The meeting was called to order by ~or R. J. Furlong.
It was moved by Anderson" seconded by Poxon" that the minutes of December
15, 1953 be approved as written and submitted. Motion carried.

Chief Husted t s appointment of Battalion Chief Kirk to act as Chief during Chief
Husted t s absence, was read.
It was moved by Anderson, seconded by Poxon, that the appointment of
Battalion Chief Kirk to act as Fire Chief during Chief Husted's absence be approved.
Motion carried.
Communication from B. F. Kirk, Acting Fire Chief, requesting permission
to employ Kenneth D. Irwin as Hoseman Class 4, effective January 1, 1954, was read.
. It was moved by Anderson, seconded by Poxon, that the request of the
Acting Fire Chief be approved. :Motion carried.
Communication from B. F. Kirk, Acting Fire Chief,recornmending that the
Kentucky Color and Chemical Company be granted a permit to conduct a business of
selling dry color from warehouse stock at 4814 Loma Vista Avenue, was read.
It was moved by Trowbridge, seconded by Mailliard, that the recommendation
of the Acting Fire Chief be approved and permit granted to Kentucky Color and Chemical.
Company. Motion carried.
Communication and report from B. F. Kirk, Acting Fire Chief, on the request
of A. De'Wied Casing Co. for a permit to operate a casing warehouse at 2756 E. 37th
Street, was read. Acting Fire Chief recommended that permit be granted.
It was moved by Trowbridge, seconded by Mailliard, that the recommendation
of the Acting Fire Chief be approved and permit granted to A. Dewied Casing Company.
Motion carried.
Communication from B. F. Kirk, Acting Fire Chief, requesting permission
to send Captain Newman and Captain Eatherly to Riverside, California, on January 13,
1954, to attend a meeting of the Southern Califomia Conference of Fire Prevention
Inspectors, with an expense allowance of $5.00 each, was read.
It was moved by Trowbridge, seconded by iYIailliard, that the request of the
Acting Fire Chief be approved. . :Motion carried.
Communication from Zastro-Goetten Co. requesting a permit to conduct a
business of wholesale distribution of home laundry equipment at 2262 East 37th Street,
was read.
It was moved by Trowbridge, seconded by Mailliard, that the request of Zastro-
Goetten Co. be approved and permit granted. :Motion carried.

Communication from Desert Express requesting a permit to conduct a business
of motor transportation at 2611 East 27th Street, was read.

Desert Express be approved and permit granted subject to Fire Department and Build-
ing Departmert. regulations. Motion carried.
Communication from Ray Davis Sales and Service requesting a permit to conduct
a business of selling new and used service station equipment and the rendering of
conplete maintenance and contractual installations of service station equipment at
1960 East 48th Street, was read.
It was IOOved by Trowbridge, seconded by Anderson, that the request of Ray
Davis Sales and Service be referred to the Police Department and the Fire Department
for report and recommendation. Mot-ion carried.
Communication from City of lqnwood e~ressing their sincere thanks for
flowers sent on the dedication of their new city hall, was read.
It was moved by Anderson, seconded by Poxon, that col'lUlllJDication from the
City of lqnwood be received and filed. Motion carried.
Communication from H. Levine Cooperage requesting curb painting at 5400
South Soto Street, was read.
Communication from Zenith Supply Conpany requesting curb painting at 2335
East 38th Street, was read.
Communication from A. M. Castle & Co. requesting curb painting at 2200
E. 55th Street, was read.
Communication from Southwestern Engineering 00. requesting curb painting
at 4800 Santa Fe Avenue, was read.
It was moved by Trowbridge, seconded by Mailliard, that the requests of H.
Levine Cooperage, Zenith Supply Conpany, A. M. Castle & Co., and Southwestern Engineer-
ing Company be referred to the Police Department with power to act. Motion carried.
Communication from Troy Industrial Products, Division of Globe Sanitary
Supply Co., together with copy of their letter of JIDle 20, 1950, relative to the
purchase of land located at 2251 East 38th Street, was read.
It was moved by Anderson, seconded by Mailliard, that communication from
Troy Industrial Products, Division of Globe Sanitary Supply Co. be referred to the
City Attorney and the City Engineer. Motion carried.
Comnmnication and. report from F. A. Ziemer, Assistant Director of Civil
Defense, in regard to the type of warning equipment that will qualify for reimburse-
ment by the Federal Government on a matching basis, together with quotations on four
proposals by Compressor Service Co. for furnishing an air conpressor, was read.
It was moved by Anderson, seconded by Poxon, that communication and report
of the Assistant Director of Civil Defense be referred to the City Engineer and Fire
.Alarm Captain Harris for checking. Motion carried.
Comnmnication from Dock Miller requesting permits to operate three additional
lIDlch trucks in the City of Vernon, was read.
It was moved by Anderson, seconded by Trowbridge, that the request of Dock
Miller be referred to the Police Department with power to act. Motion carried.
Communication & report from W. B. Hollingworth, City Engineer, stating that
the installation of twelve (12) inch diameter cast iron water main and appurtenances
in Bandini Blvd. has been completed in a satisfactory manner, in accordance with
Specifications No. 172, was read. City Engineer reco:mm.ended that the said 12 inch
cast iron water main be accepted by the City and that Mr. John H. Saunders of the
Filtrol Corp., Agent of abutting property owners, be advised of the acceptance.
It was moved by Anderson, seconded by Paxon, that the recommendation of the
City Engineer be approved and that the City Attorney be instructed to prepare a
Resolution accepting the 12 inch cast iron water main in BandiniBlvd. Motion carried.

Communication & report from W. B. Hollingworth, City Engineer, stating that
the Central Manufacturing District, Inc. has completed in a satisfactory manner the
inprovement of 46th Street, from Boyle Avenue to Alcoa Avenue, in accordance with
Specifications No. 173, was read. City Engineer reco1lllllended that said improvement
work be accepted by the City and that the Central Manufacturing District, Inc. be
advised of the acceptance.
It was moved by Anderson, seconded by Trowbridge, that the recommendation
of the City Engineer be approved and that the City Attorney be instructed to prepare
a Resolution accepting the improvement work of 46th Street from Boyle Avenue to Alcoa
Avenue. Motion carried.
Conmmnication & report from W. B. Hollingworth, City Engineer, stating that
repairs to Well No.7 have been completed, and Stlbmitting Specifications No. 176
providing for the furnishing and installation of deep well turbine pump, electric motor,
and appurtenances for Well No.7, was read. City Engineer recommended that said
Specifications be a.pproved and that Invitation for bids be issued for the equipment
and installation.
It was moved by Trowbridge, seconded by Mailliard, that the recommendation
of the City Engineer be approved. Motion carried.
Resolution No. 1716 - A Resolution of the City Council of the City of Vernon
approving Specifications No. 176 providing for the furnishing and installation of deep
well turbine pump, electric motor, and appurtenances for Well No.7 of the City of
Vernon Water Department, was read.
It was moved by Trowbridge, seconded by Mailliard, that Resolution No. 1716
be approved and adopted. Motion carried..

Vernon, was read.
It was IJK:>ved by Poxon, seconded by Trowbridge, that Resolution No. 1717 be
approved and adopted. Motion carried.

declaring prevailing rate of per diem wages to be used for the furnishing and install-
ation of one deep well turbine pump with electric motor driving unit, and appurtenances,
for Water Well No. 7 for the City of Vernon, California, in accordance with City
Engineer's Specifications No. 176, was read.
It was moved by Trowbridge, seconded by !ofai]J i ard, that Resolution No. 1718
be approved and adopted. Motion carried.

issued for the equipment and installation.

City Engineer be approved. Motion carried.
Resolution No. 1719 - A Resolution of the City Council of the City of Vernon
approving Specifications No. 177 providing for the furnishing and installation of one
deep well turbine pump, electric motor, and appurtenances for Water Well No. 13 of the
City of Vernon Water Department, was read.

appointing Walter B. Hollingworth, Deputy State Purchasing Agent, and appointing Clarence
Forncrook, Assistant Deputy State Purchasing Agent for the City of Vernon" was read.
It was moved by Anderson, seconded by Poxon, that Resolution No. 1722 be
approved and adopted. Motion carried.

Communication & report from W. B. Hollingworth" City Engineer, stating that
Roscoe Moss Co. has completed in a satisfactory manner the drilling of one of two water
wells, (Well No. 13) , for the City of Vernon, in accordance with Specifications No.
166, and as provided for in Contract dated August 5, 1952, was read. City Engineer
recoll1Illellded that Well No. 13 be accepted. (Amount due Contractor upon acceptance of
Well No. 13 - $35,182.80)
It was moved by Anderson, seconded by Poxon, that the recommendation of the
City Engineer be approved. Motion carried.
Resolution No. 1723 - A Res:>lution of the City Council of the City of Vernon
accepting the drilling of Water Well No. 13 of the City of Vernon, in accordance with
Specifications No. 166, and authorizing 90% pqment of contract price, was read.
It was moved by Anderson, seconded by Poxon, that Resolution No. 1723 be
approved and adopted. Motion carried.

that repair work on the City owned "Olympic Houses", located on the rear of the City
Hall property has been completed in accordance with instructions of the City Council,
with the exception of exterior painting of all houses and interior painting of House
No. 4. (Comnnmity House), was read. City Engineer recommended that he be authorized
to issue a Purchase Order to the lowest bidder, Mr. Kurt Vey, for the painting..
It was moved by Anderson, seconded by Poxon, that the recommendation of the
City Engineer be approved ani that he be authorized to issue a Purchase Order to Mr.
Kurt Vey for the painting of said Olympic Houses. Motion carried.

Communication from B. F. Kirk, Acting Fire Chief, requesting permission to
continue sending D. L. Farrier to various indoctrination schools being held through-
out Southern California, with an expense allowance of .OBiF per mile for the use of
his automobile, was read.
It was moved by Anderson, seconded by Trowbridge, that the request of the
Acting Fire Chief be approved. Motion carried.
Communication" from Henry Sicoff requesting permit to sell gents furnishings
in the City of Vernon, was read.
It was moved by Anderson, seconded by Trowbridge, that the request of
Henry Sicoff be referred to the Police Department with power to act. Motion carried.
Report of Carl A. Heinze, Consulting Engineer, on operation of electrical
system by Southern California Edison Company for month of November, 1953, was read.
It was moved by Poxon, seconded by Anderson, that the report of the
Consulting Engineer be received and filed. Motion carried.
Report of the Police Department was presented.
It was moved by Anderson, seconded by Poxon, that the report of the Police
Department be received and filed. Motion carried.
