MINUTES OF A REGULAR MEETING OF THE
CITY COUNCIL OF THE CITY OF VERNON
HELD MAY 4, 1954 AT 2 O'CLOCK P.M.
IN THE COUNCIL CHAMBERS OF THE CITY
HALL LOCATED AT 4305 SANTA FE AV'mUE,
VERNON, CALIFORNIA.
COUNCIL PRESENT: Furlong, Poxon, Trowbridge, Mailliard
COUNCIL ABSENT: Anderson
The meeting was called to order by Mayor R. J. Furlong.
The Clerk announced that this was the time and place for the opening of bids
for the construction of Fire Station No. 2 at 3375 Fruitland Avenue with tower and
appurtenances, including handball court, curbs, sidewalks, asphaltic and concrete pave-
ments, retaining wall and other site inprovements as prescribed in the Drawings and
Specifications No. 174 as revised and approved by Resolution No. 1743 of the City
Council of the City of Vernon.
It was moved by TrOWbridge, seconded by Poxon, that the Clerk be instructed
to open and read the bids submitted. Motion carried.
The Clerk opened and read the following bids:

It was moved by Trowbridge, seconded by Mailliard, that the bids submitted
for the construction of Fire Station No.2 at 3375 Fruitland Avenue in accordance with
Drawings and Specifications No. 174 as revised, be referred to the City Engineer and
City Attorney for checking and report. Motion carried.
The Cle rk announced that this was the time and place for the opening of bids
for the furnishing and delivery of one hydraulic sand extractor, vertical non-vortex
type, constructed in accordance with Drawing No. 11015 - Ex 33.1, dated October 21,
1953, of Leeds, Hill and Jewett, Consulting Engineers of Los Angeles, California.
It was moved by Paxon, seconded by Mailliard, that the Clerk be instructed
to open and read the bids submitted. Motion carried.
The Clerk opened and read the following bids:

It was moved by Poxon, seconded by Trowbridge, that the nrlnutes of April 20,
1954 be approved as written and submitted. Motion carried.
Communication from Carpenter Paper Company requesting a green parking zone
at 3100 East 44th Street, was read.
It was moved by Trowbridge, seconded by Mailliard, that the request of the
Carpenter Paper Company be referred to the Police Department with power to act.
Motion carried.
Communication from Mechanical Foundries requesting crosswalk painting at
4545 Pacific Blvd., was read.
It was moved by TrOwbridge, seconded by Poxon, that the request of the
Mechanical Foundries be referred to the Police Department with power to act. Motion
carried.

Communication from Truck Transport requesting a refund on their City of Vernon
license tax for the years 1953 and 1954" was read.
It was moved by Poxon" seconded by Trowbridge, that the request of Truck
Transport be referred to the City Attorney. Motion carried.
Communication from Powell Manufacturing Company requesting a refund on their
City of Vernon license tax for the last half of the year from July 1, to December 31,
1954, was read.
It was moved by Trowbridge, seconded by Poxon, that the request of Powell
Manufacturing Company be referred to the City Attorney. Motion carried.
Progress Report No. 92 submitted by IJ.oyd Aldrich, City Engineer, City of Ios
Angeles, on Hyperion Activated Sludge Plant for period ending April 1, 1954, was received.
It was moved by Trowbridge" seconded by Mailliard, that Progress Report No. 92
on Hyperion Activated Sludge Plant for period ending April 1, 1954, be referred to the
Vernon City Engineer. Motion carried.
COIl1Illl.Ulication from Rexford. Pre-Pakt Company requesting a permit to conduct a
business of receiving, repairing and disbursing used agriculture containers at 2927 E.
50th Street, was read.
It was moved by Trowbridge, seconded by Mailliard, that the request of Rexford.
Pre-Pakt Company be approved and permit granted. Motion carried.
Communication from Harold M. Brake, DBA, Brake Delivery Service and Meier
Transfer Service, requesting a permit to conduct a business of wholesale and retail
delivery at 2633 So. Soto Street, was read.
It was moved by Trowbridge, seconded by Poxon, that the request of Harold M.
Brake, DBA, Brake Delivery Service and Meier Transfer Service be approved and permit
granted. Motion carried.
Communication from L. C. Husted" Fire Chief, requesting permission to send
Captain L. C. Newman and Captain T. F. Lara to Compton, Califomia, on May 6, 1954, to
attend the regular monthly meeting of Southern California Conference of Fire Prevention
Inspectors, with an e:xpense allowance of $5.00 each, was read.
It was moved by Mailliard, seconded by Trowbridge, that the request of the Fire
Chief be approved. Motion carried.
Comrmmication from R. H. Bockhacker, Acting Police Chief, reconnn.end.i.ng that
Motor Officer C. A. Shepard be advanced from Class 2 to Class 1 at a salary of $385.00
per month, effective May 1, 1954, was read.
It was moved by Poxon, seconded by Trowbridge, that the reconnnendation of the
Acting Police Chief be approved. Motion carried.
Communication from R. H. Bockhacker, Acting Police Chief, recommending that
Patrolman B. A. Bunker be advanced from Class 4 to Class 3 at a salary of $363.00 per
month, effective May 16, 1954, was read.
It was moved by Poxon" seconded by Trowbridge, that the recommendation of
the Acting Police Chief be approved. Motion carried.
Communication from R. H. Bockhacker, Acting Police Chief, recommend.i.n~ that
Motor Officer G. C.Robbins be advanced from Class 4 to Class 3 at a salary of $363.00
per month" effective May 16" 1954, was read.
It was moved by Poxon, seconded by Mailliard, that the reconnn.endation of the
Acting Police Chief be approved. Motion carried.
Communication from R. H. Bockhacker, Acting Police Chief, requesting authority
to employ Dalton H. Wolford. as Patrolman at a salary of $343.00 per month" effective
May 16, 1954, to fill t~e vacancy created by the retirement of Chief Giles, was read.
It was moved by Poxon, seconded by Trowbridge, that the request of the Acting
Police Chief. be approved. Motion carried.

No. 178 and City Engineer's Drawing, Plan No. A3-1292 for the resurfacing of 38th Street
from Santa Fe Avenue to Alameda Street, was read. City Engineer recommended that the
Plans and Specifications be approved, and that Invitation for Bids be issued for the
construction.
It was moved by Trowbridge, seconded by Mai1liard, that the recommendation of
the City Engineer be approved. Motion carried.
Resolution No. 1740 - A Resolution of the City Council of the City of Vernon
approving Specifications No. 178 and Plans No. A3-1292 providing for the construction
of asphalt concrete pavement resurfacing and appurtenances, in 38th Street from Santa Fe
Avenue to Alameda Street in the City of Vernon, was read.
It was moved by TrOwbridge, seconded by .tJIailliard., that Resolution No. 1740
be approved and adopted. Motion carried.

Resolution No. 1741 - A Resolution of the City Council of the City of Vernon
directing the giving of notice inviting sealed proposals or bids for the construction
of asphalt concrete pavement resurfacing and appurtenances, in 38th Street, from Santa
Fe Avenue to Alameda Street, in the City of Vernon, California, in accordance with
Specifications No. 178 and Plans No. A3-1292 of said City, was read.
It was moved by Po:xon, seconded by Trowbridge, that Resolution No. 1741 be
approved and adopted. Motion carried.

Resolution No. 1742 - A Resolution of the City Council of the City of Vernon
declaring prevailing rate of per diem wages to be used for the construction of asphalt
concrete pavement resurfacing and appurtenances, in 38th Street, from Santa Fe Avenue
to Alameda Street, in the City of Vernon, California, in accordance with City Engineer's
Specifications No. 178, was read.
It was moved by Trowbridge, seconded by Mailliard, that Resolution No. 1742
be approved and adopted. Motion carried. '

Resolution No. 1751 - A Resolution of the City Council of the City of Vernon
commending Pearl S. Giles, Police Matron, upon her retirement, for her many years of
service to the City of Vernon, was read.
It was moved by Trowbridge, seconded by Mai1liard., that Resolution No. 1751
be approved and adopted. Motion carried.

Communication and report from W. B. Hollingworth, City Engineer, in regard to
Resolution No.ET-699 passed by the Public Utilities Connnission, State of California,
authorizing replacement of the human flagman with automatic flashing light signals at
the intersection of the Atchison, Topeka and Santa Fe Railway Conq:>any tracks with tracks
of the Los Angeles Transit Lines at Pacific Blvd. approximately 650 feet east of Santa
Fe Avenue, was read. City Engineer recommended that the City concur in the change and
that letter from Commission submitting said resolution be filed.
It was moved by Poxon, seconded by Trowbridge, that the recommendation of
the City Engineer be approved. Motion carried.
Communication from The Cleveland Twist Drill Conq:>any re~esting a pe~t to
haul rubbish from the premises at 2301 E. 38th Street over the public streets to an
authorized dunp or incinerator outside the City of Vernon, was read. .
It Was moved by Trowbridge, seconded by Poxon, that the re~est of The
Cleveland Twist Drill Conq:>a.ny be approved and permit granted. Motion carried.

Connnunication and report from W. B. HollingIDrth, City Ehgineer, subJidtting
a copy of a letter from Mr.L:inne C. Larson, Executive Officer, State of California
Regional Water Pollution Control Board No.4, Los Angeles Region, forwarding to the
City of Vernon a copy of a Re.port of Proposed Waste Discharge from an activated sludge
sewage treatment plant proposed to be constructed by the City of Burbank, California,
in the vicinity of Olive Street, Lake Street, and Burbank Wash in said City, was read.
City Engineer recommended that no protest be made by the City of Vernon to the construction
of the treatment plant and discharge of effluent of quality described by said Board and
that he be authorized to transmit the attached letter in reply to Mr. Larson f s letter
and a copy of the letter to Mr. Larson be transmitted to Mr. Clayton W. Paige, City
Engineer, City of Burbank..
It was moved by Mai1liard, seconded by Trowbridge, that the recommendation of
the City Engineer be approved. Motion carried.
Conmnmication and report from John B. Moore, Administrative Assistant, in
regard to questionnaires from governmental departments and agencies, private business
and nonprofit research organizations of one type or another, and suggesting that a
mimeographed form of aclmow1edgment be prepared, was read.
It was moved by Trowbridge, seconded by Mai1liard, that the suggestion of
the Administrative Assistant be approved. l-tJotion carried.
Notice that the Public Utilities Commission of the State of California has
set the hearing in the matter of Application No. 35248 of Los Angeles Transit Lines
for change of service before Examiner Syphers for Thursday, May 6, 1954, at 10:00 a.m.,
in the Commission Courtroom, Mirror Building, 145 South Spring Street, Los Angeles,
California, was received.
It was moved by Trowbridge, seconded by Poxon, that notice of hearing from
the Public Utilities Commission of the State of California in the matter of Application
No. 35248 be referred to the City Attorney, City Ehgineer and the Mayor. Motion carried.
Communication from the Los Angeles County Board of Supervisors enclosing a
certified copy of resolution adopted by them on April 20, 1954, declaring Downey Road
within the City of Vernon to be part of the County System of Highways, and requesting
consent of said City to its improvement from 26th Street to Leonis Blvd. by the County,
was read.
It was moved by Poxon, seconded by Trowbridge, that comnumication and request
from the Los Angeles County Board of Supervisors be referred to the City Attorney for
drafting of Resolution. Motion carried.
Communication and report from County Sanitation Districts of l.os Angeles
County in regard to construction, maintenance and operation of a refuse collection and
disposal system and enclosing for consideration a sample resolution giving consent
by the City of Vernon to the District Board of Directors to proceed with the acquisition
of suitable and presently available refuse disposal sites, and to the inclusion of the
City of Vernon in the refuse collection and disposal system to be constructed, maintained
and operated by County 'Sanitation District No.1, was read.
It was moved by Poxon, seconded by Mailliard, that communication and report
from County Sanitation Districts of l.os Angeles County be referred to the City Attorney
for drafting of Resolution. Motion carried.
Report of the Police Department was presented.
It was moved by Poxon, seconded by Mailliard, that the report of the Police
Department be received and filed. Motion carried.
Reports of W. B. Hollingworth, Oity Engineer, on operation of the Engineering,
Water and Street Departments for the months of February and March, 1954, were presented.
It was moved by Poxon, seconded by Trowbridge, that the reports of the Oity
Engineer be received and filed. Motion carried.
Report of Carl A. Heinze, Consulting Engineer, on operation of electrical
system. by Southern California Edison Company for month of MarCh, 1954, was read.
It was moved by Trowbridge, seconded by Mailliard, that the report of the
Consulting Engineer be received and filed. Motion carried.

Communication from William J. Moran Conpany, requesting on behalf of their
client, the Air Reduction Pacific Company, a Division of Air Reduction Company, Inc.,
a permit to conduct a business on a plot containing It acres situated on the north
side of Leonis Blvd. between Soto and Boyle Avenues in a one story office and warehouse
building of appro:x:i.ma.tely 18,500 square feet to be constructed by William J. Moran
Company in accordance with all existing building codes and requirements, and attaching
a copy of a preliminary title report and plot plan, was read.
It was moved by Trowbridge, seconded by Mailli~,. that the request of the
William J. Moran Conpany on behalf of their client, the Air Reduction Pacific Conpany,
as presented in their communication under date of .April 30, 1954 conforms to the ordinances
of the City of Vernon, and that the City Coucni1 sees no reason why on proper application,
the license and permit would not be granted as requested. Motion carried.
The following excavation applications, all having the approval of the
City Engineer, were presented:

2200 E. 49th Street.
Application 18780 - So. Calif. Edison Co. to remove two anchors and install
one sidewalk anchor in Soto Street.
Application 18781 - Richfield Oil Corp. to repair 4" gasoline pipeline in
Vernon Avenue.
Application 18782 - So. Calif. Gas Co. to repair gas main in Slauson Avenue.
Application 18783 - So. Calif. Gas Co. to repair gas mains in Slauson Avenue.
Application 18784 - Richfield Oil Corp. to repair 4fl gasoline pipeline in
Boto Street.
Application 18785 - The Pac. Tel. and Tel. Co. to place 1 anchor in 50th St.
