The meeting was called to order by :Mayor R. J. Furlong.
The Clerk announced that this was the tinE and place for the opening of bids
for the construction of asphalt concrete pavement resurfacing and appurtenances, in 38th
Street, from Santa Fe Avenue to Alameda Street, in the City of Vernon, California, in
accordance 'With Specifications No. 178 and Plans No. A3-l292 of said City.
It was moved by Anderson, seconded by Poxon, that the Clerk be instructed to
op~n and read the bids submitted. Motion carried.
The Clerk opened and read the following bids:

It was moved by Anderson, seconded by Poxon, that the bids submitted for
the construction of asphalt concrete pavement resurfacing and appurtenances, in 38th
Street, from Santa Fe Avenue to Alameda Street, in accordance 'With Specifications
No. 178 and Plans No. A3-1292, be referred to the City Engineer for ohecking and
report. Motion carried.
It was moved by Poxon, seconded by Anderson, that the minutes of May 18
and May 21, 19,4, be approved as written and submitted. Motion carried.
It was moved by Anderson, seconded by Poxon, that Ordinance No. 672 receive
a third and final reading by title. Motion carried.
Ordinance No. 672 - An Ordinance of the City of Vernon consenting to abandon-
ment of street railway tracks and facilities and approving an agreement relating thereto,
was read for a third and final reading by title.
It was moved by Poxon, seconded by Trowbridge, that Ordinance No. 672
receive and pass a third reading and be adopted. Motion carried.

receive a third and final reading by title. Motion carried.
Ordinance No. 673 - An Ordinance of the City of Vernon consenting to a po:r'tion
of Downey Road in the City of Vernon being included as a part of the les Angeles County
Highway, was read for a third and final reading by title.
It was moved byPoxon, seconded by Trowbridge, that Ordinance No. 673
receive and pass a third reading and be adopted. Motion carried.

Communication from Board of Supervisors of Los Angeles Co1lllty giving notice
that on Thursday, J1llle 24, 1954, at the hour of 10:00 A.M., in the Hearing Room of the
Board of Supervisors, 501 Hall of Records, 220 North Broadway, Los Angeles 12, Calif'-
ornia, a public hearing will be held in the matter of the proposed exclusion of
certain territory lying within the b01llldaries of the City of Los Angeles, as described
in the enclosed notice, from Zone I in the Central Coastal Plain in the los Angeles
C01lllty Flood Control District, was read.
It was moved by Anderson, seconded by Poxon, that communication from Board
of Supervisors of los Angeles C01lllty be received and filed. Motion carried.
Conununication from State of California, Office of Civil Defense, Division
of Utilities, requesting approval of the appointment of Mr. Walter Hollingworth, City
Engineer .of the City of Vernon, as 1st Alternate Water Operating Engineer for Civil
Defense Area E, was read.
It was moved by Anderson, seconded by Poxon, that the request of State of
California, Office of Civil Defense, Division of Utilities, be approved. Motion
carried.
Communication from the Fire Chief of Maywood eJq:lressing appreciation to Fire
Chief Husted and the members of the Vernon Fire Department for the assistance given at
the hotel fire on May 22, 1954, at ]tlaywood and Slauson Avenues in ~od, was read.
It was moved by Anderson, seconded by Trowbridge, that the communication from
the Fire Chief of Maywood be received and filed. Motion carried.
Communication from Western Galvanizing Co. commending the Vernon Fire Depart-
ment for their efficiency in fighting the fire at their plant on May 22, 1954, was read.
It was moved by Anderson, seconded by TrOwbridge, thatconmnmication from
Western Galvanizing Co. be received and filed. Motion carried.
Communication from Vernon Motor Parts & Service Co. requesting curb painting
at 2957 Leonis Blvd., was read.
Conmnmication from los Angeles Nut House, 4920 So. Soto Street, requesting
curb painting on 50th Street, was read.
Conmnmication from Buehler Tank & Welding Works requesting curb painting at
5000 Pacific Blvd., was read.
Communication from A Brass F01llldry requesting curb painting at 2052 East
Vernon Avenue, was read..
It was moved by Trowbridge, seconded by Poxon, that the requests of Vernon
Motor Parts & Service Co., Los Angeles Nut House, Buehler Tank & Welding Works, and
A Brass F01llldry, be referred to the Police Department with power to act. Motion
carried.
Communication from L. C. Husted, Fire Chief, requesting permission to send
Captain L. C. Newman and Captain T. F. Lara to Gardena, California, on June 9, 1954,
to attend the regular monthly meeting of the Southern California Conference of Fire
Prevention Inspectors with an expense allowance of $5.00 each, was read.
It was moved by Trowbridge, seconded by Anderson, that the request of the
Fire Chief be approved. Motion carried.
Communication from Walter B. Hollingworth, City Engineer, recommending that
the employment of Mr. Dan G. Acosta as Semi-skilled Laborer, Grade 1 in the Street
Department at the rate of $13.00 per da;r, effective May 27, 1954, be approved, was read.
It was moved by Poxon, seconded by Anderson, that the recommendation of the
City Engineer be approved. Motion carried.
Conununication from Walter B. Hollingworth, City Engineer, recommending the
employment of Mr. Francis W. Sumner as Chainman, Grade 2 in the Engineering Department
at the rate of $275.00 per month, effective N',q 27, 1954, be approved, was read.
It was moved by Anderson, seconded by Trowbridge, that the recommendation of
the City Engineer be approved. Motion carried.

Communication from R. H. Bockhacker, Acting Police Chief, recommending that
Patrolman H. L. Wilson be advanced from Class 3 to Class 2 at a salary of $369.00 per
month, effective .June 1, 1954, was read.
It was moved by Poxon, seconded by Trowbridge, that the recommendation of
the Acting Police Chief be approved. Motion carried.
Communication from R. H. Bockhacker, Acting Police Chief, requesting per-
mission to employ Mr. Eldon G. Smith as Patrolman Class 4 at a salary of $.343.00 per
month, effective June 16, 1954, was read.
It was moved by Trowbridge, seconded by Mailliard, that the request of the
Acting Police Chief be approved. Motion carried.
Communication from Carpenter Paper Company requesting a permit to conduct a
business of paper products at 3100 E. 44th Street, was read.
It was moved by Trowbridge, seconded by Mailliard, that the request of
Carpenter Paper Company be approved and permit granted. Motion carried.
Communication from Richard Gorman Specialties requesting a permit to conduct
a pipe nipple manufacturing business at 2600 Downey Road, was read.
It was moved by Anderson, seconded by Poxon, that the request of Richard
Gorman Special ties be approved and permit granted. Motion carried.
Communication from Continental Can Co., Inc. requesting a permit to conduct a
business of storing and handling completed cans and metal containers at 4633 Downey
Road, was read.
It was moved by Anderson, seconded by Poxon, that the request of Continental
Can Co., Inc. be approved and permit granted. Motion carried.
Communication from The Commercial Tire Company requesting a permit to conduct
a business of selling new tires and tubes and servicing trucks and passenger cars
with high quality retreading at 4451 Santa Fe Avenue, was read.
It was moved by Troi-lbridge, seconded by Mailliard, that the request of The
Commercial Tire Company be referred to the Fire Department for report. Motion carried.
Communication from Metal Refiners, Ltd. requesting a permit to operate a
refining business on the premises at 2640 East 26th Street, was read.
It was moved by Anderson, seconded by Poxon, that the request of Metal Refiners,
Ltd. be referred to the City Attorney, Fire Department & Police Department. Motion carried.
Communication from the State Regional Water Pollution Control Board No. 4
in regard to the problem of sewage collection and disposal in the los Angeles metro-
poli tan area, was read.
It was moved by Trowbridge, seconded by Anderson, that communication from
the State Regional Water Pollution Control Board No. 4 be referred to the City Engineer
for study. Motion carried.
Progress Report No. 93 submitted by IJ.oyd Aldrich, City Engineer, City of
los Angeles, on Hyperion Activated Sludge Plant for period ending Ma:y 1, 1954, was
received.
It was moved by Anderson, seconded by Trowbridge, that Progress Report No.
93 on Hyperion Activated Sludge Plant for period ending 11ay 1, 1954, be referred to
the Vernon City Engineer. Motion carried.
Report of Carl A. Heinze, Consulting Engineer, on operation of electrical
system by Southern California Edison Company for month of April, 1954, was read.
It was moved by Anderson, seconded by Poxon, that the report of the
Consulting Engineer be received and filed. Motion carried.
Report of the Police Department was presented.
It was moved by Anderson, seconded by Trowbridge, that the report of the
Police Department be received and filed. Motion carried.

ConmD.U1ication from W. B. Hollingworth" City Engineer" recommending that the
furnishing and installation of one deep well turbine pump with direct connected electric
motor and appurtenances for Water Well No. 7 by U. S. Pumps" Inc. in accordance with
Specifications No. 176, be accepted" was read.
It was moved by Trowbridge" seconded by Mailliard" that the recommendation
of the City Engineer be approved. . Motion carried.

Resolution No. 1755 - A Resolution of the City Council of the City of Vernon
accepting the furnishing and installing of one deep well turbine pump in accordance
with Specifications No. 176 of said City" and authorizing 90% payment of contract price,
was read.
It was moved by Trowbridge" seconded by Mailliard" that Resolution No. 1755
be approved and adopted. Motion carried.

Communication from G. A. Anderson" City Clerk, requesting permission to attend
a meeting of the City Clerks Institute under arrangements of the League of California
Cities to be held in Fresno, June 24th and 25th, 1954, together with a nominal e:x;pense
allowance" was read.
It was moved by Trowbridge, seconded by Mailliard, that the request of the
City Clerk together with an e:lpense allowance of $100.00 be approved. Motion carried.
It was moved by Trowbridge, seconded by Mailliard, that Sergeant Walter V.
Slater be promoted to the grade of Lieutenant at a salary of $431.00 per month"
effective May 1, 1954, and that Patrolman Gene G. Vinlove be promoted to the Grade of
Sergeant at a salary of $403.00 per month, effective May 1, 1954, in accordance with
recommendations contained in communications from Acting Chief of Police Boekhacker
under date of April 15, 1954. Motion carried.
It was moved by Anderson, seconded by Mailliard" that the City Attorney
be instructed to communicate with Safewq Stores, Inc. in regard to their proposed
acquisition of the E. K. Wood Imnber Company property and in regard to the opening
of St. Charles Street. Motion carried.
It was moved by Anderson, seconded by Poxon, that the City Engineer and the
Administrative Assistant be authorized to negotiate for the appraisaJ. of certain
property in the viei.ni.ty of ,Water Ptmq:>ing Plant No.2. Motion carried.
The following excavation applications, all having the approvaJ. of the
City Engineer, were presented:
Application 18824 - So. Calif. Edison Co. to replace poles and anchors
and relocate poles in E/s & W/s Downey Road.
Application 18825 - So. Pacific Co. to replace existing 90 lb. rails
in spur track with 110 lb. rails & resurface excavation
across 1st alley E/o Alameda St. at 145' 5/0 CL37th
St. and in alley between 37th & 38th St. from 1st
alley E/o Alameda St.
Application 18826 - So. Calif. Water Co. to abandon & remove lilt water
service formerJ.y to Southwestern Engineering Co. at
