19540420 Regular City Council Meeting - Minutes MJEUTES OF A REnULAR MEETING OF THE CITY COUNCIL OF THE CITY OF VEmON HElD APRIL 20, 1954 AT 2 O'CIDCK P.M. IN THE COUNCIL CHAMBERS OF THE CITY HALL IDCATED AT 4305 SANTA FE AVENUE, VERNON, CALIFORNIA. COUNCIL PRESENT: Furlong, Andersop., Poxon" Trowbridge" 1-1ailliard COUNCIL ABSENT: None The meeting was called to order by Mayor R. J. Furlong. The City Clerk announced that this was the time and place set by law for the canvassing of votes of the General Municipal Election held on April 13" 1954. The City Council canvassed the votes cast at said General Municipal Election and found the total number of votes cast at said election to be 54, and that the names of the persons voted for City Council were: Genevieve Anderson" Judith M. Poxon, Charles W. Trowbridge and Sam Oakey. The votes cast for the three offices of City Council were: Genevieve Anderson 51 votes" Judith M. Poxon 50 votes, Charles W. Trowbridge 50 votes and Sam Oakey 1 vote. After the canvassing of said votes of the General lfunicipal Election, Council- man Mailliard introduced Resolution No. 1748, a resolution of the City Council of the City of Vernon declaring the results of a General Municipal Election held April 13, 1954" and moved its adoption which was seconded by Councilwoman Po~n, and carried. Ayes: Furlong, Anderson, Poxen, Trowbridge, Mailliard Noes: None Absent: None The City Clerk administered the constitutional oath of office to the duly elected Councilwomen and Councilman, and issued certificates of election. Upon motion of Anderson" seconded by Poxon, Robert J. Furlong was elected as Mayor. Motion carried. The Mayor then reappointed the various connnittee members until further order of the Chair. It was moved by Poxon, seconded by Anderson" that the minutes of April 6, 1954 be approved as written and submitted. Motion carried. Communication from Rentrux, Inc. requesting a permit to conduct a business of leasing trucks to the Rheingold Brewery at 2080 East 49th Street" was read. It was moved by Trowbridge, seconded by Anderson" that the request of Rentrux, Inc. be approved and permit granted. Motion carried. Communication from Star Catering Conpany requesting a permit to operate a catering truck in the City of Vernon" together with letters from State Packing Co." Inc., Los Angeles Meat Conpany" Inc., Vernon Linen Supply Co., Merchants Packing Company, and Hoff'man Bros. Packing Co., was read. It was moved by Anderson" seconded by Poxen" that the request of Star Cater- ing Company be referred to the Police Department with power to act. Motion carried. Communication from L. C. Husted, Fire Chief" requesting permission to send Captain Lara and Captain Newman to Palm Springs, California" on April 14, 1954, to attend a meeting of the Southern California Conference of Fire Inspectors" with an eJq)ense allowance of $5.00 each, was read. It was moved by Poxon, seconded by l-1ailliard." that the request of the Fire Chief be approved. Motion carried. Petition from 12 residents of the City of Maywood, California, in regard to a bus extension from the present V car terminal at Downey Road and Leonis Blvd. to the P. E. bus line at District Blvd. and Atlantic Blvd. in Maywood, was rea.d. It was moved by Poxon, seconded by Anderson, that the petition from 12 residents of the City of Haywood be received and filed. Motion carried. ~68 4/20/54 Communication and report from Carson B. Hubbard, City Attorney, in regard to application of Ics Angeles Transit Lines for change of service in the City of Vernon, together with copy of a letter written by him to the Public Utilities Commission con- cerning said application, was read. It was moved by Anderson, seconded by Poxon, that communication and report from the City Attorney be received and filed. Motion carried. Notice from League of Ca.lii'omia Cities, Ics Angeles County Dirlsion, in regard to regular monthly meeting, was read. It was moved by Anderson, seconded by Poxon, that notice from League of Calif- ornia Cities, Ics Angeles County Division, be received and filed. Motion carried. Communication from Gibson, Dunn & Crutcher, Lawyers, in regard to Sa..feway Stores, Incorporated, proposed acquisition of E. K. Wood Imnber Company property north side of 48th Street east of Alameda Street, was read. It was moved by Anders:m" seconded by Poxon, that communication from Gibson" Dunn & Crutcher, Lawyers" be referred to the City Attorney and City Engineer to negotiate. with Sa..fewq Stores, Incorporated, in clarifying certain matters and problems in connect- ion With their proposed acquisition of E. K.Wood Lumber COIlpmy property, and to report the results of said negotiations to the City Council at a future date. Motion carried. Communication and report of Carson B. Hubbard, City Attorney" and Carl A. Heinze, Consulting Engineer, on Partial Release and Conveyance under date of November 30, 1953, submitted by Southern California Edison Company covering certain electrical equipment, and advising that they have checked as to form and identity of property with a recommendation that they be received and filed, was read. It was moved by Poxon, seconded by Trowbridge, that the recommendation of the City Attorney and Consulting Engineer be approved. Motion carried. Communication from R. H. Bockhacker, Acting Police Chief, submitting vacation schedule for the personnel of the Vernon Police Department for the year 1954, was read. It was moved by Anderson, seconded by Poxon, that vacation schedule for the personnel of the Vernon Police Departnent for the year 1954 be approved and filed. Motion carried. Communication from R. H. Bockhacker, Acting Police Chief, requesting authority to promote Sergeant Walter V. Slater to the grade of Lieutenant at a salary of $431.00 per month, effective May 1, 1954, was read. - Communication from It. H. Bockhacker, Acting Police Chief, requesting authority to promote Patrolman Gene G. Vin10ve to the Grade of Sergeant at a sa.la.ry 01'$403.00 per month, effective May 1, 1954, was read. Fire and Police Commission recommended verbally that communications from the Acting Chief of Police in regard to promotions in the Police Department be deferred, pending checking of personnel records of said Department. It was moved by Anderson, seconded by Poxon, that the recommendation of the Fire and Police Connnission be approved and the requests of Acting Police Chief to make certain promotions be laid over. Motion carried. Communication from R. H. Bockhacker, Acting Police Chief, requesting that in the future the Police Department be allowed to purchase gasoline from Pacific Fleet Systems, 3001 Leonis Blvd., as the Police Cars are serviced and washed by said Company, was read. It was moved by Trowbridge, seconded by Poxon, that the request of the Acting Police Chief be approved. Motion carried. Communication from L. C. Husted, Fire Chief, requesting permission to send L. A. Harris, Fire .AJ.arm Captain, to attend the California Police Radio Association meeting at San Bernardino, California, on Friday, Apri}. 23, 1954, with an expense allowance of $5.00, was read. It was moved by Anderson, seconded by Poxon, that the request of the Fire Chief be approved. lofotion carried. - 2 - :169 4/20/54 Conmmnication from Central Basin Water Association extending an invitation to attend the next regular meeting of the Board of Directors on Thursday, Ma3" 6, 1954, and enclosing formal notice of meeting and copy of the agenda, was read. It was moved by Anderson, seconded by Poxon, that communication from Central Basin Water Association be received and filed. Motion carried. Communication fromW. B. Hollingworth, City Engineer, advising that it is necessary that a sand extractor be installed in Well No. 13 of the City of Vernon Water Department and submitting plans and specifications for a hydraulic sand extractor shown on attached Drawing No. 11015-Ex. 33.1, dated October 21, 1953, of Leeds, Hill and Jewett, Consulting Engineers, of L:>s Angeles, California., was read. City Engineer recommended that said drawing be approved and that Invitation for Bids be issued for the furnishing of the sand extractor. . It was moved by Poxon, seconded by Anderson, that the recommendation of the City Engineer be approved. Motion carried. Resolution No. 1749 - A Resolution of the City Council of the City of Vernon approving drawings for one hydraulic sand extractor for Water Well No. 13 of the City of Vernon Water Department, was read. It was moved by Poxon, seconded by Anderson, that Resolution No. 1749 be approved and adopted. Motion carried. Ayes: Furlong, Anderson, Poxon, Trowbridge, Mailliard Noes: None Absent: None Resolution No. 1750 - A Resolution of'the City Council of the City of Vernon directing the giving of notice inviting sealed proposals or bids for the furnishing and delivery to the City of Vernon of one hydraulic sand extractor for Water Well No. 13 of the City of Vernon Water Department, was read. It was moved by Trowbridge, seconded by Poxon" that Resolution No. 1750 be approved and adopted. Motion carried. Ayes: Furlong, Anderson, Poxon, Trowbridge, Mailliard Noes: None Absent: None Communication and report from John B. Moore, Administrative Assistant, in regard to proposed improvements to retirement c ontract with the State Retirement System, and submitting Consulting Actuary's report, attached to a letter from the State Enployees' Retirement System, dated April 8, 1954, was read. It was moved by Poxon" seconded by Anderson" that communication and report from the Administrative Assistant in regard to proposed improvements to retirement contract with the State Retirement System be referred to the Finance Committee. Motion carried. Communication from G. A. Anderson, City Clerk" requesting approval for vacation leave starting Friday, April 23, 1954" was read. It was moved by Poxon" seconded by MJrll1iard" that the request of the City Clerk be approved. . Motion carried. Communication fJ:'om W. Paddison requesting a permit to remove trees and haul trash from property located at 2304 E. 37th Street over the public streets to an authorized dunp outside the City of Vernon" was read. It was moved by Poxon, seconded by Trowbridge, that the request of W. Paddison be approved and permit gralted. Motion carried. Communication from the Vernon Chamber of Commerce submitting a Joint Resolution of the Community Development Committee and the Traffic Committee of the Vernon Chamber of Commerce on the problem of traffic congestion and civic improvements in the City of Vernon" which was approved by the Board of Directors of the Chamber at its meeting on April 13, 1954, was read. It was moved by Poxon, seconded by Anderson, that communication from the Vernon Chamber of Commerce be referred to the Finance Committee. Motion carried. - 3 - =1'70 4/20/54 Communication and report of W. B. Hollingi<<)rth" City Engineer, recommending that negotiations be carried on with Mr. C. P. Harnish, President of the Southern Calif- ornia Water Company, with the view of the said Southern California Water COIrqJany retir- ing from Vernon and the City taking over such of their facilities as may be found capable of incorporation in the City of Vernon Water System, was read. It was moved by Poxon" seconded by Mailliard" that the City Engineer" City Attorney and the Mayor carry on negotiations with Mr. Harnish. Motion carried. Resolution No. 1738 - A Resolution of the City Council of the City of Vernon establishing coIrqJensation for the Acting Chief of Police of the City of Vernon and allowances, was read. It was moved by Poxon, seconded by Trowbridge" that Resolution No. 1738 be approved and adopted. Motion carried. Inc. to construct driveway apron and standard cement concrete sidewalk at 3261 E. 44th Street. Application 18750 - U. S. Growers & Shippers Co., Inc. to connect additional storm drain facilities to existing storm drain on property at 3261 E. 44th Street. Application 18751 - Bohemian Distributing Co. to connect property at 2200 E. 49th Street with sewer in 49th Street. Application 18752 - Richfield Oil Corporation to repair 4ft gasoline pipeline in N/s Vernon Avenue. Application 18755 - Union Oil Co. to repair leak in 6ft south delivery line in Second Street.
