The meeting was caJ.led to order by Mayor R.J. Furlong.
It was moved by Poxon" seconded by Anderson" that" the minutes of January
19" 1954 be approved as written and submitted. Motion carried.
Franchise Report of the Los Angeles Transit Lines on franchise ordinances
numbers 91" 521" 576 and 608 for period ending December 31, 1953, together with check
in the amount of $4"190.96,, was read.
It was moved by Anderson, seconded by Poxon" that the franchise report of
the Los Angeles Transit Lines for period ending December 31" 1953" be received and
filed. Motion carried.
Communication from Myers Bros. requesting a permit to haul rubbish from
their construction job at 4325 Santa Fe Avenue over the public streets to an authorized
d.u:np or incinerator outside the City of Vernon" was read.
It was moved by Anderson" seconded by Trowbridge, that the request of Myers
Bros. be approved and permit granted. Motion carried.
Communication and report from Walter B. Hollingworth" City Engineer" on
the request by Los Angeles Nut House for the removal of two palm trees located in
the parkway on the east side of Soto Street immediately north of said Conpanyl s
property" was read. City Engineer recommended that the request be denied.
It was moved by Trowbridge, seconded by Poxon" that the recommendation of
the City Engineer be approved and request of Los Angeles Nut House be denied. Motion
carried.
Communication from Walter B. Hollingworth" City Engineer" recommending that
Mr. Arthur E. Nelson" Engineering Department enployee, be promoted from Junior Civil
Engineer, Grade 3 to Grade 2 at a salary of $450.00 per month" effective February 16,
1954, was read.
It was moved by Anderson, seconded by Poxon, that. the recommendation of the
City Engineer be approved. Motion carried.
Communication from Vernon Sales Conpany requesting a permit to sell new
pistols and revolvers at 4536 District Blvd." was read.
It was moved by Anderson, seconded by TrOwbridge" that the request of
Vernon Sales Company be referred to the City Attorney. Motion carried.
Communication from Senate Interim. Committee on Statewide System Beaches"
Parks And Roadside Stops" requesting that enclosed questionnaire relative to state
and local recreation problems be completed and returned, was read.
It was moved by Mailliard, seconded by TroWbridge, that communic&tion from
Senate Interim Committee on Statewide System Beaches, Parks And Roadside ,Stops be
referred to the CityClerk for answering. Motion carried.
Communication and report from B.F. Kirk, Acting Fire Chief, in regard to
explosives being convoyed on trucks through the City of Vernon, together with a copy
of recommendations made to the trucking company involved to lessen the danger of fire
and explosion when said trucks are parked over night or shorter periods of time within
the City of Vernon, was read.
It was 1lIQved by Anderson, seconded by Poxon" that communication and report
from the Acting Fire Chief be received and filed. Motion carried.

Communication from Walter B. Hollingworth, City Engineer, recommending
the enp10yment of Mr. Francis J. Searles, Jr. as Chainman, Grade 1, in the Engineer-
ing Department at the rate of $300.00 per month, effective February 1, 1954, be
approved, was read.
It was moved by Poxon, seconded by Anderson, that the recommendation of the
City Engineer be approved. Motion carried.
Communication and report from Walter B. Hollingworth, City Engineer, in regard
to the street name sign program, and recommending that the City Engineer be authorized
to install street name signs on Santa Fe Avenue, Boyle Avenue and Vernon Avenue at an
estimated cost of $1,540.00, was read.
It was moved by Anderson, seconded by Poxon, that the recommendation of the
City Engineer be approved. Motion carried.
Communication and report from B. F. Kirk, Acting Fire Chief, recommending
that Virgil's Polishing Conpany be granted a permit to conduct a busine ss of metal
polishing at 3002 Downey Road, was read.
It was moved by Trowbridge, seconded by Poxon" that the recommendation of
the Acting Fire Chief be approved and permit granted to Virgil's Polishing Conpany.
Motion carried.
Communication from B. F. Kirk, Acting Fire Chief, requesting permission to
send Captain Newman and Battalion Chief D t Amico to Monrovia, California, on February
10, 1954, to attend a meeting of the Southern California Conference of Fire Prevention
Inspectors, with an expense allowance of $5.00 each, was read.
It was moved by Poxon, seconded by Trowbridge, that the request of the
Acting Fire Chief be approved. Motion carried.
Communication from Acme Brake Shop requesting a permit to conduct a business
of auto and truck maintenance, specializing in brake work, at 4301 Downey Road, was
read.
It was moved by Trowbridge, seconded by Poxon, that the request of Acme
Brake Shop be approved and permit granted. Motion carried.
Communication from F. A. Ziemer, Assistant Director of Civil Defense, request-
ing permission to attend a two day meeting at Whittier, California, on February 8th
and 9th, 1954, in regard to emergency feeding and procurement of food during an
emergency period, with an expense allowance of $10.00 for the two days, was read.
It was moved by Anderson, seconded by Trowbridge, that the request of the
Assistant Director of Civil Defense be approved. Motion carried.
Communication from Mission Dry Corporation requesting a permit to haul refuse
from their premises located at 5001 South Boto Street over the public streets to an
authorized dUllp or incinerator outside the City of Vernon, was read.
It was moved by Anderson, seconded by Paxon, that the request of Mission
Dry Corporation be approved and permit granted. Motion carried.
Communication from E. Giles, Chief of Police, recommending that the City
Council authorize the Police Department to have curbs painted red or to erect "No
Parkingll signs where there are no curbs at the specific locations cited in his
communication, in accordance with Section 7 (4) of Ordinance No. 642 of the City of
Vernon, was read. .
It was moved by Poxon, seconded by Anderson, that the communication and
recommendation of the Police Chief be referred to the City Attorney. Motion carried.
Communication from National Titanium Company re(]!lesting approval for the
construction of a steel building to extend on to their present factory building for
the sole purpose of storing enpty steel pails at 2322 E. 37th Street, was read.
It was moved by Poxon, seconded by Anderson, that the request of NationaJ.
Titanium Company be referred to the Fire Department for investigation and report.
Motion carried.
Report of Walter B. Hollingworth, City Engineer, on operation of the
Engineering, Water and Street Departments for the month of January, 1954, was read.

It was moved by Anderson, seconded by Poxon, that the report of the City
Engineer be received and filed. Motion carried.
Communication from the Vernon ChaDiJer of Commerce requesting that the City
Council of Vernon forward a request to the Los Angeles City Council for an open hear-
ing before the Los Angeles City Council on the problem of the extra-territorial en-
forcement of the Los Angeles City Gross Receipts Business License, so that non-resident
businessmen may give their views on the problem, was read.
It was moved by Poxen, seconded by Anderson, that the request of the Vernon
Chamber of Commerce be referred to the City Attorney. Motion carried.
Communication from the City of South Gate, together with a dulJr certified
copy of a resolution adopted by its Council on January 18, 1954 relative to gross
receipts license taxes exacted by the City of Los Angeles, was read.
It was moved by Anderson, seconded by Poxon, that communication from the
City of South Gate, together with a duly certified copy of a resolution adopted by
its C01.IDcil on January 18, 1954, be referred to the City Attorney. Motion carried.
Communication from Central Basin Water Association, together with a copy
of a resolution adopted by the City Council of the City of South Gate, with reference
to activation of Water Conservation Zone 1, was read.
It was moved by Poxon, seconded by Anderson, that the City Attorney be
instrocted to prepare a resolution with reference to .activation of Water Conservation
Zone 1. Motion carried.
Report of the Police Department was presented.
It was moved by Poxon, seconded by Trowbridge, that the report of the
Police Department be received and file de Motion carried.
The following excavation applications, all having the approval of the
City Engineer, were presented:

in w/s Downey Road at 78' & 242' Njo Leonis Blvd.
Application 18614 - Southern Pacific Co. to replace rails, ties and ballast
in spur track crossing and resurface excavation across
E. Rdwy. Alameda St. at approximately 130' slo 49th St.
Application 18615 - So. Calif. Gas Co. to abandon 3/4" steel gas service to
3715-21 Santa Fe Avenue and 2353-63 E. 38th Street.
Application 18616 - So. Calif. Gas Co. to install 56' of 211 SHP gas main
& install 3' of 3/4" steel service lateral to supply
3715-21 Santa Fe Avenue and 2353-63 E. 38th Street.
