City Engineer for checking
and report. Motion carried.

1, 1953 be approved as written and submitted. Motion' carried.
It was moved by Anderson, seconded by Poxon, that Ordinance No. 668 receive
a third and final reading by title. Motion carried.
Ordinance No. 668 - An Ordinance of the City of Vernon establishing a
curfew for persons under the age of eighteen years and repealing Ordinance No. 23
of said City and all other Ordinances, if any, in conflict therewith, was read tor
a third and final reading by title.

Communication from General Petroleum Corporation requesting renewal of
permit to haul rubbish from 2525 East 37th Street and 2423 East 28th Street over
the public streets to an authorized dump or incinerator outside the Vernon city
limits, was read.
It was moved by Trowbridge, seconded by Poxon" that the request of General
Petroleum Corporation be approved and permit granted. Motion carried.
Communication from Kentucky Color and Chemical Company requesting a permit
to conduct a business of selling dry color from warehouse stock at 4814 Loma Vista
Avenue, was read.
It was moved by Trowbridge, seconded by Anderson, that the request of
Kentucky Color and Chemical Company be referred to the Fire Department for invest-
igation and report. Motion carried.
Communication from M. & J. Diesel Service requesting a permit to oonduct
a business of heavy duty diesel and truck repairing at 2601 So. Soto Street" was read.
It was moved by Trowbridge, seconded by Anderson, that the request of. M.
& J. Diesel Service be approved and permit granted. Motion carried.
Communication from Jimmie Walker's Lunch requesting permits to operate
three additional lunch trucks in the City of Vernon, was read.
It was moved by Trowbridge, seconded by Anderson, that the request of
Jimmie Walker's Lunch be referred to the Police Department with power to act.
Motion carried.
Communication from John B. Moore, Administrative Assistant, in regard
to the rate increase application of the Pacific Telephone and Telegraph Company,
was read.
It was moved by Anderson, seconded by Poxon, that communication from
the Administrative Assistant be received and filed. Motion carried.
Communication from Desert Express requesting advice on whether a business
license will be issued and occupancy of their type of business is permissable at
2611 East 27th Street, as they are contemplating buying said property, was read.
It was moved by Trowbridge, seconded by Poxon, that the request of
Desert Express be laid over until proper business application and necessary b'dld-
ing plans are tiled. Motion carried.
Progress Report No. 87 submitted by IJ.oyd Aldrich, City Engineer" City
of Los Angeles, on Hyperion Activated Sludge Plant for period ending November 1,
1953, was received.
It was moved by Anderson, seconded by Poxon, that Progress Report No. 87
on Hyperion Activated Sludge Plant for period ending November 1, 1953, be referred
to the Vernon City Engineer. Motion carried.
Communication from Pennsylvania Tire Company requesting a permit to conduct
a business of warehousing at 4535 District Blvd., was read.
It was moved by Trowbridge, seconded by Poxon, that the request of
Pennsylvania Tire Company be approved andpermi t granted. Motion carried.

Communication from JOM B. Moore, Administrative Assistant, in regard
to a meeting with Mr. Whyte of Haskins and Sells by the Finance Committee and
such members of the Council as may wish to attend, at 12:30 P.M. on Tuesday,
January 5, 1954, in the Council Chambers, was read.
It was moved by Anderson, seconded by Poxon, that a meeting with Mr.
"Whyte of Haskins and Sells by the Finance Committee and members of the Council
at 12:30 P.M. on Tuesday, January 5, 1954, in the Council Chambers, be approved.
Motion carried.
Communic2t ion from the Huntington Park Elks Lodge No. l415 in regard
to the Cornerstone Ceremony for the new Elks Lodge Building located at 3355 East
Gage Avenue on Friday, February 12, 1954, and requesting the City to submit any
documents or mementos which the City would like to have placed in the sealed
conpartment which will be placed directly behind the building plaque, was read.
It was moved by Anderson, seconded by Trowbridge, that communication
and request from the Huntington Park Elks Lodge No. l415 be referred to the
Administrative Assistant and the Police Chief with power to act. Motion carried.
Communication from L. C. Husted, Fire Chief, requesting authority to
advance J. J. Bodnar from Hoseman Class 4 to Class 3 at a saJ.ary of $.363.00 per
month, effective January 16, 1954, was read.
It was moved by Anderson, seconded by Poxon, that the request of the
Fire Chief be approved. Motion carried.
Communication from L. C. Husted, Fire Chief, requesting authority to
advance G. F. Bass from Hoseman Class 4 to Class 3 at a saJ.ary of $.363.00 per
month, effective January 1, 1954, was read.
It was moved by Anderson, seconded by Poxon, that the request of the
Fire Chief be approved. Motion carried.
Communication from JOM B. Moore, Administrative Assistant, submitting
a copy of a summary of matters discussed at the meeting of the Finance Committee
held December 4, 1953, was read.
It was moved by Anderoon, seconded by Poxon, that the summary of matters
discussed at the meeting of the Finance Committee held December 4, 1953, be referred
to the City Attorney and the Administrative Assistant. Motion carried.
Copy of a communication and report written by IJ.oyd Aldrich, City
Engineer for the City of Los Angeles, addressed to RegionaJ. Wa.ter Pollution Control
Board No.4, in regard to the Mariposa Settling Basins, was received.
It was moved by Anderson, seconded by Poxon" that copy of a communication
and report written by 1.J.oyci Aldrich, City Engineer for the City of Los Angeles,
in regard to the Mariposa Settling Basins" be referred to the Vernon City Engineer.
Motion carried.
Communication from Pacific Fleet Systems notifying the City tha.t they
have arranged their financing through an associated company, Western Investment
Company, and that all payments are to be made to them in accordance with the
lease assignments attached and requesting that the City sign and date the attached
assignments and return two copies to Pacific Fleet Systems, was read.
It was moved by Anderson, seconded by Trowbridge, that notice from
Pacific Fleet Systems of assignment of lease be acknowledged. Motion carried.
Communication from WaJ.ter B. Hollingworth, City Engineer, together with
letter dated October 27, 1953, from Jackson-Markus Supply Company, 3612 E. 26th
Street, addressed to Traffic Division of the Los Angeles Police Department, relative
to traffic regulation at the intersection of 25th Street and Santa Fe Avenue, was
read. City Engineer recommended that the correspondence be referred to Police
Chief Giles.t
It was moved by Anderson, seconded by Ma.:i.lliard, that the recommendation
of the City Engineer be approved and that communication from Jackson-Markus Supply
Co. be referred to the Police Department with power to act. Motion carried.

Communication from Walter B. Hollinga>rth, City Engineer, submitting
Specifications No. 172 and City Engineer's Plan No. B4B-1l6o, as revised Julyl
1953, which provide for the installation of a twelve (12) inch diameter cast
iron water main and appurtenances in Bandini Blvd. (Pri. vate Street) from 1l.36.l!4
feet to 2725.66 feet west of center line of Downey Road, was read. City Engineer
recommended that the Specifications and Plan be approved and adopted.
It was moved by Andersonl seconded by Poxon, that the recommendation of
the City Engineer be approved. Motion carried.
Resolution No. 1712 - A Resolution of the City Council of the City of
Vernon approving Specifications No. 172 and City Engineer's Plan No. B4B-1l60,
as revised July, 1953, providing for the installation of a twelve (12) inch
diameter cast iron water main and appurtenances in Bandini Boulevard, a private
street, in the City of Vernon, was read.
It was moved by Anderson, seconded by Poxon, that Resolution No. 1712
be approved and adopted. Motion carried.

Resolution No. 1713 - A Resolution of the City Council of the City of
Vernon awarding the contract for the demolition of the former City Hall building
located at 38th and Irving Streets in the City of Vernon, was read.
It was moved by Trowbridge, seconded by Ma.i.1liard, that Resolution No. 1713
be approved and adopted. Motion carried.

Resolution No. 1714 - A Resolution of the City Council of the City of
Vernon authorizing the execution of a license with the General Petroleum Corporation
to construct and maintain pipe lines across 37th Street in the City of Vernon,
was read.
It was moved by Trowbridge, seconded by Mailliard, that Resolution No.
1714 be approved and adopted. Motion carried.

Resolution No. 1715 - A Resolution of the City Council of the City of
Vernon authorizing the execution of a license with the General. Petroleum Corporation
to construct and maintain cables across 37th Street in the City of Vernon, was read.
It was moved by Poxon, seconded by Trowbridge, that Resolution No. 1715
be approved and adopted. Motion carried.

Communication from F. A. Ziemer, Assistant Director of Civil Defense, in
regard to the 1953-54 Federal Matching Funds Program, was read.
It was moved by Poxon, seconded by Anderson, that the Assistant Director
of Civil Defense be instructed to find out more information regarding the type of
warning equipment that would qualify for reimbursement by the Federal Government
ona matching basis. Motion . carried.
Communication from F. A. Ziemer, Assistant Director of Civil Defense, in
regards to the designation of a Deputy State Purchasing Agent to function on behalf
of the State of California in a. state of extreme emergency, was read. Assistant
Director recommended that Mr. "Walter B. Hollingworth be designated to be Deputy
State Purchasing Agent in the City of Vernon.
It was moved by Anderson, seconded by Poxon, that the recommendation of
the Assistant Director be approved, and that the communication be referred to the
City Attorney for preparation of necessary Resolutions. Motion carried.

of combustible rubbish in the back yard incinerator 'Hi thout giving out any odor
or smoke, was read.
It was moved by Anderson, seconded by Trowbridge, that communioation

Communication from A. Dewied Casing Company requesting a permit to operate
a casing warehouse at 2756 E. 37th Street, was read.

Communication from E. Giles, Chief of Police, requesting permission to
advance J. R. Tucker from Patrolman Class 3 to Patrolman Class 2 at a salary of
$369.00 per month, effective January 1, 1954, was read.
