CITY COUNCIL OF THE CITY OF VERNON
HELD MAY 18, 1954 AT 2 O'CLOCK P.M.
IN THE COUNCIL CHAMBERS OF THE CITY

The meeting was called to order by Mayor R. J. Furlong.
It was moved by Poxon, seoonded by Trowbridge, that the minutes of May 4,
1954 be approved as written and submitted. Motion carried.
Communication from Ramapo Ajax Division, American Brake Shoe Company, request-
ing curb painting at 3355 East Slauson Avenue, was read.
. Communication from Hall-Scott Motor Division, ACF-Brill Motors Company,
requesting ourb painting at 5041 Santa Fe Avenue, was read.
Communication from Pacific Press Inc. requesting red curb painting on the
west side of Soto Street, twenty-five f'eet northerly from the south exit of their
employees t parking lot, was read.
Communication from Safeway Stores Inc. requesting that crosswalk and direct-
ionalarrows be repainted at 1925 E. Vernon Avenue, was read.
Communication f'rom White Rock Bottlers Company requesting curb painting at
2151 East 51st Street, was read.
Communication from Goldring Packing CODi?any requesting that no parking signs
(loading and unloading excepted) be posted on the frontage of their property at 3461
E. Vemon Avenue, was read.
Communication from Rheingold Brewing Company requesting crosswalk painting
at 2065 East 51st Street, was read.
It was moved by Trowbridge, seconded by Paxon, that the requests of Ramapo
Ajax Division of American Brake Shoe Company, Hall-Scott Motor Division of .A.CF-Brill
Motors Company, Pacific Press Inc., Safeway Stores Inc., White Rock Bottlers Company,
Goldring Paoking Company and Rheingold Brewing Company be referred to the Polioe
Department with power to act. Motion carried.
Communication from Lifetime Motor Express requesting a permit to conduct
a trucking business at 5201 So. Soto Street, was read.
It was moved by Trowbridge, seconded by Mailliard, that the request of
LifetinB Motor Express be approved and permit granted. Motion carried.
Communication from Safeway Metal Polishing requesting a permit to conduct a
business of metal polishing at 2410 East Vernon Avenue, was read..
It was moved by Trowbridge, seconded by Mailliard, that the request of
Safeway Metal Polishing be approved and permit granted. Motion carried.
Communication from Norton & Son Inc. requesting a permit to haul rubbish
from the premises at 4890 Pacific Blvd. over the public streets to an al thorized
dwnp or incinerator looated outside the City of Vernon, was read.
It was moved by Anderson, seconded by Poxon, that the request of Norton &
Son Inc. be approved and permit granted. Motion carried. '
Communication from Globe Freight Service requesting curb painting at 4727
East 49th Street, was read.
It was moved by Anderson, seoonded by Poxon, that request of Globe Freight
Service be referred to the Police Department with power to act. Motion carrie~.
Report of the Police Department was presented.

It was moved by Anderson, seconded by Trowbridge, that the report of the
Polioe Department be received and filed. Motion carried.
Comnm.nication from Belyea Truck Co. requesting an overwidth permit to move
some tanks through the City streets of Vernon from the General Petroleum Plant at
26th Street near Santa Fe Avenue, was read.
It was moved by TrOwbridge, seconded by Mailliard, that the request of Belyea
Truck Company be approved and permit granted subject to supervision of Fire and Police
Department. Motion carried.
Communication & report from C. B. Hubbard" City Attorney, in regard to the
olaim for storm water damage of Chalk Metal Oompany, Abraham Chalk, Charles Ness,
2035 East 46th Street, Vernon, and recommending that .the claim be rejected, was read.
It was moved by Poxon, seconded by Trowbridge, that the recommendation of the
City Attorney be approved and that claim of Chalk Metal Company be rejected. Motion
carried.
Report from Robert H. King, Sanitation Eng:l.neer, on the 26th Annual Convention
of the Oalifornia Sewage. and Industrial ,Wastes Association which he attended May 5 to
8, 1954, in Sacramento, California, was read.
It was moved by Anderson, seconded by Poxon, that the report of the Sanitation
Engineer be received and filed. Motion carried.
Communication from Fred Hurley requesting permission to take his annual
vacation leave starting Monday, June 7th, 1954, was read.
It was moved by Anderson, seconded by Poxon, that the reqJlest of Fred Hurley
be approved. Motion carried.
Resolution No. 1752 ..; A Resolution of the City Council of the City of Vernon
consenting to the County Sanitation District Board establishing a refuse collection
and disposal system" was read.
It was moved by Anderson, seconded by Poxon, that Resolution No. 1752 be
approved and adopted. Motion carried.

Communication and report from W. B. Hollingworth, City Engineer, on bids
received and opened on May 4, 1954, for the furnishing and delivery of one Hydraulic
Sand Extractor for Water Well No. 13, was read. City Engineer reoommended that the
Contract be awarded to the lowest bidder, Lacy Manufacturing Company, at their bid
of $2,205.23 (including sales tax). ($2,141.00 plus $64.23 sales tax)
It was moved by Anderson, seconded by Poxon, that the recommendation of
the City Engineer be approved. Motion oarried.
Resolution No. 1753 - A Resolution of the City Council of the City of Vernon
awarding contract to Lacy Manufacturing Company for the furnishing and delivery of one
Hydraulic Sand Extractor for Water Well No. 13 of the City of Vernon Water Department,
in accordance with Drawing No. l1015-Ex. 33.1 of Leeds, Hill and Jewett, Consulting
Engineers, dated October 21, 1953, was read.
It was moved by Anderson, seconded by Poxon, that Resolution No. 1753 be
approved and adopted. Motion carried.

Communication and report from W. B. Hollingworth, City Engineer, on bids
received and opened on May 4, 1954, for the construction of Fire Station No.2 at
3375 Fruitland Avenue in Accordance with Drawings and Specifications No. 174.. as
revised, was read. City Engineer recommended that the Contract for the construction
of Fire Station No.2 be awarded to Winter Construction Co., Inc. at their low bid
of $143,333.00
It was moved by Anderson, seconded by Poxon, that the recommendation of
the City Engineer be approved and matter be referred to the City Attorney for draft-
ing of Resolution. Motion carried.

The following excavation applications, all having the approval of the
City Engineer, were presented:
Application 18807 - So. Calif. Gas Co. to drill & repair barholes to test
for gas main leaks in Nls 38th Street.
Application 18808 - So. Calif. Water Conpany to repair 6.' RS water main in
the north side of 27th Street.
Application 18809 - So. Calif. Gas Co. to drill & repair barholes to test
for leaks in 4" gas main in sls E. 25th Street.
Application 18810 - So. Calif. Gas Co. to repair 4ft gas main in S/a E.
25th Street.
Application l88ll - Richfield Oil Corp. to replace existing 4" gasoline
pipeline to be laid 6.' N/o existing pipeline at same
elevation and existing pipeline to be removed in
Vemon Avenue.
Applioation 18812 - High Standard Meat Co .to construct 1 standard cement
concrete driveway apron & depressed curb, sd..dewalk, &
6ft AC shoulder paving at 2959 E. 50th Street.
Application. 18813 - High Standard Meat Co. to connect property at 2959
E. 50th Street with sewer in 50th Street.
It was moved by Trowbridge, seoonded by Mailllard, that excavation Applications
numbered 18801 to 18813 inclusive, be filed and permits granted. Motion carried.
The following building applications, all having the approval of the Building
Engineer, were presented:

reinforced concrete underground oil storage tank wi. th
