The meeting was called to order by Mayor R. J. Furlong.
The Clerk announced that this was the time and place for the opening of bids
for the fumishing and installation of one deep well turbine p~ with electric lOOtor
driving unit, and appurtenances" for Water Well No.7, in accordance with Specifications
No. 176 of the City of Vernon, California, and for the fumish1ng and installation of
one deep well turbine pwnp with electric lOOtor driving unit, and appurtenances, for
Water Well No. 13, in accordance with Specifications No. 177 of the City of Vemon,
California.
It was moved by Anderson, seconded by Poxon, that the Clerk be instructed
to open and read the bids submitted. Motion carried.

5, 1954 be approved as written and submitted. Motion carried.

Acting Fire Chief be approved. Motion carried.
Communication from B. F. Kirk" Acting Fire Chief, requesting permission
to send L. A. Harris, Fire Alarm Captain, to attend the California Radio Association
meeting to be held in Burbank, California on January 22, 1954 with an expense allow-
ance of $5.00, was read.
It was moved by Anderson, seconded by Poxon, that the request of the
Acting Fire Chief be approved. Motion carried.

It was moved by Anderson, seconded by TrOWbridge, that the request of Max
Olit be referred to the Police Department with power to act. Motion carried.
Oommunication from Pillsbury-Globe Division of Pillsbury Mills, Inc. request-
ing a permit to conduct a business of private warehousing and distribution of flour,
prepared mixes and macaroni products at 4825 District Blvd., was read.
It was moved by Trowbridge, seconded by Anderson, that the request of
Pillsbury-Globe Division of Pillsbury Mills, Inc. be approved and permit granted.

Oommunication from Solar Manufacturing Corporation requesting a twenty
minute parking zone at E. 46th Street and Seville Avenue, was read.
It was moved by Anderson, seconded by Poxon, that the request of Solar Mfg.
Corp. be referred to the Police Department with power to act. Motion carried.
Com:munication from League of Oalifomia Oities, Los Angeles County Division,
giving notification of the regular monthly meeting to be held January 21" 1954 at the
Maywood Oity Hall Auditorium, was read.
It was moved by Anderson, seconded by Poxon, that comnnmication from League
of California Cities, Los Angeles County Division, be received and filed. Motion
carried.
Copy of a communication written by Gordon P. Larson, Director of the Air
Pollution Control District, addressed to Los Angeles County Supervisor Kenneth Hahn,
in regard to rubbish collection systems in all cities and areas in Los Angeles County,
was read.
. It was moved by Trowbridge, seconded by Anderson, that copy of a comnnmication
written by Gordon P. Larson, Director of the Air Pollution Control District, addressed
to Los Angeles Oounty Supervisor Kenneth Hahn, be received and filed. Motion carried.
Resolution No. 1724 - A Resolution of the Oity Council of the City of Vernon
accepting improvement of 46th Street from Boyle Avenue to Alcoa Avenue in the Oityof
Vernon, in accordance with Specifications No. 173, Oity Permits, and City Engineer's
Plans Nos. B4B-1247, A3-l245 and Al-1246, was read.

accepting installation. of twelve (12) inch diameter cast iron water main and appurte-
nances in Bandini Boulevard,' (Private Street), from 1l.36.44 feet to 2725.66 feet west
of the center line of Downey Road in the City of Vernon, was read.
It was moved by Poxon, seconded by Andersm, that Resolution No. 1725 be
approved and adopted. Motion carried.

Communication from Walter B. Hollingworth, City Engineer, stating that the
Cleveland Wrecking Company has completed in a satisfactory manner demolition of the
former City Hall building located on the northwest corner of 38th and Irving Streets as
provided for in Contract dated December 15" 1953, was read. City Engineer recommended
that the work be accepted.
It was moved by Trol.roridge, seconded by Mailliard, that the recorrnnendation
of the City Engineer be approved. lofotion carried.
Resolution No. 1726 - A Resolution of the City Council of the City of Vernon
accepting demolition of former City Hall building under contract dated December 1.5"
1953 with Cleveland Wrecking Company, and authorizing p~nt therefor thirty-five
d~s after passage of this Resolution, was read.
It was moved by Trowbridge, seconded by IY1ailliard, that Resolution No. 1726
be approved and adopted. Motion carried.

Communication from Stein Construction Conpany in regard to bid for construction
of Fire Station /12, was read and discussed.
It was moved by Trowbridge, seconded by Mailliard, that communication from
Stein Construction Company be received and filed. Motion carried.
Communication and report from Walter B. Hollingworth, City Engineer, in regard
to bids received and opened Dece:rrber 15, 19.53, for the construction of Fire Station
l~o. 2 with tower and appurtenances at 337.5 Fruitland Avenue, Vernon, California, in
accordance with Specifications No. 174 and Plan No. B14-l27.5, was read. City Engineer
recommended that all bids be rejected.
It was moved by Poxon" seconded by Mailliard, that the recommendation of the
City Engineer be approved. Motion carried.
Resolution No. 1727 - A Resolution of the City Council of the City of Vernon
rejecting all bids for the construction of Fire Station No.2, with tower and appurte-
nances, at 337.5 Fruitland Avenue in the City of Vernon, was read.
It was moved by Poxon, seconded by Mailliard, that Resolution No. 1727 be
approved and adopted. Motion carried.

Communication from Safeway Stores reqJlesting a permit to haul rubbish from
the premises at 1925 E. Vernon Avenue over the public streets to an authorized dunp
or incinerator outside the City of Vernon, was read. .
It was moved by Trowbridge, seconded by l'1ailliard, that the request of
Safeway Stores be approved and permit granted. Motion carried.

Communication from Los Angeles Nut House, 4920 So. Soto Street, suggesting
and recommending that two palm trees, immediately north of them on Soto Street, be
removed, was read.
It was moved by Anderson, seconded by Poxon, that the communication from Los
Angeles Nut House be referred to the City Engineer. Motion carried.
Progress Report No. 88 subrrdtted by Lloyd Aldrich, City Engineer, City of
Los Angeles, on Hyperion Activated Sludge Plant for period ending December 1, 1953,
was received.
It was moved by Anderson, seconded by Poxon, that Progress Report No. 88
on Hyperion Activated Sludge Plant for period ending December 1, 1953, be referred
to the Vernon City Engineer. Motion carried.
Communioation from C. G. Byson offering for sale 1 Warco Model 4-D, 100 h.p.
diesel powered motor grader and a 2500 gallon GID water wagon, was read.
It was moved by Anderson, seconded by Poxon, that the City Clerk be instructed
to inform C. G. Byson that the City is not in need of the above-mentioned equipment at
this .tl.me. Motion carried.
Communication and report from B. F. Kirk, Acting Fire Chief, recommending
that Ray Davis Sales and Service Co. be granted a permit to conduct a business of
selling service station equipment and the rendering of conplete mai.ntenance and
contractual installations of service station equipment at 1960 East 48th Street,
was read.
It was moved by Andera:>n, seconded by Poxon, that permit be granted to Ray
Davis Sales and Service Company subject to the stipulation that said Conpany furnish
the City Clerk with a written statement to the effect that no used equipment will be
purchased or sold by them from the prerrdses located at 1960 East 48th Street, and
that said permit to be held in abeyance by the City Clerk until such statement is
furnished. Motion carried.
Communication from Pioneer-Flintkote Co. requesting repainting of pedestrian
crosswalk on 55th Street between Company Cafeteria and Main Gate, was read.
It was moved by Andera:>n, seconded by Trowbridge, that the request of
Pioneer-Flintkote Conpany be referred to the Police Department with power to act.
Motion carried.
Communication and report from Walter B. Hollingworth, City Engineer, ani
Carson B. Hubbard, City Attorney, in regard to offer by Troy Industrial Products,
Division of Globe Sanitary Supply Company, to purchase the City owned lot located
at the northwest corner of 38th and Irving Streets, formerly occupied by the old
City Hall building, was read.
It was moved by Anderson, seconded by Poxon, that communication and report
from the City Engineer and the City Attorney be received and filed. Motion carried.
Communication and report from Regional Water Pollution Board No.4, Los
Angeles Region, on Industrial Waste Pollution of Water Wells in the Southeast Portion
of Metropolitan Los Angeles, was read.
It was moved by Anderson, seconded by Poxon, that communication and report
from Regional Water Pollution Board No.4, Los Angeles Region, be received and filed.
Motion carried.
Communication from Walter B. HoJ.lingworth, City Engineer, recommending that
the enployment of Mr. Robert M. Bailey as Chainman, Grade 1, in the Engineering Depart-
ment at the rate of $300.00 per month, effective January ll, 1954, be approved, was
read.
It was moved by Anderson, seconded by Poxon,' that the recommendation of the
City Engineer be approved. Motion carried.
Report of the Police Department was presented.
It was moved by Poxon, seconded by Trowbridge, that the report of the
Police Department be received and filed. Motion carried.

Communication from Walter B. Hollingworth, City Engineer, submitting letter
from State of California Regional Water Pollution Control Board No.4, Los Angeles
Region, forwarding to the City of Vernon a copy of application of the City of Los
Angeles to said Board for a permit to discharge chlorinated primary sewage effluent
from the proposed Mariposa Settling Basins into the Los Angeles River from November,
1954 to November, 1955, when it is estimated the LaCienga-San Fernando Valley Relief
Sewer will be completed and will divert all flow from the North Outfall Sewer; together
with copy of Resolution No. 53-2 and Resolution No. 54-2 of the State of California
Regional Water Pollution Board No.4, Los Angeles Region, was read. City Engineer
recommended that the communication from the Water Pollution Control Board be filed.
