The :meeting was called to order by Mayor R. J. Furlong.
It was moved by Poxon, seconded by Trowbridge, that the minutes of February
2, 1954 be approved as written and submitted. Motion carried.
Communication from Cornet Packing Co~any requesting a permit to conduct a
business of slaughtering, processing and sales of livestock at 3290 East Vernon Ave.,
was read.
It was moved by Poxon, seconded by MaiDiard, that the request of Cornet
Packing Co~any be approved and permit granted. Motion carried.
Co,mmunication from Blanche Brown Lunches requesting a permit to operate a
lunch truck in the City of Vernon, together with letter from Inet Division of the
Leach Relay Corporation, was read.
It was moved by TrOWbridge, seconded by l'1ailliard, that the request of
Blanche Brown Lunches be referred to the Police Department with power to act.
Motion carried.
CoIllIlIUIlication from the lnet Division of Leach Relay Company requesting a
permit to conduct a business of electronics assembly at 4441 Santa Fe Avenue, was
read.
It was moved by Trowbridge, seconded by Anderson, that the request of Inet
Division of Leach Relay Compa.ny be approved and permit granted. Motion carried.
Communication from Amstan Supply Division, American Radiator & Standard
Sanitary Corporation, requesting a permit to conduct a business of wholesale plumb-
ing, heating,' and industrial supplies at 3259 East 46th Street, was read.
It was moved by Trowbridge, seconded by Mailliard, that the request of
Amstan Supply Division, American Radiator & Standard Sanitary Corporation, be approved
and permit granted. Motion carried.

Communication from L. A. Juvenile Stores requesting a permit to conduct a
business of retailing infants furniture, toys, and apparel at 4536 District Blvd.,
was read.
It was moved by Poxon, seconded by ATxierson, that the request ofL. A.
Juvenile Stores be approved and permit granted. Motion carried.
Communication from otis O. Evans, Fire Department Captain, stating that he
has applied to the California State Employees Retirement System for his retirement
effective March 1, 1954, was read.
It was moved by Anderson, seconded by Poxon, that communication from otis
O. Evans, Fire Department Captain, be received and filed. Motion carried.
Communication from B. F. Kirk, Acting Fire Chief, requesting permission to
advance Robert J. Tucker from Hoseman Class 3 to Class 2 at a salary of $369.00 per
month, to be effective March 1, 1954, was read.
It was moved by Anderson, seconded by Poxon, that the request of the Acting
Fire Chief be approved. Motion carried.
Communication & report from B. F. Kirk, Acting Fire Chief, in regard to the
request of National Titanium Company to construct a steel building for the sole pur-
pose of storing empty steel pails at 2322 E. 37th Street, was read. Acting Fire Chief
reports that in his opinion this will not create a fire hazard.

It was moved by Trowbridge, seconded by Mailliard, that the request of
NationaJ. Titanium Conpany be approved wi ththe stipulation that said building when
completed shall be used for the sole purpose of storing enpty steel pails and that
said COIli>any shall comply with all Building Department and Fire Department regulations.
MOtion carried.

vacation list for the year 1954, was read.
It was moved by Anderson, seconded by Poxon, that Fire Department vacation
list for the year 1954 be approved and communication filed. Motion carried.
Communication and report from Carson B. Hubbard, City Attorney, in regard
to the request of the Vernon SaJ.es Co. to sell new pistols and revolver.s at 4536
District Blvd., was read.
It was moved by Anderson, seconded by Trowbridge, that the City Clerk be
instructed to inform the Vernon SaJ.es Co. that the City of Vernon has no ordinance
providing for the licensing of the business of selling conceaJ..ed weapons and that
applicant should apply to Los Angeles County for a license and permit. Motion
carried.
Communication from Plumbing and Heating Supply Company requesting curb
painting at 5725 Alcoa Avenue, was read.
Communication from Quaker Container Corporation requesting a "No Parking"
or "Standing Only" zone at 5050 Pacific Blvd., was read.
Communication from GeneraJ. Refractories COIli>a.tlY requesting a twenty minute
parking zone at 3201 Fruitland Avenue, was read.
Communication from GeneraJ.. Petroleum Corporati on requesting curb paintirg
of portion of curbs on East 27th Street and East 28th Street, was read.
It was moved by Anderson, seconded by Trowbridge, that the requests of the
Plumbing and Heating Supply Company, Quaker Container Corporation, GeneraJ.. Refractories
Company, and the General Petroleum Corporation, be referred to the Police Department
wi th power to act. Motion carried.
Progress Report No. 89 submitted by Lloyd Aldrich, City Engineer, City of
Los Angeles, on Hyperion Activated Sludge Plant for period ending January 1, 1954,
was received.
It was moved by Poxon, seconded by Trowbridge, that Progress Report No. 89
on Hyperion Activated Sludge Plant for period ending January 1, 1954, be referred
to the Vernon City Engineer. Motion carried.
Communication from Southern CaJ.ifornia Edison Company together with Bill
of SaJ..e of substation property to the Aluminum Company of America, was read.
It was moved by Trowbridge, seconded by.Poxon, that communication from
Southern CaJ..iforniaEdison Company, together with Bill of SaJ..e, be referred to the
City Attorney and the Consulting Engineer. Motion carried.
Communication and report from Jolm B. Moore, Administrative Assistant, in
regard to group medicaJ.. plan for City employees, and recormnending that said report
be referred to a meeting of the Finance Committee and such other members of the City
Council as may wish to attend, and that at such meeting the City Clerk, City Attorney,
Mr. R. H. King of the Enployees' Committee, and the Administrative Assistant be present,
was read.
It was moved by Anderson" seconded by Poxon, that the reconunendation of the
Administrative Assistant be approved and report be referred to the Chairman of the
Finance ComIni ttee. Motion carried.
Communication from Beverly Hills Chamber of Commerce and Civic Association"
together with a copy of a resolution in regard to Los Angeles gross receipts tax
imposed upon Beverly Hills businesses" was read.

It was moved by Anderson, seconded by Poxon, that communication from Beverly
Hills Chamber of Commerce and Civic Association, together with a copy of resolution
in regard to Los Angeles gross receipts tax imposed upon Beverly Hills businesses, be
received and filed. Motion carried.
Resolution No. 1728 - A Resolution of the City Council of the City of Vernon
requesting an open hearing on Los Angeles City Gross Receipts Business Tax, was read.
It was moved by Anderson, seconded by Poxon, that Resolution No. 1728 be
approved and adopted. Motion carried.

Resolution No. 1729 - A Resolution of tp.e City Council of the City of
Vernon, establishing a polling place, appointing election officers to conduct a
General Municipal Election to be held April 13, 1954, and fixing their co~ensation,
was read.
It was moved by TrOWbridge, seconded by Mailliard, that Resolution No. 1729
be approved and adopted. Motion carried.

Resolution No. 1730 - A Resolution of the City Council of the City of
Vernon petitioning the Board of Supervisors of Los Angeles County to levy a five
cent tax rate within zone one of the Los Angeles County Flood Control District,
was read.
It was moved by Poxon, seconded by Trowbridge, that Resolution No. 1730
be approved and adopted. Motion carried.

Conununication from E. Giles, Chief of Police, in regard to auto mail box
installed in front of the City Hall, was read.
It was moved by Anderson, seconded by Trowbridge, that conununication from
the Chief of Police be received and filed. Motion carried.
Comrrn.mi.cation from B. F. Kirk, Acting Fire Chief, requesting permission to
send L. A. Harris, Fire Alarm Captain, to attend the California Police Radio Assoc-
iation meeting, to be held in Los Angeles, California, February 26, 1954, with an
expense allowance of $5.00, was read.
It was moved by Trowbridge, seconded by Mailliard, that the request of the
Acting Fire Chief be approved. Motion carried.
Communication from W. B. Hollingworth, City Engineer, recommending that he
be authorized to eIt!Ploy Mr. Alfred S. Kruth as Assistant Sanitation Engineer in the
Engineering Department at the rate of $450.00 per month, effective March 1, 1954,
plus an expense allowance of $50.00 per month for the use of his private automobile
in City service, was read.
It was moved by Poxon.. seconded by Anderson, that the recommendation of the
Ci ty Engineer be approved. Motion carried.
Comrrn.mi.cation from W. B. Hollingworth, City Engineer, reconunending the
e~loyment of Mr. Brooks Carden as Engineer's Aide, Grade 2, in the Engineering
Department at the rate of $350.00 per month, effective February 16, 1954, plus an
expense allowance of $30.00 per month for the use of his private automobile in
Ci ty service, was read.
It was moved by Poxon, seconded by Anderson, that the recommendation of the
City Engineer be approved. Motion carried.
Communication from State Compensation Insurance Fund together with dividend
check in the amount of $4,425.77 on the 1952 workmen's compensation insurance premium,
was read.

amount of $4,425.11 on the 1952-53 workmen f s compensation insurance premium
be accepted and communication filed. Motion carried.
Communication from E. Giles, Chief of Police, requesting permission to
advance Richard J. SIni th from Motorcycle Officer Class 4 to Class 3 at a salary of
$363.00 per month, effective March 1, 1954, was read.
Comrmmication from E. Giles, Chief of Police, requesting permission to
advance Lester E. Leber from Patrolman Class 4 to Class 3 at a salary of $363.00
per month, effective March 1, 1954, was read.
Communication from E. Giles, Chief of Police, requesting permission to
advance Leonard F. Ely from Motorcycle Officer Class 3 to Class 2 at a salary of
$369.00 per month, effective March 1, 1954, was read.

Report of the Police Department was presented.
It was moved by Anderson" seconded by Trowbridge, that the report of the
Police Department be received and filed. Motion carried.
Report of Carl A. Heinze, Consulting Engineer, on operation of electrical
system by Southern California Edison Company for month of December 1953, was read.
It was moved by Anderson, seconded by Poxon, that the report of the
Consulting Engineer be received and filed. Motion carried.
Communication from W. B. Hollingw::>rth, City Engineer, recommending that
he be authorized to employ Mr. Ervin L. Borner as Chainman, Grade /Il, in the
Engineering Department at the rate of $300.00 per month, effective February 11,
1954, was read.
It was moved by Poxon, seconded by Trowbridge, that the recommendation of
the City Engineer be approved. Motion carried.
Comrmmication from Floyd C. l-1erritt" President of the Vernon Chamber of
Commerce, was read.
It was moved by Poxon, seconded by Trowbridge, that communication from the
President of the Vernon Chamber of Commerce be received and filed. Motion carried.
A petition by Cantlay & Tanzola, Inc. and others in regard to the pending
vacancy in the position of Chief of Police in the City of Vernon, was read.
It was moved by Poxon" seconded by Mailliard, that petition in regard to
the pending vacancy in the position of Chief of Police in the City of Vernon be
taken under advisement. Motion carried.
The follow.i.ng excavation applications, all having the approval of the
City Engineer, were presented:
Application 18643 - So. Calif. Gas Co. to install 3/4 ft steel gas service
to 2040 E. 45th Street.
Application 18644 - J. T. Jenkins Co. to construct std. cement concrete
sidewa.lk in parkway area, remove dead eucalyptus tree
and plant oleander tree at 2151 Leonis Blvd.
Application 18645 - So. Calif. Gas Co. to drill & repair barholes as
necessary to test for leaks in gas mains in E/s W
